ahead of the all- important talks in minsk belaerous. there is a humanitarian catastrophe on the ground. there are continuing problems with electricity and it is colder and shortages of food and medicine and 1 million internally displaced people at this point. and it is the scene of heavy fighting as pro russian rebels are trying to take that time because it is a transportation hub. if the fighting is tapering off ahead of the talks fighting a deal it it was heavy enough to kill two people in the city of donetsk. seven were killed yesterday. and an explosion in the chemical plant. there were no casulties but in the heavy industrial belt in ukraine these sorts of incidents

are a concern in terms of spreading poisonous fumes on everything else. the ukraine would like the the u.s. to supply them with weapons because theirs is old and no match for russia. european leaders are concerned about that because they are afraid it would ratchet it up a notch. the counter talk on that if ukraine doesn't get more arms, russia will get more land. the european union leaders are holding off putting new sanctions on russia until the talks in minsk on wednesday. >> ukraine and isis just the examples of the thorny issues that reached the president's desk and as hillary clinton is expected to launch a white house bid, one of the battle she faces is over income inequality.

a movement in the democratic party or will she be inclusive and how is she going to navigate that? i think a lot of folks in the country are really struggling with the pace of the economic recovery and unemployment is ticked down, i think a lot of folks are trying to reconcile why it is that some of the proposal that are put forward to strengthen the economy seem to be holding it back. she will have to weigh in not only on foreign policy. we have seen her do that but domestic policy in the coming months. >> jon it is one thing to take from the rich and give to the poor. but in the president's initial budget he wanted to take from the middle-class and give to the poor. >> that is a huge problem for hillary clinton. even say she wants to it run on a redistributive plan where

and we begin with david lee miller who is in laguardia airport. david? >> reporter: throughout the day it is, we have seen cancellations increase. 1907 cancellations that took place. a significant number in laguardia airport. take a look at my shoulder at the departure monitor and all of the red indicating a cancellation. 320 cancellations today and that is 55 percent of all flights. also boston airport logan, 69 percent of all flights and newark 33 percent and jfk slightly more than a quarter of all flights have been cancelled today because of the weather. and then there are the delays. 1200 of them system wide. one reason for the delays, we have seen in laguardia airport,

they are de- icing aircraft before they can depart. a number of airlines are suspending the change and cancellation fees for flights affected because of the storm. those are virgin, jet blue and united. as for the folks in the airport that we talked with. many anticipated the delays and some cases they got a notification and e-mail from the airport. there is frustration but the passengers seem to be keeping their blood pressure in check. >> at this point i am an experienced traveller. i know that you have to allow some flexibility for delays. >> i don't worry about the flights. if i make it fine. if not there is always another one. >> reporter: when will the next flights taking off?

airlines that affect the points and miles you get when you travel. delta airline system going to a dollar base program and devalue the miles that you have collected in some cases. so is this the beginning of the end of the frequent flyer programs. joining us is gary left from the view from the wing.com. delta stealthily took down the mileage award charts. you want a free domestic ticket you have to save up miles? >> that's right. they changed the way they award miles when you fly. the dollar of the price of your ticket determines the points you are earning. they took down the price list that took down the price for the awards and the points price is whatever they tell you a flight

will cost on a given day. >> how are you supposed to know. a lot of people watch the mileage accounts and struggle to save the first thousand miles to fly off and see grandma, how are you supposed to know? >> that's right. people spend a long time saving up for the domestic flight or the honeymoon or anniversary trip. there is a goal in mind and that focuses the loyalty and accrual of points. delta is saying they don't publish the chart and they don't tell you the prices change. they want to you come to their website and being told here is the price. that may be a precursor to the change in the way they price awards going forward. it looks like they are doing it the the old way. domestic 25000 or more hasn't changed. but took away any requirement to

tell you about the changes in advance. >> 20 years ago or more when i was a globe trotting correspondent. and i was always on airline seat. it was common to have the middle seat open. they had seats to give away but not good at filling up the seats on the plane. these days, if i get on a seat or a plane it is unusual not to have the the whole thing sold will out. is that part of the reason? they don't have the seats to give away and don't feel they need to encourage passenger loyalty like they used to? >> that's absolutely right. with the planes full they don't have to spend marketing dollars to fill the seats. that is why the changes on the mileage accrueal sight earned a lot. credit card spending and rental cars and on line shopping to

earn points and valuable and relatively speaking more valuable as there are more points compared to flying. and there are fewer seats available on the domestic airlines to redeem. the great thing to do is look abroad that delta and united has all over the world to take you where you want to go. it is possible to use your points and they are less generous on the awarding of points and delta is emboldened with the changes they are making and begin to put in place a month ago. >> gary left from the wing.com. thank you. >> you bet. >> and travellers who are upset about all of this, might not have much recourse. a string of core victories for the airlines and predicts trouble for the airline. >> and i was looking at history of the lawsuits that passengers

have brought over changes to frequent flyer programs and it doesn't look like passengers have a good track record of winning? >> not at all. they lose every time that i have seen. the contract that the program is based upon basically said that is the consumer and flyer understands that the program can be modified or change any time at the discretion of the airline. they have so much wiggle room it is hard to call it a loyalty program. it seems very disloyal when they change the terms at any point. it is not good legalies for flyers. >> brian, i was thinking about it. maybe you are not a wealthy person and fly once a year and saved up a dozen years to get enough mileage to go see your long lost grandmother or something. and all of the sudden delta

pulls the rug out from under you and say, it is going to cost you 50,000 to make that 25000 mile trip. is that fair or legal? >> i am sorry i have to tell you there is nothing more frustrating in the modern world than dealing with airlines. i can't stand it. our background is in criminal law and that taught us to it be object beive and realistic and the reality is this type of a case is not one to win in the courtroom. she is correct. is this a quiet of contractual duty. does the airline have a duty to give you the awards. the answer is, you don't. you agree to terms and conditions in their program that give them all of the power. excuse me i am sorry. that may not be nice or fair and we may not like it. but that is the reality. and the ultimate recourse consumers can have is with their

wallet. if the airline doesn't do the right thing buy from the competitor. that is where they will respond and not in the courtroom. >> here is an example. continental used to have a million miler program. if you flew a million miles on continental you got benefits for life. and they merged with united and united threw out the benefits and there was a class action lawsuit and the court said sorry, you know that is tough luck to you? >> it is a problem legally for the consumer and i agree with brian. i was flying twice this weekend and i went on two different airlines because the loyalty program for one i had accrued miles was not helpful for my way home. i went to a competitor. and that's all i could do. i see less loyalty to delta where i have my miles than i did

an australian beach community is reeling after a deadly shark attack. a japanese citizen who lived in the area was killed while surfing near the east coast. this isn't far from where another surfer was mauled one day earlier. sharks are very common in these waters and the beach remains closed today. federal regulators are stepping in in this country to protect consumers from getting in trouble with those poeday loans. it's a $46 billion a year industry known for sky-high interest rates. now a new set of rules is in the works to regulate short-term loans. joining us from fox business network is lauren.

what's up? >> now researching ways to regulate payday loans federally for the first time. these are small loans and do typically on a borrower's next payday. but the fees ae tached to them are so high the borrowers can't pay them back so they take out a new loan creating a cycle of debt. the industry for short-term small loans is big, like you said, it is pegged at $46 billion. and it targets lower income folks who mostly need the money just to cover basic necessities. payday loans are legal in about 30 states where they're not prohibited but sometimes do have restrictions. now the cfpb is looking to regulate them and maybe other types of lending as well such as installment loans or car title loans. critics say in the federal rules are too stringent, they'll cut off a form of credit for millions of americans. at the center of the regulations
