carstinson in copenhagen with the latest. good evening, tom. >> good evening. >> what can you tell us? what is happening there? >> copenhagen is one big manhunt right now. there are police everywhere trying to find this latest shooter who ran away on foot after shooting at a synagogue and shots were fired in a nearby station. we think it's the same person. two police officers are injured in this latest shooting. one shot in the arm. one in the leg. none of them fatally injured. there are reports of a third person being shot in the head. person is not confirmed yet. definitely shot in the head. >> all right. so, in copenhagen today, two separate shootings. the first one today at a cafe that was hosting a free speech event with an individual on whose head there was a reward by radical muslim groups. is that correct? >> yeah, he's been hunted for

years. since he drew muhammad in 2007. ever since then he's been on the hit list, yeah. >> the one that happened an hour, two hours ago, can you tell us actually what time it did happen in copenhagen, the second shooting? >> yeah, it's about an hour, hour and a half ago local time. 1:30 in the morning. in the very center of koeppcopen where a lot of people would be out. it's cold. most people would be indoors, but going from cafe to cafe, pub to pub. it's a very -- it's a busy neighborhood, and the synagogue is right in the center, and the person was shot there. and then apparently there was shots fired nearby at one of the biggest stations. the biggest -- it's the busiest station in denmark. that was also locked down by police. because that's, like, the biggest traffic junction pretty much in denmark. >> when you say it's a station, what kind of a station is it, tom is. >> it's all under ground which makes it a bit more scary if you're thinking of these kinds of things because it's all the

tunnels. >> is it -- go ahead. >> yeah, it's physically not that big, but it's the busiest station in denmark. so it's quite an important place. >> all right. is there a belief that the gunman who did the shooting in front of the synagogue ran away on foot into that station? >> that's one of the theories. it's very close by, so he could easily have run down there. it's only a couple hundred yards. >> all right. and what happened this morning at this free speech event at the cafe? the one man who was shot and killed, do we know who that person is? >> we don't know his name yet. we only know he's about 40 years old, a male. they haven't released a name i'm not sure the police know yet. no, we don't know who he is, but must have probably been there to listen to the speeches, but we don't know. >> the gunman, can anyone describe him in any way? did anyone hear words as the

shooting was happening? >> he was clearly speaking danish, but he's been described by a witness as 25 to 30-year-old with an arab background, but speaking danish. his face was masked with a scarf and there were some pictures of them, but they're very grainy, so, i mean, it's very hard to identify him from those pictures. >> and you say an arab background. it's my understanding also that the prime minister has indicated that this is definitely a terror attack. the one at the cafe. has there been any identification of the second shooting as a terror attack? >> not yet. they haven't yet, but, no, it happens at a synagogue, it happens just after this, it will be strange -- it could be a completely different person, could be a copycat. it would be strange if it's absolutely -- it's a strange coincidence if they have nothing to do with each other or at least being inspired by. >> all right. very quickly, is there any comparison between the identification or description of the one this morning and the one in front of the synagogue?

>> no. the one in front of the synagogue is way too weak to -- you can't really say -- it could be the same guy, it could also not be the same guy. there are not enough details. >> all right. so we definitely cannot say it is not the same person. >> no, we can't say either way. it could be and could not be. no one knows. >> tom carstensen, thank you for being with us. >> you're welcome. >> with me now, republican congressman scott perry, a member both the house homeland security committee and foreign affairs committee, he also serves in the pennsylvania army national guard. good evening, congressman. >> good evening, judge. great to be with you. >> all right. never expected to be talking about this, but right now, two attacks in denmark today. one in front of a synagogue, and one at a cafe that was hosting a free speech event on blasphemy and free speech. you're on the homeland security committee. what's your reaction to all

this? >> well, it's a reaction of increasing concern on a military level, on a personal level, on a professional level, really anything you can think of of the domino effect of terrorism that we see playing out every single day around, across the globe, around the world, and you say to yourself, what are we? what are we doing about it? and whatever we're doing, it's not enough from my standpoint. you look at what's happening in the middle east, the fall of country after country. instability of nations and failed states. the report the just keep coming and the united states seems to be silent from the greatest effect, and that's concerning to any, members of the military that i've served with, and americans across the country. i think there's a great sense of frustration from the -- about the administration and its lack of effectiveness. >> well, and, you know, the irony, i mean, this week the president looking for a new authorization of military force against isis, alone.

is -- what can congress do? separate and apart from what the president is doing? to protect americans? >> well, i think, you know, congress can certainly give the president the authorization, the use of force, of course, he has the -- >> he already has that, does he not, congressman? >> he does, indeed, and he's already been using it. but my bigger point is, he's asked and he's provided a limited use of force and i think what congress can do is say, no, let's not be limited, let's go after this with everything we've got. look, if we're going to send people with their lives in jeopardy, we need to be very serious about this, and not just isis, because isis is one brigade in a division of these jihadists, of these radical islamists around the globe. we can't just go get isis. you know, isis, maybe they're in copenhagen, but somebody is in copenhagen right now. we need to be looking at this from a larger standpoint.

i think the president has limited himself. i don't think conch wa congress wants to do that because i don't think the americans want to do that. >> as we watch the movement from the middle east, into europe, into the united kingdom, denmark, it seems it's all coming west and for the president at this point in time to seek to actually restrict that aumf, it seems almost counterindicated. >> that's exactly right. we watched this thing, and it is indeed coming west. this has been predicted for some time. and as you said, the president seems to have a tin ear to this situation from the standpoint that he can't even name the enemy. how do you fight an enemy if you refuse or are unable to name it? that's the frustration with many americans. >> and how do we convince americans that we are looking out for their safety? >> well, i think that we need to continue with this conversation and be engaged and highlight how

these things around the globe are moving westward. sooner or later, it's going to be on our door step. we have had some attacks in our country. if we don't want to see that happening on a daily basis, americans need to get their minds wrapped around this thing and decide how they feel about it and make themselves heard. >> all right. congressman scott perry, thanks so much for being with us this evening. >> yes, ma'am. great to be with you. all right. with me now, retired lieutenant general jerry boykin, the former commander of the u.s. army's elite delta force. all right. good evening, general. your reaction to these attacks in denmark? >> well, here's a news flash, judge. this is going to get worse. the united nations now has a resolution called 1618 which would make any disparagement of islam or the prophet muhammad a hate crime or hate speech. this has -- this was proposed ten years ago by the organization of islamic cooperation. 56 muslim states, plus the

palestinians, and it has been supported by hillary clinton on behalf of the united states. if they pass this, which they've already passed it in the human rights council, if they pass this, this is going to apply to all the member nations of the united nations and this whole situation that you see today is going to get worse. >> all right. when you say that it would apply to all the members of the united nations, this essentially restricting the first amendment right of americans and free speech, a foundation of this republic, are we saying that u.n. resolution can affect our ability to say what it is we have a right to say? >> well, what i'm saying is that is the intention of this. that's what the united nations, or that's what the oic, organization of islamic cooperation, is working for, is to ensure that all member nations come under this and it restricts free speech. any disparagement of islam or

the prophet muhammad would be considered hate speech. >> all right. let's talk about the fact, general, that, you know, as this is happening, and i just spoke with congressman perry about this, as we see the movement west from the middle east, and you say you can rest assured it's going to happen to us, we've got a president who is seeking to have congress limit his authority to go after what is clearly a global threat. >> that's exactly right. i think the congressman was very articulate on this issue. this is a global network of jihadists. this is a global network of radical islamists that are motivated by their theology and they -- it doesn't come just in one form or shape or color. it's not just isis. you have a network that is all motivated by the same thing and we need to have the ability and a strategy, judge, to go after them wherever we find them regardless of what name they

carry, and we don't have a strategy. >> well, first of all, we can't et even name them, but when you say we don't have a strategy, what should we be doing? what shuould the military be doing? >> judge, you develop a strategy by starting with an an assessment of the enemy. strengths, capabilities, objectives, what motivates him to fight? what are the key personalities? we haven't done that. yet we call this a strategy when we haven't empb done an assessments or appreciation of the enemy. then the strategy has to be based on what our intentions are, what our objectives are and i have yet to see anything that even comes close to that. this whole nonsense of sustained ground campaign, or sustained ground warfare, i must have missed that in the war college, judge, because i don't know what that means. >> as well as strategic patience, remember that one? >> no, i missed that one, too,

tonight, 320 united states marines stationed at al assad air base in iraq are slowly being surrounded by isis. as close as five miles away. their encampment has no natural protections, no mountains, no rivers, no hills, no cover. just yesterday, word that isis militants disguised in coalition-friendly iraqi army uniforms attacked that very base. the isis fighters, some wearing suicide vests, were killed. but some say that it was a probing mission to determine the vulnerabilities of our base. watching this from afar, even an amateur would see this is a classic circle the enemy maneuver. certainly, there can be no question in the minds of those watching from the pentagon and the white house that our marines are in danger. i worry president obama is not taking this seriously.

that this will lead to a possible disaster. i worry that unless serious steps are taken by a real leader, we are setting ourselves up for a loss of american lives. just days ago, the president said that isis was suffering from a morale problem. >> we've seen reports of sinking morale among isil fighters as they realize the futility of their cause. >> one minute, isis morale is sinking. the next, they're circling our marines. my sense is the only morale problem is in that encampment. my sense is that these 300 marines surrounded by isis within striking distance are wondering how much longer before they get reinforcements? how would they be rescued? how long would it take? but no worries, the pentagon says they're safe. this is no time for obama speak. isis doesn't have a morale problem. they're not a jv team.

and somalia for years. >> the next minute, we're racing out of yemen. leaving our vehicles, military evacuated not on military planes and transports, but on commercial flights. mr. president, you keep telling us that we're winning, but we've been kicked out of libya, syria, and now yemen. and by the way, why didn't we stay and fight? isn't the whole point of an insulation to protect americans? and, yet, the united states of america, we put our tail between our legs and run. we don't stay to defend our embassy. we lay down our weapons and run. last time we did that we left billions of dollars in equipment for the enemy to use. this week, your authorization of military force, easily identifies isis and just their associated as the only real threat. not al qaeda, not boko haram,

not the khorasan group. mr. president, you, yourself, admit you already have the authority to fight isis. you're not a serious leader. you keep telling the enemy what we intend to do and not do. yo your schizophrenic approach in pakistan, on the same day you announce a surge, you announce we're leaving. as we leave, our troops are in more danger because there are fewer in number. our constitution puts the military under civilian leadership. that's why the president is called the commander in chief. it is a fundamental tenant to our country's democracy. congress decides whether to fight and the president manages the fight. but as commander in chief, mr. president, you seem more concerned with the politics of war and the campaign promises to end conflicts and close gitmo than in protecting americans.

course, afghanistan. on the same day he announces a surge, he says we're going to draw down, you know, we're running. your military, you tell me whether or not under this president, americans, given this week he wants to limit his powers of military force, can americans actually expect to be protected with a president who doesn't have a strategy, who can't identify the enemy, who can't talk about the motivations of the enemy? >> no, you cannot trust the president. i would encourage my former colleagues not to support this request for the authorization of military force. president obama this past wednesday basically repeated what he said in august and we have seen isis from a year ago when he classified them as a jv team to go to estimates of 50,000 in strength. you talked about the president stating their morale was low. the same time he was giving that speech, his own counterterrorism adviser was on capitol hill

saying they have had 18,000 of an influx of new fighters. you don't tell the enemy what you're not going to do. you don't tell the enemy that you're only going to fight for three years. this is absolutely nonsensical. and we have already seen the greatest strategic blunder in probably the history of united states military with his withdrawal of all of our military forces. because isis is nothing more than the reincarnation and the reconstitution of al qaeda in iraq which we had defeated. >> and, you know, i see this -- i must tell you, allen, as a reverse crusade. it seems to be coming west. you know, with the killing of the christians in the middle east, the yezidis, jews in the middle east. now they're coming across europe and just a question of when they come across the pond. >> no -- >> go ahead. >> but this is not a reverse crusade. this is exactly how islam spread off of the arabian peninsula back in the 7th and the 8th centuries. they overran the iberian peninsula and they controlled

cover? >> judge, i can't answer for this administration. but i will tell you that's not the ethos, not the culture of the marine corps. you know fuller when he was up on the reservoir said, we're surrounded. that simplifies things for us because we can attack in any direction and kill these enemy. i think that's exactly the attitude we should have right now. go after them. get something in there. get some aircraft in there. get special operations in there. get a marine magtaf, a marine air ground task force. we can take them all now and kill quite a few of them i'm sure. >> general, when you thing about benghazi and the fact there clearly was no cross-border order, authority order, given, you know, we've got a lot of notice here, and, you know, there's going to be hell to pay, it seems to me, if anyone is hurt given the vulnerability of our marines at that encampment. >> look, this president committed these marines.
