films. and that's it for today. have a great week. and we'll see you next fox news sunday. you next fox news sunday. a fox urgent more innocent blood being spilled by isis. a new video shows islamic state thugs beheading 21 egyptian christian hostages. while the tape is being analyzed for authenticity, the egyptian government confirms those 21 victims are dead. this believed to be the largest documented mass execution by isis outside of syria and iraq. the victims were reportedly kidnapped by isis in libya. thousands of egyptians have gone to libya in recent years in search of work, despite warnings to stay away for their own safety. this is the fox report. i'm patti ann brown in for hair is faulkner.

isis's latest act of bar barism coming as washington debates whether or not president obama is doing enough to combat the terror group. president obama this past week asked congress for a war resolution to give him what he says he need to put isis on the path to destruction. but the plan is drawing fire from both sides of the aisle. some democrats saying the president is asking for too much and could possibly draw u.s. ground troops into an extended fight. others, like republican illinois congressman adam kinsinger saying the president's war request doesn't go far enough. >> the job of congress, and adam said it is to declare war. it's not to be commander in chief. and this authorization as the president put out would be in essence congress being commander in chief and making strategic decisions of war. >> meanwhile the war on isis continues from the air. the pentagon confirms 8 air strikes against isis targets in the past 24 hours in both iraq and syria taking out isis checkpoints and fighting

vehicles. doug mckelway is live right now in washington tonight. doug, let's start with this latest isis video out of libya reinforcing what critics say are deficiencies possibly in the president's authorization for destruction of isis? >> thought. this video was released after the sunday talk showsened so they didn't have a chance to comment on it. it reinforces what many say about the president's plan submitted to congress last week. it doesn't go far enough even as the civilized world is macing more threats from isis in syria and iraq but now in libya, too. it does not allow for the use of quote enduring offensive ground forces which some military analysts have said are needed to ultimately defeat isis. >> i've always believed that we should give the authority to the president to win the battles that we need to win. and i don't believe that the authorization the president asked for will give him the tools he needs to defeat isil. he says, well, the threat is

being diminished. well, the fact is isil continues to gain new territory. >> and some of the president's own party also reject the authorization' expiration after only three years. earlier authorizations were open ended. >> i think the resolution for three years time limit is not appropriate. where we don't want to send a signal to the world that we're there for just so many years. unfortunately, this battle is going to take a long time. some of the fundamental issues in that operational tactic on military are political. >> u.s. intelligence agencies have not yet confirmed that isis carried out these 21 beheadings in libya, but according to the a.p. the makers of the video identify themselves as the tripoli province of the islamic state group. that's the same group patti ann, that controls about a third of syria and iraq. >> very disturbing. all right, doug. back to the president's war request, what is the status of

that right now in congress? >> speaker boehner promises robust hearings in all the pertinent committees, intelligence, foreign affairs and armed services on the aumf. a vote could be still though weeks or even months away. the trouble is any congressional tweaking is pretty much useless if the president lacks the will to carry out what congress deems necessary. he as we all know, not congress, is the sole commander in chief. patti ann? >> doug mcelway live in washington. thank you. the suspected gunman in yesterday's deadly terror attacks in copenhagen is now dead. his body seen lying on a sidewalk after police killed him in a shootout. the fbi is now joining the investigation as new details emerge about the suspect. he was a 22-year-old danish citizen with a criminal past. intelligence officials believe last month's terror attacks in paris may have inspired him to open fire at a crowded cafe and a nearby synagogue, killing two people and wounding five police officers. the president of france offering his condolences to denmark one

month after the deadly terror attacks shook his country. >> translator: there is a link that doesn't mean a network but simply the same determination on behalf of the terrorists to destroy what we are, what we represent, the value of freedom, the value of the law, the value of protection, that each citizen, whatever their religion, must be able to find. denmark, france are today the same nations. >> well, grn reporter tom carson joins us now from copenhagen. tom, what more are we learning about this suspected gunman? >> we learned quite a lot. his name is even out in some danish media. he was released from jail only two weeks ago. he'd been in jail for about two years. he was in prison for alleged involvement in a knife attack a couple of years ago. he was born in denmark, born and bred here, has arab background. he was gang-related as well. he came from an area notoriously

known for its gangs. he apparently was a part of one of those gangs. and we don't know exactly how he then went from being in a gang to doing what he did. but there are -- there has been quite a few of these former gang members who go to prison, get radicalized in prison or some of them go to syria and get radicalized there. others have been radicalized in prison. that is a possibility that has happened. >> so what are investigators saying about the potential for more suspects? >> they don't seem too worried about that now. it seems they're very certain that he was the only one there. were some arrests today and some confusion about that. it doesn't seem to have been -- they raided an internet cafe. they were checking computers. four people were arrested there. it seems they were arrested because they were resisting police work and nothing else. so right now they're not looking -- they don't think there's any more. >> so have things calmed down now that police say they have

their one and only man? >> yes it seems calmer. still loads and loads of police. the synagogue has 40 police officers there. and all -- anything jewish will be covered by police indefinitely indefinitely. we don't know for how long. that's not normal in denmark but it's been going on. >> tom carstensen live in copenhagen, thank you so much. police in germany have cancel add carnival parade due to quote specific threats of an islamist terror attack. police put a stop to the parade only about 90 minutes before it was supposed to start. a stimtd 400,000 people had already turned out. the parade would have featured a "charlie hebdo"-themed float highlighting last month's terror attacks in pair that is took 17 lives. the parade organizer says it is important to defend free speech. >> translator: satire is essential for our tradition. now it is important that we make clear that freedom of speech as guaranteed by the basic law is

the strongest weapon that exists. >> the city's mayor says today is a sad day, but the police assessment of the security risk left them with no other choice. several st. pauler parades in nearby towns however, did go on as planned but with an increased police presence. turning now to ukraine and the world watching and waiting to go see whether a cease-fire deal that went into effect yesterday is holding. experts say for the most part so far so good. seems like this is now common, areas there was once heavy shelling and artillery fire quiet now. not all is well. there are still reports of fighting, particularly in one strategically key area. greg palkott is live in kiev with the latest for us. hi greg. >> reporter: patti ann the osce group which is monitoring the cease-fire in eastern ukraine tells us it is being overall respected with some exceptions. ukranian officials tell us there are a lot of exceptions. 60 to be exact on the first day. the shelling in the town of

horlivka an incident in donetsk, another outside lohensk killing two. the biggest problem is in divalsiva. 18,000 ukranian soldiers are stuck inside the town surrounded by russian-armed rebels. there has been shelling both ways today, we have heard. a rebel chief telling us flatly, that territory is ours. meanwhile what are called humanitarian aid con voice entered eastern ukraine today from russia. 170 trucks, 1800 tons of cargo. said to be mostly food. we can't confirm that because the border between russia and ukraine is run by the rebels. accusations in the past has been that the cargo has also included weapons and ammunition. finally, here in kiev ukranian president petro poroshenko

no relief for winter-weary residents in the northeast. in fact the situation has only worsened overnight and through most of today a new storm dumped yet another foot of snow over the region. massachusetts hit especially

hard. boston now under seven feet of snow! add to that 60-mile-per-hour wind gusts and the threat of coastal flooding. the national guard now moving in to assist people through this historic big chill. and officials are warning not to expect any immediate help from mother nature. >> this very light snow is going to continue to blow around a lot. and as a result roads that may have been plowed recently will start to look pretty quickly like they haven't been plowed in a short period of time. and we therefore would continue to encourage everybody to stay off the roads and to let the plows do their job. >> rick leventhal joins us now from boston. hi, rick what's the latest? >> reporter: patti ann, the snow has stopped falling but now the deep freeze is on. it's 10 degrees here but it feels like negative 8. we're told it will reach 25 to 35 below overnight. of course, the plows have been running all day and all night and the heavy equipment as well, scooping up all this extra snow

and trucking it to an area near boston harbor where we found an excavator on top of one mountain of snow at least 30 to 40 feet high. nearby more trucks were dumping snow at the base of another pile that we estimate at 70 feet tall. moving all this snow isn't cheap. the city estimates it spent $40 million already this winter. and meanwhile, businesses continue to suffer because stores can't open when employees can't get to work. the ones that do don't seem to have enough customers. >> it's getting frustrating to everyone, even for myself. there's no place to put the snow. everyone's getting aggravated being in the house. but i ask you to stay calm and stay focused. stay off the roads. stay indoors. >> reporter: more than 7 feet of snow has fallen in 3 1/2 weeks patti ann. there are two more storms forecast for this week. >> yeah. so already a record-breaking winter for boston. but another record today? >> reporter: according to some local forecasters, today was the snowiest day in boston history.

of course we already knew that boston had the snowiest month so far in february. and there's still obviously more time left in this month. and it's approaching now one of the snowiest if not the snowiest winter in the history of this city. they have had four times as much snow already this year as anchorage, alaska in just the past two weeks, work crews removed enough snow to fill gillette stadium more than 90 times. but of course, snow can also be fun, especially for a bunch of kids from miami. >> you want to stay in boston now forever and just play in the snow? >> the snow is very difficult. it takes a really long time to put on all these clothes. >> and my legs are numb. >> maybe you should go inside. >> no! >> reporter: actually they spent one hour outside and some smart mothers took them in where it's warm patti ann. >> only kids from miami would love that that much. rick leventhal, thank you so much, live. well forecasters are warning much more frigid weather conditions moving north at this

very hour. senior meteorologist janice dean joining us now live in the fox extreme weather center. hi janice. >> this smart mother would be telling rick leventhal to get inside now. we are dealing with record-breaking snow. 95.7 inches, the third snowiest on record. and yes, i believe we are going to reach the top snowiest ever for boston with the fact that we're just into mid february. 58.5 just as of the last two weeks. and the snowiest 30-day period on record with 7 feet in the city of boston. as rick mentioned we have more snow on the way. so we say goodbye to this storm system but we still have blustery conditions. and the coldest air of the season is settling in. 9 degrees in boston 10 in york but watch as we go overnight tonight. frigid, dangerous wind chills minus 25 minus 35 is what it's going to feel like. people need to be indoors. your face will freeze and we're concerned about hypothermia.

check on the elderly and of course bring your pets in, too. our next winter storm system we are dealing with the remnants on this one. we're seeing some watches popping up along the mid-atlantic this. storm is going to cause big problems for the south starting overnight tonight into tomorrow with the potential for ice through oklahoma and arkansas, across the lower mississippi valley, tennessee river valley heavy snow for the ohio river valley in toward the mid-atlantic. this is overnight tuesday. and then we watch this creep up the coast perhaps another nor'easter as we get into tuesday and wednesday. but as we head overnight tonight and into tomorrow patti ann, this is going to be a dangerous situation for the south. some of these areas not used to getting this much snow. some of these areas could see measurable ice on the roadways, on the power lines, on the sidewalks, on the bridges. so people are urged to be very cautious and of course we will keep you up-to-date from the fox news extreme weather center. patti ann, back to you. >> janice dean, thanks. new video purportedly shows isis executing 21 coptic

vegasstyle a never finished residential tower came crashing down this morning. it was supposed to be part of a new luxury subdivision but the owners decided to implode it because it didn't fit their vision of the project. and a comedy icon celebrating a major milestone. some of the biggest names in "saturday night live" history will reunite tonight to celebrate the show's 40th anniversary. well, federal officials are now proposing new rules that could make small drones a part of everyday life for farmers landscapers and building inspectors. proponents say the economic and safety benefits from unmanned aircraft are enormous. but first president obama wants assurances from federal aviation authorities that drones will not be used to infringe on the public's right to privacy. the government says any final rules are still two or three years away, and will be highly restrictive. as we reported at the top of the hour, isis terrorists released a new video that shows the beheading of 21 egyptian

christians held hostage in libya for weeks. the victims are believed to be christians who fled their country to find jobs following the egyptian uprising in 2011. their tragic fate underscores the plight of many christians living in fear of islamic extremists in the middle east. but some are now getting support from a group 7,000 miles away. fox news chief religion correspondent lauren green has that story. >> reporter: christians are being persecuted in record numbers in the middle east. but a priest in a small ski resort town in new england is finding a way to make a difference. by all accounts, father benedict kiwi has a dream parish nestled in one of the world's hottest winter playgrounds, stowe, vermont. but when the town of mosul in iraq fell last summer into the hand of islamic extremists, father benedict felt so helpless. >> it was terrible to think of the place christians had been for 2,000 years all driven out. i was thinking what can i do? >> reporter: much like the nazis used to identify the star of

stand with the people of denmark." and all the others who defend the universal right of freedom of speech and stand against antisemitism and bigotry in all its forms." amy kellogg right now has more on this story from london. amy? >> reporter: patti ann, straight away and before much information came out at all, denmark's prime minister was quick to say her country had been hit by terrorism. also she said this is not a battle between muslims and nonmuslims but rather a battle of ideas between freedom of the individual and a dark ideology. when the shooter was stopped by security at a cultural center in copenhagen that was hosting a seminar on freedom of expression, he shot the building up from the outside. his presumed target was a swedish cartoonist who had caricatured the prophet mohammed. instead the gunman killed a 55-year-old danish documentary filmmaker. the killer then went on many hours later to a synagogue. today the scene of many tributes. a 37-year-old man who had spent years guarding copenhagen

synagogues was shot dead when he stood sentinel outside a ba bought mitzvah. police identify the gunman as a 22-year-old born in denmark with a record of gang-related activities. they believe he may have been inspired by radicalism isis and when police spotted him returning to an address at 5:00 a.m. he shot at them police shot back killing them. they have conducted raids across the city looking for further information and contacts of the deceased gunman. and the similarities, patti ann between the french and danish terror attacks are that jews cartoonists and police. were altar getted.l all targeted. >> let's bring in my panelist. former republican congressman for new york. a former pollster for jim any carter and fox news contributor

and former pollster for president bill clinton and a fox news contributor as well. thank you all for joining us. >> thank you. >> so we saw what happened in denmark. another example of another country being vulnerable to terror. and now we have this video, horrifying, of these 21 beheadings by isis. the response from world leaders overwhelming in their condemnation. let's start with you, john. the response from the u.s. are you happy? >> zero response. and condemning actions with a statement is one thing. but where is some action from the leader of the free world, which is the president of the united states? where is it? something's got to happen here or that thing that happened in europe in paris and copenhagen is going to happen here. we all know it's coming. >> pat? >> i think that's true. what we have to look at is just the chaos in the world which just continues under this president as i have said for several weeks is living in an alternative universe. he keeps making statements. the white house made an initial

statement which had nothing to do with terrorism or anything else. oh, someone died. our condolences. this is outrageous. then they had to put one out about antisemitism. this is the president whose attitude is he says the media does this if it bleeds it leads. he has done everything to diminish and particularly the killing of christians. which we saw 21 today in these beheadings in libya. to send a message to the nation of the cross, isis said. they were doing it. he will not lead a worldwide effort. >> all right, doug? >> look. i want to pick up patti ann, where pat left off. i was appalled that what we've not heard from the president today, yesterday, or last week, anything about an offensive strategy to eliminate isis, al qaeda, radical islam wherever it may be found in a way that threatens our way of life, our civilization and indeed everything that we stand for as

a people. patti ann, this is an international crisis. it is one that threatens us as pat and john have said. here at home we have to understand that. and without an assertive american leadership, we face grave risks as a country. >> in fact in the latest fox news poll the question was asked specifically as to whether or not president obama or the obama administration has a clear strategy for defeating isis. there are the results. 73% say no, the obama administration does not have a clear strategy for defeating isis, john. >> let me give you a strategy for a change. because no one ever talks about what should we do. we have in this poll the number of 60% of the american people say we now need boots on the ground over there killing isis. >> yes. >> we don't need american boots on the ground. we need an international force of arab armies, egypt, jordan, uae, saudi arabia. let them go on the ground and

fight for arab territory. we do a great job. we're we have the best soldiers in the world. but they're christians and jews on arab territory. we'll clean it up again if we do it. then when we leave boom, it falls apart again. the arabs have to do it. and we can lead them into doing it by supporting them, giving them intelligence so forth. >> doug, what about that? does the strategy have to involve just the u.s.? or should the u.s. role be putting together this international coalition? >> john is undeniably right that we need an international coalition. and it should be arab nations, yes, it should be europeans to the extent they're willing to participate. but i would say to john's point that the americans shouldn't have boots on the ground, well i wouldn't rule anything out. i think we need to have special forces trainers and potentially boots on the ground if this threat metastasizes any more than it has. this is a crisis it is a crisis

like we faced in the second world war, patti ann, and i must tell you the response from the democrats and the republicans has been deafening in terms of recognizing the truth and what we need to do. >> pat, go ahead. >> i think that that's exactly the point, which is not only do we have no leadership from the president who goes out and says things week-to-week like, well random killings in a marketplace in and a deli. and then his handlers have to go out and try to justify these comments. and they look like idiots trying to do it. until they decide thai betterey'd better say something to the point. what's missing is the people who should be doing this in the democratic and republican party besides graham and mccain and a few others. but the presidential candidates? they're not leading on this. they don't care. let me just tell you.
