for hours. good morning. it's a busy morning inside of america's news room and i'm bill hemmer. martha: all of this is happening while the white house is holding a summit on the quote violent threat of extremism. they are talking about addressing the problem of the communities where they live. what can you tell us about this attack that bill was referring to. >> reporter: isis fighters continue to push into territory in iraq and syria. irbil is the major kurdish city where the kurdish fighters are based. they are low on weapons and

supplies than is a fear that if isis pushes through these defensive lines it will open upper bill to isis. we saw where isis fighters pushed into the town of al-baghdadi. a major town near a military base where there are u.s. marines. in doing so they have taken over al-baghdadi and they burned 30 people to death. maybe as many as 45 or so. sighs * is able to break through defensive lines and get close to key population areas. without kurdish fighters there there is a chance irbil could fall to isis. martha: as you say the kurdish fighters don't have the supplies they need.

the conditions in libya appear to be deteriorating as well. >> reporter: libya has been divided since qaddafi fell in 2011. one of the main islamic militias managed to get their hands on some planes and bombed a city linked to the internationally linked is government. the islamic groups in libya are not necessarily tied to isis yet. but if they were to gain a foothold in libya. many of these fighters would be the basis for isis and the fact niche these extremist groups could have their hands on jets and planes not tomorrow warrived people in libya but also egypt

and the entire region. martha: u.s. officials are trying to figure out hot man in charge is. he spoke to the camera as the isis militants beheaded 21 coptic christians. they are using his speech patterns to try to figure out where he may have come from. there are several linguistics experts who believe he may from the united states or educated here. bill: what may or may not be accomplished at the white house summit on countering violent extremism. viewers may be confused. >> what the heck are we talking

about? are the methodists having problems with violent extremism? press whenextremism? no. that's undercut by the fact that the administration is adamant that it's determined that the:"i" word will not be figuring prominently. bill: this panel will focus on the leadership and decision making necessary for civil society actors to create action-oriented social movements. what the hell does that mean? >> it means people will be napping after lunch. they will have had lunch and that will be a good nanl which you can take a doze.

it sounds like something that would take place at an obama for america meeting. that kind of stuff. but again the point here isn't to do anything as much as it is to be seen doing thing and create the appearance of action. bill: take us to thursday when the president makes his speech. what does the white house -- what are they going to get out of this? what are they trying to say from these three days? >> they are trying to say it isn't about religion and it isn't about islam. remember when the president was explaining to his donors in:san francisco that the reason that people in pa were so clingy to their guns and religion was because they were out of work, because they lost their jobs so they got bitter and clinged to their guns and religion. that is the world view amplified by evening,000-fold.

this key city. this all despite -- remember the ceasefire that was supposed to go into effect three days ago? what's the latest you are hear being this town and the apparent defeat of a very value cranian force. >> reporter: we are getting reports of some kind of skirmishing in the town. it looks like ukraine has lost russia and its rebels have won. there are something like 2,000 ukrainian soldiers from that strategic transport hub after the rebels using sophisticated russian weaponry fought their way into the town. the troops have been leaving in trucks and on foot. ukraine admits there have been some captured. there are no official casualty

figures yet but our own sources and reports indicate the number of ukrainian soldiers dead could be in the several dozen and a higher number of injured soldiers. a bloody battle indeed. martha: we saw merkel and the discussions that went on with some sort of peace process in the way. it's like vladimir putin said i'm going take this town, then maybe we'll take a pause. >> you are looking at probably the right analysis. as you can imagine the morning after both sides are trying to spin this thing their favor. ukrainian president he -- petro poroshenko says this shows their combat readiness and others say this shows bad decision making and a botched operation.

president putin said kiev should allow their soldiers to surrender. now that putin and his proxies have gotten they wanted. chances of a ceasefire might improve. most of the violations of the ceasefire were the responsibility of those rebels. but we are seeing more fighting and we are hearing about more trouble and that should be just the beginning martha. back to you. bill: all too often it seems like the world is distracted on other things. especially on behalf of the russians moving into eastern ukraine. scott walker making major moves ahead of the potential run for the white house. what he's up to now. martha: did you see this story? children flating snow slip and fall through the ice below.

governor scott walker is inching ever closer to a presidential run. he hired a gop strategist. the governor discussing that move on the kelly file. >> we are looking for strong people. if we are going to seriously look at exploring a race for president we want the top people in there. we are serious about playing in new hampshire as we are the other states. martha: he's the first presidential contender to rent office space in iowa. bill: isis may say they are going to conquer rome but it's the increasing threat of attack in the u.s. that has jeh johnson say we are entering a new phase of risk. >> they are able to recruit

faster than we can take them off the battlefield which is why a whole of government approach is so important. bill: what is that government approach? adam kinzinger served in the iraq war. he joins me now. what is that approach? what does that mean? >> i don't think it's been articulated well by the administration. jeh johnson says we can't kill if they are recruiting faster, i agree. so we have got to kill more, kill as many as we can and as quickly as we can and we have to to roll back momentum of isis. when the chicago bears are doing well everybody is a bears fan. isis is so successful that these folks that are prone to jihadism are joining. i think it takes a pretty intense action to roll back

knee jerk reaction of this administration of eric holder and the president himself to not want to be in war, to deny that isis is growing and deny extremism is exploding deny europe is falling apart under the hands of the russians. obama came into office want time of peace and he can't accept the fact that was not the world given to him. because he's not accepting that we are seeing a world dropping chaos. eric holder can fix that and everybody can misspeak but at the end of the day it's been that and many other things that has shown this administration doesn't understand the world we live in. >> leon panetta said we are entering a new chapter and the said the president has learned from their mistakes. do you think that's the case here? >> i haven't seen the president learn from his mistakes yet. i wish the president -- i cheer for american strength around the globe that's been disappearing.

but i hope leon panetta is right. maybe we got something wrong ban we need to change course and change strategy in ukraine and the middle east. and i hope that's right. but i haven't seen that yet. bill: you were in northern prawk a few months ago. will you vote for that authority for the president? what does that look like? >> i introduced my own use of force authorization that takes away the 3-years time limit. we don't play the commander-in-chief as congress so i'll vote to give him authority but i won't vote for any restrictions because that will terry over to the next president who is hopefully a republican. martha: a deadly road range incident has now taken a major turn. why police say this mother of four actually went looking for

today. >> reporter: two days after this disaster the fire is still burning from across the river where we are. i'll step back so you can get a sense of the scope and magnitude. they have to let the fires burn out before they can bring crews in to figure out what happened and begin the cleanup process of getting these train cars out. there was an enormous fireball two days ago as this train derailed. one house was destroyed and one man in that house was able to get out just in the nick of time. >> i guess when it erupted it shot flames, a fireball up higher than the mountain.

it was enormous. you could feel the heat inside the house. >> reporter: these are the new tanker cars that are supposed to be much safer than the older versions that crisscross america on a daily basis. still there was a lot of crude oil that leaked out of these cars. there was a fear it could have could be tam nateed the roughs. it's the source of drinking water. they say they believe they have contained evening and they can turn those plants back on but the folks are under a boil water order for the next couple days. martha: is there a way to keep these accidents from happening? >> reporter: there is millions of gallons of crude on the rails every day including in these rail cars that crisscross over the rural and urban parts of the country. there are debates about having more stringent safety standards for these rail cars to keep them from decoupling.

it centers around the keystone xl pipeline. proponents say having the pipeline would mean you don't have to haves many of these types of trains. proponents say the accidents like this show the dangers of crude oil no matter how it's transported. bill: vice president joe biden an official white house ceremony with the hands-on approach that's getting lot of attention. martha: could we solve the isis crisis by getting potential terror recruits a job in or is the media environment fueling this threat? >> the difference today is weapons are more lethal. than is the media. it's drama tighted and people see it.

bill: the u.n. security council getting ready to hold an emergency session with cairo giving the green light. what are the egyptians trying to get done here? >> reporter: the egyptians want the u.n. to sign off on international military intervention against terrorists in libya. isis releasing the video of those executions sometime over the weekend. egypt quickly respond with airstrikes. they are lobbying the u.n. and the u.s., u.k. and france, russia and china.

there could be resistance from some members of the council which is still angry about the 2011 authorization in libya that led to the ouster of moammar qaddafi. bill: there were reports that said the egyptians and russians coordinated with libya. >> reporter: i just spoke with the libyan minister and he told me quote time is of the essence. he says they need help as soon as possible to crush isis. libya want the arms embargo lifted so they have the tools to battle isis on their own. the foreign minister told me there are thousands of fighters with isis in libya right no and the army has been fighting with them since before those coptic christians were executed and

there are some in the libyan community that are sceptical that the international community will want to get involved in libya. they don't expect a permanent resolution will be approved today. bill: you mentioned the town of derna. keep an eye on that. martha: state department deputy spokeswoman doubling down on her comments that the evident to defeat isis should include jobs programs for potential terror recruits. >> we cannot kill every terrorist around the world nor should we try. how do you get to the root cause? it might be an argument by some, the democrats republicans military comearnsd our partners in arab world think we need to combat this. martha: our own ed henry tried

to get some clarification from her boss. >> your colleague last night was on msnbc saying we can't win this war by killing them when talking about isis. what was she trying to say? >> the military component is important and we have done thousands of strikes in iraq and syria, that has continued to pick. you and you covered quite a bit. we need to delegitimize isil. martha: brad, let me start with you on this. when you argue the opposite of what she is saying that it's an oversimplification, maybe it many too nuanced for people to understand. what are we not getting? >> we get it. they are not getting it.

and think we can get rid of terrorism. we are playing whack a mole. we are not solving the problem without getting to the root cause. martha: they say the administration has been at this strategy for some time in terms of the counter terrorism work they are doing in countering violent extremism. my question is, is that plan working? >> it's not working. when you don't identify an enemy for what they are. radical islamists who seek to take over the area they control in the middle east and the world. you heard one of the terrorist leaders say they want to march to rome. this is a systemic problem and the way you win a war is you go in with overwhelming force and you go in to win manner eradicate the even theo -- the -- the

enemy. then we create the atmosphere in which they can live in peace with one another. martha: if you are a moderate muslim of which there are many, many, many who would love for these people to go away and top killing them their own country. do you want someone to help with a jobs program or do you want to make it so impossible for them to exist amongst you that they are gone. >> i don't think she was saying we only have to create jobs. we can help these countries economically. i think she is being misinterpreted. what she said was there are root causes that need to be addressed. simply going in to play whack a mole -- martha: you can't win a war if you don't call it what it is. >> this game gets played, obama didn't say the word "islammic."

reality on the ground in syria is there is a constant stream of foreign fighters entering the country seeking to join isis. at the same lime always massive outpouring of syrians fleeing the country to escape the assad regime and the ongoing civil war there. the reality is millions of syrians have become refugees or internally displaced and it's a perfect storm of nightmare conditions for us in terms of counterterrorism operations. bill: you were just in turkey in december what did you see? what did you find? >> turkey has a massive problem with a million refugees inside its borders. when you travel to turkey's major cities the streets are pretty much littered with homeless syrian children. it's a horrendous sight. bill: this is the number we are given now for near the united

states. they put it at least 360. that may seem like a big number here at home. you can look at lebanon and turkey and jordan, they are upwards of the millions. what else your view on our obligation to help harbor these refugees who need safe haven. >> i believe the united states has an obligation to accept these people, harboring refugees fleeing wars across the globe is literally part of our nation's psychological and moral fiber. but at the the same time the government has a real obligation to protect the merit can people from imported terrorism. the key will be our intelligence community. bill: having spend time under two different administrations is it good or not? >> on the intelligence

campaign to prevent people from around the world to be radicalized is a battle for hearts and mind. steven dine is here writer at the washington times good to have you. kevin cork touched on this. i think this line is significant. i want to break the quote down into two pieces. the president said with al-qaeda and isis pedaling the lie that the united states is at war with islam. do you think that is the reason that the president doesn't want to be caught on video using the term radical islamist because he believes it will feed into that narrative. >> that is absolutely the reason but the question is whether that is a good enough justification for that. the president has multiple audiences and the important one is the one he is trying to convince at home to give him war powers. you can see the polls suggesting

the majority doesn't trust him in this fight and they believe he is worried about words rather than looking at the fundamentals of the enemy. the white house is causing the obsession with the words and labels because they are afraid of saying that. the opt-ed does get into the fact we are talking about most of the terrorist we are fighting there do subscribe to a muslim belief and this one happens to be a radical muslim belief. so they are acknowledging some of the religious tenants but they will not stick radical and islam together. >> here is eric holder on that. >> we spend more time talking about what do you call it as opposed to what do you do about it. really? if fox didn't talk about this they would have nothing else to talk about.

>> you know look this is an administration that -- obama made his name on words. he is a masterful speech giver and words matter and that is why they are creating the focus on this. we talked about this administration taking six months to send a war resolution to congress. six months to figure out a strategy. the public doesn't trust the administration with the plan holder said we should be focused on. so when they come up with a plan and ways to combat this militarily i think they will have a lot better time selling this. >> in the editorial he says this is a battle of hearts and minds and it is clear he believes that and more than anything we have to bend the thinking of people

in these areas and he thinks you can do that with community organization and convince people it isn't a good idea to join isis. is that you know, is that superficial or over simplistic? >> with the state department this week essentially saying part of the problem is these folks, 17-year-olds without jobs and maybe you could boil down the message, we talk about the economy and the jobs and the president thinks lack of jobs is part of the problem. it is very complex. the president is talking about important things like having moderate muslim clerics to get involved in the discussion. that is important. but when you reduce it to issues of what we call it and we will not use certain terms it is becoming more simplistic. and there is a military aspect. it isn't just about changing hearts and mind.
