new defense secretary ashton carter said the u.s. is considering slowing u.s. troop withdrawal from the country. carter visited kabul today on his first overseas trip in his new role. he met with the president, saying a strategy change is possible because of the country's new leadership. >> the most important factor influencing our thinking is the change that is represented by the unity government. >> let's get some more details with peter doocy, who is live in washington. >> a slowed-down troop draw-down is not on the table because things are going poorly on the ground. in fact, quite the opposite. things are going much better than anyone here in d.c. expected ever since the new afghan government was formed. so administration officials want to see what they can do to keep that country moving in a

positive direction. >> our priority now is to make sure this progress sticks. that is why president obama is considering a number of options to reinforce our support for the president's security strategy including possible changes to the timeline for our draw-down of u.s. troops. >> more big changes that could be down the line, mission given to u.s. troops as they fight al qaeda and adjustment to the way bases in that country are set to shut down. there will be a sit-down next month at the white house with the afghan president and president obama. we heard him speaking today about the possibility of reconciling with the taliban. >> the grounds for peace have never been better in the last 36

years. >> reporter: the american officials considering these changes to afghan policy are looking at two potential benefits. first, if that country is stable it's harder for terrorists to stage attacks from there and second the united states made major investments in that country since 2001 and they think it would be a waste of money and american lives if it crumbles as soon as they leave. arthel? >> thanks, peter. secretary of defense carter praised the change of government in afghanistan. will that mean a new positive era on the ground in captain nash joins us now. the grounds for peace have never been better. do you buy that? >> well, they are the ones who have to accept or reject that proposal. if president ghani is saying that, i have to kind of believe that he's got some insight he has been talking or his people have been talking because karzai as you may recall, left the

informal talks in qatar because they put up an islamic emirate flag the islamic emirate of afghanistan flag and that totally ticked off karzai and he left. so something has changed and for secretary of defense carter on his first visit internationally, he was just made secretary of defense just on tuesday, so for him to be talking about the president may be considering and this and that he's not floating these things on his own. this is in serious discussion or he would not be broaching the subject. >> clearly they want to make this a major priority by visiting troops in afghanistan drawing down to 10,000 now and half by next year, zero supposedly by 2016. how do you think that will change and do you think the conditions with the new president are better now on the ground? >> well, secretary of defense carter believes so as does our central commander general austin and it appears that we are getting some real cooperation now from the central

government in kabul that we did not have because of the distrust, mistrust, and overall fracturing of the karzai government toward the end of his term. so you can only go with what people are not only telling you but showing you, and the cooperation has increased and as one afghan official put it the open war has been curtailed but the secret war is continuing and increasing. so we are getting increased use of night raids. we are killing the bad guys. we are getting out there and the afghan troops are becoming more effective which is something we have been waiting for for ten years. >> you think they really stepped up and reached our level or near our level? >> they are not anywhere near our level. no. i don't mean to imply that. what we are getting, we are getting cooperation and starting to see the signs of elements of the afghan security forces that are ready to step up and take position. now, as you pointed out, we had

100,000 u.s. troops in afghanistan as recently as 2011 and we could potentially go to zero in 2016. i think what ghani is begging he's asking but he's in fact begging the united states, reconsider at least the draw-down scope, the ramp. don't make it so steep. then what i really would like you to consider is over that time, how about working with me so as secretary carter said we want the success to stick. we don't want this to be another iraq. >> speaking of that, finally it seems like he's trying to correct the president's own strategy that the president has laid out and will be at the white house next month at the same time he talks about reconciling with the taliban, potential talks with the taliban. how do you think that will play out and what will he say to president obama when he's here in march? >> i think there is an understanding even when this started that eventually the

taliban would play some role in whatever resultant government came out of all of this conflagration because they are there, they have a constituency. the question is, is this the taliban that wants an islamic republic or is this the taliban leadership that can work within a unified government for a greater afghanistan. that's something that has never been. afghanistan, we keep calling it a country but it is so geographically and ethnically diverse that it would be really tough to rope that all into a solid thing. i think the best we can hope for is they will just stop killing each other. >> that's absolutely what we should hope for probably won't happen, but certainly hopefully with all our blood and treasure that we have spilled and the continuing efforts by our country and fellow americans, that eventually could happen. chuck nash, thank you so much for joining us. >> my pleasure. ukraine's government and russian-backed separatists completing a critical prisoner exchange today.

it's part of a peace deal aimed at ending the fighting that has been gripping the country's volatile eastern region but as that deal goes through, ukraine's prime minister raising new concerns, telling fox news in an exclusive new interview that russia may be secretly violating the terms of their agreement. we have the latest from kiev. >> reporter: first to that prisoner swap. at least something might be going a little bit right in this very troubled peace deal. it was revealed just a short while ago that overnight, something like 139 ukrainian soldiers have been swapped for 52 rebels. the russian-backed fighters have had the upper hand in recent weeks, maybe recent months in large part due to the russian weaponry that they have which is why ukrainian's prime minister, in an exclusive interview with us, told us why his country needs arms from the u.s. so

badly. >> the idea of having this weapon is very simple. we have to defend ourselves. russia is constantly supplying tanks and the rest of the stuff. again, everyone knows this. we still use outdated soviet style equipment. >> reporter: there was no mention of weapons at a meeting today in london between secretary of state kerry and his british counterpart but kerry did mention the possibility of more sanctions against russia. the ukrainian prime minister told me why u.s. support is so crucial right now. >> the united states of america is the leader of the free world. we are fighting for our independence. and we are fighting for our freedoms and liberties. and this is to be our joint work. to fight together.

>> reporter: another possible good sign for this troubled peace deal a decision we are just learning about between a ukrainian official and a separatist leader that they could begin to start moving back some of those heavy weapons from the war zone starting on sunday. we are either looking at a dangerously stuttering war or a very messy peace. stay tuned. back to you. >> we will definitely stay tuned. thank you so much. back here at home it's more than just a snowy saturday in some parts of the country but a brutal winter storm is reportedly blamed for at least 20 deaths from hypothermia. nine of those deaths sadly occurring just in tennessee alone. a huge chunk of the country right now bracing for even more snow and ice, including the great lakes. take a look at this. according to the michigan research lab more than 80% of the surface area of the great lakes now frozen solid.

meteorologist janice dean in the fox weather center. it's the extreme cold weather center today. >> it really is. all that cold air of course courtesy of our friends in canada. taking a look at the cold temperatures, that's the wind chill, what it feels like with the wind. in some cases, minus 40 and all of that is pouring southward across the upper midwest and great lakes, where it feels like minus 16 in fargo, 30 in chicago. let's take a look at the upper midwest as we go through time overnight tonight, where we will see the temperatures, the wind chills drop significantly. minus 40 at international falls by 10:00 a.m. on saturday. minneapolis, not much better. des moines, and that will continue to sink southward and move eastward as well. as we head into sunday not getting much better. very dangerous, people are urged to stay indoors. wind chill advisories, warnings up in shaded purple and shaded blue areas, where we could get anywhere down to minus ten to minus 45 in that real feel temperature. let's take a look at the winter

storm that's current winter storm, every weekend we talk about one, right? this is bringing heavy rain across tennessee and kentucky. just a couple days ago we were dealing with record snowfall. up towards the north, ohio river valley, midatlantic and northeast, that's where we are getting the snow filling in for d.c. and philadelphia, up towards new york and boston currently your second snowiest winter on record. let's track it as we head into sunday. we are actually going to get warm air from the south and that's going to transition this snow into rain overnight tonight. it will exit on sunday. we will have a quick warmup in the temperatures in the 40 degree range but then the cold air comes in on monday. also want to make mention this is our next winter storm across the rockies that could bring up to two feet of snow. it's going to dive in and bring a lot of moisture from the gulf of mexico bringing us a very icy monday for parts of the arklatex. that's something to watch and this is of course going to track eastward and northward and perhaps another winter storm as we head into midweek for the northeast.

politician. give him that. >> we move on. that's funny. we will transition to a bizarre twist in a deadly road rage attack happening in nevada. a new police report revealing the 19-year-old suspect, seen here accused in the death of a mother of four was not the one behind the wheel, and that he allegedly told friends he was or he felt someone was quote, after him. 44-year-old tammy meyers seen here, was shot outside her home after giving her 15-year-old daughter a driving lesson. she died after being taken off life support a few days later. let's bring in david schwartz, a defense attorney and former prosecutor as well as alex little is here he's a defense attorney and former prosecutor as well. guys, we have been reporting on this story for days now, and i got to tell you, i'm still confused. it seems we have a lot missing here. is that the case david? >> yeah that's absolutely the case. there are so many missing links to this story and really it's the victim's family that has not

really been forthcoming with what's really going on here. i don't think this is just a case of road rage. this is a case of two families who were in a dispute, it has been something going on here for years, and we don't really know at this point who the aggressor was. but we do know that there's a death here and it's tragic. >> it is tragic. alex, how do you see it? >> i have to agree. i think that if we look at the story as we know it so far, so much of what we heard in the beginning was wrong and i think it's like an onion. we will keep pulling back layers and finding out more and more. i think the fact that nobody mentioned that miss meyers originally actually went home, talked to her son her son got a gun, went back out, i think that's a fact that's really critical in this incident and if i'm the defense lawyer for this defendant, i'm absolutely going to focus on that. >> does that bring up the possibility of vigilanteism? >> absolutely. i can't imagine why you go home, get a gun and go back out looking for somebody after any sort of road rage incident. i would stay at home and lock my

door. >> so david, as they try to get to the bottom of this what will be the defense's argument? >> certainly you got the credibility of the victim and the victim's family. obviously you are walking a tightrope there if you're the attorney because you do have this tragic death that took place. but you must look at the victim's actions in this case. there was an incident on the road, she went back with her daughter, and then instead of calling the police, she has her son get a gun. so it's very questionable as to who the aggressor is here and certainly we can see self-defense, and the only thing that links norwich to the crime at this point is his own statements. we don't have an identifying witness. >> so alex david raises some good points. if you're the prosecutor in this case, how do you lay it out? >> i think the statement that the defendant made in this case is absolutely critical. he talked about one shooting incident happening and a second shooting incident happening at the home of the meyers family where the death actually

occurred. if he felt scared in the beginning when there was apparently some volley of bullets originally, why go back and actually chase down the meyer family in the front yard and do a shooting there? if i'm the prosecutor, i want to show at that point he's no longer in fear for his life, he's now angry he's trying to get retribution and shooting at that point when the death actually occurred, when miss meyers died, there was no longer any need for self-defense. >> as they try to get to the bottom of this case, how much will it matter in terms of the history of the relationship between the victim and the suspect? >> it matters for a multitude of reasons. number one, it matters because the victim's family is not telling the truth. they didn't talk about this in the very beginning. that's number one. number two is you have to see what the relationship is between these parties in order to properly analyze the self-defense. was nowsch in fear of his life at that time? who the aggressor was. all this will boil down to a

lot of it is the history between these two parties. >> alex, i will give you the final word. if there is an ultimate conviction in this case, what's it likely to be? >> well, it's going to be something in the order of manslaughter, second degree murder. i doubt they can prove first degree murder based on these facts but they might. again, here we go nevada has the stand your ground law. we will get into a discussion about that as this case goes forward because nowsch didn't need to retreat. if the son did shoot three rounds as has been reported i think nowsch, certainly the defendant will say hey, i had a right to defend myself, i was scared for my life. >> i will leave it there. alex little, david schwartz, good to see you. see you again. the obama administration is releasing a new intelligence assessment on terrorism. this one doesn't focus on isis or the other radical islamic terrorists who threaten us but a different threat that they say we face here at home. plus new details on a plan to reclaim a key city in iraq and what one commander says about the possibility of u.s.

as critics blast president obama for his strategy against the islamic state, the administration circulating a report on a different kind of threat, this one focusing on what they call sovereign citizen extremists. leland vittert is reporting with more. who is this group? >> reporter: it goes to the larger question of your lone wolf people who are angry with the government for whatever reason they are. the timing of this report certainly raises a lot of questions. just this week the administration held their much lampooned summit to combat violent extremism. at the same time the president and his administration refuses to call isis and other groups islamic terrorists, yet this new intelligence assessment put out by the department of homeland security doesn't talk about the threat from isis but rather

from these sovereign citizen extremists. these are folks who are individual actors angry at the government for one reason or another, perhaps angry at law enforcement. the assessment says quote sovereign citizen extremist violence they abbreviate it sce, will continue to occur most frequently during routine law enforcement stops and encounters at a suspect's home followed by government offices. in this report it lists 24 violent sovereign citizen related attacks since 2010. this report especially its timing, has many saying why now? >> this report is sort of an information campaign by the administration to say hey, don't worry about isis, you got to really worry more about this, and when in fact, you know, we've got to be concerned about both. >> reporter: a senior congressional source gave mike emanuel a little context in light of the anger and outrage over this report saying that this assessment does not

discount the threat from islamic extremism. the threat the source continues that they believe that threat will increase. the source also calls this a useful assessment for dhs but it does not mean sovereign citizen extremists are dhs' new focus. arthel? >> thank you very much, leland. for more on the fight against isis on the ground now, a senior u.s. centcom official is revealing new details of a plan to try and take back iraq's second biggest city from the islamic state. that city mosul. as you know it's in northern iraq about 250 miles north and west of baghdad. those isis terrorists took control of mosul last summer. we are told the strategy they are planning to try to take that city back includes 20,000 to 25,000 iraqi troops as well as kurdish peshmerga fighters. that operation is supposed to start in either april or may but the goal they say of trying to retake that city before ramadan which begins in midjune.

the u.s. providing training and air support. so far the commanders say officials have not yet decided whether to send in ground troops. as soon as this plan to retake mosul was revealed critics began saying we are basically giving isis a heads-up what we are planning to do while others say putting the details out now may actually intimidate isis and encourage the iraqis to step up their fight. which one is it? john bolton, former u.s. ambassador to the united nations, senior fellow at the american enterprise institute and fox contributor, joins us on the telephone. ambassador, this telegraphing of a strategy of an announcement that an operation to retake mosul will begin in a couple of months, do you think this announcement was wise or is it a blunder? >> well, i think it was a big mistake. it's completely contrary to military planning and capability to reveal what you're going to do to your adversary in a public way like this and the fact that there are people out there defending it saying that this could intimidate isis which i

think is the farthest thing from the truth, seems to me to show that it was planned and intended. now, i understand the white house is denying they had any involvement in it. i find that hard to believe, honestly, because it's so contrary to military history for this kind of strategy to be revealed. >> more importantly, perhaps, you talk about mosul, a huge city in iraq, and we saw what happened in kobani, a tiny small little town on the border with turkey. kobani took 75% of the air strikes so far to just tacoke kobani back. they basically leveled that small town. is it possible to even consider that retaking mosul will be successful? >> well, i think given the performance of the iraqi army to date, i think it's unlikely. i don't think a few months of additional u.s. training and assistance and some equipping is going to make that much difference. there's no secret, mosul is a critical objective for the government of iraq. it ceases to exist if it can't

take that city back. but honestly, to say when it's going to be and how many troops, the only explanation that night make sense is if it's a lie. that is to say, if it's part of a misinformation campaign but i don't really see that. that would be again out of character for the military to do that, at least in contemporary times. >> from your experience talking about disinformation, what could the purpose of that be if there is one? >> well if maybe they are going to attack tomorrow. in other words, if you tell isis the attack is coming in two or three months, then you go early when they are less prepared that might make sense. i don't have any principled objection to putting out this information. i just don't think this administration is likely to do it and absent being told by the white house, it just defies logic to think that the pentagon would put it out. >> we say 2,000 or so we are told isis fighters are already in mosul and certainly they will be pouring many more in building up the defenses and the

like. do you think it's even possible, ambassador, for 25000 iraqi troops as they proclaim could actually retake that city? >> well, i think with heavy support from u.s. and arab air attacks against mosul, i think that's possible. but of course the risk is as in any urban combat you are going to cause a lot of civilian casualties as well. i just don't think the iraqi army is anywhere close to this. if they fail to retake mosul given the significance of the wrath of the iraqi army in june of last year, i think that could well be the end of any effective government in iraq, or at least any claim that it still constitutes a real state as we understand that term in international affairs. >> as you point out the troops fled amid the onslaught of isis and of course, if they say they will try to take it and fail, that would hand isis a huge propaganda and strategic

and they're going to be very good at what they do because that's what they have been taught with everything in basic training and all the different trainings they go through, is to be punctual to be proper, just to be very by the book and do things right. >> u.s. army veteran peter lloyd served two tours in iraq. he is now training to be a new york city cab driver. usually a two to three month process, lloyd is set to get his license in just two to three weeks, and he thinks driving is a lasting career. >> the military prepared me for the job by teaching me efficiency, competence being able to understand and follow instructions well and being able to adapt to any unusual situation. paving the way not just for me but hopefully for many other businesses and many other veterans. >> a new york cab driver can make $1500 or more a week. >> so are there any plans to expand this idea? it seems like it's a good start for sure. >> for sure. there are.

the program hopes to expand this idea to other major cities and they hope to even open it up to nypd officers, give them a chance to make money part-time. they already know the city, right? the fact is while the u.s. unemployment rate has improved from 6.6% to 5.7% over the last year, the unemployment rate for iraq and afghanistan veterans has stayed the same at 7.9%. the need is definitely there. the program is just over a month old and already, 50 veterans are being trained. >> very good. be looking forward to your followup on this story in a couple months. thanks, brian. >> that would be great. great to hail a cab in new york city and have him behind the wheel. well, there's a new development in the showdown over immigration. what the white house is now doing after a federal judge put a temporary stop on their proposal that would have shielded millions of undocumented immigrants from deportation. plus we will have the latest behind a daring space walk outside the international space station.

the all-new nissan murano. ♪ nissan. innovation that excites. you ever rye to put up a tv dish on the roof or rewire the attic? how about doing that 300 miles up in the space station? two nasa astronauts are doing just that, performing tricky cable work at the international space station up in space. nasa says it is the most complicated rewiring job in the history of the space station. the astronauts have about 760 feet of cable. they've got to run that cable outside of the station. the work is needed for the arrival of the first commercial space craft. they expect that in 2017. boeing and spacex are building the capsules that can transport all the astronauts to the space station. i don't like to go up on the roof, let alone that far. >> good point. all right. the white house reportedly getting ready to file an

emergency court order. this is after a federal judge issued an injunction this week putting a temporary stop to president obama's executive actions on immigration. the emergency stay would let the government move forward with the programs while the appeals process takes place. president obama launched the pair of initiatives back in november. combined they would protect millions of undocumented immigrants from deportation. that battle over immigration is also at the center of a looming government shutdown. the department of homeland security may have to furlough around 30000 employees next week and stop paying most of the ones who would be left on the job. that is if congress fails to deliver on a budget bill. the house has already passed funding for the department but democrats oppose it because it includes a provision that would undo the president's actions on immigration. let's bring in the chief congressional correspondent for the washington examiner. hi, susan.

>> hey, arthel. >> is one party more in the pressure cooker than the other on this issue? >> absolutely. i think republicans have so much pressure on them right now because on the one hand, there are many in their base of voters and base in the house and senate who want to see the house continue to push for legislation that as you said defunds the president's immigration reform actions that he took in november of 2014 and back in 2012. but if they do that, and the department of homeland security funding runs out at the end of the week, then voters don't really like that much, either because shutdowns and showdowns over spending are not popular with the public, and they tend to blame republicans. so in this instance republicans have a lot more pressure on them than democrats right now for the very reason that the voters will take it out on them. if the end of the week comes by and there is no deal to fund the department of homeland security. >> and as you just sort of laid

out for us, there are so many layers behind this fight. talk about what's at play behind the scenes. >> well, first you have as you just referred to the court ruling that could happen pretty quickly as to whether these directives can move forward despite a texas federal ruling last week that said they couldn't. a lot of back and forth in the courts right now. it's pretty confusing but if it does happen this week and the directives can move forward, it's going to change the dynamic in congress because republicans may become more determined to defund it through this department of homeland security bill. that bill is not going anywhere because democrats don't want the defunding language in there. they want it to move forward in a way that will allow the president to let these immigration reform actions move forward through executive action. >> so it's going to be a lot of back and forth between republicans and democrats. it's a real cliffhanger. no one is really quite sure

what's going to happen by the end of the week. i talked to people on capitol hill. they tell me we are going to keep trying to push this bill through in the senate despite the fact that republicans -- democrats, excuse me, are filibustering and they don't really have a sort of plan b to move other legislation forward that would even temporarily fund the department of homeland security. so no one is quite sure what's going to happen by the end of the week. in the past, though when this has happened and there has been a shutdown or partial closure the public doesn't like it and republican polls go down so you have a lot of republican strategists out there warning the party to not do this to put through a clean funding bill. >> that brings me to my next point. even if dhs is funded and you avoid this partial shutdown, will there be any political damage that is irreparable? >> well, i think that we are far enough away from the next election that this will be forgotten and it may be forgotten even if there's a

temporary shutdown of the department of homeland security because again, as you referenced, the essential employees will be there. there won't necessarily be any danger to our national security, because tsa screeners will be on the job, border enforcement will be there. we are far enough away from the next election this may not cause a lot of irreparable harm to the party which is another reason why february 27th may come and go without anything happening. >> okay. well, we will see and i think americans are really interested to see how this pans out and hopefully dhs will be funded. >> it's a cliffhanger. >> they work out their other differences at some other time. susan, thank you so much. want to let everybody know for more on all of this check out fox news sunday. we will get a look at the potential impact of the shutdown from dhs secretary himself jeh johnson. check your local listings for that. that will be definitely great interview to see. it's pretty bad and cold and snowy in some parts of the

so in 2013 they were back at extracting money for the so-called philanthropy. bill clinton started the foundation when he left the presidency in 2001, jetting around the world and working the charm that hillary has yet to acquire. he fraternized with prime minister shady deal makers who welcomed the former president into a high octane world of power and influence. published reports indicate that since its inception, the foundation has collected almost $2 billion from foreign donors. responding to the journal's story, the foundation lauded the integrity of their donors and the transparency of their enterprise adding that these contributions improved the lives of millions. the foundation itself, which proudly includes the first names of the famous family is a strange bird.

offensively and ambitious venture to cure global ills like poverty and aids, unclear is how much the clintons profit personally which in their lives means politically. what is a quid pro quo, the favors grant that had might direct our foreign policy? possible conflict of interest is an understatement. funny how clinton larceny seems as old as her first pant suit. if hillary becomes president, will any of us ever believe that her decisions will be taken without fear or favor? one can't resist asking if when the phone rings at 3:00 a.m. in the white house will hillary have to check her donor list before taking an overseas call? we can only interpret the current blackout as a long stall to figure out just how she will sell the democratic party's agenda economic equality in the plight of the middle class with a straight face.
