stunning words from one of ukraine's top leaders. telling fox news there is no cease fire in place with russian backed rebels. hello, everyone. i'm julie banderas. this is the fox report. this comes as ukraine and the rebels say the cease fire is being violated consistently. both sides were supposed to begin withdrawing heavy artillery earlier this week, but international monitors say there is no evidence this is happening as of yet. in fact ukraine is even accusing russian-backed rebels of moving more artillery equipment closer to the key city. and say their goal is to take the town, creating a land bridge to crimea the peninsula annexed last year by russia.

john kerry meeting with britain's foreign secretary saying the west is considering new sanctions against russia and russian's president, vladimir putin, and some of his top lieutenants for what they say is his continued role as agitateor in the conflict. greg palkot spoke with the leader. >> at least something seems to be working in this troubled peace deal here. it was just revealed that overnight, some 139 ukrainian soldiers had been swapped for 52 rebels. russia backed fighters had the upper hand in recent weeks and months largely due to russian weaponry which is why ukrainian prime minister told us in an exclusive interview his country needs arms from the u.s. >> the idea of having this weapons is very simple. we have to defend our self 'cause russia is constantly supplying gangs and the rest of

the stuff. again, everyone knows this and we still use outdated soviet style equipment. >> reporter: no mention of weapons at a meeting today in london but when secretary of state kerry and his british counterpart, kerry did mention more sanctions. the ukrainian prime minister told me why u.s. support is so crucial right now. >> the united states of america is the leader of the free world. we are fighting for our independence. and we are fighting for our freedoms and liberties and this is joint work, to fight together. >> reporter: another possible glimmer of hope a decision for ukrainians and separatists on sunday to start pulling back those heavy weapons. we're either looking at a very messy peace or a dangerously stuttering war. julie? >> greg palkot, thank you.

the u.s. may soon have a new course and strategy in afghanistan. america's presence there has been dwindling for years. major combat operations ended in december. now some 10,000 troops remain but the process of withdrawal could soon slow down. this comes as newly confirmed secretary of defense ash carter meets with afghanistan's president in kabul. carter says afghanistan's military has improved greatly, but so, too, has the threat posed by a resurgerient taliban and a change in strategy will be much more than just the slow drawdown. >> what we also have to look beyond because the united states and our coalition partners' long-term commitments in resources, equipment and other support will be just as critical for afghanistan security over the long haul. >> and to add to all of this comes word from top afghan officials peace talks could be

in the works with the taliban as soon as next month. peter doocy is live in washington tonight. what kind of relationship does the taliban have with the afghan government? >> reporter: none, julie. they don't even talk right now. but it is starting to look like they will begin a back and forth sometime next month. then potentially begin discussing terms of a peace agreement soon after. the afghan president has been wearing down taliban members and supporters convincing them that the government they want in place is never going to happen. so now he says that he's cautious but hopeful. >> the grounds for peace has never been better in the last 36 years. >> reporter: march could be a huge month for afghan diplomacy. the taliban peace talks are not for sure but a trip to dc for president gani is going to happen. the plan is for him to sit down

with president obama and figure out the way forward. julie. >> how close is the administration to changing their withdrawal strategy? >> reporter: we don't know because right now this is all basically just talk. but the administration wants to see if there is a better way to reduce their numbers in afghanistan than the way they are planning on right now, which is to reduce the 10,000 troops over there to 5,000 by the end of this year and zero by the end of 2016. >> our priority now is to make sure this progress sticks. that is why president obama is considering a number of options to reinforce our support for president gani's security including possible changes to the time line for our drawdown of u.s. troops. >> reporter: there may be other big policy changes on the horizon, including an adjustment to the way remaining american forces are used and the way remaining u.s. bases in the

act. swat and local officers arresting andrew neil near the shooting scene. he is now facing burglary, domestic assault and other charges. it all started early this morning. two officers were wrapping up a burglary call and that is when shots were fired. one of them was hit then rushed to a local hospital where tonight he is recovering in fair condition. we're going to be getting an update on this story in a live report coming up at the bottom of the hour. also big news brutal winter weather is working its way across the country, continues to. the denver area being slammed with about three inches of snow per hour. they're expecting as much as two feet by just the end of the weekend. the northeast also being hit. right now by some winter weather and dangerous conditions caused by snow ice and freezing rain being seen all across the mid-atlantic states. as far south as alabama and georgia, where dozens of accidents are being reported on hazardous road conditions. janis dean joins us now from the fox extreme weather center. winter is wreaking havoc yet

again. >> absolutely. every weekend we're talking about a brand-new storm and the temperatures across the midwest are going to get very dangerous overnight tonight. you can see it's 13 in minneapolis. also i want to point out where we have our storm system moving up the northeast that. will bring up warm air and give us a mixture of freezing rain and sleet overnight. but take a look at these windchills as we go through the overnight hour. in some cases over minus 40 degrees is what it's going to feel like in international falls and fargo. we have windchill advisories in place where people are urged to stay inside for the next 24 to 48 hours. really, really dangerous windchills and that's kind of been the story all winter. let's look at this massive storm system moving up the northeast coast. we have unbelievable delays at all the big airports from dc to philadelphia, to new york city. ground stop at la guardia. and we've got freezing rain being reported in and around the dc region. winter weather advisories,

winter storm warnings. in some cases three to eight inches of snow across central new jersey, part of the higher elevations of the appalachians and there is sunday. we're going to have all this warm air moving up. but i'm really concerned across the tri-state area where we'll get the mixture of wintery, slushy mix of freezing rain sleet, just a potpourri of nasty weather. as we head into sunday late afternoon, that storm is going to be offshore. but then we'll get another freeze overnight into monday. okay. our next storm system across the rockies, over two feet of snow and that's going to bring really dangerous weather across portions of texas through louisiana as we head into monday. so winter weather advisories posted here, over two feet of snow for the colorado rockies. and then we'll watch the potential for an icy mix moving in to texas and louisiana and here are some of our snowfall totals. again for skiers i'm sure they're loving this.

surveillance images, flew from london to turkey tuesday. their parents are now begging for them to come home safely and not to cross the border into syria. cameron calling their disappearance deeply concerning adding they are being lured by a death cult. police say there is a growing trend for girls and young women to show interest in joining the terror group. a report from the department of security warns of what it called a domestic terror threat from right wing extremists. according to the report, the threat comes from so-called sovereign citizen ideology. the report shows the ideology's belief includes individuals are immune from federal, state and local law that many constitutional amendments are false, and that supporters have quote, unfettered authority to travel on the land. this all comes as the obama administration faces criticism over its strategy against the islamic state and the threat it poses to americans. leeland vittert has more from

washington. >> reporter: the timing certainly raises a lot of questions, just this week the administration held their much lampooned summit to combat violent extremism. at the same time the president and his administration refuses to call isis and other groups islamic terrorists. yet this new intelligence report put out by the department of homeland security talked not about the threat from isis, but the threat from the sovereign citizens extremists, these folks are angry at the government for one reason or another. the government worries they will resort to violence. the assessment says quote, sc, e sovereign citizen extremists, violence during 2015 will continue to occur during routine law enforcement stops and encounters at a suspect's home followed by government offices. it lists 24 violent sovereign citizen-related attacks since 2010. but this report has many saying why now? >> this report is sort of an

ever performed at the space station. american astronauts running more than 760 feet of cable 260 miles above earth. the second space walk is scheduled for wednesday. one of the biggest stars of nascar will not be at the starting line at tomorrow's daytona 500 on fox. kurt busch losing an appeal with nascar over his indefinite suspension amid claims of domestic abuse. busch was suspended by nascar after a judge said he almost surely choked and beat his former girlfriend just last fall. the judge also saying there was a, quote substantial likelihood of more domestic violence in the future. all claims busch denies. will carr is live in los angeles with the latest. what is busch's camp saying about having the appeal denied? >> reporter: good evening. his attorney says they're disappointed and they had the ability to file one last appeal, which they say they plan to file immediately. this all goes back to this

confrontation in september between busch and driscoll. driscoll has said that leading into that confrontation busch was battling alcoholism and depression. listen to 5c1j driscoll's interview earlier this week with "fox & friends" anchor brian kilmeade. >> started to pop out of bed and grab me by the throat and smack my head three times. i don't understand why he snapped like that. >> reporter: but busch has a different story. he testified in court that he was scared of driscoll because he said, quote that she was a trained assassin an assertion that raised a loftjqii eyebrows. in the judge's decision yesterday, he said the chance that busch was in fear of driscoll is discredited since he puts his life on the line driving 200 miles per hour for work. the judge then issued a protective order in the case. a short time later, nascar

suspended him. it's the first time a nascar driver has been suspended for domestic violence, an issue that driscoll says needs to be taken more seriously. >> at some point you have to take a stand as a sport about how you feel with domestic violence. that's what i want to see here because i've had a lot come forward to me from the nascar community to say they were also abused. >> reporter: in a statement yesterday, she said she did not consider the"1@t)juz be a victory. >> and what does nascar have to say in response? >> they're not saying a whole lot. they did come out in regards to driscoll's allegations and addressed those in a press conference yesterday. >> nascar's made it very clear to our entire membership and the broader industry that any actions of abuse 8ull not be tolerated in the industry and i want to make it clear that any inference that there is a culture or tolerance for this type of behavior is patently

false. >> reporter: nascar is not the first sport dealing with domestic violence. the nfl increased its penalties in the wake of the ray rice case and then a short time after the suspension for busch was announced yesterday, somebody took a black marker and actually wrote rice's name in his number on busch's stall at daytona last night. obviously associating both men with domestic violence. julie. >> will carr, thank you very much. and this just in, busch's brother, kyle, hospitalized after a crash in the race today at daytona. it happened with only nine laps to go in the race. take a look. busch's car shot straight through the grass slammed head on into a cement wall. he was pulled from the car. he remained lying on the ground for several minutes before being placed on a stretcher and taken off to a hospital. we're working to learn the extent of his injuries. right now his status for

sustainability is well beyond the panel's scope and expertise and says these recommendations appear based on personal opinions or social agendas. in washington, mike emmanuel, fox news. i'm julie banderas. this is the fox report. it's the bottom of the hour. time for the top of the news. secretary of defense ash carterxv2jñ is in afghanistan where he says the u.s. may slow down its troop withdrawal. and consider other ways to support afghanistan's government. secretary carter says while afghanistan's military has improved, it is facing a rejuvenated taliban. secretary of state john kerry warning of possible new sanctions against russia over the crisis in ukraine. kerry also saying president obama is considering whether or not to arm ukraine's military. and a tentative deal has been reached to end the weeks long slow down at 29 west coast ports. the backlog of ships waiting to unload cargo has cost the economy and disrupted international trade.

ports estimate it will still take several months to clear the backlog. a man arrested in connection to the shooting of a minneapolis police officer today. it happened this morning. investigators say two officers were targeted. one was shot and rushed to a local hospital. this man andrew neil under arrest, now facing burglary domestic assault and other charges. but police have yet to link him directly to the shooting. jack highburger is live outside north memorial hospital in north minneapolis tonight where the wounded officer is recovering. we understand in fair condition right? >> reporter: police tell us he's expected to make a full recovery. a lone bit of good news despite what's been so far a really turbulent day. it all started around 5:00 o'clock this morning, about five to ten minutes from where i'm standing right now when police were going to a domestic assault burglary type call, shots were fired. apparently at police officers, hitting this officer who was pulled inside his vehicle by his

partner, taken here to the hospital. that's really what kicked off a seven-hour manhunt that ended really not that long ago with the arrest of 43-year-old andrew neil, a man with a long criminal history. apparently facing felony burglary and domestic assault charges. however, he's not officially being listed as a suspect at this time. but is a person of interest in this case. really the underlying point that police have mentioned many times is that these officers were most likely targeted. here is what minneapolis police chief had to say about that. h&8m however, to continue to have the officer and his family in their thoughts and prayers and frankly all minneapolis policei4 officers. this officer was a victim tonight because he wore a minneapolis police uniform. >> reporter: extra investigators have been brought in this weekend to hopefully make headway on this case in firming up who they believe the gunman

might be. also this officer that remains in the hospital tonight is being called a well-respected member of the police department and well liked and obviously everyone pulling for him to make a full recovery. julie, back to you. >> thank you very much. the chairman of the house oversight committee demanding answers about the department of health and human services admitted it sent nearly a million obamacare customers incorrect tax information. that's creating plenty of%ño confusion and could mean delays in filings and delays in much needed tax refunds. peter doocy with the details from washington. >> reporter: hhs, we have a problem. 800,000 health care.gov customers were sent faulty forms with tax figures representing this year's premiums instead of last year's. how did this happen? one official says, quote, we are looking into it. as the feds investigate, those affected now being told to wait and delay filing taxes until they receive the right numbers. >> even if you fixed glitches and the mistakes, the

still going to be an administrative nightmare and it's going to drive people crazy at tax time. >> reporter: republicans are pouncing. congresswoman diane black calling this quote, a classic friday news dump. senator brass sew says the administration has quote added to its record of imcompetence. and marsha blackburn says surprise surprise. the obama administration still does not have its act together. this seems like a big problem. but white house officials insist that in the big picture not a big deal. >> it's a small percentage of overall tax filers. less than 1% of people ho file taxes. >> reporter: at a dnc meeting, president obama bragged about the strength of this year's enrollment statistics. >> we have extended the securityw"f and fundamental right to affordable accessible health care to more than 10 million uninsured americans. >> reporter: but what a difference three days makes. because that 10 million figure is significantly smaller than the one he used on tuesday.
