jay johnson saying he is playing politics at the expense of our safety. kevin court is live in washington with the latest for us. >> good morning to you. what did he know and when did he know it? that may sound like a bit of a stretch but the truth is if homeland security secretary jay johnson is talking about a terror threat skeptics would like to know. are you playing politics floating the notion of the eminent threat to get congress to fund the department of homeland security. it is a fair question i think. ultimately a lot of people do want to know. are we looking at the circumstance there will be a shut down because the two parties can't come together. the president was talking about it yesterday with the governors and the homeland security secretary said this. >> unless congress acts 100,000 border patrol, border inspectors tsa agents will show up to work

and not get paid. >> a shut down of homeland security would have serious consequences and amount to a serious disruption in our ability to protect the home land. >> a serious disruption. a lot of people in washington who work for the department and other people for that matter rely on the funding. ed henry poses the question to the press secretary. >> there is not a specific threat then why would the security suggest to people be extra careful? does it have anything to do aboutwith the dhs funding fight. >> neither should be playing partisan politics with an issue that is as nonpartisan and as important adds the american safety of the-- safety of the american people. >> as you see neither side needs to play politics. this has to get done and time is

careful if they plan to shop at the mall of america. >> here's the thing kelly. it will appears the white house is down-playing the threat while the head of homeland security is taking it more seriously. what are lawmakers saying? >> heather, they are taking it quite seriously. one republican state lawmaker in particular is even suggesting the mall drop its anti gun policy and allow shoppers to carry weapons on the proem miss.-- premises. >> the situation in mall of america is completely ridiculous it should be opposite with what we are doing. if we are threatened with an attack of any time the last thing you want to do is disarm citizens. >> a spokesperson for the mall had no comment about the anti gun policy. >> kelly wright live for us in the studio. >> former speech writer for george bush sees both sides of the issues. he thinks it is possible the threat is all about politics but the threat could also be real.

>> regardless he says all threats need to be taken seriously. >> one of the things i learned with president bush is you have to take the words of the enemy seriously. when an al qaeda affiliate says he intends to attack america and names a specific place you take it seriously. there wasn't a specific credible threat in 2009 when they sent the underwear bomber to blow up a trainplane over detroit and almost succeeded. they carried out an attack on a mall killing 67 people and recruited dozens of americans. over time they tell us what they are going to do. osama bin laden said he was going to attack america and declaring war on us we ignored him and the result is 9-11. we have had the leaders of isis make it clear they intend to attack america. soon we will be in conflict and the brothers of islam have waited for this day. we need to take that seriously.

france confiscating the passports of six suspected jihadists. they believe they were planning to travel to syria to join isis. officials say this is just the beginning. 40 other people will be banned from leaving the country in the coming days. france taking a tougher stants on counter-terrorism since the attack on charlie hebdo terrorists last month. police arriving in turkey to search for three teens who ran away to join isis. >> (indiscernible) you are babies. >> the 15 and 16-year-olds there are reports already crossed into syria. one girl used twitter to talk to a woman who married an isis follower. that woman's social media was being monitored and police should have prevented this.

extreme weather causing treacherous travel conditions all over the country. look at this. this was a plane sliding off an icy taxiway at a dallas airport the other day. it got stuck in the grass. ice also making a mess of roads in dallas. a semi-truck hanging off the overpass right there when a driver hit a patch of ice. >> maria molina is tracking all of this icy weather for us. we want to know when is this going to end? >> doesn't look like any time soon. the forecast for the long-term over the next couple weeks is for below average temperatures. expect cold well below average temperatures for several weeks to come. we have these advisories in effect and warnings. windchill temperatures are as cold as 40 degrees below in some of the areas. below zero in boston cincinnati

consequences and amount to a serious disruption in our ability to protect the home land. >> but calling this a shut down which secretary johnson did at one point may be some what of a reach. 85 percent of homeland security employees are deemed essential so they would still have to work manning things like ths check -- dhs checkpoints so they would not receive a paycheck. most people won't notice a disruption if there is a shut down. >> we have had threats ever since 9-11, i would say this fits in with the rest of them by sending a little fear factor out there which is consistent threats have been consistent forever. fear factor puts pressure on congress and senate to pass the bill. >> the senate democrats lost yet again the chance to keep dhs funded. they are putting a priority on an unlawful or executive action or at least one challenged over the safety of american people. i think that's a shame.
