better serve veterans. i'd be glad to take your questions at this time. >> have you had time to think a little more deeply about what caused you to burst out like that and what was your motivation? >> dave, as i said, my biggest motivation was to connect with the veterans. as all of you know, in my first national press conference i gave out my cell phone number and many of you have been kind enough to publish it and repeat it. i get calls from veterans every single day. my whole purpose in this job is to try to connect with veterans and the to better serve veterans, so that's what i was trying to do. >> a lot of people are wondering with your experience, your service to the military u then and now, how could you possibly say this to them? >> i made a mistake.

i apologize for it. i was in the army, i was a ranger, i went to panama, desert warfare school. when i was in the airborne division, we were the rapid deployment for the u.s. military. >> did you even realize that you had made that mistake, as you call it? and did you ever think to correct it? >> i was talking to a homeless veteran. i was concerned about getting a homeless veteran, the kinds of cares and services that they needed. what i said was not on my mind at the time. i was try og to connect with him and we had had people with us that could help get them into a home if they were a homeless veteran. >> i apologize to them.

>> susan? >> in light of how the last secretary went out and the recent situations why did you think that connecting with this veteran -- what does that have to do with connecting? >> what you try to do when you connect with someone is try to find common ground. with veterans my common ground is my veteran experience. so what i was trying to do is find a way to connect with that veteran. as i said, i made a misstatement. i apologize for that. i have no excuse for it. but if you look at my 61 years you'll never find any of my biographies that i have claimed to be part of special forces. i have never claimed that. . it was a misstatement, it was a mistake. >> the question was did anyone around me tell me i had

misspoken, the answer is no. >> you also recently stated that 60 people had been fired from the department r for misconduct from before you were secretary. that was also a misstatement. are you concerned that these are going to hamper your ability to rebuild the trust? >> for my 61 years, integrity has been one of the foundations of my character. it's the reason i was a boy scout, the reason i went to west point, the reason i joined the proctor and gamble company and the reason i want to be here. integrity and character is part of who i am and i will do better to make sure i don't make mistakes like i did in los angeles. >> capitol hill lawmakers are accepting your apology. have you used up your one free pass on capitol hill? >> trust is something that is gain. ed every single day, one veteran

at a time. when i get these phone calls from veterans or text messages, they tell me the problem they have. i go away and work on it with a team of people that i have and if i can solve that problem, i have earned one bit of trust. i may give up a bit of trust the next day, but my job is to work for these veterans every single day, 24 hours a day, 7 days a week and get them the benefits they earned. >> did you ever consider resignation? >> i want to serve veterans. i'm here to try to prove that we can make v.a. work and the veterans who we serve can get all the benefits that they have earn ed earned. we're making progress. wait times are down 18%. backlog is down about 60%. homelessness is down 33%. great progress made.

we're trying to keep that going. >> i'm sorry i can't hear. >> it was a much smaller number. they are saying it might be a pattern of credibility issue here's. >> chairman miller and i meet frequently. we have a great relationship. we work together to help solve veterans issues. i think what you saw in our last committee hearing was unanimity from all the members of congress and the va around what we need to do. we're here to serve veterans. nobody can dispute that. thank you very much for your questions. >> the last question, what exactly were you trying to say? this is the veterans affairs

secretary. brought in on the heels of a bunch of scandal with the veterans administration. a man who said he misspoke when he said this. >> really? army, navy? what unit? >> special forces. >> what years? i was in special forces. >> what years, i was in special forces. >>. he was not in special forces. the other thing that you heard them talking about was this claim that some 60 plus people had been fired from veterans affairs after the scandal which erupted there. that number was wrong. it was something like, quote unquote, a third of that. jennifer griffin works the pentagon for us. juan williams is a pundit for us. jennifer, is there pressure for him to step down? the question was asked did you consider resignation. he didn't answer it directly. . >> the biggest pressure is

coming from the american foreign wars. they are going to have -- sorry american legion. they are going to have a meeting tonight. there's concern among veterans, but i don't think there are people who are actively calling for him to resign. there's bigger concern, as you mention mentioned, on the hill from jeff miller, who oversees veterans affairs. his committee has been concerned about some of the misstatements about how many people who had been fired in wake of some of the scandals. much fewer than bob mcdonald had said. they are concerned about those facts. so i think this is a bit of a teapot at this point. though it's more laughable. here at the pentagon today at the reporters were pressing pentagon spokesmen saying can we have bob mcdonald's service record. he served as a pair troopratrooper.

it's baffling why he said he was in special forces. the ranger school he went to is not even special forces, it's special operations forces. so he really misspoke. it's seen a little as a joke at this point. >> it's seen as a joke. it's not seen as potentially going to pattern. >> i don't think so, not at this point. but what it will do is there will be a bulls eye on him and now the media will go back to investigating what is it that the va is doing under him to fix the problems of the past. the problems of the past have not been fixed. the va still has a major image problem and a delivery problem on its services. that's what needs to be investigated at this point. >> it's boiled to the point he had to come to the microphone or he made the decision to come to the microphone. he said he misspoke, then misstated. he certainly misrepresented.

this was first reported by the cbs evening news at the tail of last year. i want to say it was the beginning of this year, january 30th on the cbs evening news. then "huffington post" asked him about it. e he said, as i thought about it later, i knew this was wrong, he said of his false statement. as he thought about it later, juan williams is with us. he didn't have to think about it later. how could you not know this was wrong? you either were or weren't. >> i think it's obvious that it he's in a situation where he was fabricating a lie, making stuff up. he says trying to develop common ground, some relationship with a homeless veteran. i think lots of credit is being given to him for making the effort. what you have heard today picking up on jeff miller the chairman of the house veterans affairs committee but also from mike kaufman a congressman from

colorado who just got into a huge situation with this man where there was questions about what was going on at the va facility in denver. when there was questions about wait time and the like, you saw him -- i was the executive at proctor and gamble. what did you do? i think there was the opportunity here for kaufman to snap back and say hey you're a liar. he didn't do that today. the white house didn't do that today. as we just saw, jeff miller didn't do it. while it's obvious he made something up and it's embarrassing and we're hearing from calls for accountability for the likes of the people in the american legion, you're not hearing it from the other elements of the veterans. they are not saying that. >> you mentioned the republican chairman of the house veterans affairs committee. it was a republican from

florida. he was disappointed in whachs said. then another quote here. after a rough couple weeks that included inflated claims of accountability, i hope mcdonald will redouble his efforts to ensure his statements and those of va officials are completely accurate. it's the only way the department gains the trust of the veterans. unless there's a big potential for more. in terms of who has been fired, disciplined for the problems they have been having with wait time and service for veterans. the fact checker at "the washington post" gay him four pinocchio pinocchios, which is the ultimate lie in saying 900 people had been fired since i became secretary. he said that on "meet the press" this past weekend. so his credibility is central to

loved ones may be victims of the next slaughter. all because of their christian faith. the terrorists yesterday started sweeping through a string of villages and took at least 70 people from their homes. it happened in a mostly christian area in the northeast of syria in the yellow on the map. it's not far from the islamic state capital. isis has repeatedly attacked christians and other minorities during their bloody terror campaign. in the meantime officials in spain say they have broken up a recruitment network. they arrested four suspects, two in spain, two in a spanish town along the coast of north africa and police in great britain believe three teenage girls from london have now crossed into. syria. their families begged them to return home after they hopped a flight to turkey. they believe the girls could be

generation of fighters and a new society within their community so they need women and families to make that true. >> we have been seeing the pictures now of these little kids said to be as young as 5 stand standing up there. extrapolate from that that they are starting to bring in women to be the brides of these islamic state fighters so they can then rear future fighters from birth. is there evidence of this? >> there's not extent of evidence, but there are artifacting coming through in pictures from the field, one that i saw recently of western language education for children. isis was recruiting teachers to provide education for children inside of isis-controlled lands to include studies. they are trying to build a society with a future generation. >> what is the most important thing we can do here? the white house and others have

said they are working on a counter -- countersocial network to try to combat this. it sounds like we're behind the curve here. >> it's important for us to see there are three separate things that isis is trying to do simultaneously. one, they are trying to fight a war to control terrain inside of iraq and syria. two, they are trying to exo port their capability to link with groups and trying to get people in western societies to polarize, to choose for or against isis. i think it's important for the united states to think of our own campaign as overcoming isis in each of those three ways and it's very much about countering the message towards the west. >> jessica mcfate, current research director at the institute for the study of war, thank you. >> thank you so much. jurors will soon have to decide whether the man who killed the american sniper chris

he shot him in the face. he shot littlefield five times in the back. the suspect's lawyer is using insanity defense saying he suffers from psychosis, paranoia and schizophrenia. they argue he's a troubled man who struggles with a personality disorder, but not insanity and there's a huge difference in a court of law. closing arguments could start as early as this afternoon and the case will soon go to the jury. join ing joining us now is legal analyst mercedes. >> jurors struggle with that. don't kill two men and say i don't know what i was doing. then you have the fact that kyle is such a super person and he's a hero by all accounts. you have the whole influence of the sniper movie coming into play as well. it's going to be difficult for them to actually show that there was an insanity. >> didn't he apologize? >> he apologized on camera, which is interesting. he definitely showed remorse.

more of the headlines from the fox news desk. foreign ministers from france, germany and russia are all meeting in paris today. that's been fascinating. . they are trying to save a failing peace deal for eastern ukraine more than a week after the cease-fires took effect. both sides are supposed to pull back heavy weapons, but ukrainians will not do that until they stop shooting. investigators say they are looking for the people who flew drones over the eiffel tower. the u.s. embassy and other buildings. flying drones is illegal in france. watch where you're walking, a sink hole opened in south korea's capital of seoul. have a nice day, bye. two people reportedly fell about ten feet. firefighters did rescue them. they had some minor injuries, but nothing serious.

bottom of the hour, there's a new plan to try to end the standoff over the department of homeland security. as we have been reporting here repeatedly, the agency is set to go broke in a matter days unless congress can agree on a bill to keep it running and at this point it doesn't look like congress has a plan for that. hundreds of thousands of federal employees essential to the national security would have to work without pay. here's the hold up. house republicans added an amendment to that funding bill, which would kill president obama's plan to delay deportation for millions of immigrants who come into the country illegally. why did they attach that to this? think about it. senate democrats say they will keep blocking this bill as long as it includes the immigration amendment. nothing about homeland security needs to include this amendment. just the last hour, republican leaders say they may have a solution to the dead lock. that leaves the news at the

bottom of the hour this new plan is to vote on two separate bills. they would get a clean bill here? >> eight senate democrats had some issues with president obama's executive action on immigration, but they didn't want to tie it up with funding homeland security so the senate majority leader said he would split the bill and talked about funding homeland security. >> i have indicated to the democratic leader that i would be happy to have his cooperation to advance the consideration of a clean dhs bill, which would carry us through september 30th. >> democrats seem pleased but worried that mitch mcconnell would only offer a two-month extension. they say once homeland security is paid off, they are happy to debate immigration. but now some leading democrats are putting pressure on top house leaders to deliver. >> without speaker boehner

saying that he will fully fund homeland security senator mcconnell's offer does not get the department funded and we need the department funded. >> nobody at this point seems to know how the members feel about this latest plan. you need the house and the senate to get it out of the jam. >> hang tight mike. there's breaking news now on fox news channel and this it just in from the white house in the last few seconds. the president has now followed through on his promise to veto the keystone pipeline bill. a measure to allow construction of the controversial pipeline. the veto at least temporarily stops the pipeline from going forward. it's become a big political priority in the new republican-led congress. republicans may try to override the it's not clear whether they come up with the two-thirds majority needed for the override. they are trying to come up with

enough votes for the override. >> that's right, in the senate they have 63 votes. they need 67 to override a veto so they come up just short. in the house, they had big numbers as well, but also just short of the two-thirds veto proof needed majority. so bottom line, they were expecting this. they held off sending the bill until they returned from recess. they didn't want a veto while they were scattered across the country. they were hoping that the president might change his mind, but they are not surprised. they felt like the president was not going to buy in on the pipeline project. now they are talking about perhaps attaching it to a must-pass piece of legislation at some point to see if they can get it through that way. >> let's get back to the other headline -- i thought we were staying with mike on this matter. so keystone is vetoed. there will be an enormous political series of events that goes on here. the president did this under the radar making no official

statement. nobody from the white house coming out to talk about this. we know there's a possibility there will be a paper statement meaning the white house will send all of our e-mails a statement about having vetoed it. one side has said this is tens of thousands of jobs available here. the facts seem to indicate there really aren't, but there are some jobs to start out. this has become a political issue because they want to get people on the record on whether they are for or against this pipeline. the original understanding of this, they were trying to put out there was that the keystone pipeline would bring oil to the united states, which it doesn't. it takes oil from canada down to the gulf ports where it would be taken away from somebody else. it's mostly politics now, but it could have an effect in the days ahead. let's get back to the other head line. the department of homeland security and what it means for the security of the country if

the cash dried up. here's the big takeaway. work will continue for federal employees whose jobs it is to protect american lives. that means people who control the borders, people who screen airport passengers, all of those will be working, but they won't be getting paid. the department reports it would stop paying some 240,000 people. no more checks. most of them would still have to do their jobs but they wouldn't get paid. the department would send home around 30,000 workers. there's no guarantee that the workers would ever get paychecks if they missed. no guarantees, but you know they will. imagine you just suddenly stopped getting paid is and still had to go to work. how long could you go while still feeding the family and putting on clothes? how long? joining us from d.c. is josh hicks, he covers the federal government for "the washington post." this is all politics now, right?

>> yeah i mean, you have conservatives who really want their party to fight this till the bitter end and block the president's immigration actions. but senator mitch mcconnell right after the midterm win for republicans when they took over the senate said there aren't going to be anymore shutdowns so he has to live up to that at this point. he's put in the good fight and he's had a few attempts to try to overcome this democratic fill buster in the senate. it hasn't happened. now it makes sense for him to divide this legislation up and try to pass these two measures separately. >> from your reporting you indicate this is all about the split in the republican party. if you want to label it this way, the establishment part, one that wants to hold them accountable no matter what, shut the government down, and the

establishment that says we can't do this this is political suicide. where do they find out how to fix this? >> that's something they are going to have to figure out. i think one interesting thing is this federal judge last week handed down this decision to temporarily halt obama's immigration actions until this lawsuit from 26 states that are challenging those actions. until that legal process plays out, that could take just a matter of weeks, it could take over a year if it heads to the supreme court. so i guess, you know, republicans in one sense have what they want right now because the immigration actions are on hold, but you don't know when that's -- when they are no longer going to be on hold. the obama administration could win its appeal, whatever happens, and then the gop is stuck having funded dhs and then the immigration actions moved

keystone pipeline bill has been vetoed by the president so what happens next? republicans will have to decide whether they can override the veto. right now, they don't have the votes to override it. mitch mcconnell has just issued a statement saying there will be a vote on an override some time before march 3rd. that's one week from today.

so if they can get enough votes together for an override, that's when the votes will come on or before march 3rd, a week from today. tax season is upon us, but we have some very good news to report. your chances of getting audited are at their lowest level in a decade. it audited 1.2 million individuals last year. that's less than 1% of everybody who filed. officials say that's the lowest rate since 2004. budget cuts are mostly to blame. the rate is expected to fall even further this year. jerry willis is with us. she's the host of the willis report on the fox business network. how much money you make affects your chances of getting audited. >> the richer you are, the more likely you are to get audited because you have a more complicated tax form. take a look at these numbers. if you're earning $200,000 the audit rate is 3.2% 1 out of 30

people get audited. if you're making $1 million, it's 1 in 9. here is the letter they get. these are the dreaded words that the irs sends you. some of the information you provided to us does not agree with the information we received from other sources. it's like darth vader. >> the digging begins. you mentioned over $200,000, but those who make less, which is the vast majority of everybody, they are not off the hook. >> they are not off the hook because you might fill out the wrong form too. you might own a home and might have a home office might take a deduction for that a lot of red flag flags. if you donate a car to charity, they may audit you. but here's the thing you need to know. the way they start to get all the the people who should be audited. they run a computer program to see if your deductions are out of line. you need to know and make sure you're not taking more

deductions than most people in your bracket. >> if you have given a lot of money to charity. >> a lot of money to charity and people don't do that. that's the big red flag for the irs. >> if they audit you for that and you were telling the truth, which means you're an awesome person and thank you for that and they find something else that was weird and they can get you for that. >> that can happen too. they go in there guns blazing. they want to find everybody they can. you don't have a lot of protection. you have to open up all your information to the irs. they can take your wages and do whatever they want to. >> we have heard a lot of i made a mistakes today which is okay, but it's not okay i made a mistake with the irs. >> they expect you to take every deduction you can and to do as much as you can to save money, but you can't step over that line. a good accountant will tell you where that is. >> if they are wrong, you can blame the accountant.
