it looked as though dhs would have to prepare for partial shutdown. when the house voted down a three week extension of funding. democratic leaders continuing their call to fully fund the department. >> we certainly want to protect the american people every minute of every day 24/7. that includes today. and we believe that within the next seven days hopefully five that we will have a bill that takes us to the end of the year. end of the fiscal year. >> without an agreement, 30,000 of the department's 230,000 employees would have been furloughed. >> it's hard to see the goal they are trying to reach, the conservatives who insist on trying to lasso the president with this power of the purse. >> i don't think the republicans have gotten the message yet that this doesn't really work for them. it's interesting to watch them do it again with something ceiling with security which makes it even stranger. >> that was mike emanuel reporting for us. congress will have one week

to pass a long-term deal. >> all right. now, we told you for the last week about american plans to back iraqi soldiers in taking back the city of mosul in iraq. the city occupied by isis. the pentagon announced that they going to do. this they are going to do if in the spring in april because the weather is perfect for assault then. there has been much debated over whether the administration should be telephoning its plans to take back mosul with iraqi forces. they did. now reports those plans on hold. >> we won't be ready in april. in fact, military officials saying it doesn't appear that we will be ready what they are saying is that it is really up to the iraqis whether or not we would have this offensive in april. it may get pushed back into the fall. it could even go later than that rear admiral john kirby says i don't feel like we are red iny in april yet. we don't know. we are not taking april off the table. >> defense officials couldn't get on the same page about when we would be ready and but what is

bizarre about this telegraphed more recently and criticized by so many, john mccain being one of the harshest critics. but there were rumblings about this back in december. and the iraqi defense minister was saying we are not ready for. this that was a couple of months ago. >> are they going to be ready in four months? we trained them for 10 years. they are going to take a few more months and now they will be up to speed. >> as if we didn't look weak and indecisive enough. didn't we spend $10 trillion training the iraqi army they couldn't take back the city from 2,000 isis fighters. what happened though all that money? there ought to be some accountability. up yards of $10 billion that vanish during the war that no one could ever find. fear not folks, while we are having a difficult time going after them in mosul we are beating them in social media according to state department, we are beating isis on twitter this morning. here is a tweet from the think again dos. this is their twitter account.

looking for leading edge technology. let's go down the services. the army is down to 12 combat brigade teams in terms of operational readiness. reduction in their capability. navy has 45 fewer ships they needed to sail when they reported back a couple years ago or so. marines, their readiness is not as high end as we wanted to be. air force is the smallest air force we have ever been since we had a united states air force in 1947. >> what message does that send to al a lies and adversaries? >> we need to make sure -- we recognize that first off it's a very unstable international security environment. we need to reassure our allies and american people that we have the capability and we have the the will. what we want to do annal is we want to win any conflict, 99 to nothing in the first quarter it. we don't want this to be 31-20 in the double overtime. i would send a message to any potential aggressors out there we have the most capable fighting force but we have got to make sure that we put the resources and the effort behind that fighting force in order that

sneakers can come off. the one immutable quality that any of us has is our race. how you can say to be on the lookout for -- this is what so badly that you have to be on a lookout for a human that has committed a crime. how does that help anyone? >> it's not true. because you could use the identifier as long as there is more specific detail. so if there is a specific description. >> you could add on it's a blackmail. what they're trying to avoid is there is a black male who committed a robbery are. >> are they hand capping authorities because now they have to sit back and say wait a second is this a stereotype? does this rise to the level of being descriptive enough that i can offer this over the radio. >> when you call the police they want to know what the verifies the suspect what did you see, how tall what do you think the approximate age is and is there anything that can identify this person you? have to have it all. you can't take out race just because you are trying to be politically correct. >> the university says race is not being banned from our

look, the facts are that, of course i support equal pay for equal work. and that's why a law was passed way back in 1963 guaranteeing the same. and if women are truly being discriminated against because of their gender they should use the law to its full effect. however, the biggest impediment to equal pay for equal work beyond pay practices and hillary clinton and president obama's offices is the seniority system. because the seniority system pays not on merit not on performance but on how long you have been in a job. and that seniority system disadvantages women and of course democrats support seniority systems in the unions in federal government bureaucracies if they are really serious about equal pay for equal work, they ought to push for reform of seniority systems and move to pay for performance systems. >> the unions -- >> -- good luck with that. >> are women necessarily better served by female politicians? does it matter the gender of our leaders? >> well, you know we don't

>> what did you find? why were they asking these questions? >> they were questions that had been given to the students for the last 20 years through a local university to find out trends in our community about drug, alcohol and tobacco use. this year was a pilot program. they began asking the students for their birth date and their initials. i thought that was a little bit too much information. and then they added questions about personal home life. >> right. >> arguing and yelling. >> about the insulting or yelling each other. and you thought that looking at some of them on the screen. you thought that was over the line. >> i did. i thought that some of those questions were just too personal and invaded, you know, my home life and privacy. >> but you didn't seem -- did you mind the questions about alcohol and nicotine use in the home? >> what right do they know if you have a glass of wine every night? >> the questions were, you know do you -- not that do

morning. >> good morning. thank you for having me. >> can this be real? people who came here illegally could be getting 35,000 grand in dollars? how? >> it's real. the way this works is the p president's new deferred actions for parents of americans program. this is also known as dopa. it starts with a social security number and employment authorization. it gives you instant tax benefits. you don't get federal welfare benefits government housing or food stamps, however, what you will have is individuals eligible for this program. they have children in the united states with lawful immigration status. once those children become 21 years of age, they can apply for their parents to get groan cards. that leads to citizenship and so, what we have here is deferred action as a pathway to citizenship. also a pathway to filinging a lawful income tax return. many of these individuals may have never filed a tax return here before and so once you're
