right now, the israeli prime minister, benjamin netanyahu is in our nation's capital. his plane landed a short time ago, and we are told he is ready to warn america and the world about doing a deal with iran. the prime minister is set to address a joint session of congress as you may know. that's on tuesday, after being invited by house speaker john boehner. there he will make his case, he says, that no deal with iran is better than a bad deal and that no agreement should allow tehran any path to a nuclear weapon. but it's important to mention whom he will not be meeting with on his controversial trip. not with president obama, not with the vice president either. the white house saying the president is not meeting with him to avoid interfering with foreign elections, which are

roughly two weeks away in israel. a group of democratic lawmakers also says that they will skip his speech on capitol hill. his visit also comes as what has been termed a tense time for u.s./israeli relations. netanyahu has been critical of the u.s.-led nuclear negotiations, as i just mentioned. top white house officials have openly criticized israel in recent weeks as well. and then a statement today from secretary of state john kerry that may catch some blowback from those who don't agree. kerry said "trying to reach a deal with iran has actually made israel safer." doug mcelway is live with the news today in washington. doug? >> hi, harris. we're trying to get an accurate tab on how many members of congress will boycott this speech. no precise estimate yet, but those members of congress staying away are a small minority. politico is reporting about 30 democrats say they will not attend. many of them are members of the congressional black caucus who see speaker boehner's invitation as disrespectful to the president. is a small

fraction of the 232 democrats in congress. the prime minister as you said, prime minister netanyahu has landed at joint base andrews. before he boarded in israel, he spoke from the tarmac. >> translator: i feel a deep and sincere concern for the safety of all citizens of israel and the fate of the state and the fate of our people. i will do everything in my power to secure our future. >> tensions over his visit come as secretary of state john kerry is touting the nuclear negotiations with iran as a boom to israel's security. >> israel is safer today because of the interim agreement that we created. the 20% enriched uranium has been reduced to zero. we have stopped the centrifuge production. we are inspecting inside of their facilities. we have stopped the iraq plutonium reactor in its tracks. >> kerry's assessment is at total odds with the view of netanyahu's former chief of staff. listen to this.

>> the deal that's been contemplated right now, it's an unmitigated disaster. it's one of those events in history that 100 years from now people are going to ask what were they thinking. >> meanwhile congress is also ratcheting up pressure on the white house, threatening to increase sanctions in the face of a weak deal. >> the idea that the congress would sit on the sidelines and watch john kerry, susan rice and barack obama negotiate with the iranians and not care how the outcome looks, not is a say about the deal is just mind-boggling, and i don't think we're going to let that happen. >> some democrats agree that sanctions need to be tightened if negotiations fail. harris? >> well, doug as you've just shown us a lot of news made today on this with netanyahu now touching down his plane, here ahead of all that. we have heard, though, that democrats, some senate democrats, had offered to meet privately with him, and i understand he is still rejecting that invitation. >> yeah he is rejecting it. demand his response to senator dick durbin's request for this

meeting, netanyahu said that such a visit "could compound the misperception of partisanship" surrounding his trip. he assured durbin that his only intention is to voice israel's concern about these negotiations with iran. harris, back to you. >> well, and i do know that senators mitch mcconnell and harry reid will meet together with him, i guess, right after the speech. they're scheduled to on tuesday, but quite a different situation than meeting before all of congress and having everybody actually show up in those seats. doug mckelway, always good to see you. >> you too. the clock is already ticking on another issue. a brand-new week before the homeland security goes broke. yes, lawmakers kicked the can down the road a few days. this as top republicans try to fight the president on using executive power to pass so-called amnesty for millions of illegal immigrants in our country. one option talked about was to separate out the money for homeland security from the language in the bill blocking the president on immigration. and there are reports we might see something like that, but at this hour, word residents are

denying those reports that house speaker john boehner has cut any kind of a deal with democrats to allow a vote on a "clean bill" as i described. speaker boehner is downplaying the turmoil within his conference as well saying the gop can stop the president's overreach and that he can lead in the house. >> the house is a rambunctious place. we have 435 members a lot of members that have a lot of different ideas about what we should and shouldn't be doing. >> can you lead those members? >> i think so. i think so. i'm not going to suggest it's easy because it's not. >> meanwhile democrats are blasting republicans for the delay. california senator dianne feinstein says republicans need to face reality, as she puts it and pass a bill that funds all of homeland security. >> can you see at the end of next week senate democrats allowing anything other than a clean bill? are you going to compromise at all on that? >> no, i do not believe that will happen. >> we are set to see them all get back to work on funding homeland security this week. a partial shutdown of the

department will happen friday at midnight without a deal. well, just like last week, deja vu all over again. we should note of the 230,000 dhs employees some 200,000 would still report to work, as they are deemed essential. this includes customs and border patrol, the secret service and tsa. well, turning now to the savages of the islamic state. new reports from syria that the terrorists have freed 19 christian prisoners. that's according to humanitarian groups on the ground there. 16 men 3 women were reportedly from the group of several hundred syrian christians kidnapped over the past week if isis overran several villages. it's not clear exactly why they let the 19 go. the fate of the other prisoners remains unknown. meanwhile, new video from inside turkey. look at this. it may show three british teenagers before they boarded a bus headed toward the turkish border with syria. authorities say the girls fled england to join isis. and it's been an interesting winter day in the midwest and

northeast. well, by interesting, i mean cold and awful. ice, heavy snowfall triggered this 30-vehicle pileup on interstate 44 in missouri today. a number of people hurt in that.#c wow. similar scene in oklahoma as yet another winter storm blankets the region with snow and freezing rain. the northeast is not being spared either. we saw snow i think several hours early. senior meteorologist janice dean is in with the details from our fox news extreme weather center. and it just stopped snowing a few minutes ago. >> yeah, and to see a few flurries in the new york city area, but boston, you're going to pick up an inch or two. you're getting closer to your snowiest winter on record. current temperatures, as you can see, still cold across the upper midwest and the great lakes down south, but we're getting warm air that's moving up the coast and that's going to give us that changeover from snow to freezing rain and sleet. it has been freezing rain and sleet for much of the afternoon for d.c. and philadelphia. new york, we're starting to see the snow taper off a little bit. winter storm warning for long island, though up towards boston and portland. that's where we're getting the snow, in portland as well as

providence and boston and bridgeport and then it's starting to taper off here in new york city. let's take a look at it. overnight tonight still little bit messy but by tomorrow morning's commute, a better drive in as this storm exits but then we're going to be watching the next storm down the pike. that's beginning across the southwest, bringing beneficial rain to southern california. a plume of moisture moving into the southwest, and this is going to be the next weather maker as we head into the early part of the workweek for the upper midwest, part of the great lakes, a lot of moisture streaming in from the gulf of mexico, and then we get that mixture as well for new york up towards boston. boston, i think the second storm could be it for you as we get closer to that big record. looking ahead into wednesday, we're certainly going to see measurable snow across the ohio river valley, up towards the northeast. and again, harris, just 5 more inches, 5 more inches brings us to the top snowiest of all time and i figure, you know what? if you're going to have 100 inches of snow, you might as well break the record in boston.

a day of mourning in moscow as questions surround the murder of a man who led the opposition to president vladimir putin. tens of thousands marched in

silence today. they were remembering their leader, who was one of putin's biggest critics. he was 55 years old, gunned down as he was walking across a bridge near the kremlin. w surveillance video from the scene seems to contradict earlier reports that somebody shot him from a passing vehicle. the grainy footage, as you see here, appears to show a man on foot shooting the opposition leader as a getaway car arrives. the precision of that attack is fueling claims from the opposition supporters that the kremlin may be involved. >> people should t]02realize, nemtsov was shot in a place that had more video cameras than ft. knox. just a few hundred yards away from kremlin. and exactly at the spot when he was killed suddenly we could see the snow removal truck that covered the angle of the camera shakd show us the face of the killer. and the killer made six shots in two seconds. four of them were deadly. that tells you something what qualification. >> russia's investigative committee sayñm0x it is looking

into the shooting and lists a number of possible motives, including terrorism in the conflict that's happening in eastern ukraine. venezuela is imposing new restrictions on u.s. diplomats and other americans visiting the south american country. president nicolas maduro claims to have captured u.s. citizens engaged in spy activities in that country and says he was forced to implement tougher rules due to america's "meddling." the socialist country even bans some american politicians. on the list, forme president george w. bush, vice president dick cheney, senator menendez and marco rubio. brian, tell me again who they have and what's going on again with our people? >> well, harris what we're seeing right now is what we've seen before -- when you're at trouble at home blame the united states. it's a similar playbook from hugo chavez and now his successor, president nicolas maduro. maduro is dealing with record-low popularity, a tanking economy, an increasingly tense antigovernment protests. amid all this maduro gave a

nationally televised speech yesterday, announcing new restrictions against the u.s. saying all americans will now need a temporary visa and must pay a fee to visit venezuela. he promises to shrink the u.s. embassy, cutting the number of diplomats in the country and requiring them to seek approval for meetings. maduro says the restrictions are in retaliation for recent american attempts to overthrow his socialist government. >> translator: we have captured some u.s. citizens in undercover activities. how do you call that in military jargon? in espionage activities espionage, trying to recruit people in towns along the venezuelan coast in their homes. >> maduro says they are questioning an american pilot, something the u.s. state department has not confirmed. we do know four american missionaries were released on saturday after being detained. the u.s. state department calls accusations of spying baseless and false. in addition to president bush and senator rubio, maduro is

banning former head of the cia, george tenet, and illiano ross lettin, calling them terrorists. to that, lehtonen tweeting "proud to be banned from venezuela by maduro i'll continue to advocate for human rights." and then mario diaz-balart tweeting "i've always wanted to travel to a is not a free democracy and now castro's lap don't won't let me." both recently helped push for tough u.s. sanctions including a travel ban against venezuelan officials accused of human rights violations. >> all right because this really hurts venezuela, too, because i know they've got if not the world's largest one of the world's largest waterfalls. there's a lot of reasons to go to that country, and the tourism is very popular. so, they're hurting themselves by this, too. >> you would think. the currency they use is at a low. they have food shortages. >> it's a beautiful country. >> it's a beautiful country. but again, the number of

a texas nurse who contracted ebola while caring for a patient with the deadly virus plans to file a lawsuit on monday against the hospital where she was infected. 26-year-old nina pham claims the hospital failed to properly train and provide her with the right protective gear to treat any ebola victim. pham's patient died last fall. after becoming the first person in america diagnosed with ebola. she survived, obviously but she says she still suffers from the after effects of the disease. pham also accuses of hospital's owner, texas health resources, of violating her privacy and making her what she calls a

symbol of corporate neglect. mission accomplished. two american astronauts complete a massive cable job outside the iss. it took them three space walks and more than a week to wire up the orbiter. bill carr joins us now from the west coast newsroom. will? >> hi, harris. well, these astronauts were preparing for a new era involving commercial space flight. they spent 5 1/2 hours outside of the space station today, 220 miles above earth, and this is very labor-intensive work that involves hundreds of pieces of cable and two antennas installed all by hand. the u.s. retired its space shuttle program in 2011. since then astronauts have had to hitch a ride with the russians, and that doesn't come cheap. the price tag, $70 million per seat. so, to save money, nasa has hired boeing and spacex to develop spacecraft that can transport astronauts to the space station. boeing is hoping to have its

first flight in late 2017.k&lx that's what station commander barry wilmore and inflight engineer barry virts were preparing for today. virts apparently had water in his helmet and nasa determined it to be condescension. everything else went off without a problem. this month marks the 50th anniversary of the world's first space walk. harris, you may remember russia beat america by 2 1/2 months. it's amazing to think about how far we've come when you check out all of those cool pictures that we saw throughout the day, harris. >> absolutely. will thank you very much. a statue of murdered border patrol agent brian terry was unveiled during a ceremony in arizona. it was created from a photograph of terry carrying a fellow agent. he was 40 years old, shot and killed in december of 2010. two guns found at the murder scene were traced back to the u.s. government's botched gun-running operation known as "fast and furious." terry's family says the statue

pro-israeli group apac before his big speech in front of a joint session of congress on tuesday. how joint it will be will be interesting, if the democrats show up. netanyahu is calling his trip a "crucial and even historical mission" as he tries to pursue the u.s. not to make a bad deal with iran. his visit is sparking already plenty of controversy in d.c. a group of democratic lawmakers say they will skip the speech on tuesday what i awa alluding to. and president obama will not meet with the prime minister while he is in the united states, all this adding to some concerns that u.s. relations with israel are reaching a new low point. secretary of state john kerry downplaying those concerns however, saying the defense relationship with israel has never been stronger. >> president obama has done more to ensure the security of israel by the creation of iron dome by the development of weapons that are specifically calculated to be able to deal with iran's nuclear weapon problem, and the president has pledged that they

will not get a nuclear weapon. >> let's bring our political insiders now live from charleston, south carolina. a little bit of a snowstorm kept him away, but we've got him via satellite, pat cadelle fox news contributor. john labuilie, former congressman from new york and doug schoen former pollster for president bill clinton and fox news contributor as well. doug, i'm going to start with you on this. first of all lots of mixed messages between what's coming out of the administration and really what reality is. >> sure. well, this is really new. >> it is? >> this is the first time that a prime minister of israel has come to the united states, will not be received by the president of the united states. it is also the first time in my memory that a prime minister of israel or any country will address the congress of the united states in joint session with a significant number of the members of one political party

as you said, harris the democrats not showing up with a deal lingering with a deadline at the end of march. harris we're in uncharted waters. >> all right. i said mixed messages. here's why. >> sure. >> you've got netanyahu saying that no deal is better than a bad deal. >> true. >> and you've got the united states through john kerry saying, no, we've got to make this deal, it's a good deal. in fact, it's making everybody safer, including israel and the united states. but then you have these other things that are happening. while we're talking with tehran here's what some of iran has been up to in recent weeks. just today we learned that iran began delivering supplies to rebel forces which kicked out the pro-u.s. government in yemen. they had long been suspected of being supported by iran. so, they finally got their first flight in with supplies hours ago. days ago, iran test-fired more than 20 missiles in the persian gulf gulf, including the mock sinking of a u.s. aircraft carrier, just i guess to show us they could do that. back in january, more military testing. this time, iran claiming it

successfully tested three suicide combat drones. demand december, iran's army successfully launched coast-based missiles, systems iran claims are its most advanced in at least the past decade. john, we're doing a deal with them, and they're doing that. >> i know. i think that john kerry has a mission here which is to get this deal done by march 24th no matter what, because he believes, and i know john kerry, i've known him for 35 years, i wouldn't trust him as far as i can throw him. >> really? >> he's done a similar deal with vietnam, where there were secret side agreements there was inspections that never happened, where we tipped off the vietnamese before the inspection actually happened. that same dynamic is in this deal with iran. inspections that are not going to happen, side agreements that we'll never know about, congress being cut out so they don't know what the deal is. the end point i think for kerry is he thinks he can get the nobel peace prize with his iranian counterpart for pulling this deal off. and he thinks that's the

capstone to his career as secretary of state. >> two for this administration, then, right? i mean you've seen a president who got one because he started more war. >> he got nothing. and this for a terrible deal that is going to hurt the world. >> so, pat, you just saw the things i was talking about that iran has been up to. legacy is what john is alluding to, for the president and for john kerry. why in the world should the american people even give a hoot about that? >> well, they shouldn't and they should be terrified by it. you know john kerry is either the most disingenuous person or the worst fantasy artist other than the president himself. you know, this is unbelievable to me. he says israel has never been more secure? susan rice went out the other day and talked about destructive, how destructiveeer6p the relationship is being. susan rice and samantha power, i think most people who follow these issues believe they are probably the least two least sympathetic people to israel in

the administration. went to apac to reassure them of the president. look, iran -- getting in bed with iran -- and remember the reason we're doing this. obama has this incredibly dangerous and naive view that iran will be ourx!0k ally against isis. it is like getting in bed with a cobra. i mean iran is the leading sponsor of state terrorism in the world, and they are surrounding the sunni -- our sunni allies are bananas. you know what? it's a complicated matter but they are willing when everyone else is saying as the "wall street journal" pointed out, what they've leaked to their friends, instead of stopping iran we are going to insure they get a nuclear weapon. anything for a deal. >> yeah, you know what was interesting, too, that iread today, that the president is saying that it's actually made israel safer or the dealings with iran has because they've got the iron dome in place. so, basically, what i'm understanding, doug, is are we

still going to try to keep them from getting a nuclear weapon or are we going to try to shoot it down when it happens? >> pat is now alluding to the central issue in the deal. and i think for the viewers it's important to share what's happening. at the beginning of the process, the president had said, under no circumstances would we let iran get -- >> right, exactly. >> now what we're hearing is that, well we may go out ten years, and then, well, they'll be able to go nuclear. but if that is the conclusion, and it appears that it may well be, that will lead, i think john and pat to an arms race in the middle east. the saudi arabians will begin building a bomb. and we could be in a cataclysmic state within a year or two. >> all right, so this is the first time that you've seen on live television we're able to respond to all the news that was made during the sunday shows. so here's what secretary kerry said to abc news today. "president obama has done more to insure the security of israel by the creation of iron dome" -- this is what i was talking

about -- "by the development of weapons that are specificallym4( calculated to be able to deal with iran's nuclear weapon problem, and the president has pledged they will not get a nuclear weapon." aren't those two different things? if you're not going to let them get one, why do you need all that to fight it? >> iron dome has been in the works way before obama was president and heard about it. >> seems like kerry wants to give him the credit though. >> don't believe a word kerry says. he's a snake oil salesman trying to weasel this through where they've already -- and as i said, this is part of the problem, coming on tuesday, cutting congress out of having any say in this agreement. this is why you have a bipartisan agreement among democrats and republicans in the senate and the house to put more sanctions on iran if the deal doesn't go through because they're being cut out of the thing. >> jeff kaiser on twitter has said, he says that the president has an addiction to legacy. what do you think, pat? >> well, yes, he does. and legacy's getting worse and worse by the day. no, no but look, this is what i've said for weeks. you know this president can

only do so much damage domestically, and he's doing a lot, but he can make the world a dangerous and unsafe and eventually unstable place, which is what he's doing. and you know what? what is really bothersome to me is how partisan this has become. and it is a very tough issue for democrats. the black caucus is boycotting because they think it's offensive to obama that netanyahu is here. the obama -- and you know, look boehner should probably not have invited him the way he did. but look this is -- netanyahu's coming to talk about the survival of his country. >> what are the options? because the deadline is the 24th. the election in israel is coming up in a couple weeks. it just happens it kind of goes -- >> and a lot of democrats who claim to have been for israel all these years are now being tested of whether or not they're going to stand for their principle or they stand for their party. and i've never seen anything like the disgraceful partisanship going on here. these people can't touch

anything. and by the way, iran is using -- is making ballistic missiles that can reach far. and soon they will cross the ocean. what do you think that's about folks? >> they're not part of the agreement and you don't build an intercontinental ballistic missile unless you have a warhead that causes terrible damage, so. >> and you know pat made such an excellent point. and you know, i was asking, just in terms of kind of how looking at this. senator feinstein says "he doesn't speak for me." she says that it's arrogant -- >> netanyahu. >> yeah that netanyahu is speaking for the whole jewish community. then she says "i intend to go. i will listen respectfully. i don't intend to jump up and down while he speaks." pat, you're right, democrats are -- she's going to go. she just says she's not going to like it. >> harris, i'm a democrat, obviously, and support the party, its candidates. but that statement, again, doesn't make a lot of sense from somebody who's been a reliable supporter of israel.

prime minister netanyahu is a democratically elected figure. he does speak for israel now. he's raising an important policy concern. why call him arrogant? why say you're not going to stand up? why not just -- >> because i think pat has a point. i think that democrats are not quite sure how to come down on this. >> i think that's right. >> i mean, that's what you guys are outlineing to me, and we have her comments there. pat? >> well, and the other thing remember, is that there are obama operatives in israel working with the administration's, let's say path of agreement -- >> opposition. >> -- for the opposition trying to beat netanyahu. and they are really -- and money is being poured in by left-wing jews to do that. >> i want to talk about that a little bit, because the white house has made a lot about the fact that the president isn't meeting with netanyahu because it's close to the election. i remember earlier this year when they were going to meet with david cameron, and they said, well, we have to move and hurry up with the meeting with the president because they have

an election coming up. look, they can get it done if they want to get it done. >> they don't want to get it done. they don't want him re-elected, if they could help it. the relationship is not bad between the united states and israel. it's bad between the president of the united states and his team and the prime minister. and i put 98% of the blame on obama and his team from day one. they've gone out of their way to insult netanyahu when he first came to the white house, doug, when obama got up and walked out, said i'm going upstairs. then he said you can order from the white house mess. and they order food and they discover there's no kosher food in the white house. this is a deliberate insult to israel. >> wow. >> and to go back to something that hit me when pat was talking. you go back to ahmadinejad's re-election in iran 2010. obama's the president here, and they slaughter all those protesters in the streets of tehran. remember how obama wouldn't side publicly with the protesters? >> right right. >> already he was siding a little too much with tehran
