these demonstrations are being allowed to take over parts of the city. they should never be allowed to do. and this is the first mistake. the second mistake is when people decide they are gonna close down commerce it's allowed. >> you bring up a really great point. you are right. a lot of these residents can't walk on the streets or they are afraid to walk on the streets. owners of businesses have had their businesses destroyed a lot of looting. these are far from peaceful protests. this last protest -- if you are just joining us two officers were shot near the ferguson police headquarters. it is believed shots were fired from a home not far from the police department shooting two police officers and injuring them in the head and

in the torso. right now the chief is calling them very serious injuries. a 41-year-old and a 32-year-old. this coming on the heels of the 6th city official to step down in ferguson. the police chief thomas jackson, resigned yesterday. his resignation will be effective march 19th. and they thought tonight seems to be uneventful. two officers were shot and they have serious injuries. you mentioned that you did not go to ferguson but you do not need to go to ferguson to understand what is going on. you have seen this across the country in your career, right? >> it is business as usual. you can change the location but the dye that will micks are -- the dynamics are the same. if you allow any crowd to gain

the mob courage and then allow -- they allow the bad apples to seep in, the agitators the gang members, the people that really want to maybe get even with the police or get even with the store owner or any other reason just to steal loot or destroy property, if you allow that to actually form and fester that is when you have problems. that's what they have allowed in this, and it is not the police. they are being directed to not take any action. you need to take action and you need to stop that before it gets to that ignition point and that's the problem time and time again with these demonstrations. i mean, you are gonna have to do something or it just gets worse. >> we really appreciate you being here with us on this busy overnight what is happening there in ferguson with the two police officers being shot outside of the

ferguson police department. we appreciate you being here with us and we'll let you go now. joining us on the phone is rod wheeler the former dc homicide detective and the criminal investigator. rod, we spoke with you earlier in the evening. i don't know if you had a chance to hear the press conference we just heard from the chief. did you get a chance to listen to that? >> i did listen to it and i agree wholeheartedly with some of the things mark ferman just finished saying. he was 100% correct. the police department and the steady leadership out there and especially the governor jay nixon, they have to take control of the situation. let me tell you, if they don't they will have to continue to deal with these things. i can tell just by listening to the police chief in this press son difference, this is starting to take a toll on the police department and on many police departments out there: just so the viewers understand that immediate area, and this is so important with this investigation, and again i have been out there and at tay police department and i have been on that hill across the

street from the police department. it has been stated, but not yet confirmed the shots came from a house across the street from the police department where there is a number of homes across the street from the police department and behind a parking lot. i was over there and it is a dark area so i can clearly see where somebody could hide over there and then probably shoot over at the police department but i tell you one thing that is interesting here. who ever committed this horrific crime of shooting at the police officers tonight, they did not care which officers they hit. all they wanted to do was hit police officers. and so they randomly shot across the street if that's where the shots came from and unfortunately two officers were hit. let's hope they survive. it was clear to me they were probably trying to kill these officers. it is going to be very difficult though in terms *6 -- in terms of investigating this. mr. were probably so many -- there were probably so many people out there. the community will have to come forward and assist the police department with finding out who these bad guys were.

the question is the individuals that commit they had horrific act tonight, are they from ferguson or are they in fact from somewhere else. a lot of the people we you can tayed to and calling themselves protesters were not even from ferguson, missouri. they were from other areas. there were people i talked to that were from new york city. this is a terrible situation let's hope the governor gets involved quicker this time than when he did in august. he didn't get there until four days after it erupted. let's hope he gets there quicker. they will have to declare marshall law to get the community back. this cannot go on. this is utilizing significant resources of the police department out there. as mark ferman just indicated, there are people out there that have rights to be on that street. it is as much as those

so-called protesters have rights. they will have to clamp this situation down and restore that community. >> in your perspective, why did it get to this point? why didn't authorities from the top down stop it before these two police officers were shot, one in the head or -- i don't know if both were shot in the head, but we know that two were shot in the head and upper torso. why did it get to this point? >> that's an excellent question actually and it is a question we have to figure out as time goes by. you have politicians -- i don't want to give a political statement but you have a lot of politicians. everyone out there wants to take charge. i can tell you firsthand when i was out there and i talked to many of the police officers out there you know, they were telling me, they said rod, we have been told to stand down. we have been told not to make arrests. we have been told not to do this and do that. when i hear that i have to say to myself then as a police officer how do they expect you to do your job? we look at the situation

tonight and the first thing that comes to my mind is whether or not the police officers out there had the resources they needed, whether or not the governor, jay nixon, has told the officers to stand down, whether or not the community out there knew something like this was gonna take place. all of these are important questions that have to be answered. the police department has to be given the right to do what they have to do to get the community under control. i don't know it for a fact this go round, but there are politics that told the police leadership to arrest as few people as you can and get it so everything looks fine. and now we see two police officers that probably wasn't even out in ferguson when the initial shooting happened with michael brown. and now these officers with their families they have to suffer as a result of it. >> mark brought up a good point, our previous guest. he said these police officers that are on the street they know exactly what they need to do. but from the top down leak you were just mentioning they

are getting directive not to do what they think they should do and i can only imagine as a police officer what that feels like. putting yourself on the streets with the protests that were anything but peaceful. >> absolutely. when i was out there for the verdict that was read by the attorney general out there i had the opportunity to spend quite a bit of time with the fraternal order of police union chief out there. what he was telling me was startling. he said we don't have the support of our elected officials. officers walk around with a target on their back each and every day. this comes from the fop president out there. it is specifically telling me they walk around with a target on their back and they are told they have to be limited in terms of enforcing the law. that is just not good. anytime that situation happens you will have chaos like we see going on out there

tonight. i just hope and pray at some point the police can get the situation under control. the only way they can do that is if they have total support from the leadership and elected officials. >> rod, stick with us. i want to recap for our viewers. you are taking a look outside the ferguson police department in missouri after two police officers have been shot. the chief came out and said two police officers were shot shortly after midnight after they thought the protests turned out to be somewhat peaceful. they thought it was time to wind down and that's when two police officers were shot, a 41-year-old and a 32-year-old in the face and in the torso. he said they are in serious condition at the hospital right now. postings on social media the shots were said to come from a house on the hill across from the ferguson police department and the police units and the crime scene technicians are there at the house on the hill right now trying to determine what happened.

the sheriff isn't saying much about what happened. right now that is a very active investigation. he is confirming that two of his men or his police officers were shot and you can tell he is definitely not happy as any police chief would not be happy. this is a very bad situation his police officers have been put in. this all comes after the 6th city official stepped down. the police chief thomas jackson there in ferguson stepped down on wednesday. that's the 6th city official to step down. on monday the city manager resigned. with all of these resignations resignations -- i should clarify. this is coming after there has been a lot of talk of racism. there was a scathing doj report that came out talking about racism within the court system there and within the police department. these people have stepped down. some are following that -- some following that report. this latest protest came after

the chief stepped down. rod you said you had been there several months back after michael brown had been shot and killed. describe a little bit as you have before what that setting was like for those of us who haven't been there. just how hostile is the environment between the police and the protesters? >> absolutely. i actually arrived back in august three days after the shooting took place. i was right there on west lawson street which is the street where most of the rioting took place. the thing is, i was embedded among the rioters. unfortunately i found myself in the middle where the rioters were. that's back in august. that's when the police were told to stand down and not do anything. let me tell you, it was the worst thing i have seen in my life. you had people out there looting. you had people out there robbing folks. i heard many gunshots when i was out there. here is the interesting

thing. in november when the verdict was read, the same thing happened again and i was out there. i was out there at that time with steve harrigan from fox news and steve was closer to where the gunshots were being fired. it as a horrific situation and there was no control what so ever in that community. i had many police officers out there and the national guard. the interesting thing is the national guard was told to stand down as bell. down as well. the national guard was kept in the background. you didn't see a lot of national guard on the streets. that was another problem. who is calling the shots here? it was clear to me and clear to the fraternal order of police department it had to be coming from a politician somewhere who wanted to give the appearance that everything was okay. let's fast-forward now to

march of 2015. you have six high level individuals who have resigned as of this past week. that is making progress depending on how you look at it whether you agree or disgre -- disagree with the shooting of michael brown. they decided to leave. that's progress. now we still have shootings and rioting. the question becomes what else does the community or these individuals want? i think the leadership out there is trying to do the best they can but at the same time you still got these agitators gang members probably who are out there still trying to stir up trouble. one other thing that i think is important andy know we don't have a lot of time, but when i was out there in november, two individuals were arrested for trying to purchase explosive material. these were two members that were part of the national black panthers party. i don't know if you remember that. i thought that was interesting. what that indicated was you have individuals from way outside of ferguson coming to ferguson missouri for one reason and one reason only and

that was to start trouble. we come to find out these two individuals who were trying to buy the explosive materials had plans on attacking the police back then as well. that's going to have to be look eld at in this situation. who were the people who did the shooting? if the shooters were across from the police department and i can clearly see how they could have been as i indicated because i have been there. there is a parking lot across the street and then you have houses that sits on a hill across from the police department. we see on the screen a lot of lights facing the police department. the lighting is facing the police department, but what the camera does president show -- doesn't show you is across the street it is dark on that side of street. >> is it a rough part of town in general? >> no where the police department is downtown frerg son. downtown ferguson. it is two miles away from where the shooting of michael brown took place. the police department is two miles away from where that situation took place.

what we are seeing on the screen now is downtown ferguson and it is actually not a bad ear -- area except you have so many people that can come and go on west lawson street. that's what we are looking at now. it is in order hard for someone to find their way on that street and cause trouble and then quickly get out of town. >> one thing that struck me i asked you to tell us about the tension you saw between the protesters and the police. i don't know if it is a word you use but you said it was one of the most disturbing things you have ever seen. you are a criminal investigator and for you to say that the tensions must have been high and upsetting. >> it was horrific. here was something i have to say. i talked to the police forces in august and in november and we have problems at that police department.

i think everybody agrees with that. i met a lot of police officers when i was out there. i am an african-american male as well and i can tell you that 99.9% of the officers out there including a number of officers on that ferguson police department these are honest, hard-working, family individuals. they are not criminals like being portrayed by some of the networks or individual police officers out there with any other agenda but one agenda and that's to keep that community safe. that's the truth. do they have problems out there? yes. we see the report that came down from the justice department saying they have issues. we know most of that. but the police department has done a great job i think in trying to work with that community. i saw it firsthand. i am not just talking african-american police officers. all police officers out there. they really care about that community. so to allow something like this to happen tonight with these two officers is really, really horrific and it is unfortunate but the police will still be out there tomorrow and still be

responding to calls and still be assisting their community out there and doing what they do best and that's policing their community. >> as you mentioned to you it seemed like there were a number of outsiders just coming into ferguson to cause trouble. it has become a hotbed for trouble. people just want to come in and make a mess of things. >> i saw these folks. it was a mile outside of ferguson and there was a mcdonalds. i ask i saw a truckload of six gois from another part of missouri and they were going to ferguson and they all had bandannas wrapped around their faces so they could not be seen. they were on their way to protest. i am not saying that's who was here, but those are the folks that are nothing but thugs. they want to create havoc.

live from fox news headquarters in new york. we are following breaking news out of ferguson missouri where violence has returned to the streets there. gunshots fired outside the town's police department. you are taking a look at live video there outside of the police department. you can see a number of police officers standing around investigating. two officers were shot.

this was all-around midnight. police chief john belmar met with reporters earlier. he said a 32-year-old officer from webster grove was shot in the fate. a 41-year-old officer from st. louis county was shot in the shoulder. he described the injuries as serious. both were conscious as they were rushed to the hospital. we are told at this point they are still conscious. the search for the gunman continues. the shots were fired as protesters gathered following the resignation of ferguson's embattled police chief thomas jackson. jackson was the 6th employee to resign or be fired after a justice department report cleared a white former ferguson police officer darrin wilson of civil rights charges in the ssooting of a black 18-year-old michael brown in ferguson. this happened last summer. wilson since resigned. he stepped down.

joining us on the phone is ted williams, dc lawyer and former homicide detective. ted, about a half hour ago we heard from a police chief there. did you hear the press conference and what are your thoughts on that? >> i heard that chilling press conference. i listened to mark ferman and rod wheeler on the phone and i can tell your viewers we all have been in law enforcement and our hearts go out to the officers who have been shot and their families. i don't think the public can get a good feel of what happened when you learn that law enforcement officers who only want to protect and serve who were ingnaw -- innocently out there doing their job tonight and to have somebody shoot them in the

dead of night under these circumstances this is the worst case saw their yow -- saw yarr yarr -- scenario for law enforcement and the worst case scenario for the community. there is something rod wheeler said that i have to agree with. what more do they want? the chief of police has stepped down. the city manager has stepped down. there there was no need what so ever under any circumstances for this kind of lawlessness to take place anywhere in america let alone ferguson. >> ted talk about your time in ferguson. it is my understanding that you spent some time in ferguson following the death of michael brown. what did you experience as far as tension between protestors and officers? >> i spent quite a bit of time. i was out in august and i was out there in november when the verdict was announced.

i can tell you you had various segments of the community. some peacefully demonstrating but a lot of rebel rowsers that came into that community hell bent on one thing and that was destruction and perhaps even harm law enforcement officers and to might my worst fears have been imagined. as you walk through the crowd you can tell that there were people out there who were peacefully demonstrating but you can also tell that there were a lot of them had their own agendas. those agendas from what i saw and observed was they hated law enforcement. and now this has occurred.

this is a fox news alert from new york. we are following breaking news out of ferguson missouri where there is unrest on the streets. this is following a protest that happened overnight wednesday night into thursday morning. st. louis county police chief said two officers were shot. it happened about midnight local time. he held a news conference an hour ago and i want to listen in to exactly what he had to say. >> protesters arrived in front of the ferguson police department. i was actually able to monitor that and talk to my staff about what was going on. as far as the night goes, probably 60 people, 70 people that were up there. it wasn't all that remarkable compared to some of the things we have experienced over the last few months, but there

were quite a few people in the roadway and the sidewalks. there was a contingent of agencies assisting ferguson. it was fairly uneventful until midnight. at midnight the crowd was starting to break up. in fact, several of the officers had left the area. and to the immediate north, northwest of the ferguson police department several shots were fired, at least three, and two officers were struck. a st. louis county officer was struck in the shoulder and a webster grove police officer was struck in the face. both of those officers are here right now and are being treated. i don't have an official status on their condition. they are conscious. however those are serious gunshot injuries to be able to sustain in your upper torso and certainly in your face. they are being treated right now. family is with them. the officers will not be

identified at this point other than the fact that the st. louis county police officer is 41 years old and he is a 14-year veteran of the -- of law enforcement and the webster grove officer who was on the department for approximately five years. i would like to underscore and we have had an occasion to be involved in many of the events in ferguson. i think we have been fortunate moving forward not to have similar instances like this happen to us. i have said all along that we cannot sustain this forever without problems. that's not an indictment pressing their first amendment rights. we have seen in law enforcement that this is a very, very, very dangerous environment for the officers to work in regarding the

amount of gunfire that we have experienced up there. this evening the only shots we are aware of are the shots from across the street. in other words these police officers were standing there and they were shot just because they were police officers. we are conducting the investigation right now and i will have more on that later on today. i will ask a couple of questions here real quick. >> to be clear, these are not the people exercising their first amendment rights who did the shooting. >> i don't know who did the shooting to be honest with you. somehow they were embedded in that group of folks. >> do you know exactly where those officers were standing? were they behind the police department? >> they were directly in front of the police department. that's the best estimate i have right now without talking to my detectives. i have not been up to the

scene. >> can you tell if they were targeted or if there were shots in the crowd? >> i would have to make an assumption that based on the fact that they were standing together and there were several officers standing there together when this happened that these were shots parallel to the ground or up in the air. they were not skip shots. i would have to make an assumption that the shots were directed directly at my police officers. >> do you know how many were standing together? >> several. i don't have the answer to that right now. >> and as far as the type of gun was used? >> i don't know that either. we'll figure that out. >> let's do two more. >> what kind of security level can we see from this point? obviously things are volatile so what happens now and what can you tell residents and citizens? >> i would argue at times it has been volatile in the past. that's what i talked about. it is difficult to sustain this without injury to the public and our community and

-year-old, 14-year veteran on the police department staff there. he was shot and a five-year veteran was shot. one in the face and one in the shoulder. joining us on the phone, the former l.a. homicide detective mark ferman. mark, what do you make of all of this? >> as we said before the last question from the reporter and the last response from the police chief really says it all. he described the volatile tee he knew he was on barrowed time. all of the shots fired and he knew it was a matter of time before something like this happened. and now they have to reevaluate tactics. really what he is saying is we need to go back to the tactics we have from day one which maintained and took control of the situation before it got

out of control. you need to keep the politicians out of it. it is no time to create a playbook an hour before you go into the super bowl and that's what they have done. this is never going to work and it never will work. >> they can't sustain this type of environment. they cannot sustain what has been happening for several months. did you say you had a chance to go to ferlg son? >> i didn't. but when i hear them talk about their experiences and their observation in ferguson it is very interesting they tried to approach this from all angles and they were very disappointed with the conduct of the so-called peaceful

demonstrators and the agitators and the people coming from out of town. the people that brrrr -- that were vandalizing and robbing people and it was going on all-around them all the time and shots fired. this is not a first amendment right. this is about people inciting riots. these are people committing crimes. you may have a few people that want to be heard, but you need to do that in a public venue where they are not creating a disturbance by their mere presence. that's what people don't understand about the civil disobedience. civil disobedience used to be in a public park where you are out of the way. you are not stoping traffic. you are not stoping pedestrians. you are not stoping business. they lumped it into the

thoughts on what happened here tonight? truly a horrific scene there. >> you are exactly right. it is a horrific scene, but it is a scene -- by looking at the police chief, you can tell they are becoming more and more weary and tired. they are gonna have to get control of the situation out there. the situation right now is completely out of control. you have individuals who want to basically tear up that community. they want to basically go in there and they want that to be a lawless compliewnt. those two police officers that were shot tonight they are not even from that community. they were out there trying to help the community by keeping the community calm and peaceful and now you have a gunman, an unknown gunman who hid out probably across the street from the police department and shot to a crowd of uniformed police officers with then tent -- with the intent of killing them. i'm telling you that's what the person was intending to

do. it sounds like the officers will survive. those individuals need to be found quickly and taken to justice. the thing is this, we had sixes high level ranking officials resign in the city in the past week including the police chief, jackson. what else does the community want them to do? they have done everything they can. we saw the report coming down from the justice department's report about the disparities in the police department. that's fine. we knew most of that. it is time to work through that. the community has to move forward they cannot allow this behavior to continue on. >> the st. louis county police chief jon belmar when he gave the news con treens he himself said, listen we can't sustain this type of environment for very long. it has been going on since the summer these protests that have been anything but peaceful. we have had looters and buildings on fire and breaking into businesses and local businesses and these people can't uh -- can't afford it

police department on the street corner that's where most of the protests throughout the summer months and the fall, that's where most of the protesters stayed directly across from the police department. behind the protesters there is a parking lot and there is a row of houses that goes up on the hill. that area is very dark. i can clearly see how somebody could hide on that side of the street and then shoot across to the police officers. the police department is very well lit. there is a lot of light. what someone did was they took advantage of that to shoot at these police officers. the situation has been very, very hostile. i was out there and this is during the month of august and in november i was right in the heart of all of the rioting. and i will tell you this was the worst thing i have ever seen. i literally with my own two eyes saw protesters get in the face of police officers and spit on them and call them
