that screaming is somebody who has just been shot. the shooter on the loose right now at this hour. >> garrett tenney who has been following the violence in ferguson for months joining us live from our midwest bureau. what can you tell us this morning? that video is difficult to watch. you hear that scream what do we know this morning? >> it was a chaotic scene last night. two police officers were shot, one in the face, the other in the shoerltulder. they are in serious but not life threatening condition according to the st. louis police department spokesman. let me set the scene, last night around 8:00 p.m. a crowd of protesters gartered outside thuferguson police department. they were unhappy with more ferguson's officials that have not been released. yesterday the police chief resigned. then this crowd of protesters what we've seen since august. it was divided into two camps. you had those who were out there

for their voices to be heard. and another smaller subset that was there with bad intentions. around midnight that crowd began to disperse. that's when at least three shots rang out. the police officers were standing in a group. two of them were hit and went to the ground. police are still searching for suspects. st. louis county police chief spoke earlier this morning. and said with all the gunfire there has been since august they're lucky this didn't happen sooner. >> i have said all along, that we cannot sustain this forever without problems. it's not an indictment on everybody that's out there certainly expressing their first amendment rights. when we have seen in law enforcement that this is a very, very dangerous environment for the officers to work in. these police officers were standing there and they were shot. just because they were police officers. >> that investigation is ongoing

at this time. again, no suspects and the officers are in serious but not life-threatening condition. we will get an upidate from the police chief later this morning. >> thank you very much. you know it's a big deal when you get up at midnight -- excuse me at 3:00 in the morning and there's a press conference with the chief. he was going over the circumstances. what he just said sounds familiar. police officers were standing there and shot because they were police officers. it sounds like queens in new york city when politicians inflamed that situation. >> we don't know exactly who did the shooting. we do know there were protesters. we don't know the person who shot the police officers was one of the protesters. the latest shooting coming in the wake of attorney general's eric holder scathing report following the michael brown shooting. >> that was last week's story.

now we have a new one. let's look at it. peter doocy live in washington with that side of the story. >> that's right. the justice department called out the ferguson police department just a few days ago after going public with the report alleging patterns of racism in its ranks. the attorney general eric holder suggested using federal authority to make personnel changes at the ferguson pd. >> we are prepared to use all the power that we have. all the power that we have to insure that the situation changes there. and that means everything from working with them to coming up with an entirely new structure. >> does that include dismantling the police force? >> if that's what's necessary. >> the ferguson police chief resigned this week effective next thursday under pressure about this justice department's reports finding. ferguson's city manager also stepped aside. remember, the doj spent months

reviewing evidence in the shooting death of michael brown and determined the officer should not face charges because there is no proof he wasn't scared for his life and because there's no proof michael brown actually had his hands up. we have heard from president obama about all this several times. last week, when news about the justice department report came out, he said he doesn't think that racism in police departments is isolated to one town in missouri. he also spoke about the importance of rebuilding trust between officers and the people they serve. that is something he spoke about on the november night a grand jury decided not to indict officer wilson as well. that night he explicitly said progress will not be made repairing that relationship by hurting people. back to you in new york. >> thank you very much for the live report. the police chief is the sixth employee who has resigned after the department of justice got involved out in ferguson, missouri. >> when you look at the number

of changes that have been made, keep in mind that separate justerous department investigation cleared darren wilson of any federal civil rights charnels there. a local grand jury opted not to indict him. many people feeling emotions running high with these resignations happening just yesterday. >> you have six people who have resigned, including the police chief. ative doesn't stop 200 people from gathering outside the police station. and gathering last night, the protests i guess they wanted something else. you're two cops and asked to put overtime in to help out a police force that's been overtaxed and has had a lot of scrutiny of late and you're standing there. according to the police chief, that we saw addressed this around 3:00 in the morning eastern time, he says he doesn't know who did the shooting, to be honest with you but he says, quote, that he would look to find out what the type of gun was used.

he said the assumption is those officers were standing there and the trajectory of the bullets, these bullets were directed at the officers because they were officers. >> look at where they were shot, one in the face one in the shoulder. these are 14 year and five year veterans in the police department shot there in ferguson. let's bring in former mayor of ferguson, missouri. good morning to you. >> good morning. >> you know we talked a little bit about the timeline how it all started with the michael brown shooting back then. six employees of ferguson have resigned so far. the department of justice has had its imprint on your town. what is it like now? we know there is that big protest last night with a couple hundred people. they were angry apparently more has not been done. >> yeah it seems to be the case, which, really doesn't make any sense. that the city is trying to comply the best they can to the

department of justice's recommendations for the police department. so you would think that they would have been happy with some of the changes that have been made this past week. >> so were you surprised that the crowd still gathered less than 24 hours after the police chief said you got what you want, i'm leaving. >> it is surprising. but with social media today, they can gather very quickly. they're all using their twitter accounts and social media to contact each other. >> do you believe -- do you support the ferguson mayor praising police chief jackson's decision to step down and let the city move forward? >> yes, i do. i think that the former chief did what he felt was best for the city and himself to move forward. and allow us to comply with the department of justice's recommendation. >> all right. former mayor of ferguson

missouri, we thank you for joining us there you see some of the protests last night that were sporadically violent, as you can see right there. it's a very compact nature. he did mention social media. one of the people who has been following this is bradley raiford. he's a free lance journalist in the st. louis area. he was on twitter last night and tweeted this. two cops were just shot in ferguson tonight. i was standing close to them when they were shot the bullets went right past my head. he joins us on the phone right now. what happened? >> it was a pretty textbook night in ferguson protests. they were protesting. it was towards the end of the night. the protests started around 8:00 p.m. the shooting happened around 12:00. so it was very calm. two thirds of the cops had already left the area, as well as some of the protesters had already left.

it was a very calm atmosphere. the shooting was completely random and unexpected. >> did you get a good look at anybody? when you heard the gun shot did you see anybody that you think could possibly be the suspect? >> absolutely not. the area they shot it from, from my vantage point it was almost impossible for me to make out a face or figure or anything. all of what i saw, because it happened so fast. when you turn your head so fast it takes a while for your brain to process. all i saw was a light from the flash from the muzzle. i didn't have a chance to process it. >> how many muzzle shots did you see? >> i saw at least two. but i heard at least three or four gun shots. >> from how far away? >> it's about a good 700 800 feet. i'm not very good as far as distance. it's a good distance away. >> you need a forensic expert to

decide if it came from one or two guns. a lot of people are saying these protesters are not even from ferguson. when you saw that crowd of about 200 do you get the sense these people are rabble-rousers or are they from the people of ferguson? >> i'm not new to the protest i've been following it since august 9th. you can kind of know the ones who are protesting. al there are several types of groups. there are protesters and then spectators. i believe that one of the spectators are the one that did the shooting not the actual protesters. >> you are saying you were next to the cops and the shooter was about 700, 800 feet or yards away from the police? >> from what i heard, it was a

help. a miracle there. meanwhile, potential criminal case against hillary clinton may have gotten a whole lot stronger. it turns out every state department employee must sign a form requiring them to turn over unclassified papers and documents related to official business. she didn't until two years after her departure. clinton also said she didn't get classified information. what about the president's daily briefings, didn't she get that today? we're talking to a former cia operative operative. she said she didn't get any classified stuff but the daily briefings has all the secrets in it. >> it's important for people to recognize from 11:00 to 4:00 a.m. analysts produces the president's daily brief that goes to about a dozen people. she would receive that hard copy. but the problem is is that she would take that briefing she read and she was directing the

foreign policy of the united states off an unclassified system. it is clear she was dealing with her immediate staff and all of her senior subordinates in the state department off of that e-mail system. what needs to be done, is they need to get ahold of that server and pile all the pbds on the left, all of her e-mails on the right for each day and compare what she was doing each of those days to the pdbs to make sure she didn't violent the sanctity. the other thing she said otwo days ago she said she never sent classified 10th on that e-mail system. she didn't say she didn't receive any. it's almost a certainty her aides were referring to classified material whether state department reports or national intelligence daily articles articles. she's the architect of american foreign policy. it's not unclassified. it defies logic. >> it sounds like you don't

believe the former secretary of state when she said trust me i didn't have any secret stuff on there. >> she was clearly not -- she could state that she didn't send it but she was receiving it. i would bet you my retirement and house that if you go through that server, that there is going to be a ton of classified. the obama administration has got to be horrified. these people are really into secrecy. they would not have really focused or recognized what she was doing. she has exposed the administration and exposed a lot of american intelligence. surely. to hackers and to the russians and the chinese. and the iranians, anybody else that want to get into that system. >> speaking of the vulnerability, she talked about that in her memoir in 2014. she said the department was frequently the target of cyber attacks. they had to fend off intrusions in their e-mail and increasingly

sophisticated phishing attempts as well. if you were running this investigation, first thing you would do today at 7:00 in the morning, is you would if you had the authority seize her hard drive? >> get the server the hard drive immediately. it's going to be -- the way they're going to look at it is it will be a smaller crime to destroy the hard drive than to expose all the classifies they have likely worked on and discussed. they tried to talk around this stuff. i'm sure some of the reports may have been clipped and put on there or they may have discussed the things. it is almost a certainty, to me someone who was worked in the intelligence community for two decades. you cannot manage the foreign policy of the united states on an unclassified system. you can't do that. >> you talked about clipping documents. you have laid eyes on some of sidney blumenthal, and he was one of her top aides some of his hacked e-mails. the hungarian hacker who is now in prison, he got ahold of some

of blumenthal's documents. you saw that he had top secret documents. >> those documents the way they were written looked like classified state reports where they're -- they looked like that. i don't know because i haven't been able -- you'd have to compare those reports with what's in state department and cia's reporting data base to insure they weren't falsely manufactured. but the style of them and the way they were written really looked very, very unusual. al the only way we can settle this stuff is you got to get the hard drive. you have to compare them to both the president's daily brief and the national intelligence daily. that's the only thing you can do right now. they need to go quickly. as i stated earlier it will be a smaller crime for them to destroy the hard drive or accidently say there was a problem than expose all the hundreds and hundreds or maybe thousands of classified pdb articles she read during the course of her career.

and heather hanson is a trial attorney. they join us for a fair and balanced debate. we are talking not somebody new. these are senior secret service agents herementf one given the title of working on the president's detail. what should happen here? >> there is going to be an internal investigation. these are set up to investigate crimes within their units. the decision has been made to send it out for a particular reason. right now it could be because there's a senior level agent involved. or, i think, that maybe it could be another agent or maybe official misconduct or something involving a coverup. there could be many reasons why it's sent out. generalally speaking, it could be -- may be just because of the senior level officials. >> explain to everybody what you mean by sending it out. >> there's a professional responsibility unit that can investigate the agents.

in this case it was sent to the department of homeland security inspector general for an objective transparent investigation outside the agency. >> what are your thoughts on this? >> the inspector general that is looking into this is new to the job because the person before him had questions about him. it is layer upon layer of problems here. we know back a couple months ago, the department of homeland security actually recommended that someone from outside of the agency, the secret service agency come in and take over. because there were so many issues. instead, president obama chose to go with clancy who is someone inside the agency. here once again you see an issue where there is going to be a lot of questions about professional courtesies that were extend said to the officers. al they weren't arrested right away. they were let go. they chose to leave on their own. there is going to be a lot of issues with regard to the way this was handled in light of all the problems we've seen with the

the bush administration, they appointed a monitor who had the authority to control the entire police department. that monitor answered to a federal judge. that monitor quietly made prudent changed with no grandstanding like we just heard from the attorney general. instead of fanning the flames the monitor slowly put them out. that's what should have happened here. i read those two justice department reports. they may be accurate, they may be inaccurate. they were highly antagonistic. now we see the result. >> we see an out going general trying to put a stamp on his legacy. what i think, but -- here's the other thing to keep in mind. i watch that police chief say last night, i tell you over and over again something is going to happen. every single night there is confrontation. our guys feel like they're under scrutiny and now this explosion took place. a lot of people are coming from outside ferguson and the cops are coming from outside ferguson to help out. >> and the attorney general, who

he tried sneaking her out because officials were planning to take her away. drugs were found in her system at birth. the father was arrested a short time later after the hospital realized the baby was missing. that baby girl thankfully is okay. this is a story that we've been following all week long. now a new update to bring you. police say that a 15-year-old boy running down the street is the one who is responsible for snatching 22 month old owen wright right out of his stroller. his two siblings chased down that teenager that caused him to drop owen in a alley. the siblings were able to help officials i d that teenager. >> not only is my family safe but other families is going to be safe because he is off the streets. they are not going to have to go through everything we have been going through for the last couple of days. >> if he wasn't in jail he would almost kidnap my brother again.

7:00 here in new york city. it is 6:00 in ferguson, missouri. let's get to our fox news alert. a massive manhunt underway at this hour for whom ever shot two police officers outside the ferguson, missouri, police department late last night. those officers both hospitalized in serious condition right now. >> garrett tenney is live from our mistdwest burrow. >> they are both in serious but not life threatening condition. let me set the scene, last night protesters gathered outside the ferguson, police department around 8:00 p.m. after news that the police chief would be resigning. the protesters wanted more resignations from city officials. it was mostly peaceful but there

were a few arrests. around midnight as the protests began to dwindle. three shots, at least rang out. they were fired directly into a group of officers standing in front of ferguson's police department. police don't know who the shooter or shooters are. an investigation is underway. st. louis county police chief as volatile as the situation has been since august, he's not surprised this hasn't happened sooner. >> i have said all along we cannot sustain this forever without problems. that's not an indictment on everybody that's out there certainly expressing their first amendment rights. we have seen in law enforcement that this is a very very, very dangerous environment for the officers to work in. these police officers were standing there and they were shot. just because they were police officers. >> here's what we know about the two police officers who were shot. one is from st. louis county.

8:00 in new york city. we start with a fox news alert. a massive manhunt underway at this hour for whom ever shot two officers outside the ferguson, missouri police department late last night. look and listen. those officers hospitalized in serious condition right now. police expected to release more details in about two hours. >> garrett tenney live from our midwest bureau with what we know this morning. good morning to you. >> good morning. i got to tell you the police they say even though they are listed in stable condition, they are conscious, they are expected to survive. but this comes after one of them was shot in the face, the other in the shoulder. let me set the scene for you of last night's shooter. around 8:00 p.m. protesters began to gather outside

ferguson's police department after news came out that the city's police chief was going to resign. protesters wanted more city officials to resign. around midnight protests began to die down a little bit. that's when three shots rang out. they were fired directly into a group of officers that were standing in front of the police department. police don't know who the shooter or shooters are. the investigation is underway. this is what st. louis county police chief jon belmar said this morning. >> we can not sustain this without problems. it's not an document on people out there expressing their second amendment rights. we have seen in law enforcement this is a very dangerous environment for the officers to work in. these police officers were standing there and they were shot. just because they were police officers. >> here's what we know about

those two police officers. one who was from st. louis county that was shot in the shoulder, he's 41 years old and a 14 year veteran of law enforcement. the other who was shot in the face is from webster groves, a suburb of st. louis. he's 32 years old and has served on the force for about seven years. they are in serious but not life threatening condition. the press conference will come in a couple hours. they will update us on the officer' condition as well as the investigation. meanwhile joining us right now is a witness to the shooting and a free lance journalist covering the protests in ferguson. riley raiford is with us. we talked to you a couple hours ago what you saw. first off, reset the scene for us. we understand protesters out in front of the police station upset that just the police chief was let go. tell us what happened. >> so the protests last night started around 8:00 p.m.

roughly around 11:00 p.m. the protests start today back down and people started to leave. the officers they called in from other areas. essentially the protests was a dying protest if you want to put it that way. so the fact that the gun shots rang out was a total surprise to everyone. and it was a totally separate area. where it came from also surprised everyone because no one was fully sure where they were coming from or if there were going to be more. it was an event that i'm sure a lot of us will not forget soon. >> bradley we showed the video where it was streaming at the time when you could actually see the chaos and you can hear the gunshots. you were standing next to police. and you tweeted out that the bullets went right past your head. in addition to feeling them go by you saw muzzle flashes. tell us where they were, how many there were and what else

you think you can add to this. >> so i heard at least four gunshots but i saw at least two muzzle flashes at the top of a street called piffen. it is across the street from the police department. so it's a separate area. >> you saw three or four flashes from the top of the street which is how far from the police? >> i want to say about between 700, 800 feet. no morthan a quarter mile. it's hard to tell from my vantage point. so the fact that the gunman was able to contact two officers -- >> describe if you can for us that moment. so you hear the shots officers go down then what? >> officers go down, and all you see is assault rifles come out and more shields and more anger

comes out. you see the protesters, the small group of protesters that were still left behind they kind of scattered around and took cover. i'm sure you can see in the video as well. it was a weird time. i'm not sure if -- it got silent to me. having bullets rush past my head. all i could hear was the police and their preparation for whatever they seen was coming towards them. >> a couple of questions quick. do you believe where the cops were hit were they isolated. because the police chief spoke at 3:00 in the morning judging by where the officers were standing these shots were directed exactly at them. is that the way you see it, these officers were isolated from the crowd? >> seeing the gunshot muzzle flashes it's almost impossible for a person not to aim a game when he's shooting at the police officers. you have to keep in mind the police officers were in front of the police department all lined

been tloelg all morning long for you. a massive manhunt underway for whoever shot the two officers outside the ferguson, missouri, police department late last night. >> we have to make an assumption these shots were directed exactly at my police officers. these police officers were standing there. and they were shot. just because they were police officers. >> those officers we know it's a st. louis county officer shot in the shoulder the other shot in the face. right now both officers are in serious condition. one is early 30s, one is early 40s, but they are expected to survive. >> all of this violence sparked by the ferguson police chief stepping down yesterday after the department of justice releases a scathing report on the city's law enforcement. we understand that of the protesters last night, there were about 200 or so and the way the st. louis post dispatch describes it like this, there were two camps, one not

department. is this what justice actually looks like? joining us is bob massi. bob good morning to you. you know, race riots well. you covered them after oj simpson trial and during it. what did you see when you saw this unfolding throughout the night? >> because we're three hours earlier i sort of woke up and i saw this happening. the first thing that comes to you is when is this going to end and how do these men and women everybody that product us get up and do their job with them basically having this hate hanging over them. i think the problem is that when you look at some of the words of eric holder, again, he is the attorney general of the united states for all people in this country. there is a difference, in my opinion, between awareness and inciting. there was a way for him to present that report in such a way that would not have incited this type of emotion. as a result of that, i think you have this percolating race issue that just will not go away.
