iran's sphere of influence. it's not only lebanon, yemen. iran got more powerful. >> and don't forget, you have the criminal elements within yemen that obviously you have but you also have the criminal elements within the country. i'm hopeful they pulled out appropriately properly securing all our classified information, our weaponry and not just leaving it last time. here we are six months ago the president was touting -- and this is what other successful models will be? i hope not. >> it is a humiliating failure. we lost track of a half billion dollars somewhere. not many good actors in yemen. your choices between al qaeda -- the president's predictions about what yemen would look

action. if you see places like uc berkeley it appears in the article that the administration was hesitant. that the student said the students were concerned about the atmosphere and environment and only later did the spokesperson have to go back and correct his statement and say he didn't mean to be dismissive of the student's concerns. >> you see what is happening between the president and the prime minister of israel. do you think that's trickling down to the colleges and universities the feelings? >> when you see president obama being openly hostile to the elected administration of israel, the progressive students on campus take cues from that. they see how the administration is treating our greatest ally in the middle east, israel. everybody knows how obama feels about the netanyahu administration. we're not sure how he feels about iran. that's a problem. i think the students definitely see that. we have to be cognizant of that fact >>well, thank you, daniel. and good luck.

mind. here now to explain his change of heart. that was powerful testimony. what changed your mind? >> actually, my mind change came from a reassignment. for years, i was assigned to chase bad guys. chase criminals throughout the state of maryland. and i dealt with gang members, homicide investigators and i chased bad guys. i was actually promoted into a division right after a lawsuit within days of a lawsuit where maryland for the handgun permitting scheme, they said it was unconstitutional. so i actually had to learn that role and learn why we were issuing permits, who got permits, and how and so my preconceived notions before that assignment really weren't well thought out, to be honest with you. i had to take a look at it. >> there have been a lot of studies on this. they show that permit holders are among the law-abiding people in the country. 2.5 million permit holders were

looked at 168 had their permits revoked. the main reason was accidentally carrying a gun into a prohibited zone. almost none committed crimes. it does seem like this is not a cross section of society. these are the people you want to have guns. >> absolutely. that study was by john lau in the crime policy prevention research center. that was just a portion of many studies that i reviewed. >> i noticed that in many states and localities police have wide discretion on who can have a concealed permit and who cannot. in a lot of cases, people are denied permits for no stated reason. do you see that? >> well, maryland is kind of out of sync with the rest of the nation. most of 43 states allow handgun issues to be self-defense. in maryland self-defense is not recognized as a reason to get a handgun permit. >> so what would the reasons be?

>> well, they define in maryland that you need a good and substantial reason and that good substantial reason needs to be a reasonable apprehension against a fear or a danger or perceived threat. that's not well defined at all. it's confusing. it's confusing for the people that i used to supervisors and commanders of the licensing division they don't understand it themselves. there were a lot of arbitrary approvals or denials. >> it's a little concerning that the people in charge of administrating it don't understand it. did you encounter bias against the fact that statistic ought to exercise their role. >> that's my role when i came in as a commander. when they schooled me and changed my mind. i didn't change my mind after i retired. it was immediately. daily i would receive cmunications and calls of people who were denied permits

good idea or way over the top? thank you for being with us. >> basil, good idea or bad idea? >> i think this is a great idea. child childhood obesity leads to adulthood obesity. if you can start tracking these issues early i think you can stave it off. i think it's a great idea. >> on the other hand you say it's ends up being a budget burden on the family, right? >> well i mean the bottom line is we've got it backwards here. heavy adults lead to heavy kids. this is part of a michelle obama's hunger free kids act which created a million more hungry kids because they stopped buying school lunch. it's more government intrusion. who are the bureaucrats that go in the daycare centers and weigh and measure kids and council them on the weight. as a mom it makes me nervous.

the issue is good daycare. if we're going to help parents choose good daycare providers that will feed our kids well we need to help parents. why don't we take some of the $11 billion that this program costs every year and refund it back to parents so parents can choose better daycare providers. or when we ask parents the kind of child care they want. they want kin care. they want can perhaps ace ford that now. >> it's not just good daycare. doesn't it come from the parents and their teaching? >> i agree with that point. i think it starts a the home. there are other structure problems. we have a lot of communities across the country that are food desert deserts, in other words, they don't have a lot of healthy food options in those neighborhoods. this is a policy that is not like taxing sugary drinks or smoking policies which has an undue burden on the private entrance here. this is not sort of a nanny

world, then something should be put before the congress. we need a president that understands that relationship. >> apparently the administration has done a lot to prevent israel from taking military action against iran. do you think it's been wise for us to prevent vale from doing that? >> it's remarkable throughout the middle east. not only in thisuationsituation but we have a president who appeared to pull out of iraq for largely political reasons. we have some of the same groups once aligned with us now almost mortal enemies because of leaving them high and dry. in their case they're getting assistance from iran. we've got problems because this administration has left us in a void. people are looking for america tow to stand up and take leadership. not do it alone. we need to act with israel and our allies. we need to work with our arab partners like egypt and syria to

arab world. you look what happened to the jordanian pilot that was burned alive. you look what happened with egyptian christians. there's an interest in the arab world to take on radical islamic terrorism. i think for most americans and people i talk to listening voters, they firmly believe it's better to take the fight them then wait until it comes to us on american soil. >> it looks like ted cruz is getting into the presidential race tomorrow. he has a speech tomorrow. >> i think for republican voters and in americans in general it's great to ve selections. voters tell me overwhelmingly they want a new fresh face. if we're going to take on someone from the past. secondly they want big bold ideas from outside of washington. and third the most important thing i think i hear over and over again they want someone with a proven track record. someone that doesn't talk about it but done it. and that's why i think there's incredible interest about the

growth. another district there's been teachers in schools with high scores but actually have achieved low growth. we want to see the effectiveness of the teachers not whether the counties are richer or poor. >> to that makes sense. if i'm going in for a hip replacement. i can look up for a doctor's record online. i can do the same for a lawyer. why shouldn't i know how effective my teachers are? >> i think if you have the right to trust that your local school district is going to make decisions and evaluate teachers effectively. if teacher evaluations were transparent as well, i think teachers in general would be more comfortable having that data released. right now we have a situation where teachers evaluations are based on student test scores. it's fairly subjective. when they walk in the classroom if you release the teacher evaluation score publicly, parents and students walk in the classroom on day one not trusting the teacher. it doesn't matter if they have done professional development. they start off the school year

receiving the incredible benefits some people are getting it's a disincentive and then you throw in obamacare with a 24 hour work week it's distorting and making the whole work force idea and the idea of going out to work kind of upside down. >> it's also distorting what employers are doing because employers are saying okay if i have to supply benefits to these people then why would i provide full time? i'm going to knock it down to 29 hours and knock it down to part time. it's hurting the overall economy. we do have a very important economic report out next week. the gdp comes out on friday. a lot of people are talk about a 1% could be 1.5% which is not a good growth story for the u.s. economy. you want to see better numbers and with some of these programs in place it's very tough to move forward. >> you have the best guests every week. who is on this week. >> senator wicker coming on. chairman of the committee and
