just last week that it was a victory for iran. benjamin netanyahu agrees with iran on that. he said they should be very happy with the framework. >> i'm sure they think it's a good idea but we differ. i think it's a bad deal which leaves iran with a vast infrastructure. it puts sanctions on them quickly and allows them to get billions of dollars in their coffers. they're not going to use it for roads or schools martha, they're going to use it to pump up terrorism worldwide. >> the first vote is set for april 18 in the senate relations committee. president obama said he will veto any objection to the deal. bob corcoran would not venture a guess whether we have veto authority. >> if every republican supports it, we'll see how that all shakes out but we've got 64 or 5 that we're aware of today if

that were the case. >> the obama administration is said to be heavily lobbying congress in advance of that vote urging democrats not to split on the deal reminding them there are details to be worked out but that may help to buy the administration some time on this deal before the ultimate deadline in june. shannon, back to you. our next guest is a former inspector for the international atomic energy agency, a worldwide expert on nuclear energy. oly hahnemann joins us. thank you for being with us today. >> thank you for having me. >> aitsit's a framework at this point the details still to be worked out. we heard very differing accountings from u.s. officials, iranian officials about what this deal does or does not mean. what do you make of those mixed messages? >> best of all, i think we have there an outline of the outline

think it kvrzcovers every road iran may take. but we don't yet have the details of how this deal will be done. that is where the crux of the matter is. do we get uranium dedication, do they provide a declaration of what they have done in past years? then we have to have unfettered access to information facilities and locations including equipment. this we will see when the text for the final agreement is in front of us. and then you need to add to that some kind of compliance regime, because it has not been overly flattering to this end. >> right. a new poll out this week following the framework of this coming together shows a vast majority of americans do not have faith in iran to tell the truth when asked, when it comes to iran and nukes, the u.s. can

trust what they say. only 1% said they can completely trust what they're saying. 55% said you can't trust them with anything. there are numerous democrats and republicans alike who said, it's in the iranians' dna to lie to us about this program. are you confident a program can be put in place to give us the access we need to know exactly what is going on with iran? >> important is how this provision is crafted, and equally important is the international support for this support from the member states of the iea, united nations security council and they need to be backed if there is noncompliance. noncompliance should not go without action and enforcement. >> but will we be able to know they're not complying? >> well, one has to back with

sanctions or some incentive to make sure iran follows what has been agreed. there is no other way than try to enforce it with various means than that available. >> well, we'll watch as the world want justnot just the u.s., is involved in this. thank you for your expertise today. >> thank you, shannon. we want to hear from you at home. now that this iran framework is set, how do you think congress will respond? will they back president obama or will they push for new sanctions? will they push to have a voice in this deal? facebook or e-mail your thoughts. tensions are running high in cairo after another bomb blblast. it led to an upscale

break down the numbers. hey brenda. >> hey shannon. it wouldn't take much to say the jobs reports in march were dismal. but not only were 100,000 fewer jobs created than expected in march but federal payrolls were revised down, as in january, to add the two months together, and the economy added nearly 70,000 fewer jobs than first estimated. now, many people will focus on the unemployment rate to find some positives. as you said, it stayed steady at 5.5%, but that is a very misleading number. it counts only those people who are out of work and say they are actively looking for a job, and excludes the millions who are not in the labor force but they are still unemployed. a more revealing indicator is one you don't hear about often, the employment to population ratio, or ep. it tells us not who isn't working but who is, and its

10:20 am
primary voters. walker is probably the most battle tested candidate they've ever put up. this guy has been through three insanely tough elections in the last three years. there's going to be nothing that's surprising. there will be no skeletons coming out of his closet. as far as the others, you look at jeb bush. he's now number two. i think the nomination gets harder and harder for him because he's doubling down on common core. it's going to make it tougher for him to get through iowa and new hampshire. if his whole strategy is on florida, then it's going to be very late. florida has winner take all and now illinois and potentially wisconsin is going to be on the same day, so it changes the formula. the dark horse here is marco rubio. if things continue to go as badly as they are in the middle east, 78% didn't think obama had any kind of plan to deal with isis. as that continues to be the frame foreign policy national

10:45 am
and indiana doesn't have a law on the books that prohibits sexual orientation or gender identity. they tried to put that into the bill. what did that do? >> they did not provide gender identity. what it did is said that in municipalities, so in indianapolis there is say local sit ordinance that protects against certain kinds of discrimination that will be honored. religious objections will not be allowed to trump that ordinance but in most of the state of indiana there is no civil rights protections for gay people or trans people and that remains even after the fix. >> and the lawmakers working on the fix said they could do that and i think their legislative session is close to wrapping up and they are hope to fix that before the end of the session.

religious belief. >> right. whether this law should apply to gay people or trans civil rights is a new question. but whether it can trump an anti-discrimination law generally has been around for a while in the 1960s when the civil rights law act there was a business called piggy park that wanted to still engage in discrimination and the supreme court said no. in 1980s there was a school in california that wanted to get lister benefits to married women than other workers and the courts said no. so throughout history and the 1993 law that tony cites incorporated all of the older court precedents so the note that religious presumption, that battle comes up time and time again and the answer time and time again is no, you cannot use
