>> his strength is the fact that libertarianism has a lot to offer particularly as critique of conservatism. i am not sure it is applicable as governing philosophy, but ideas are new and fresh, particularly on domestic affairs. his real problem is that the world changed over the last several years and that our position abroad cratered. and when before this happened, because the obama retreat began in '09, but doesn't have its effect immediately took a half decade. now the impact is being seen everywhere, as former defense secretary, his own defense secretary said the world is exploding all over. so for rand paul who was onp. noninterventionist side of the gop before all this, that was an advantage, at a time we were reacting to the fatigue of the iraq war. now that we are seeing results of the retreat, i think that's working against him in a serious

way. that's why you see the testiness and problems. i don't think it is just a media or personality problem, that's a policy problem. he's got to tack back from the positions he took. to give you one example, he rose to prominence with an ;"uat11 hour speech on the floor of the senate, denouncing drone attack on and war al awlaki in yemen american citizen behind some bombings attempted against the u.s. i don't think rand paul would make that same speech today, it would be received very negatively. >> so in the top tier you've got walker, jeb bush, you've got marco rubio. and then in the next tierk)é beneath them, cruz rand paul anybody else? >> cruz, rand paul, huckabee, outside chance, chris christie.

just the thought of this. how big a factor will that be for jeb in particular because hillary seems the presumed nominee on the democratic side. >> i think unfortunately for jeb it will be a major factor and it is not in any way his fault. you know, he could have been jeb smith. now, he has advantages of being a bush. he has the donor base, well known successful and great family in which he grew up but it is a big liability. look, one of the great advantages the gop has running against hillary is clinton fatigue. people watch her on the e-mails, watch her on the foundation, they watch where all the shifting is inauthenticity say oh, no, are we going through all of this /ntagain. what would you want to run if you're a gop strategist run someone young fresh new, who sort of projects to the future. when you go to bush, unfortunately for him, and again, not his fault, it brings

get out there has to make the case for why she's running. when she does that, whoever the democratic nominee is and definitely hillary clinton is going to have huge advantages in november but she's got to start making the case to swing states swing voters. one of the mistakes she made in iowa last time was not getting there, not spending the kind of time in the community, in town halls reacting with people. it was sort of sterile and away from them. i think that will be a big change. i think she learned a lot from 2008. >> elizabeth warren said hillary clinton may or may not be the future of the democratic party in essence her message she said it sunday. you don't think she's getting in the race? no chance? >> no, i don't. i really believe her when she keeps saying she is not going to run. i don't think she has the ego for it. i think she knows and democrats, many of them know, many of them want her to run, that she could do more for democrats in the senate. and i think she's just reserving

developing tonight, new police car dash cam video released of the deadly shooting of a south carolina man, walter scott by a police officer. trace gallagher reports. trace? >> reporter: this was a routine traffic stop where officer michael slager tells walter scott he stopped him because of a broken tail late. he tells the officer he doesn't have insurance or registration because he is in the process of

buying the car. so the officer goes back to his police cruiser. as he gets back in the car, watch what happens next. taser taser taser. >> you can hear that but no context why he said it. after the shots were fired, he took my taser. during the eyewitness video, something drops as he opens fire. later, he picks up the object and then appeared to drop it next to walter scott's body. it is unclear if that was the taser. while the investigation plays out, politics are creeping in. hillary clinton posted this tweet, quoting praying for walter scott's family. heart breaking and too familiar. we can do better, rebuild trust, reform justice system, respect all lives. here is senator lindsey graham's response. listen.
