matter that much. also i think depends how she does it which i don't think anybody has much inkling. >> do you think it has to do with the fact that the polls are going down and that she's jumping on it? >> no, they were pretty clear they would be going in april, that's one thing we all do know, there's a plan to come out in april. i think the thing is she has to get out there has to make the case for why she's running. when she does that, whoever the democratic nominee is and definitely hillary clinton is going to have huge advantages in november but she's got to start making the case to swing states swing voters. one of the mistakes she made in iowa last time was not getting there, not spending the kind of time in the community, in town halls reacting with people. it was sort of sterile and away from them. i think that will be a big change.

developing tonight, new police car dash cam video released of the deadly shooting of a south carolina man, walter scott by a police officer. trace gallagher reports. trace? >> reporter: this was a routine traffic stop where officer michael slager tells walter scott he stopped him because of a broken tail late. he tells the officer he doesn't have insurance or registration because he is in the process of buying the car. so the officer goes back to his police cruiser. as he gets back in the car, watch what happens next. taser taser taser. >> you can hear that but no context why he said it. after the shots were fired, he took my taser. during the eyewitness video,
