hillary clinton's plans to announce her presidential bid online is a familiar strategy, one she used back in 2008. but critics say she made a key error by waiting a week to visit voters in key states. a mistake it appears clinton will not be repeating. but don't be surprised if her husband is not by her side. the former president saying he's taking a back seat so as not to be a distraction. bringing in washington editor for the national review.
1:31 pm
ileana, good to see you. let's start there. back seat bill. president clinton says he's going to let hillary drive the bus. you think this is a good strategy for a road to victory? >> we know bill clinton will have an enormous role in this campaign regardless. i don't think it's tremendously important whether he's at the front or behind but i do think it's a good idea for them to let hillary step forward and make sure that he doesn't cloud the message. i'm sure everybody remembers all the spats bill clinton had with the obama campaign and he didn't bring a ton of positive attention to them. there were just a lot of disputes that he caused by being him and i think it's good particularly in the beginning of the campaign, to let hillary step out on her own. >> let's talk about hillary clinton. after all, she is the candidate there. what are the top three things you would say should be on her to do list to get her campaign off to a good start? >> sure. these are very simple things but they are all things she didn't do in 2008. the first thing is she has to
1:32 pm
have a message. it can't just be that she should be the first woman president. second thing she needs to do is she needs to at least pretend that she wants to go out and talk to voters in intimate settings and that she enjoys doing it. she lost iowa in 2008, she came in in third place, and iowa is a place where personal contact with voters is tremendously important, and where being a good retail politician is important. i think it's significant she will start off her campaign this weekend going to iowa. she clearly wants to turn that around. the last thing she needs to do is to quiet the left wing of her party, which is predisposed to be unhappy with her. she's a more centrist democrat. what you want her to see is a difficult primary challenge from the left. if she does those things, none of which she did before, she will be in a much stronger position in 2016 than last time around. >> iowa would go on the doover list. anything else on the hillary clinton do-over list? >> really she is not a naturally talented politician.
1:33 pm
she is not a gifted speaker. she is not a great retail politician. in 2008 we sort of saw her bobble back and forth there were two different hillary clintons. the one we saw at the beginning of the campaign, very brittle distant. this is what most people think of when they see hillary. but another hillary clinton came out later in the campaign and that's when she was really giving president obama then senator obama, a run for his money. that was in new hampshire, ohio, the later states where she was standing on street corners holding signs answering voters' questions, staying at campaign rallies until late in the evening answering every last question. if we see that hillary clinton again, that's the hillary clinton we don't think of as often she will be in a much stronger position. but i think that the fact that she's announcing on twitter suggests she's going back into her more natural mode. i don't think that really says hey, voters, i want to get out there and get to know you. and announcing on video as she did in 2008 that really doesn't suggest she wants to interact with voters. >> well, that remains to be
1:34 pm
seen. we will keep an eye on that. before i let you go what would you say will be the biggest political ball and chain that mrs. clinton would carry around during this run for president? >> one thing she is really going to struggle with is how does she manage her relationship with president obama. she obviously needs to distance herself from him somewhat but she can't do it too much. she needs to get those far left voters who came out for him in droves and she needs african-american voters. so the way she manages that is going to be greatly challenging and it will have to be skillfully done. i expect to see the president campaigning for her. she can't alienate him. it will be interesting to see how she manages the relationship with the president and his allies. she can't lose the voters and she will really need to try to keep the unique constituency he cobbled together in 2008 and 2012. >> thanks a lot. see you next time. eric? arthel, are you in the army and have tattoos? the pentagon is relaxing some of
1:35 pm
the tattoo rules. soldiers can get their arms, legs and most of their bodies covered with tattoos. this eliminates the rules that have covered the size and number of tattoos military members can have. there are some exceptions. that includes face, hand and neck tattoos still basically off-limits and extremist, racist tattoos will continue to be prohibited. technology now allowing all of us here on earth to see what it's like, what it's really like during a space walk. we have more incredible footage to show you. then the latest on the case against one woman accused of marrying ten men as part of an alleged immigration scam. isn't one man enough? >> i think so.

1:40 pm
get this. new york city woman is accused of getting married ten times over the last 11 years. she's pled not guilty to charges of filing a false marriage license. what is all this about? we have more from the new york city newsroom. >> reporter: that's right 39-year-old leanna barrientos has been married ten times since 1999. she currently has four husbands. at one point she was married to eight, eight men at the same time. now the alleged serial bride is facing two felony fraud charges in the bronx new york for filing a false marriage license in 2010, where she stated it was
1:41 pm
her first and only marriage. clearly not. prosecutors say she was running an immigration scam charging a fee to marry the immigrant men six of whom filed for green cards largely within a month after their wedding. there are security concerns because seven of the men she married came from so-called red flagged countries countries suspected of harboring terrorists including egypt, turkey and pakistan. in fact, her eighth husband was deported back to pakistan in 2006 after a joint terrorism task force investigated him for making threatening statements against the u.s. in 2002 alone, she married six times in different cities throughout new york state, getting hitched on valentine's day to a man from georgia then two weeks later to a man from turkey and then two weeks after that, to another man wearing a wedding ring on friday she pleaded not guilty, telling
1:42 pm
investigators according to the "new york post" she only remembers marrying two of the men. she was released without bail but then remarkably rearrested right after leaving court friday. caught with her niece trying to sneak on to a new york city subway without paying a fare, reportingly telling the officer who arrested her quote didn't you see me on tv? she was released without bail again. if convicted of the felony charges, she faces up to four years in prison. she's back in court may 18th. eric? >> eight million stories in the naked city. this is one of them. >> you can say that again. so for more on this let's bring in our legal panel. david wall is a defense attorney. rachel self is an attorney, founding member of the rachel self law firm in massachusetts. good to see both of you. >> good to see you. >> rachel, let's start with you. there are people out there going how could this happen. isn't marriage recorded with the courts and if this is done for
1:43 pm
immigration status shouldn't you have to stay married for a certain period of time in order to -- for that status to stick? >> yes, absolutely. and you do need to stay married for a certain amount of time in order to receive any sort of immigration benefits. but this woman's goose is cooked and it's not just cooked, it's flambeed. forget the fact she is obviously crazy for marrying somebody ten times, but you have this situation where she's doing all kinds of scams here. she is looking at potentially having the department of homeland security investigate her for federal immigration fraud in addition to the state charges. >> david, i will bring you into the conversation. let's pop up a map. brian just reported on some of the countries where these grooms are natives of. talking about egypt turkey, georgia, pakistan mali, the czech republic bangladesh, according to the district attorney's office. david, can she face terrorism charges and if so what kind of
1:44 pm
penalty would apply, or would terrorism charges be far-fetched or an overreach? >> i think it's far-fetched. she would have to have knowledge that these men intended on engaging in terrorism before they actually married her and intended on engaging in plots when they came to the united states. there's no evidence that that happened in this case. she may want to try an insanity plea for marrying ten men but i got to say, i think this is nothing more than a state case. it's one of the oldest scams in the book, unsophisticated low level, man pays woman $20,000, you marry me so i can get to the greatest country on the planet, the united states of america. it's been happening forever but the feds have ramped up their enforcement over the last 10 or 15 years because of 9/11. but this woman has been getting away with it for 15 years. so what does that tell you? very poor cross-checking in new york between the various counties and cities regarding the marriage licenses. that's what has enabled it to happen. that's what we need to fix.
1:45 pm
in the end it's a probation case. >> this is a probation case but could turn out worse. she could be facing four years in prison. is that long enough, does the punishment fit the crime? also, how much attention should be paid to this system that's clearly broken? >> well, as far as the marriage licensing system, perhaps that's broken but let's not forget the immigration system and actually receiving an immigration benefit based on marriage to a u.s. citizen is quite a sophisticated system. you can only petition for benefits after being actually married to a u.s. citizen, if your marriage is less than two years old you only receive conditional residency. you have to file numerous forms. you have to pass an in-person interview with highly trained federal authorities. so i think there might be more here than meets the eye as far as how much immigration benefits ultimately were received. the news indicates that a lot of these men were ultimately rejected and i.c.e. notified the local brooklyn d.a.'s office of this woman and of this information. so i think the feds are doing
1:46 pm
their job here. and they might look at federally prosecuting her. >> let's go back to the county, then. do you think any of the county workers should be held liable for not paying attention and allowing this woman to get married multiple times? >> no, i don't think so. they simply don't have the infrastructure to be able to detect this kind of fraud being perpetrated and besides it is extremely difficult to sue governmental entities or hold them responsible either criminally or civilly for something like this. they have immunity so i don't think that's going to be the issue. the bottom line is rachel is absolutely right. it's very difficult for the marriage scheme to actually pan out to citizenship for the person who is not a resident. it's become much more difficult over the years. the thing is she didn't know that and neither did these men. they thought i will just come to america -- >> oh, my god, of course she knew. >> they didn't know about -- >> we're short on time. david, short on time. this is important because even
1:47 pm
if this woman didn't realize these guys, that the immigration status wouldn't stick, if they were here, coming here to do harm to americans, they are already here via her. so that's problematic. even if they are going to get kicked out two weeks or two months later, they're here. >> agreed. agreed. >> but immigration did do their job and the department of homeland security actually did deport a gentleman back in 2006 who was one of hrer spouses back to pakistan. the system is working. they are catching these people. that's how she was caught. >> we applaud our federal workers who are keeping us safe. david, last word. go ahead. >> i agree completely. this is going to be bottom line a low level crime and probably probation, no jail time and maybe marriage counseling for her. i don't know. >> david wohl, rachel self, thank you so much to both of you. >> thank you, arthel. >> have a good day. you know those go pro cameras? the things you can wear?
