>> thank you. 23 minutes before the top of the hour. today is the 13th. >> it sure it. >> two days away from april 15th. tax day. some people are paying the tax man a lot more than you might think. >> the tax woman. >> new report showing the top 20% of earners may more than 80% of federal income tax. how does this happen? we'll ask maria bartiromo. how does it happen? >> it happens easily. the highest earners are paying the most of taxes. the bottom 20% is not paying or getting paid. because there are so many assistance programs that they don't pay anything at l. there you go. down 2.2%. >> the top 20% pay 84%. the middle pay 6%. the bottom 20% pay minus 2.2%. >> a lot of people are saying so
5:39 am
what they should be paying more. there are ramifications for that. >> they are paying more. they should pay more. that's what people say -- >> how much? how much is too much. that's why there's so many ideologies out there. the gop says no more increases in taxes. you have the 20% highest earners paying tax. there is this back and forth. right now i'm hearing increasingly corporations are thinking we're not going to get tax reform. this is one of the low hanging fruits when the gop first took over the senate that we would get tax reforms. ceos are saying theideio logs are so strong -- they're bringing their money back from overseas and biting the bullet. that's what ge did with the sale last week. >> this is the way the progressive tax system is set up, the more you make, the more you pay. the question becomes fairness.
5:40 am
is it fair that so few pay so much? >> it doesn't seem fair obviously. you know i think we -- >> if you take it they're not expanding their businesses. if we keep giving to taxes. >> i don't know about that. that's right. they're not doing that and creating jobs. that's the lost issue here. the top earners and the largest companies actually create -- the small companies create the most jobs. when you make an environment expensive and very difficult to deal with for the companies and these rich people, they obviously are going to pull back and not being putting their money back into the economy. >> not great news. >> we thought that was one of the things the two sides can agree on. it's horrible in washington. i don't think anybody has seen it this bad where the two sides do not talk to each other. >> we've seen from hillary clinton's side it's going to be about wage fairness. it would be hard for the republicans saying we're going

to reduz your taxes. >> you have to look at the policies of the last six years and see what has happened. we've been pointing the finger it's your fault highest earner, you will pay more. what has happened to the broad country? most american's incomes have gone down. jobs have been slow to move. again, if you create an environment for those who actually create jobs that is favorable. you'll probably see the needle move on growth. >> watch maria on the fox business network. >> thank you so much. >> thank you. >> i'm just saying, you know it's fun. >> check out channel finder if you don't know where it is. hillary clinton's campaign is off and running. does the cover of the "new york post" say it all? the man behind the headline joins us live straight ahead. scott: appears buster's been busy. man: yeah, scott. i was just about to use the uh... scott: that's a bunch of ground-up

we have a fox news alert for you now. off to the races, senator marco rubio ready to make his white house run official. just one day after hillary clinton announces she is in for 2016. but not without some early campaign hickcuphiccups. we'll live with kevin corke. >> i love politics. this is a perfect opportunity to talk all about it. this is the first of many times you'll hear this expression over the next and a half marco rubio looking to take a page out of the plibook of barack obama. get this, he's obviously trying to catapult himself on to the national stage by announcing his rollout for the white house at the freedom tower in miami. he hopes to change many of the policies of the sitting president speaking of change he wants to change the conversation and maybe steal some of the spotlight from
5:46 am
hillary rodham clinton. her big rollout, including her announcement on twitter yesterday, it was a bit of a hiccup roll out. she had a google plus account, all that stuff was good, the statement had its own issues. had a pretty nice video and i should point out. she talked about her road trip to iowa. tweeting that the van was loaded and she's setting off for iowa. she met a great family. she also resigned from the board of the clinton foundation. not that will stop people from talking about donations from foreign governments. >> eyes are on her and scooby and marco rubio. you have a big headline in front of you. oh, hill no. will you believe the author of that op-ed voted for president obama in 2008. of course he's kicking himself
5:47 am
now. he's a columnist for the -- five years ago a hillary confidante told you what? >> her whole plan was laid out. she would spend a term of secretary of state, she would leave, write a book and run for president. the idea she's been debating this. she wasn't sure. there was speculation would she or wouldn't she. bull. she was running from the day she lost the last time. she never stopped running. >> what do you think? she's -- whether it's a sense of entitlement or whatever, we don't know she's running. but are people as excited about her today as they were about barack obama six years ago? >> no, i don't think so at all. you know, as to the why she's running, there's an old joke among politicians, once you get the presidential itch, there are only two cures, election or
5:48 am
death. so she's got the itch. she's got to run. she is running. as i say, she's never stopped. i think her problem is clinton fatigue. we are so familiar with them, so much drama with this family over the last 25 years, i say she needs to reinvent herself more often than madonna. she looks for a way to reintroduce herself. we saw that in that video yesterday. now she's for middle class economics. i mean as though the middle class is somehow not talked about. she's the first one to discover this. good luck with that. >> we're showing video with her and her husband. that's something you didn't see. they're trying to keep him separate. he's a famous campaigner her not so much. >> she wants to keep him out if it suits her. it's a two for one deal. you're going fooget him whether we want him or not whether we like it or not.
5:49 am
she can't separate herself from him. there are many times when she's happy to let him sort of take the flack and take the lead. because he's so much better at this than she is. >> let's see how it goes. today, marco rubio. >> i think the republicans are going to have a hard time -- assuming hillary clinton wins they're going to have a hard time if she can overcome this issue of trust. there is six swing states polls now showing that roughly half or more and all of these swing states, iowa among them do not trust her or think she's honest. that's a hard thing to change in the voters' minds. that's something you're going to hear a lot of republicans talking about now to reinforce that issue and make it a real road block for her. >> oh, hill no. what a headline. thank you. >> thank you. coming up on this monday, their toddler fell into a pit of cheetahs, the parents were holding him over the cheetah pit. this morning the zoo is

blaming the parents and wants them charged. do they have a chance? martha maccallum joins us to tell her what she did over the weekend. >> good tuesday youo see you. hillary clinton is in. her announcement is short on foreign policy and big on cozy approach. 72% of democrats say they want her to have opposition. marco rubio is on. russia buzzed one of our planes. bill and i join you at the top of the hour.

is this kid screaming. someone said there's a kid in the cheetah tank. >> that two-year-old boy is recovering from a leg injury after falling into the cheetah exhibit at a cleveland zoo. the zoo plans to file child endangerment charges against the parents after witnesses say they dangled the child orphthef the raining. we thank you both for being here. is the zoo right to charge the parents with endangerment of their own child? >> absolutely. the zoo has to take the offense in this case. because the parents would love to try to blame the zoo for not having a proper railing or something like that. this lady, obviously is few fries short of a happy meal by hanging her child over an area where the cheetah are. >> hang on a second. this reminds me of my favorite saving which is believe none of what you hear and half of what
5:55 am
you see. if the mother dangled her child over the exhibit we don't have a debate. if i come across a cheetah exhibit and i see the mother holding him by the diaper. you might think she's dangling him i might say she is saving him. >> is someone going to have to prove intent of the parents and child? was the child doing a cheetah dive and the parents were saving him. should there be more protective railing at the zoo? >> that is the question. parents can do anything. people can go around railings. that's what happened in this case, the mom wanted to allow the child to see the cheetah exhibit better. it's not like they were at disney land. she's holding her child over an embankment that has animals that will eat her kid. >> the actual question is going to be was she saving him or was she putting the child in harm's
5:56 am
way. let's hope -- right. she was holding them both. the witnesses' accounts say she was dangling the child in. >> if we have ten different witnesses we'll have ten different stories. >> mama is trying to show both of these kids the cheetah exhibit -- it reminds me of michael jackson when he was dangling his kid over a railing. same thing. this mom had two. not even just one. so i guess both her kids are super bad and that's going to be her defense. >> we got to leave her there. we're not leaving anybody dangling. we have more "fox and friends" coming moments away.
