panama beach, city, florida where a third suspect named george kennedy has been arrested in connection with with the gang rape of a young woman who was literally recorded lying in a semiconscious state, on the beach, while being assaulted by multiple men and spring breakers were right nearby, they did nothing to stop this vicious attack. now it's clear that spring break in panama city beach has gotten way out of control. since we began our reporting two years ago, we have seen increased drug use, sexual assault, even gun violence, yet, we've been mocked by many for our coverage, including comedy central's jon stewart, you may remember this. >> america's oldest hall monitor, sean hannity dedicated not one, not two, but five different shows on the horrors of spring break. >> drinking, drugs, risky behavior, sometimes with tragic results. >> shortly after filming that piece, that young woman blew out

her left butt cheek. >> some might think this is less of a news story and more of a reason to spend a week running wildly inappropriate footage alongside pundit footage. >> jon, are you laughing now? do you want somebody you know and love to go to panama city beach? we have seven college students shot, two weeks ago, many left in critical condition. i wonder if stewart is laughing now about the gang rape that occurred on the beach and if jon stewart really thinks i'm a hall monitor and maybe meddling in quote, harmless spring break fun after all the dire warnings sadly now have come true. once again today, we call the mayor of the city, panama city beach, inviting her to appear on the program. once again, no, she never responded. here's the reaction from former nypd detective, the death of cool author, gavin mcginnis, ainsley earhart, i want to play

this video of this girl, and this alleged gang rape. because we're talking about, it's pretty graphic. but if you look right there. that's the guy on top of the girl, they now have arrested three people. here's the scary part, look at all of the people around as this is happening. and a video of it, as this girl is getting raped. nobody lifted a finger to help her. we both said this was going to happen. not if, but when, and here we are. >> jon stewart, if you're listening, this is what we were warning you about. parents if you're listening been this is what we were warning you about. we weren't sitting up here trying to be salacious and gather a news story that wasn't there, the sheriff warned this was going to happen 49 guns confiscated this year, 18 armed and dangerous individuals, 11 sexual assaults, 1,000 arrests, getting raped, allegedly -- >> gang raped on the beach. >> on the beach, being filmed, and the only reason they caught it they were investigating some

guys involved in something else they were wor rid about when they found them. >> and she was totally unconscious. totally unconscious. >> everyone thinks she was drugged. that's why she never reported it. >> all these people are around here and also you reported on this year, you went out with some of the sheriff's deputies, and within an hour, you were there for four drug busts. >> absolutely. yeah, we saw molly, we saw marijuana, she said that the lady that was taking us around all night, the captain, she said they're seeing a lot of heroin. >> heroin. >> pretty surprising. >> and the molly is not even pure, it's manufactured -- >> synthetic. >> by these people that come from outside. specifically to prey on these kids. >> that's right. >> gavin, you came under fire because you said under no circumstances would you allow your daughter to go to this spring break. >> yes. and maybe i should have been stricter with the son -- >> you're a mall monitor, gavin. >> that was in 2014 when it was just very very bad, then 2015 hit, and you shouldn't even send your son down because it had become a thug paradise.

and the thing that's so ironic about this is the left keeps talking about rape culture. and in college campus, one in four girls and rolling stone gets a cover story because they think they have something that fits their narrative, then we find exactly what they're talking about. we find stats that are comparable to one in five, and we find rape culture where people are ignoring it. but because it's not white, it's not mattress, because it doesn't fit their narrative, they go, not only am i ignoring it i'm going to make fun of you for noticing it. >> you know sean jon stewart's show a f times had humor. we've made fun of bin laden for security and all that. i'm surprised because this video, we wouldn't be talking tonight if this video wasn't released, but what i'm saying to the parents and everyone out there, this is one video. the girl's unconscious. three guys raped her.

i'm saying, this is happening so much more with that, if there's no video, you don't know what's happening and they're not reporting it, sean -- >> doesn't remember. >> the statistic that ainsley had really a fraction of the crime that is occurring there. >> we talked to a cop who was frustrated by the lack of reports because everyone seems okay with this. and i link that to all this molly and heroin. you know, ainsley, the thing, the broader story that we were telling is the people that come in from outside the community to prey on the kids. also you have the drugs, the violence, and the sex, and it was all happening, and it was very little the sheriff was telling us that he could do about it. he's doing the best, he doesn't have the manpower. >> when you're out there on the beach, it is literally, you saw the video, people are getting -- something could happen right next to you, and you wouldn't even notice it. the others are minding their own business and too drunk -- >> and you smell pot everywhere. >> and it's shoulder to shoulder. it is scary. if there's a fight, you're in trouble. and so it's just that one area of the beach behind those two mega bars. >> the sheriff had been warning we're one beer bottle thrown

from a riot. >> and today the mayor came out, she came out with -- >> she went on cnn. let me play this. the mayor gutless or statement that she came out, a quote from last night on cnn. the city council last year did take some stringent actions and made changes, we're meeting with the county commissioner, at some point drafting requirements for laws for next year's spring break. now, miss mayor, you were given an opportunity and you bragged in the papers how nobody's going to speak on this program and talk about it. >> overwhelmingly crazy. to watch these people looking around, having a good time. and a girl is being raped. >> that is so disgusting. >> me as a men, you, you're not a man, it is something that we would have went over there, punched them a couple of times. >> we've noticed by the way. >> thanks. >> but the point is how could these people stand there, watching this unconscious girl

welcome back to "hannity." now, we have been warning you about the out-of-control partying that goes on during spring break and what it can lead to, now that panama city beach, florida, has come under scrutiny for handling of several instances like the alleged gang rape and several shootings. well, what should the city now do to prevent this type of thing from ever happening again in the future. here to answer that question, the man who cleaned up america's biggest city, former new york city mayor, rudy giuliani. mr. mayor we've been there for

two years. we've been telling people this is happening. >> yeah, heard it all. >> we've been accused of showing, you know, gratuitous bathing suit shots, no, this was always about safety. this was a disaster in the making. >> it was a disaster in the making. you could see it coming. those are the worst kinds. we have a crime and you don't expect it, you can't blame that on anybody. when you have a crime and you see it developing. this is losing like you can lose control of the streets, you can lose control of the beach. >> yeah. and they did. >> and they lost control of the beach. >> a girl is gang raped -- >> where are the police? >> the police don't go on the beach. >> why not? >> good question. how would you clean this up? you could do this in how many days? >> two or three. >> totally cleaned up. >> two or three. >> no beer, no alcohol. >> about as long as it took to get rid of the squeegee operators in new york. >> two or three days. >> i have to know the number of cops, maybe it's 300, maybe it's 400. you put them on the beach. first one that does something wrong, you arrest them.

i'm not sure if florida has a open bottle law, if it does, i'd enforce it in a second. >> they have the ability to decline drinking on the beach. they have that authority. >> well, in new york we have an open bottle law. didn't get enforced. the way i cleaned up the st. patrick's parade, all of the other parades as well as the new year's eve celebration was you couldn't have an open bottle. sorry, you can't get drunk in the streets. >> and it made the streets safe. >> so we -- no bottles on the beach, no drinking on the beach. >> your message to them is you should clean this up in two days and cut the nonsense. >> yeah, and keep, keep three, 400 cops there for the duration of the spring break. next year when they come back, they should be met by 300 cops, they'll go somewhere else. >> good way to handle it. all right, you know hillary as well as anybody, you almost ran against her. >> couple of times. >> couple of times. here she has a rollout where

people were actually hand picked, they said this was a spontaneous event, driven to the coffee shop, driven there, and hillary, you know, says this is the greatest thing since sliced bread. kids in college, goes to a community college, they were put in lockdown so the kids hand picked for that event, i mean, it's kind of, how is she the woman of the people? >> well, she's not. part of the problem and that goes to her biggest liability which is trust worthiness, right. if she's going to present herself, she has to present herself as an authentic person who has overcome the trust worthiness that's built up over the years with regard to all of the different things. >> she's got a vicious temper in your life. >> what she needs is spontaneity, this is a woman who she goes into chipotle -- >> chipotle, yeah. >> nobody recognizes her. >> she has on glasses like anna wintour. >> don't you say hello to people?

>> i must have done that a million times for myself, other candidates. i'm rudy giuliani, running for mayor, senate, president. >> i went to a yankee game with you and you went out of your way to stop and say hello to everybody. and you were running at the time. >> i took a picture. the reality is, that's how you show people i care about you, i like you, i'm comfortable with you. this seems like a woman that may be this campaigning thing isn't cut out for her. now let's contrast that with rubio and cruz, particularly rubio. that rollout, man, i wish i had a rollout like that, i'd have been president. >> it was good. i was there. >> it was perfect. perfect. >> you know what happened behind the scenes? i had the first interview. he gave his speech ran outside in a suit, in the hot miami sun because it was an overflow crowd in the streets to shake hands, comes racing in, was actually sweating in the first segment of the show. >> people person. that's a people person. >> he felt compelled to say thank you for coming out. worth everything. >> you have got to show, first

thing, first thing you want people to know about you, and rubio obviously isn't as well known as hillary is. here's a man who likes people. here's a man who loves people, he's comfortable with people, i thought the introduction of the fact that his -- he came from nowhere, immigrant father was a bartender, mother was a maid, mother of forgotten -- >> mother was a maid. uh-huh. >> and only in america could i be standing here. first of all, great message. always a great message. the abraham lincoln message. when you contrast it with hillary and jeb bush, his primary opponent, that is a way of setting up a contrast without being negative. >> axelrod, this was interesting to me, actually urged hillary to act more humble. how do you act more humble? either you're humble or you're not. >> here's how you act more

humble. go into the diner, and you walk around and talk to people. you shake hands, you sit down, you ask them, ask them -- >> what's on your mind. >> what's the biggest issue in the state? i'm running for president. i'm going to be running here in this state, whatever the state is, please have somebody remind you what state is, don't get it wrong. i'm in iowa, i'm in oklahoma. what's the big issue here, in the community? they may tell you it's the traffic light on the corner. or they may tell you that it's the murder rate. or the economy. >> here's the big question, now, a lot of people look at benghazi, they look at the money she took from saudi arabia. and a champion of women rights, never criticized them for their -- >> man, i think -- >> that was a big issue. >> i think that one is like, you know, most knockouts occur when you walk into a right hand, or you walk into a left hand and it just knocks you out. she's going to get knocked out if she tries that. if she tries that war on woman with all the money she's gotten from countries, in which women --

>> it backfires. >> in which women are stoned, at least women are treated by sharia law. i shouldn't say stoned. >> some countries they are. >> but i mean, without ever raising an objection to that, without ever doing anything about it, i mean that tells you a lot more than all these other things that she's trying to promote her social issues. >> your best advice, as somebody who knows her probably better than anybody in the country -- >> go be a real human being. >> just be yourself. >> just go talk to people. >> and compare and contrast. >> she's got time. and she's got great name recognition. >> i want the advice for those running against her. >> do what rubio did. just tell your story. and also be substantive. it's going to get to a point where the story about the mother and the father and even scott walker's story, which he tells very, very, very well. this is eventually going to get substantive. >> solve the country's problems. >> and i think there's where rubio and bush have a big advantage.

because i think the two of them are really really bright. i mean, we're talking major intellects, and i know that about jeb in particular because i work with him quite a bit. >> but you're not supporting anybody yet. >> not yet. >> are you really open to anybody? >> here's the truth. i consider this election the most important election of my lifetime, much more important than my own. i think the country could be in for a permanent, permanent problems if it elects a democrat that continues, even half of what obama is doing. >> yeah. >> and i think we need a ronald reagan. i don't mean ronald reagan in the sense of his personality, but a turn-around president. a president who's going to say, america, like marco said yesterday, america is an exceptional country, we should be humble about that, we shouldn't be arrogant about it, but we should be the policemen of the world because nobody can do it better than us. and we've got to straighten out our economy and do it through the private sector. and somebody's going to turn

welcome back to "hannity." the presidential race in 2016 is looking to be a historic field of candidates on the republican side. senators ted cruz and marco rubio, they've already thrown their hats in the ring, and it is expected that governor jeb bush may soon follow. will any of these candidates help the gop win over the latino vote. anchor of the fusions america with jorge ramos, he's back with us. how are you? good to see you again. >> great to be back, thanks for the invitation. >> you know, we hear about barack obama, america's first black president, hillary saying isn't it time far woman president. you've got two candidates, senator rubio, ted cruz, would be the first hispanic president of the united states. you don't hear a lot about that. >> and they're making history. they're really making history. >> great history.

why don't we hear as much about that? >> well, because i think both senator ted cruz and senator marco rubio they decided to follow the book of barack obama in other words, barack obama didn't run as an african american candidate and marco rubio and ted cruz decided not to run as hispanic candidates. however, it is truly unprecedented, this is the new normal. it is maybe not surprising to many but for our community the latino community, it is huge that we have two candidates. now what's ironic, sean, is that both are cuban americans, a majority of the communities among latinos, mexican-american, both are republicans, and as you know, latinos vote more for democrats than republicans. >> i know we always talk about demographics, i'm not a big believer in identity politics, jorge, but that's just the reality. if you read any poll, they break it down demographically, men, women, age, et cetera, but when you look, generally speaking at

the hispanic community in america, i look at values that i identify with. hard work. family-oriented, conservative on social issues, deep faith, love of country, but yet the vote historically in the latino vote has gone more towards the democrats than republicans. is it the issue of immigration? >> it's the issue of immigration. i agree with you. when it comes to values, you know ronald reagan used to say that, latinos are republicans, they just don't know. republicans missed a huge opportunity because when it comes to values, they're close to the hispanic community, but latinos honestly can't see beyond immigration. right now because immigration reform is a prerequisite for the latinos to look at republicans in a different light. in other words, it's a very simple concept, sean, people won't vote for a candidate who will deport your father, your

friends, your colleagues, and young students. simply, they won't do that. latinos have been voting more for democrats than republicans. now with cruz and rubio, the truth is they want for them just because they are latinos, they're looking at their policies and when it comes to immigration, jeb bush has a better possibility of getting the hispanic vote than cruz and rubio. >> i'm not sure if that's the overriding issue for people, but let me throw up on the screen a couple of laws for you, okay? throw up the australian immigration law, which is no exceptions, no temporary no permanent protection visas granted to anybody who arrives in australia by boat without a visa until further notice. that applies to families, children, unaccompanied children, educated, skilled, no exceptions. then we'll go to mexican immigration law. the federal executives shall have the exclusive power to compel any foreigner who's remaining that he may deem an expedient to abandon the national territory immediately without the necessity of a

previous legal action. then i want to put upside by side, if you look closely, australia versus america, australia, no way, if your family or friends get on a boat without a visa, they will not end up in australia, which compared to america, written in spanish i thought it would be easy for my son to get his papers in the north, blah, blah, blah. here's my question to you. if you go to central america, el salvador nicaragua, you name it you go to mexico, you're either put in jail, illegally you enter that country, or you are immediately deported. why is there this expectation -- >> people in central america suffer. how they treat -- >> but americans -- >> this is an immigrant country. >> not an illegal immigrant country, though jorge. not illegal. >> human rights. >> we believe, yes, granted -- >> what are you going to do with 11 million undocumented immigrants?

you are not going to deport them. we have to treat them fairly. >> we are treating them fairly. >> they are judged by the way they treat the most vulnerable. and here we have 11 million who are vulnerable, who are here because millions of americans including you and me benefit from them. and thousands of companies give them work. so we've got to do something with them. >> here's what i suggest, i interviewed marco rubio after he made his announcement the other night and i asked him about this -- >> and i talked to him today by the way. >> and he was willing to try comprehensive reform, he now regrets it, this is what he said to me, first we have to show the american people that we're going to solve the problem, and control our borders. why can't we all agree on one thing? that illegal immigration is hurting our -- hang on -- hurting our educational system, hurting our health care system and criminal justice system, it's costing us billions of dollars, and we have a right to secure our borders? why don't we solve that first.

do you agree with me we should do that? >> i agree with you, only that we can secure our borders and at the same time -- >> first. >> and deal with those who are already here. and you're always talking about that it is really expensive to have immigrants in this country. the truth is, exactly the opposite. immigrants contribute billions and billions to the economy of this country. there are plenty of studies to do that -- >> but i was there -- >> latinos, we were talking about the latino vote -- >> there's a criminal element. >> vote for anyone who opposes immigration reform. they simply won't vote for them. >> so you're saying that even though the republicans might have the first potential hispanic president that they might vote for a republican who says secure the border first, then deal with those that are here illegally. you're saying that that's the extreme position of the hispanic community in america? i don't believe that. >> what i'm saying is that if rubio and ted cruz decide not to support immigration reform -- >> that's not the truth. i've interviewed them both. that's not true.

welcome back to "hannity." a georgia democratic congressman who has a history of making controversial comments about police practices in america made headlines earlier this week when he said this on the u.s. house floor. >> it feels like open season on black men in america, and i'm outraged. in fact, all americans are at risk when bad access and law enforcement use their guns instead of their heads. >> here to explain his comments is the congressman you just saw in the video, hank johnson.

how are you, sir? >> i'm fine thank you. and thank you for having me. >> the latest year we have statistics for, do you know how many total deaths black, fatal fatalities caused by law enforcement, do you know how many they were? >> no, and that's a big problem, sean. >> i do have the number. >> we do not collect those figures -- >> well i have the cdc -- >> from 18,000 jurisdiction that have police departments. it's about 400 deaths. >> it's 123 deaths. the last year that we have 2012, from the cdc, do you know for 2013 the fbi, the latest statistics that we have murder statistics, black on black crime, do you know how many actual murders took place in 2013? >> well, i tell you, this is a problem that we have in our society with crime -- >> but i'll give you the number. there's a big disparity. >> it stems from hopelessness in our society, and a lot of what we do here in d.c. contributes

to the sense of hopelessness in the black community. >> so in 2012, the cdc says there was law enforcement killing or being involved in the fatality of black, black fatalities to 123, but black on black crime 2013 according to the fbi is 2,245. your comments are against the police department and militarization. >> my comments -- >> isn't it a bigger issue, black on black crime? >> my comments about the unjustified killing of mr. scott in north charleston, which you yourself condemned. >> absolutely. >> that's exactly what i was saying. i said it feels like there is open season on black males in america -- >> but i can't think of one other instance that is similar to that. >> you can't think of one other instance where there has been an unjustified killing? caught on tape? >> not like that.

that looked like an assassination. >> well, it doesn't get much more graphic than that. you're right about that. >> but the michael brown wasn't like that, the trayvon martin case wasn't like that. >> well, i don't want to argue specific cases, sean, but what we have seen is a revelation of cascade of black males being killed under -- at the hands of law enforcement. >> can you name one other example? i gave you the numbers, 123 total versus 2,245 black on black crime. >> i can tell you that according to the department of justice figures for 2013, 420 deaths, and out of that 420 deaths, sean, black males were four times as likely to face death after being taken into custody. >> congressman, we're on the same page here, i don't think, i don't think -- there are some bad cops, that's one case that you've got right. >> there are. >> those numbers are dramatically lower than the incidents of black on black crime, and i believe every one

of these kids, every one of these statistics, we need to save their lives. and i think we have a deal with the bigger part of the problem here, and the entire problem, you seem to only want to go after law enforcement, that's my only question. >> no, i want to get at the root cause of culture that exists in the black community, sense of hopelessness among inner city youth, those who don't see a sense of hope about the future. i want to change that. and i know that we can. but on this issue of police brutality towards black males in this nation, i think that's something that we need to recognize, and that's also something that legislation can, can help with. >> i think unless we change the attitudes of everybody in this country, and keep a vigilant eye and help these kids get out of impoverished neighborhoods and horrible public schools, i think that would be a good first step because we have to save those

>> it's been a couple of years. that was my first time being pulled over in a few years. it's been a handful of times, five to six, something around that number. >> maybe when you were younger, maybe you had a heavy foot like me? >> oh, yeah definitely. >> all right. but what you're saying here, i think it's important for everybody. and that is that we have to respect the police, like in the case of michael brown, you don't rob a store, you don't intimidate a clerk, don't fight a cop for his gun and don't charge a cop. if he didn't do those things, he would be alive today. when i say that, people get mad at me. what's your reaction to that? >> well, i mean for me personally it's not just about cops and civilian relations. it's about everybody. it all comes down to decent humanity. you know, common respect for one another. it doesn't matter what your race is it doesn't matter what job you do you know, just respect each other. that's what it comes down to. a lot of people talk about the outrage and the injustice and
