able to hang on to the refinery? >> i'll answer the question about ramadi first. i think that ramadi is not -- it's already a humanitarian problem because of the iraqi citizens who are now refugees, many of whom have flowed into baghdad so we're working with the iraqi government to ensure we deal with that. the city itself is not symbolic in any way. it's not been declared part of the caliphate on one hand or central to the future of iraq. but we want get it back. the issue is not brick and mortar it's about defeating isil. as i said i would much rather that ramadi not fall, but it won't be the end of a campaign it should fall. we have to get it back. that's tragic for the people. beji is part of the iraqi oil

u.s. offered to do that in ramadi? >> first of all with respect to tikrit -- this is actually true in a more general answer to your question -- our troops that are there are in -- the locations we previously identified whether they're for train advise and assist. there are not jtacs imbed with iraqi security forces and there were not in tikrit. we're still able to be effective in providing air support to iraqi forces because we do have americans in their command centers, and practiced the methods by which we would ensure that the targets that were given to us were valid targets did everything we usually do to

ensure there are as no collateral damage or collateral damage is minimized. so we're going through all the steps we normally do to ensure that air strikes can be both effective and precise, but we're not using our own forward controllers to do that. in tikrit or anywhere else in iraq. that hasn't changed. >> last question. matthew. >> mr. secretary -- >> my question for you, prime minister abadi came out today and said tikrit was a model. is that your assessment given there have been reports of looting and executions happening in tikrit? and if you could speak more broadly about the strategic threat that is posed in yemen such that it demands the u.s. provide intelligence saudi

arabia? what is the u.s. strategic interest in that fight in yemen. >> i'll start with the question about whether tikrit was a model. it was a model how to integrate the efforts of the counterterror simple a conventional brigade and that part of the possible already mobilization forces under direct control of the iraqi government. it is a model in that sense. the first time those three groups ever work together under the central control of the ministry of defense, and we were able to support that and provide the necessary fires to let that campaign reach a successful conclusion. we have watched and are continuing to watch reports of whether there were looting or burning or atrocities conducted afterwards. although we have seen some images, the -- the investigation is ongoing, collaboratively with

the iraqi government, there's no evidence of widespread activity, there was likely to be some isolated instances. we have actually got a long its of being able to deal with this. the leahy amendments tell us we can support those forces in that behave in a way consistent with our values, and when a particular unit does not, we isolated and no longer support it. if this investigation reveals a particular part of either the iraqi security forces or the popular mobilization force, did not behave appropriately we won't support it going forward. >> who is conducting the investigation -- >> well, president -- prime minister abad himself declared he was taking responsibility for that investigation. >> can you give us a sense of how many -- >> i can't from memory. there's a certain village south of tikrit where there was evidence of buildings that had been scorched on the outside

operations in yemen in the way i described earlier. the objective there is to restore a political process there in which a legitimate government can be established in yemen and things can settle down there. that's good for the people of yemen, first and foremost. it's good for saudi arabia, doesn't need this on its southern border, and it's good for us among other reasons because of aqaps presence in yemen, but for that to occur requires more than military action. it will require political settlement and that hires the houthis to want to pursue a political settlement as well. >> given that does the u.s. agree with the decision by saudi arabia to conduct airstrikes in the first place? >> we supported that. we're not only supporting that

came to that israel or the united states from doing something there. so, we have a lot of wars going on. lots of them. and they're trying to prevent one in iran now but congress is not sure it wants to do that. not sure we have a good deal. so the nation's top military leaders -- that's as big a briefing as you have had. that goes back to the old war days when we had war and talked about we were having war and we warred. they held that briefing as we get word that a critical city in iraq has either already fallen or is about to fall to isis. right enough islamic state fighters are closing in on the city of ram mad day. -- ramadi. remember ramadi when iraq was real war, we had a bunch of troops there, we took ramadi. now isis is taking ramadi. we hear a scene of chaos there. mass evacuations. families desperate to escape before the terrorists come in and take control of the town. now, remember remember, the

the citizens because there are so many citizens there. that's what they said. they said, we can't risk civilian casualties by having war with isis there in ramadi so ramadi is coming in. they're? the center of the city of ramadi. still defense secretary ash carter says there's been real progress against the islamic state in iraq but there is big fear about ramadi. the fear that they didn't just talk about is it's not far from a military base where hundreds of american troops, hundreds of them are now stationed. a local official is asking baghdad for reinforcements calling the situation and i quote, catastrophic. ramadi is the capital of iraq's anbar province. the u.s. troops are 70 miles away training government forces. our people are training their government forces to try to keep the kind of thing that is happening there from happening there. fighters took control of three separate villages near ramadi yesterday. now they're in the center of the city of ramadi, where government

troops are ol'ed up. the general says it's not important to future of iraq but we want to get it back. centcom has targeted militants, yet the onslaught continues isis lost control of tikrit. remember? we did airstrikes and the military went in and called it's great skis for the iraqi military. military analysts say this time the islamic state, all right, you're going to take tikrit, we'll get ramadi and we're in biji. biji is central because it is next to an oil refineie,ry, and if isis gets refinery it's a any situation. the current strategy is not working perfectly. and we have insisted there will be no ground troops.

a situation where there were requests for air support to u.s. forces and coalition forces. many of the requests were not fulfilled. so -- >> the civilians were in the way. >> supposedly. but there are civilians everywhere and there are ways to do this if you know exactly what you're doing, with intelligence and surveillance resources and other things -- >> that would require a lot more people on the ground there in this war where we're not sending ground troops. >> right. that's part of the paradox, requires people on the ground and in greater support roles and that's the big problem. you don't have the support ratio you had during the major faces of iraqi freedom for example and that's a huge deal, where the kind of support that was provided where you had iron-clad intelligence collection over the iraqi countryside and over the different forces in iraq. that's completely accent ever since we withdraw in 2011.

he is accused of traveling to syria in 2013 ask truth to join his brother who had been killed fighting with al news -- al nusra. he in syria he got training, including using explosives. the indictment reads a cleric in the organization told mohammed he should return to the united states and carry out an act of terrorism. he wanted to kill americans and specifically wanted to target armed forced. name sound familiar it's because it is in february he was in an ohio court accused of providing material support to a terrorist group, in this case computers and tablets. finally, as you know from following these case, the likely defense will be it was entram. he would never have gone as far as he did unless he had been encourage by the fbi informants. >> thanks very much.

that volunteer sheriff's deputy guy with we have been hearing about who oops, shot a guy and killed him, had a fake training record. some -- the word comes from the tulsa world newspaper in oklahoma which reports somebody ordinary supervisors at the sheriffs office to give the deputy credit for field training and weapons certification that he never should have received. never should have had weapon certification to grab his taser or -- his gun instead of his taser and gill the guy. the office even transferred supervisors who refused to sign off on the training he never had. so think about that. it transferred supervisors who refused to lie for him. how did that happen? he gave a bunch of money to the sheriff's office. don't know if those are connected. here's video of the shooting. investigators say it happened this month during a sting separation.
