fox news alert breaking overnight. another scare at the white house. there are new reports, a guy person tried to jump the fence while carrying a suspicious package. double trouble. doug luzader is live with the unfolding story. i thought they were making the fence higher? >> at least stronger. they added the second layer of fencing outside the main layer. that isn't stopping people. this is unusual so many of these fence jumpers do this. right along the north lawn, along pennsylvania vaevavenue. this was along the south lawn. even if you made it over the fence you'd have a long way to run. "the washington post" reports the package ended up being harmless. this comes in a long list of

incidents. one guy made it inside the white house last year. you see the guy running. he was eventually caught. he made it too far. the secret service is doing what they k. what they're proposing is making a difference in the fence. this is what the top of the fence looks like. there is points up there. the national park service is talking about adding a layer of spikes, kind of interspersed along the top of the fence to make it almost impossible to climb without impaling yourself. this is the federal government we're talking about. this is taking a long time to get installed. we think they will install these relatively soon to try to make these incidents less frequent. >> it's difficult for the white house to get a layer of fence put in. that's pathetic. >> it's not an additional fence. this is kind of a little add on

hillary clinton? >> i think very few. i think maybe a couple. but i think very few. >> who do you think they are? >> i just don't -- i'd rather not say at this point. i'll be saying it at some point. there are few that are going to beat her. >> two things you brought up specifically. i don't want to hear you're going to cut social security and medicare, why don't you want to hear people attack entitlements? >> i tell you what's happening the democrats are not doing it. they're attacking social security, the republicans. medicare and medicaid they're not saying how to make the country rich again. if you l china and other countries they're taking our job and manufacturing. they're becoming wealthy hell. they're loaning us back money. we're paying them with stronger dollars. that's not necessarily a positive by the way. it sounds good but it's not positive. we're losing tremendous amounts of manufacturing. so china is taking our money. they're loaning it back.

we're not making our country rich. and we're not going to make our country great again. they're talking about well, let's see what can we do? we'll cut social security. people have been paying in for years. they'll cut social security, medicare and medicaid. i'm the one saying i'm not going to do that. i'm going to make it so rich you don't have to do. >> you have what it takes to beat hillary clinton. her most formidable opponent may be herself. and this book called clinton cash, did you hear about it out may 5th? it outlined the habit of the clintons of collecting money from foreign entities in return for political favors? and all this happening while she was secretary of state. i mean she made -- mr. clinton made $13.3 million in speaking fees for 54 speeches. of the 13 speeches that made half a million dollars or not. two occurred happened when she

was not serving as secretary of state. >> the author is highly respected in many circles. if they can connect dots where things are done for are these large payments and she's secretary of state, it's not supposed to be happening that way. if they can connect the dots it's illegal. of course, they say that all the time. again, the republicans and people talking, they say about the e-mails, totally illegal. i'm not saying they shouldn't have been done. they're illegal. petraeus, they made a deal he was supposed to go to jail for lesser offensives. i hardly hear talk of the e-mails anymore. i have all the politicians up there they're all coming up frankly they want my support than anything else. not even my financial support, a they want my support. and sort of awkward for them. you know, i hear all about we started with e-mails. you don't even hear that anymore. it's like gone. >> but if there was and peter

why? >> i spoke to a very senior flag officer in his office in the pentagon pentagon. privately they'll admit what's going on. you cannot hide the fact that isis is not only gaining ground they are being effective. in this case afghanistan. this senior official told me the pentagon is much more worried about isis and the gains of ground and recruiting in afghanistan and pakistan than they are the taliban. that tells you a whole lot right there. this also tells me something else, the policy is to basically ignore it. by the fact we're allowing them to gain ground and by having ignored the threat -- think about this. we've ignored this threat to the level that it was able to metastasize in iraq and global rapidly. it's insane. >> why having the knowledge of hindsight, and seeing what has happened in iraq in a vacuum that was formed there, why now would we take the same strategy and move forward with that?

>> we had foresight to know it's not going to work. the basic premise we have paid so much blood in iraq. you have families that lost their children there. we're ignoring it. we don't care about cities falling. general dempsey needs to get off being a cheerleader. we are choosing to not be successful. we're training brigades, they're iraqi. it's failing. we're playing the ground game at home. all over now, libya sudan yemen, afghanistan. we are choosing to allow them to gain gound because they recall're saying we'll get to it eventually. i would fire general dempsey if he can't do his job. >> never a dull take from you. we thank you for being here.

good morning. for years, cops have considered the taser a crucial tool for stopping suspected criminals in their tracks. there's no doubt it works. this week a new film wondered how much power is too much power in the hand of our police? joining me now is a filmmaker, a man who is behind this movie.

it's called tom swift and his electric rifle. what led you to this story? >> it was a 2008 when i was still a student reporter at the university of missouri. and a young man, a 23-year-old man died during a traffic stop. i happened to working a shift the night he died. i raced up there, eventually became very close with his family. and tried to ask why this happened. that was certainly a rabbit hole that eventually led me to taser international's doorstep. >> he was taseered and he died? >> yes. my initial thought was tasers don't kill anybody. i felt the film was much more about them. >> the number that jumps out at me roughly 500 people have died

after being tased? >> you know part of the problem is with use of force,e, we don't actually keep acerous statistics about in custody deaths. amnesty international that number comes from them. what taser would say there is no definitive proof that in those cases, the taser was what caused the death. the trick there, is that when medical examiners do not cite the death, they say the medical examiners are correct. when they do, they say they don't have the expertise to make that decision. >> how would you characterize how taser responded? >> they were open minded because the film gives a different opportunity, a bigger platform. i went in saying i wanted to get their honest perspective. the film makes a genuineeffort and is told through their perspective to try to understand. i think what's great about the film it makes the company have

to justify their success. >> i'm getting from this, you can't blame the officer. they said this works. now they're finding out you can't hit people in the heart. you have to find other places because it screwed with -- no matter healthy it is if you nail somebody in the heart it can cause death. >> we had a complicated problem about what to do with suspects violent suspects when you can't shoot them but you don't want to baton them or you don't want to tackle them aggressively. it was a very simple solution to a really complicated problem. the officers weren't made aware of the hypothetical consequences that could go wrong. the company was so adamant the weapon cannot kill people. they are still adamant they can't kill people. >> how do we get a chance to see this film? >> already premiered friday at

new hampshire. who was the big winner? larry sabato is the big winner. he's the director at the university of virginia center for politics and the author of the surge. he joins us live today. larry, it was interesting seeing 20 of them kind of one at a time. it's easier when you see them up on the stage at the same time and they're debating. over the weekend you got a good idea where they're coming from right? >> this is edgeicational for the activists. much of it was carried on c span. people who care about politics had an opportunity to watch their favorite two or three candidates or maybe the whole lot of them. i was impressed by one thing above all, steve, they were positive toward one another. there were a few tiny digs, by and large they told their story. now what did they turn negative about? hillary clinton. if the republican party could

keep this large field attacking clinton, and away from attacking one another, they'd be better off. >> next time i see you you got to buy you a cup of coffee. you set up our montage. >> clinton is going to raise million dollars. that's a lot of chipotle. >> her not providing security for our forces should forever preclude her from holding higher office. >> i want to talk to you about my grand parents who immigrated. -- i'm sorry, i've got the wrong notes. this is hillary clinton's speech. >> some pretty funny stuff frump shipoultly to the other part. they're attacking hillary and not feeding on each other. eventually they will start shooting inside the tent?

>> it's inevitable. the republican leadership hopes they'll delay that as long as possible. apparently hillary clinton is not going to have any kind of senior level opposition, she may have one or two opponents naebd the public would recognize. it is up to the republican field to keep heat on her. otherwise she's going to float above the clouds while they're shooting at one another on the ground. >> and i know that you felt like her rollout was a little on the dull side. you said something interesting at the beginning. you said for the activists this was a great presentation because they were able to look at their top two or three. do you think given the fact there is so many out there and people hate to commit to one, at this stage to get two or three or four in mind they like the best, and then as time goes on they kind of winnow out the field? >> yes. this is the learning season.

for activists. these are people who keep up. let's remember, they agree with most of their republican candidates on most everything. so they've got to narrow it down. you can't have 19 nominees for president. they've got to pick one. and i think a lot of activists do that. they pick a cluster of candidates they're attracted to. they watch them very carefully and gradually elimnat this that one or the other one until they a arrive at their choice. it's an advantage of our long elections process that everybody complains about. it's a good thing. >> do you have a cluster, a couple you like the best at this point? >> i love all of them, you know that. that's my job. the top tier right now -- i do mean right now -- would be jeb bush, scott walker, marco rubio and if he gets in john kasich. you've got other candidates, apparently entering.

being part of isis. you see in afghanistan some of the war lords kind of joining on. in africa, you see all of these other groups pledging allegiance to isis because they're the flavor of the week. >> we know they're in raqqa. that's where they're headquartered. the administration doesn't believe the american public are behind taking them out. >> what's interesting, is the testimony on capitol hill where you hear about air strikes and you hear only a quarter of them actually drop munitions on targets. you think, what exactly is happening. these guys are adapting. they're hiding. and without a ground presence either ours or some other indigenous force that is controlled and trained by us,

there doesn't seem to be a lot of headway. >> does not indeed. let's switch gears. let's talk campaign 2016. hillary clinton is heading to new hampshire this week. after her soft kind of weird launch last week. we want you to get your opinion on how you feel about this new book. it's detailed in the "new york times" of all places today. by peter switzer it's called clinton cash. it shows how foreign governments made payments to the clinton foundation and to mr. clinton largely through speaking fees. and in turn received favors when hillary clinton was the secretary of state. that quid procash could be very bad for her. >> yeah. it's very detailed about the connections here. peter switzer has done a number of things investigatively that have shown he can dig into number and details. he's doing it now on this particular issue. while she's secretary of state

president clinton giving speeches that simultaneously the leaders of the country are meet ing with secretary clinton or some kind of deal that comes through that is somehow facilitated by or introductions are made by the former president as he travelled the world. i think there will be a reverberation from this book. "the new york times" picking it up. supposedly "the washington post" has got a big piece. we've been looking at it. >> let's talk about what the gop is doing. about 20 candidates up in new hampshire over the weekend stating their case in various forums. in tirlserms of what stands out, jeb bush is confronting his critics going into unscripted situations. he is getting blowback correct? >> he is. he's got a part of the party that really is just adamant that they just don't want jeb bush to be the nominee.

heart ceremony. and you know he didn't expect the same thing. we kind of expected things to get fixed and taken care of after the shooting to fall into place. clearly, that didn't happen. >> you had a ton of support behind you. through legislation and also through the media here and certainly from fox news. what is your next site? >> well i hope i don't have a next fight. i hope it's something positive, like, just focusing on my future and my family's future. you know, obviously, i'm still always going to stay close with the victims and the survivors of the shooting. you know, we'll try to get together and do things. you know i hope there is no next fight. you know i'm tired of fighting. >> you've done it with strength and honor and courage. for this day to come it is too late in the minds of many, we

you. the family of two of the people who were killed two years ago today, say give him life. you say that's the right answer, why? >> they say interestingly on thursday, in response to a column i wrote on this topic, one letter writer dared me to face the richards and tell them why i believe that tsarnaev should not get the death penalty. ironically they came out the next day and said that. the punishment should fit the crime, not the politics of the family. i think the professor will agree with me, it's really not up to the families. yes, they should have input. but they should not be the deciding factor. today, actually, in the globe we see two more of the survivors, both injured severely also echoed the sentiments of the richards. it's not up to the families.
