>> there no littering on earth day. >> caution, you are about to enter the no spin zone, the factor begins right now. ♪ ♪ hi i'm bill o'reilly. thanks for watching us tonight. income inquality in america subject of talking points memo. it's clear hillary clinton will try to convince american voters that she can solve a very vexing problem. >> as you look across the country, the deck is still stacked in favor of those already at the top. and there's something wrong with that. there's something wrong when c.e.o.s making 300 times more than the typical worker. >> but now come accusations that hillary clinton herself is making far more money than most ceos. we will get to that in a moment. but it is the notion that

somehow our capitalistic system has gone corrupt and the feds must punish those making money. that will be in the forefront 2016 campaign. this year 2015 the feds will gather more tax dollars than ever before in the history of the u.s.a. about $3 trillion. that's because since taking office, president obama has proposed a whopping 442 tax increases. not counting 20 others associated with obamacare. as you may know, measures earning more than $400,000 a year must pay close to 40% of their income to the feds. social security taxes increased from 4.2 to 6.2%. all workers pay that and itemized deductions which can bring tax bills down now being phased out for high wage earners and profitable businesses. in fact, the u.s.a. has the highest tax rate on business in the world.

and if you invest in business, short-term cap gains now close to 40%. long-term cap gains up 15 % to 20%. also additional 3.8% tax on investment income to pay for obamacare. so you can see, you have to be able to see that taxes are everywhere on affluent americans and business proves. but, for the rest of americans, they aren't so bad. bottom 60% of wage earners pay just 2.7%. of all federal income taxes. the bottom 40% actually get money from the feds they receive payments called earned income tax credits. according to financial analyst alexander green who works for the oxford club the tax burden on investors drives down job creation and economic expansion. i believe that because i have cut back investing. due to the heavy capital gains hit. why should i risk my money? and i know small business people will not hire because

the feds are all over them with with additional taxes and regulations. yes. there is a big gap between the very rich and the works class here. but how much more? how much more county government take from the affluent without crashing the entire free market economy? that's the real question campaign 2016. and one more thing, if hillary clinton is going to continue the punishing taxation that barack obama has imposed we all need to know that. because the result is likely to be the same. stagnant take home pay. again the only way salaries will go up in america is for private industry to expand, creating more jobs and more competition for workers. and that's the memo. now for top story tonight, reaction, joining us from chicago dr. austan goolsbee teaches economics at the university of chicago and was an advisor to president obama. if i were in your class you would have to give me an a for that talking points memo. you would have to, doctor. >> i did enjoy it. >> it is flawless. >> i did enjoy it but i'm

her family has profited from the 1% from the rich cats all over the world including nations how can she sell that message when she, herself, has put millions and millions of dollars in the back dealing at the highest level? >> look, i'm not qualified to answer personal questions about that. i know that every person that has run for president has been extremely well off in the united states. that's one thing about our political system. these are high income people. >> not gerald ford and not richard nixon. they weren't wealthy men when they got in. >> okay. >> jimmy carter wasn't a wealthy man. >> in the modern era, in the modern ear remarks the presidential candidates have been very well off. >> i just gave you three that weren't. but, look, that's not my problem. >> you said richard nixon. >> he wasn't wealthy when he ran for president. he wasn't welgty at all. >> i agree but that's some years ago. >> that was modern times.

they haven't been totally transparent. what they have put out there has really been questionable. theying taking tens of millions of dollars from the saudi government. you are wondering if the saudis wanted to provide mosquito netting in africa they could do that on their own. they don't need the clintons. what do they think they are getting for the money. >> hillary clinton is very powerful position as secretary of state. she is not a decision maker on foreign policy. president obama is the decisionmaker. she can say i recommend you do. this she can do a few things but not the big things. for example, i think in mr. sweitzer's book in the nation of columbia. quid pro-columbia. big donation from some why and all of a sudden he gets a lucrative contract. hillary clinton can't make those contracts happen. they have to happen at a bigger level i believe. so is it all implication? it was a free trade agreement that went their way. there was money that the clintons got from a board member in the keystone xl

migrants. they are straining the capacities of some european nations. in response pope francis is speaking out. quote: there are men and women like us, our brothers seeking a better life, starving persecuted, wounded, exploited victims of war. they were looking for a better life. the pep urging compassion. why is this happening? simple reason is a breakdown of order in the entire world. and a more complicated scenario is that america as be a vacated its leadership abroad causing mass chaos in countries like libya syria and iraq. joining us now from washington mary katharine ham and juan williams both are fox news analysts. juan, we also should say that there were hundreds of people who died over othe weekend. italians couldn't rescue all of them. there are so many coming over from north africa, particularly libya, that you can't regulate it and once they get to italy, they have to be provided with

services, very few of them are sent back. so, do you see that the u.s.a. not providing leadership any more are overseas is participating in this? >> well, i think we clearly provided leadership when we supported the end the demise of qaddafi ohio think was a despicable despot and, you know, a threat, someone who had taken out panam 103 over scott land, if you will recall, bill. that was clearly an american effort. but the failure i would argue. >> wait, juan. it was a nato effort and president obama made it clear that he didn't want to take the lead on it it you think that was good leadership when you get rid of qaddafi and you put in nothing? why didn't nato troops go into libya and regulate what was happening? that would have been leadership. >> we're on the same path. are you for nation building? are we suppose god go in. >> no, not nation building. >> why couldn't the libyans take care of building their

own country? >> because they are in chaos o. they don't know what they are doing. >> well, there we go. >> remove qaddafi. foreign aid, military, we are supposed to bill their country for them? >> no. juan. if nato is going to kill qaddafi and overthrow the regime and i think mary katharine will agree with me that nato has a responsibility to put peace keepers in there to see that there isn't isis, al qaeda and a mass slaughter. that's leadership, juan. what do you say, mary katharine? >> yeah look. i think, you know juan references perhaps iraq obliquely we have made this mistake before you knock somebody out and don't have a plan. we made that mistake and climbed back outs of that and by 2011 had a more stable middle east. the issue here is not maybe so much what president obama does or doesn't do. but there isn't a real vision here. the object seems to be on foreign policy, survive from day-to-day politically and that does not lead to great outcomes and leads to us be

promoting democracy. we were promoting an arab spring. and, remember it was colin powell who warned the porter barn rule. if you break it, well then you own it and that's what has happened in many of the countries take care of themselves. >> juan, president obama's policy is disengagement, pull away. >> oh no. >> get out. >> sure it is,. >> no, it's not. we will come in as a cop in necessary. >> you don't have to come in as a cop. you have to lead the world in trying to promote stability. he isn't. and you are seeing what's happening. last word, mary katharine? >> i think you're right bill, that he is uncomfortable with that role for america and for american power. and these are the rules. inam not saying that bad things don't just happen in foreign policy. that's what the administration will say. the world is compliked. bad stuff happens, sure. there is a middle ground where you don't have to be on the ground nation building everywhere.

now after i delivered that commentary on election night 2012, the dishonest left said i was lamenting the situation. truth is, i was reporting the situation. lamenting was not present. and now it's deja vu all over again as we start up the next presidential campaign. joining us from washington chief fox news political analyst brit hume. so, is there any difference in your opinion between what president obama tried to sell and what hillary clinton is trying to sell? >> not really, nor is there much difference between what either of these two candidates have tried to sell and what the democratic party has been selling to the public for years. sometimes successfully sometimes not. but here the numbers that we gave in the talking points memo say that 60%, 6-0 of american workers really aren't participating in the federal income tax. they are benefiting from the democratic party's tax rises on the wealthy and business. and they are benefiting from

the entitlement culture the democrats embrace. so it would seem that momentum is still on the democrats' side. >> well it certainly is helpful to democrats that there is a segment of the electorate quite large now, that receives federal benefits, and is, therefore, likely to vote for the candidate that they can be sure will continue them. but that's not everybody who is receiving federal benefits. for example, bill, you think of all the elderly people who are on social security, for example, a program that democrats fight like crazy to protect or say they are. well, increasingly that part of the -- that slight of the electorate the elderly vote has been going republican in presidential elections i would suspect that it would this time. it's not locked up for the democrats by any means. >> why do you think the elderly voters are doing that? >> well because i think it's because they are, a lot of them, for example are living on fixed incomes, maybe from social security, maybe and many of them from their own savings as well. look at what has happened over the years of this so-called recovery that has

been recovery. i don't mean to say not. but, interest rates ha have been kept at the bottom. almost. >> zero. >> get almost nothing, nil. >> if you have got a dollar. they are in 40% of it if you are oover a certain amount of money. >> that's right. if one of the things that effects these people, who have traditionally been able to invest their money in bonds and live off the proceeds in the interest of those bonds they can't do that anymore. so they are in the stock market. and their economic anxiety has increased with time. they are also more traditional in the sense of their values. they say a lot of things are happening in the culture that they don't like. they have trend republican. my guess is they will continue. >> now, hillary clinton is going to have to len answer a lot of questions about her own financial portfolio. vis-a-vis the clinton foundation. is that going to hurt her when she tries to sell the income inequality program? >> well, bill, you and i may have talked about this before. what she lacks really as she

tries to do this is sort of the common touch that certain rich democrats have had in the past. never seem to bother anybody that the kennedy's were as rich as they could be. they still were accepted as dhamp i don't knows of the poor, the same with fdr and same with bill clinton. she doesn't have that common touch. she tries to portray herself as sort of an average person. i don't think that's going to wash the whole thing is she is just picking up the obama mantra of unfair country. >> that's true. john f. kennedy cut taxes big time. >> i agree with that. >> his father told him look. if you want to win a second term. you better get on the side of cutting taxes. hillary clinton's perception with this new book coming out. how are you going to defend looking out for them made your money 1% and is now questionable. >> certainly in good standing as a member of the

1%. so she certainly isn't blue collar america. there is no doubt about that. that is going to be a burden that she will carry throughout this whole contest. it may not hurt her that much among democrats because she has no serious challenger, but i think over the long hall haul and general election campaign it will burden her as she spokesperson for disadvantaged in america. >> the only rich republican is jeb bush, right? >> and he is not all that rich. >> no. but he is from legacy. but the rest of them pretty much worked their way up, i think. >> i think that's true. donald trump, of course, if he runs, he is a rich guy for sure. >> that's the exception. going to be interesting to see if trump runs. i'm actually -- i want trump to run. i want him to run because then he throws so many hand grenades and bombs that we have just segments that we -- every night we have you know, it's a selfish thing. thanks for staying with us, i'm bill o'reilly in the kelly file segment tonight, two hot topics, beginning with a brave police officer in the richmond ohio. he was confronted with a murder suspect acting in a menacing way. >> get your hands up! get your hands up! get your hands up right now! stop! stop right there! i don't want to shoot you, man. >> shoot me. shoot me. shoot me. do that. >> i will shoot you back up. back [bleep] up! get down on the ground. >> all right. with us now megyn kelly is here right after the factor, so this guy, the perp. >> yep. >> allegedly killed his girlfriend and maybe another man. >> yep. >> he was on interstate chase right? >> yep. >> he winds up in this small town and this cop had a body

camera on. >> yep. >> take it from there. >> he went to three counties leading police on a chase after they knew he had or believed he had murdered his 25-year-old girlfriend. they learned and believed that he also murdered his friend that he hasn't yet been charged with that second murder. okay. >> but he goes on this high speed chase. it ultimately culminates in him seeing this officer jesse kidder who is a marine, he served in iraq he is in year one of his life as a cop obviously familiar with a gun however given in service. and knew from the dispatch that this guy was looking to die suicide by cop. and had already tried to ram police officers with his vehicle. so he meant business. i mean, he had already killed two people and the cop knew of at least one. and was attacking police with his car, at least one point earlier in the east coast. charged at the officer several times. you can see here here is one. he is he charging right at him. the cop is saying get your

hands up and down on the ground. he sticks his hand in the pocket. which of course any cop would be afraid of. this police officer, jesse refused to do what that suspect was begging him to do which was to shoot him. >> it was a miracle that the guy went to the ground because if he kept coming the cop auto would have had to shoot him. >> he gave up. he realized this cop was not going to help him die by suicide. the cop's supervising officer said he absolutely would have been justified in shooting this guy. >> even for what he did. >> shooting him dead because obviously there was a deadly threat there. that's how it appeared to any reasonable person but he exercised restraint. >> good for him. okay. in georgia. there is a very interesting situation with a number of subtexts to it. there is a protest at a college and it's based on race. roll the tape. >> 38-year-old michelle man hart is a 14 year veteran of the u.s. air force and when a friend posted a photo on her facebook wall thursday, of racially charged
