cars being burned cops doing next to nothing which is the question we'll be asking throughout the hour. you've got the crips, the bloods and islam saying they're going to be violent against police officers. on top of that you have a cvs burning, a looting of liquor stores and other stores in the area. and why aren't they doing anything? joining us now with the very latest developments on the ground is fox news reporter leland vitter who is out there. leland

leland. there's that smell of tear gas here, and it's hard to put into words the amount of violence we've seen. we've witnessed probably at least half a dozen stores being looted reports of many many more stores that have been looted. as you get a sense here sean as we've been standing out here and you see all the liquor bottles and things being thrown at blisspolice. the police had been retreated for a while. the clergy came out and said they asked the police to move all the way back and you have some professional agitators out here. obviously, sean now we're going to show you this fellow that said the police shot him. well -- we're going to let this sort of play out here as it goes.

you can see him showing -- here you go. that's some of the beanbag rounds that have come out here. and there's another side there as well. you get the sense of the amount of force that's out here. a lot of anger here. we're going to sort of walk back down over here and come back over to the other side here and give you a sense of this police line. you get a sense as you walk over here this is what's going on. >> racism. >> what we're hearing from folks is a lelvel of anger not simply about the recent deaths but what has happened over a long period of time in baltimore, and that is the anger that is now coming out on the streets, from the poverty to the racism that they say and other things as well. that's also coming out here. sean? >> leland it's a majority

straw that broke the camel's back through, you know what i mean? everybody out here that's looting, that's rotten they have their own story. they have a story to tell themselves about what's happened to them the injustices that the baltimore police department -- >> reporter: what was your name? >> my name is frederick. >> reporter: frederick, i'm leland. nice to meet you. you say everybody has a story. the folks we just witnessed in the clash -- do you think in the end this is going to accomplish something or is it just blowing off steam? >> it's not going to accomplish anything -- it's going to accomplish something in the long run, because it's going to tell suburbia and white america -- excuse my french but the truth hurts. you got to live in pain -- it's going to tell america that we're tired of it for real. when you come out here and the police is doing all of this to you for no reason at all, because of your environment, you don't have to be a part of this

and we'll see right now if there is going to be any kind of movement. yep, we got this police officer asking us to move up and that's exactly what we're going to do right now. and you can see them come back. and we can't tell if they have anybody with them that they may be arrested or not. sean can you still hear me? >> i hear you fine leland. >> reporter: we're just going to sort of head back to the side of the street where our cars are. what's interesting is for a long time police had been retreating and you're watching them do that right now. we watched them retreat as there were liquor stores and everything else being burned but now there seems to be a much stronger and more forceful response. as the looting was happening, the police weren't doing anything and now we have the police helicopter flying over and i'm also hearing pops going on which it's hard to tell if that's gunfire, teargas, firecrackers. you just don't know on a night like this of what's going on. but clearly there are parts of baltimore now that are burning. and that's what you're watching

whether it be the street fires that we're seeing burning here the community center the cvs earlier, and there's a lot of folks willing to let their city burn. when they came out, there were folks cutting their fire hoses to let things burn. >> can you still hear me? >> reporter: i can still hear you, sean. >> earlier in the day the police were almost in retreat as rocks and bottles were being thrown at them. you're saying now they're getting mora gresse aggressive and moving into the areas where all of this is happening and the protesters are? >> reporter: it does seem like they're getting a little more more aggressive as things are going on. about an hour ago, we were at a street corner no more than a hundred yards from here and the protesters or rioters or looters, call them what you want came and they just looted these stores in front of the police and the police did absolutely nothing during the whole time. we now actually can look and see the front door where the police

had bum-rushed up here a little while ago. sean is going to come over here in one second. it seems like the police have gotten a little more aggressive as this night has gone on and probably with good reason as we're seeing more and more violence against the police. we've heard of another police injury. 15 police have already been injured. as the sun goes down in variably whatever police protesters go home because it gets dangerous out here and that's when the violence truly increases, sean. >> i have shawny over here. my name is leland vitter. it's nice to meet you. >> hi. >> reporter: you're the only sign i've seen out here. are you a little bit scared? >> no. >> reporter: are you scared of the police? >> no. >> reporter: and you're not scared of the protesters? >> no. >> reporter: why not? >> because there is a lot of

people. >> reporter: it has to break your heart. >> it does. i feel so bad because i know this doesn't have to happen. everybody gets in trouble, but they don't have to kill everybody about everything. >> reporter: is this about freddie gray or the deeper problem in baltimore? >> this is not just freddie gray. i've watched so many of our people get killed. i'm just tired of it and i have to do something. >> reporter: it looks like there may be some problem coming down the alley here. we just saw the police sort of re-form their lines. shawna and i are going to keep talking. do you think this is the way to solve things the looting and the rioting? >> absolutely not. this is not going to help anything. the way to do it is the way, you know our pastors have done it and our churches and our leaders, and the mayor. that's the way to do it. you know do everything peacefully let's sit down let's talk about this let's stop lethal -- >> we've seen to the police

ep enforcement going on here. we've seen it time and time again. we've seen the throwing of bottles, stones rocks. we've seen law enforcement being pelted with bottles and showing a lot of restraint. shawna handy was asking me a question. tell me about the gang situation. are the gangs trying to get together to go against law enforcement? >> no, no, they actually want peace. >> reporter: the gangs actually want peace. >> yeah. >> reporter: why is that? >> i'm so -- >> reporter: now we have tear gas going down. this is not exactly what you think of as a common american city. what's interesting is that the images are very similar to what we saw in ferguson sean and i would guess, but i don't know that the agitators are the same people but this is way more widespread. shawna just told me the agitators are are more here than

they were in ferguson. the amount of looting going on today probably equals what we saw in ferguson. there certainly have been more confrontations in more places. this reminds me of running street battles that you see occasionally in the middle east where i was for four years. it's not quite to that level, but it's getting there. you can imagine why there is no curfew tonight. why the mayor didn't put one in place, who knows, but it's clear that something will happen tonight. leland vitter on the ground. we're going to get back to leland throughout the hour tonight, and in just mere moments here. but first we have a local reporter on the scene. marina -- hey, there, we're actually in east baltimore, 20 minutes from west baltimore where everything happened. the funeral happened and the

protest started. the number of fire scenes that were on this play are working on this hour. that was to open up shortly. they're working on this fire here in east baltimore. we're going to pan over and you'll see the fire jenz. and a rowhouse also engulfed in flames. it's truly too bad the situation here. you almost wonder if this was done on purposes to employ resource here so. we don't have an accurate count at this second baltimore mayor saying 27 arrests earlier this afternoon. two police officers remain in

you would wonder why they aren't responding in that way. whether there's been order gienven or not. the fire lines down here and the police line up there just 50 to 75 yards. there's a swat vehicle and all that stuff, and they're not moving down to stop it including the fellows in those cars crashing into each other, and i think we actually have another car down there on fire as well. it's 11:00 tonight in baltimore and the city is certainly on the verge of burning tonight. >> we continue down here. this has nothing to do with freddie gray but there are questions here. that is here freddie gray sees two cops on a bicycle. he takes off. they arrest him. there's a large crowd beginning to gather. he's saying that he's hurt.

there. the fires burning and looting down over there. police aren't doing anything. why do you think that is? >> this is a normal occurrence in the black community. nothing strange. >> we don't see this happening. >> no. don't see this. i'm talking about their reactions to incidents in the community. you know? >> you think the police don't care about you? >> it's a proven fact. you know? we have emergencies in our community. >> we're watching this at 11:00 at night now. things are getting worse. we just saw here with smashed bottles and these things. it's got to break your heart. >> of course it does. my parents lived in house 29 years. we've never seen the level of violence that is occurring here recently. you know? and it's getting worse. >> do you think it's going to get worse tonight? >> i hope not.

as you can see, as time goes along it's getting more frequent and violent. and as you're seeing this joanne, when you talk about what is appreciated about why you're upset about the poverty in this neighborhood and difficulties for folks to get out of here. but do you think this is going to solve anything? >> of course not. >> yes. i'm here sean go ahead. >> no. she has a point here. i don't agree that the police don't care. somebody made a decision probably a politician to hold the police back and put them in retreat and didn't give them resources they need to keep the city safe tonight.

this is the city of baltimore. the majority of citizens that are scared to death in their homes tonight watching this. you should as a protestor and leader, are you not going to say stop looting? stop the burning? stop the violence? >> as i mentioned before first and fore most i'm a grass roots activist working on the ground. >> when talking about violence and looting my point is that when you look at this small piece of what's happening to black people. people like tyrone west freddie gray and other black people are being slaughtered by police for decades there are public policies in place that slaughtered black people. that is the focus. >> adam do you know what happened to freddie gray? you don't. nobody knows right now. we do need answers. i'd like to know what happened they have a right to know what

happened but they don't know. and one of the problems is the president just like in the michael brown case doesn't know what happened but he's sending white house representatives to the funeral. just like in the michael brown case. doesn't that send a message? >> how about having a civil rights investigation? >> right now if the president of the united states is watching what is going on i'm glad heesz getting involved in this, this is out of control. >> where is the president? sheriff clark? why is he not saying stop the violence? innocent people need to be protected. why isn't he sending national guard troops there? at as the city burns tonight, sheriff? >> well i don't think he wants to be near this. he doesn't want this stain on him. >> he doesn't want to protect the people there? >> well once you get there, cops have been slaughtering black people for decades. no. black people have been slaughtering other black people
