trying to just keep the peace and has been desperately trying to corral this unruly mob away from innocent bystanders who have nothing to do with this. >> i am proud of the officers who are out there who were hit to the head who were sent to the hospital in their courage standing tall in light of all of the things. >> schools are closed here today. so teenaged rioters who hit the streets yesterday have nowhere to go. 1500 national guardsmen have been sent to keep the peace. 5,000 officers were mid atlantic will soon join them here. the family of freddie gray who died in police custody has been calling for peace. they don't want any of this in their son's name. but so far a majority of the rioters haven't listened. the result has been the loss of small businesses the loss of a multi-million dollar senior center still under construction and the loss of many many vehicles that you see gulted by

fire just about every other city block. the destruction is spread through out east and west baltimore started here in this mall parking lot where now you can see the national guard is protecting a dunkin' donuts. when the sun comes up just about an hour from now we will have a chance for the first time to check out any possible damage and we will see if things can stay calm long enough for people to clean up. back to you in new york. >> there have only been 27 arrests in new york so far but there is signs of rioters setting fire. can those individuals be arrested and charged if identified? >> yes. the authorities have been publically saying that will be the case. they say there is a ton of video that you can clearly see people's faces. i am looking right now we have another national guard vehicle arriving here at the mall. we don't know what's going on in the area.

after police arrested him on the street. he was handcuffed and put into a police van without a seat belt after allegedly making eye contact with authorities and then running away. somehow he suffered a severe spinal injury while in police dust de. it is -- custody. officers maintain they did not use force on gray but they say he asked for medical help several times and admit they should have acted sooner to help. six officers involving gray's arrest are now suspended. rioters are justifying their act. some calling it pay back for police brutality in baltimore. >> baltimore obviously is byrning. rioters are out of control. what needs to happen to get that city back under control? bill gavin is assistant director of the fbi in new york and he weighs in now. what needs to hap opinion not only to improve what's happening there in baltimore but also to

improve the relationship with community and cops? >> well the problem is with civil disobedience is allowed, civil disobedience will prevail. that's what happened in this case. what happens now is the police need to take that city back. i can't blame the police officers, those men and women on the front line standing with shields and helmets and batons. they are being held back by the mayor and city officials. they are kept from it doing the job they are hired to do. in this case the first rock that was thrown should have resulted in the first arrest. do not let that happen. but now it is out of control. this still holds the police officers back. this whole thing of letting this get to this state is deplorable. it will make a heck of a training film using unfortunately the baltimore police as what not to do in a

situation like this. it is a horrible situation. >> is there someone with more authority than the mayor or than even the governor that can say this needs to stop. we need to start making arrests. only 27 people arrested. >> it takes a little intestinal fortitude to get that job done. the police need to do what they are trained to do and not held back as they are being held back right now. when this first happened you saw the police car sitting out on the street all by itself p on the fringe of where all of these rioters were. what in god's name did they expect to happen to the car? it was torn to people. they had all of these children being let out of school because they had no transportation. they shut it down. no transportation to take them because they don't have yellow buses in the city of baltimore. what did they think these kids are going to do? they are inquisitive some are bad seeds but they are going to become involved in doing something like that.
