the curfew in baltimore is about to kick in. go to our facebook page and tell me whether you think folks will abide by it. thank you for watching. our coverage continues now with hannity. thanks this is a fox news alert. a city is on edge tonight. it's 10:00 p.m. in baltimore and a city-wide curfew has just taken effect. they want all the protesters off the streets now. 2,000 national guardsmen and police officers are in. the city to prevent a repeat of last night's mayhem where rioters destroyed 15 buildings, looted dozens of businesses and over 200 arrests and 20 police officers have been injured. we go right to the ground tonight in baltimore with the latest. geraldo rivera is there. >> reporter: hey, it's a very

you the extent of the emotions. >> it's a very emotional thing. people have been out here all day long. they have been demonstrating very peacefully. what people see are camera lights. it incites people. they have been here all day long demonstrating very peacefully. they are demonstrating because they care about their neighborhoods and about their communities. and what they have been saying all day long is that we need economic development in our communities. we need economic opportunities. this community is not monolithic. but we need police to respect our neighborhoods. when you know that this is not just happening in baltimore. this has happened all across the country. black lives matter and black men have died as a result of being in custody with police. >> reporter: what about the personal responsibility as demonstrated by the brave mother who took her 16-year-old and made sure he went home? >> i stood on the corner and asked parents to come out and get their children and parents did that. and we're grateful for parents

doing that. but what we want america to know is that we have a race problem and that discussion needs to be had at a higher level because there are too many black men inkars incarcerated. >> reporter: will these demonstrators leave? >> it's not spread evenly. it's an issue. >> what about the curfew and the fact that it is a crime to be on the street after 10:00? >> let me just say this. if we allow people to move quietly to their neighborhoods, they will do that. as long as the camera lights are on people are going to be standing here because you're shining the lights on our community. they have had a wonderful, quiet demonstration today because they realize their pharmacy has been destroyed. their mall has been destroyed. and when people are -- >> reporter: will this be rebuilt? >> it will. people are frustrated. i understand their frustration. e we care about our community and about our people. so i'm asking you all, the media, i'm asking you all to turn the lights off.

they do. when they walk out of their houses they don't feel good about their neighborhood. but people have invested in these communities and people -- >> reporter: will they invest now that the buildings have been burned? >> they will. they are just trying to say we care and we want other people to care. we need fairness. >> i want to call her out on this. when she says she understands people's frustration and she's talking about economic development here that sounds to me like she's rationalizing what happened in her city. the magnitude of what happened people's businesses were destroyed last night, cops were assaulted yesterday. >> the sentiment that sean hannity has is by stress inging the economic injustice you give the people who perpetrated the

violence against modest shopkeepers a free pass. >> first of all, there were a small amount of people that participated in that negative activity last night. >> reporter: there was 235 arrests. >> but we have over 700,000 people who live in this city. while we do not condone violence in any way in the city, i stood on the corners all day yesterday and asked parents and just like you said you saw parents come out and grab their children and take them home. we did that all day yesterday and they did that. but there are people who are frustrated. there are people who don't have jobs. >> reporter: what's with this? what's this about? >> it's about breaking every chain. they are still locked up. this is the kid finally taking a voice. every time you have a meeting and you ain't let them talk. for every time you had a camera out and you were recording something that ain't have nothing to do with them, when you recorded over a murder for every time now, now they making

gray has his tragedy and outrageous death has certainly fired this crowd up. >> we'll get back to you in a few minutes. >> rick is standing by in another part of the city. >> reporter: we're not far from geraldo's position. there's several hundred police officers here with ryeiot gear and shields. there are several officers thick now. the line was one officer thick most of the day but they have built up forces and they have long lines of officers behind this line. they appear to be getting ready to make a move. there have been regular announcements on loud speaker asking people to go. home. most people have gone home. there are a lot of people in the street, but most of them are journalists. there are a lot of cameras out here. journalists have been told they

can work past 10:00, but people who live in the neighborhood are not supposed to be on the street now and there are people who i spoke with who say they will challenge this 10:00 p.m. curfew and want some sort of showdown with the baltimore city police who are backed up by officers from numerous other counties in maryland and across the region. >> hang on we go to mike tobin who is with congressman elijah cummings. >> i have to get these people home. >> let's go. >> reporter: the congressman is talking with the people one-on-one asking them to go home. he says he doesn't want to talk that much but congressman, we're live here. what are you trying to encourage the people to do? >> i just want them to go home. we have had a very peaceful day and we want to keep it that way. >> reporter: be being out here r you slowing up the police? >> this is my neighborhood. these are people that live in my neighborhood. i live here.

i live five blocks from here. >> reporter: are they listening to you? >> some are listening. >> reporter: congressman elijah cummings out here talking to people trying to get them to go home. i ballpark the crowd at 100 down from 250 just a short time ago. we passed the dead line. the curfew dead line. the tension ramped up a little. you still have people on the street and behind me you have the throngs of police in their tactical gear. >> leyland is with us. you had a busy night last night. i saw the beginning of your interview tonight. a little hostile when you were in that crowd. >> reporter: very hostile towards the media and police. you can hear the loud speeders saying go home it's time to go home. you get the sense that the same thugs who were out last night are out again tonight. you have a number of whom seem to be ready and willing to fight with the police.

and they will have one heck of a fight. we have also seen back in these lines police forces the cavalry is here. obviously, the helicopters above. i want to bring in a young man who we have talked to a lot. he's a college student. you live around here. when you see this on the street tell me what you're thinking. >> these are people's neighborhoods. they are trying to support. there's a lot of stress going on. there's a bunch of policemen? >> you think they are making it worse? >> i'm here with my friend. >> it's only like 30 people here. why do you need all these officers? >> if the 30 people weren't here, the officers could go home. >> this is their home right here. where are they going? you can go home they can't. >> i want to ask, he takes offense at the thugs, but how would e he describe the people that were looting and ryeioting

and burning down buildings and throwing rocks at police officers? how does he describe those people in his neighborhood? >> it's a good question. we were out here all last night. you remember all the guys looting and burning and throwing rocks and liquor bottles. >> amongst the negativity there's a lot of positivity. we're trying to support in a positive note. >> how would you describe those guys? >> they are an anomaly. that's not happening everywhere. this is now. earlier everyone was out here peace peacefully. this is right now. these people don't have anywhere to go. this is their home so they are not going anywhere. >> why not go home? >> give us a sense why not go back to actually home? why not go to bed rather than staying out here? >> because things amongst the people are at an all time high. >> that's what the officers want. they want everyone to leave, but this is their home.

where are they going? >> in other words, you feel like by the police being here they are making things worse? >> exactly. >> they are here to protect and serve. >> we're going to move on, thank you. >> we go back to mike tobin, who is in the middle of a lot of what's going on now. what's happening? >> reporter: i have seen two bottles come over the crowd in this direction. that would be east on north avenue right into the throngs of the officers. you see all the shields go up to absorb the hit from the bottle. they didn't advance. all we have seen right now is announcements coming from the police. the helicopter is overhead right now. there's an announcement coming from the helicopter. presumably it's about dispersing, but you can't hear it very well. when you get one announcement you can hear that pretty well. it's pretty clear what they want. they want people to disperse.

so far you have the lines of police. they have taken a couple hits with the bottles. tensions have ramped up the rowdiness. they are moving forward now. i'll let you listen to it. you can hear that sound. they are very deliberately thumping their shields to make that sound, to be intimidating as they move forward to let everybody know you shouldn't be here in the street. i just saw one more bottle come up over the crowd into the officers as they are advancing. that's the first movement we have seen from the line of tactical officers. >> mike tobin on the scene. >> reporter: another bottle. >> we'll take our first break. we are now 17 minutes into what is supposed to be a curfew in the city of baltimore. we'll continue our live coverage of the protests and also the city's mayor is facing heavy

young black men expressing the real facts and statistics of the decay of this community. i'm here as a legal observer. >> reporter: you would not like someone throwing bottles in your backyard. >> others do not like the national guard occupying the community. this is a natural antagonism. the people wouldn't even be out here. >> reporter: which is the tail and which is the donkey i'm sure that's true. the message that i urge people to adopt is that mom who smacked her teenage son up the side of the head and said you get off the street get that mask off your face, you get. home, you're 16 years old. >> they wouldn't do that if there wasn't so much poverty here. they wouldn't do it if there wasn't so much police abuse here. so really they have lost touch of this generation. i haven't lost touch with them

we go to mike tobin. it looks like tear gas canisters have been fired, mike. >> reporter: this isn't tear gas. you hear that? that's not tear gas. that's just a smoke grenade or i wouldn't be able to stand here is and talk to you. a lot of the stuff and the effect it's created now is you can't see the line of officers and their tactical gear. it's also effectively moved a lot of the crowd back. i can show you here off in that direction. here's a lot of the demonstrators demonstrators. they have backed off the main section of the street. now you can see where the officers are and all the tactical gear. they have managed to move up the street a little bit. there's another one of the smoke grenades that came out. look at all the people who move and one guy trying to kick it back. kid came up and tried to kick it back in the direction of the officers. one more trying it as well.

there's a bunch of stuff now, i think it's more of the flash bang grenades. >> is that being fired by the police department? >> reporter: yeah there's something coming out of the lines. it looks like they have maybe pepper spray guns. a bottle just went at them. a kid who is close to them it looks like they have the guns with the pepper spray balls inside of the gun. that's my observation. i could be wrong on that one. i can't get a real good look but they have something at the front of that line. i just can't see it that well through the smoke, sean. >> mike tobin is on the ground here. as we're watching all of this i want to bring in former mayor rudy giuliani who is just literally shaking his head. a little lightweight bottle throwing, but more importantly, i want to go back to yesterday. i have known you and watched you take control of new york city. when you took control of the

city you had a rule. it was one bottle is thrown, one rock is thrown, those people are arrested immediately. yesterday what we saw in baltimore was the exact opposite. police in retreat. they kept backing up and backing up empowering those people that were attacking them. >> i don't understd how 20 years later, 15 years later we're still making the same mistakes. i took over new york city after there had been two riots in crown heights. a jewish boy was killed and other jewish people beaten up. i vowed there would be no riots while i was mayor. you're not going to get to riot in my city. and i read the report that was done by governor cuomo of the biggest things that was done wrong and that was cooling period. giving them a period of time to just vent kind of like what the mayor here said something like

that. >> the mayor said she wanted to give them space to destroy. >> i think she would want to probably take that statement back now. >> she denies she said it but the reality is she did say it. this happened right outside where the orioles were. >> you can't create a cooling off period for rioters. so here is the rule i had with my police department. first rock get arrested. second rock get arrested. breaking of a window get arrested. we always had more than enough police. if we didn't show them all, we hid them. if my police commissioner would say i need 1,000 people to contain this demonstration i would give them 2,000. >> you'd put 1,000 up front and have the rest hidden. >> hidden where we thought we were going to direct them. you protect the buildings. i had eight years of no riots after two riots in four years. >> because they knew better.

>> i also had a community in washington heights that had a terrible riot in 1992 and a blackout in 1999. that community went from being very high crime community to being a good community. i would ask all those politicians you saw there talking about the terrible conditions economic conditions they have been in charge of baltimore for the last 30 years. this is a democratic city -- >> since 1939. >> o'malley was the governor for eight years. if those people are suffering from economic depravation, then what the heck have they done? what has elijah cummings done for his city? what has that state senator done for that city? what kind of economic development have they done? you go. take a look at brooklyn today and look at it after the things that i did. take a look at harlem today.

mall at 3:00. around 3:30 it started to pick up. 4:00 is when the police pushed them down south. >> as a leader in the community, let me ask you this. we have video of all the people throwing rocks at police officers. we have videos of all of these people looting these stores. i would expect that as somebody that works in government that you would support the idea of identifying each and every single person that was lawless in the last cup canouple of days and arrest them. do you support that? >> sean totally. at the end of the day no matter what cause your actions, you should be held accountable. the folks who have been loot inging or burning property, it's critically important that we address that. we go. after that. this is something that can't be sustainable. we can't see this ever again in the city of baltimore. we must attack it and go after it. but again, we have to stop talk about the what and focus on the
