>> we know more than that. we know that he died the first time in police custody, died twice. second thing we know is that he was injured in police custody, wasn't injured before the encounter. and third, his cries for help were ignored. and demands for medical attention ignored by police. we know he wasn't dealt with the in the vehicle. he was put in leg irons and put back in the vehicle a second time without being dealt with. and rendered him more helpless. >> did mr. gray have issue was his back or his neck prior to this incident? >> none that we know of. >> there has been internet

brutality. now, i know you dispute that. but everybody else knows it's true. in baltimore, it's been especially true. there is a long record of settlements and verdicts against the police that did not result in positive change in the police department. >> sir, you're saying he ran from the police not every person and not every minority sees a cop at 8:39 in the morning and runs from the police he did have a record. of dealing drugs, including marijuana and heroin. is it he knew the police officers? do you think that contributed to that? >> i'm not going to speculate on any of that. i don't think it matters why he ran. because running from the police is not a crime. there is no such thing of running while black. or felony running? >> most people don't run from

>> sean -- you've had enough time to know what the police commissioner has said that the police did. what happened is that man was screaming in pain when put in the squad car. >> right. i'm trying to understand your complaint, though. >> wait just a second. he was screaming and crying in pain. that issue was never addressed by arresting officer. that is consistent with him being injured before being placed in the police vehicle. his legs were limp. his neck cocked to the side. and medical experts have opined when you have a spinal injury it doesn't manifest immediately. it takes time. so there is some evidence he was evidence he was injured before he was put into the squad car. you know sean a lot of black people get injured by the way they're arrested by white police you know that. why don't you own up to that? it's a phenomenon in america.

but i think it's a significant percent, enough for the black community to be up in arms and say we've had enough. there is a long history of police misconduct in this country. it's become a part of the culture in the black community. >> i don't know what the percentage is. you don't know. i will concede there are cops that are not good but we also must concede a truth. in a lot of communities there is black on black crime. there is drug dealing. there is crime, there is gangs, there is misery there is mayhem. cops have a difficult job in communities where there are high crime rates they're job is to protect and serve under difficult circumstances it's not as easy as you say, some cops are bad, therefore, run away from them. >> sean you can't put words in my mouth.

they're an enormous vehicle. this looks like a military surplus vehicle on the streets of baltimore. it's unbelievable the amount of firepower they've brought here. you can see it coming around as you count just how many we have here. you can see these tactical units driving throughout the streets saying they're going to arrest people if they don't abide by the curfew. there are still people here on the streets. these are the state troopers we've seen as well. we're going to walk past these gentlemen. you can see people on the street. that is what is unusual. this is a grocery store that wasn't looted. this is a church turned into a

had about approximately seven arrests. in the city, after curfew went up we've had ten total arrests. reports from the organization that we do not have a lot of activity or movement throughout the city as a whole. the curfew is working. as the mayor has called. one interesting thing is that i just had happen is that as i exited the building to go to a meeting today, we had close to 12-15 young adults waiting in line to become police officers at the baltimore police department. and in light of that activities and issues i asked them are you still willing and wanting? they were enthusiastic and excited about becoming members which says a lot. again tonight, i think the biggest thing is that citizens are safe. the city is stable. we hope to maintain it that way. we are going to place national guard at north and pennsylvania

probably two to tree block radius to stabilize that area and make sure everything is okay and residents are safe. are there a couple questions i can answer for you? i don't have information on that. we work in the southern district. we had a young leader out there who did a good job of responding in a peaceful way. they ended up arresting i believe about 3 to 4 juveniles down in that area. so i don't know about the injured officers but we'll follow up with you. >> there are various i'm trying to give you feed back on it without my glasses. in the central district we've had two for looting. in eastern district, one disorderly conduct. and then western district we had, i believe the vast majority for curfew violations, seven.
