the systemic white primacy in this country. >> the rhetoric getting even crazier. now white supremacy is being linked to the riots in baltimore. >> caution, you are about to enter the no spin zone. the factor begins right now. ♪ ♪ hi, i'm bill o'reilly. thanks for watching us tonight. the talking points memo will be in our second segment this evening. it will deal with dishonesty and stupidity in the wake of the baltimore riots. first our lead story tonight. trying to get answers from the mayor of baltimore and her entourage. as you may know, there are credible reports that the mayor ordered the police not to protect people and property when the riots broke out on monday. since that time, the press has been stonewalled. fox news correspondent leland vittert caught up with the mayor and her new

bring the community together at this time or maybe he just is acting as the mayor's body guard and trying to help make sure she doesn't have to answer any questions or tough questions as it were about the decision-making process leading up to this and why she gave this standdown order to the police and how this is all happened here in the city that for a while was a lawless city. >> did you ever get an answer from the mayor? i mean we have police sources that say she districtly told her police department and others who are helping not to go in and stop the rioting and the looting and the burning. has she answered the question whether she gave that order or not? >> not to us she is not. and we broke that story over the past couple of days. multiple sources saying not only is there a standdown order but also an order not to wear certain riot protection gear and my sources tell me that some of their friends on the police riot line were injured because of those orders by the mayor. you heard us ask those two

questions to the mayor. didn't get answers there. and you also, as you saw in there. there was that promise of a press conference that was going to be coming. the researched saying we will answer all of this at the press conference. during that community event we waited through the whole thing. we listened to the reverend and the mayor and exmayor and everybody else talk in order to get to this promised press conference. well the mayor during the whole thing slipped out the back door with her security detail and was gone. never answered that question. >> so i think that's a pretty good demonstration of what's going on there. now, here is how sharpton described what you just saw with leland. roll the tape. >> we were just walking in here now, in the church, one reporter sticks his mike in our face i'm from fox news are you going to answer? started falling back like nobody somebody pushed him. he will be on tonight like we hit him. just watch the circus tonight. he starts falling back and boom boom. play acting.

[ applause ] >> because you try and incite a reaction and cover the reaction, the media needs to be responsible quit playing with matches in baltimore. >> that sounds like a threat to me. but i will let that go. number one i will let the audience decide whether you fell back and some kind of phony posture. i did not see it and a none of my staff saw it but, you know, the folks saw the tape at the top so they will decide. do you have any reaction to sharpton's reaction? >> it's a little rich for the reverend to be talking about playing with matches. is he right about one thing bill. you know he says a lot of things. anyone knows that. but he is right that these are very serious times. and these are serious times that require serious people and serious questions. and that's what we were trying to do is get to the mayor and talk to her about these questions. she may not have had a good

answer. she may not like the answer she has to give to why did she order the police to stand down. why did she say as my sources have told me let them loot, it's only property. she may not like to answer those questions. but those are serious questions. and for this community to heal and to move on and frankly for the police officers to have their dignity and morale back, they deserve answers from their mayor. >> well, i will give you some answers now because we found out and we believe this is correct. the mayor was on the mayor ferguson missouri advisory committee. part of that is the police militarized presence there exacerbated the rioting. so it makes sense that she would tell her police force don't do that. number two, you know, there is a strain of public officials that say hey it's only property. i think that's what she is

quoted as saying, is it not in the mayor to the police department hey it's only property don't make it worse? did you hear anything like that? >> that's actually the exact quote that i got from one of my sources that has direct knowledge of what was said inside these meetings. the quote we got was from the mayor let them loot, it's only property. but every police officer that you ever talk to and certainly people who are experts in these tactics say that is absolutely the wrong way to deal with these situations we saw that on monday as the looting expandedment people saw the initial response of restrain and holding back. one officer explained to me taking an sleuth pounding with all of those bricks and liquor bottles and everything else. they said the police aren't going to do anything. now it's time to go get the five finger discount on everything from liquor to tennis shoes until they sent out the national guard. >> same thing happened in ferguson.

on monday mr. gray was buried. shortly after that the rioting began. today there is a report in the "the washington post" that says mr. gray may have inflicted some of his own injuries on himself. that is a police document says after he was taken into custody and put in the back of a van he was banging his body into the framework. again, the "washington post" reported that. but fox news medical analysts dr. marc siegel says this. >> you could sustain a brain injury and get a head injury that way. you could get a neck injury. let me be clear there is no way that you could sever your spine by bashing your head against the wall or side of a car or anything like that. that is not going to be the cause of the severed spine in this case. >> the the truth is we don't know what happened to mr. gray, the same way we did not initially know what happened in ferguson missouri. it's fine to report about possible evidence if you see a piece of paper and that's hun it, you have got to report it but it is irresponsible to speculate about it.

it's also irresponsible to make insane statements, trying to justify vigilante violence. that's what we have been hearing all week. the litany of excuse-making is excruciating. the rioters are angry because america is a country of mass incarceration. people who burn down buildings and loot are just misdirected folks who feel hopeless. and if you feel hopeless it's okay to riot. you see it's really not the fault of those who commit crimes. it's the fault of america because we don't provide jobs for everyone. instead of pointing to the real problem and try to solve it you get crazy theories that attempt to provide justification for americans hurting other americans. if you can't make big money go ahead and sell heroin, no problem. here's the truth. how can anyone provide a job that pays a decent salary to somebody who can barely read or write? to somebody who can't speak english? to somebody who has tattoos all over their body who is

defiant, disrespectful and doesn't even want to work because they have a sense of entitlement that says they're victims and you owe me. does that sound like a good job-seeking resume to you? and don't tell me those folks don't exist. they are legion. so these politicians out on the street trying to justify rioting by saying "we don't provide jobs?" are dishonest in the extreme. if you get educated and willing to work hard you can get a job. it may not be the best paying job at first. but you work your way up. okay. now, let's take a look at foolish things that have been said this week. listen to this msnbc host. >> stefanie rowling's blake is a black woman. barack obama is half black half white but is identified as a black president. and they're using the word thug. stefanie rowling's blake has since apologized. the president seems if we're to believe the white house press secretary defiantly sort of doubling down on this is how i describe looters and people

who perpetrate violence. >> so that woman is hammering president obama for describing people who loot and burn down buildings as thugs. she objects to that. so she mentions the president's race, dismal. here is another one. >> no one is calling the police who put this kid in the van and snapped his spine and crushed his voice box thugs right? they are only applying it to acts of violence against property. right? acts of -- sure, acts of harassment sure, acts of anger. when are we going to have a language to talk about the system mick violence do in the name of white primacy in this country. we don't have a language for that. >> wrong. we do have a word for that kind of analysis. stupid. according to reporting by the "new york times," here in new york city 91 people were shot dead by police in 1971. in 2013, last stats available the number was 8. a record low. los angeles second largest

city. force by police making arrests down 17%. just 84 suspects were apprehended by force out of 149,000 arrests. i think that was in 2014. so this brutal cops accusation is a provable lie. want more truth? this is not a country that promotes white supremacy? bigoted people are everywhere. and they come in all colors. but there is no systemic effort to keep black people down in america. to perpetuate this kind of vicious propaganda is atroch shut. finally, you want a little justification for crime? listen to this. >> a good was that check cashing place that was looted, that is a store that actually preyed on this community, charging high rates in order to cash checks and so forth because a lot of these residents aren't able to obtain accounts at a traditional bank. so it's a lot more deeper. >> so, because the check

another indication that baltimore is out of control not only in the street but in the bureaucracy as well. sheriff david clark is watching the situation closely. i have a report that came out today that we got from the associated press that says that the highest ranking baltimore police officer in the arrest of freddie gray has a very troubled history within the department and, you know, i'm not going to besmirch the man. his name is lt. brian rice. but, according to the a.p., he has had a lot of trouble in the department. you supervise 300 officers, deputies. how difficult is it for you to make sure that the police in your county are responsible, well-trained, and, you know, sane individuals? how difficult is that? >> well, bill, that's the job of law enforcement executive like myself. we have a code of conduct. and i expect' excellence out

of my officers. i expect a strict adherence to that code of conduct. when there are red flags displayed in certain officers, you have to take some sort of action and some sort of corrective action. if it's serious i make it very clear with my officers. if you cross the line and enter into criminal conduct i will march you over to the district attorney's office and get you criminally charged. i have had to do it. it's not a fun thing to do. we cannot lose the trust of the people we serve. >> okay. you know police unions are very strong here in new york city, very powerful. and every case comes up. it's not as easy as saying you better do it as my way or the highway is it? >> no. not all the time. however, i have to keep in mind that i represent the people of milwaukee county, the people that i serve the union has a role in this but the union, you know, has different interests and sometimes where this stuff

intreckets intersects is going to be conflict. i have to air on the side -- err on the side of caution. they can make a decision and override it if they want. i'm always going to err on the side of caution getting rid of people that aren't fit for this organization. >> you are the county commissioner out in milwaukee county. county commissioner. speculative question, could happen. gave you an order to stand down while people rioted and looted in the county, you would have to obey that order, correct? >> no. no. no. that's not going to happen. i'm going to have to defy that order. obviously i report to the people. >> if you had been in baltimore and received the order from the mayor to stand down as we have credible reporting that she gave, you would have defied the order? >> defied the order sent my officers out there made sure they had the proper resources and make sure that they have they know they

have the authority to use a reasonable amount of force to accomplish their mission. obviously we have heard some reports that that didn't happen here but in the end you can't. >> on the line and done what you thought was right to protect the people under your charge? >> without a doubt. because i find it unconscionable that i would send men and women out into harm's way with with no way to be able to defend themselves and a lack of the you know debate spurs it on and makes it worse that's one theory. i got one question for you. you are on the street and running the department. people in walk, tough minority neighborhoods in milwaukee. what's their attitude toward the cops okay they hate the cops generally speaking? generally speaking? is there resentment among african-americans, maybe other minority groups toward the police? >> there is a segment of

that, but i think some of that is auto myth we have the support of the overwhelming people in the community. the black community knows that we are the fire wall between them and the democratically element. if you look at the rates of crime and you look at the things like 80% of the homicides in milwaukee the victims are black. 75% of the perpetrators are black as well. so we're in their protecting them and they appreciate that. >> in baltimore it's 90% and you still have, it seems a big resentment in those neighborhoods against the cops. >> i don't know if it's big or what's going on in baltimore. a lot of these are blabber mouths and they make the most noise and it's a one-sided argument. there are a lot of people afraid to come out and won't be on camera -- i'm talking about in the black community anywhere about how much they appreciate the police but they do, trust me, bill. >> all right. sheriff, we appreciate you being candid. thank you very much. we have a brand new bill o'reilly.com poll for you. the woman who disciplined

that conservatives they look at the same pictures and see something else. liberals see people being oppressed. they see victims. they don't like the use of the word thug because that implies that the looters are criminals, which, of course, they are. they want more programs and more federal money. conservatives, on the other hand see dysfunction. that's what you have been talking about all week. they see kids running around without fathers. they see kids dropping out of school. they see crime. they see rampant drug use. now, you tell me. what entrepreneur, what business person is going to invest his money in a community like that? >> right. none of them will. >> these are the two views of america. >> they are. >> that's an important story and it should be covered. >> here is the thing one is true and one is not. one is fiction to say that a person who will hurt another person is entitled to do so

pushing longer prison sentences for nonviolent drug offenses, for example and she has gotten a lot of criticism from the left as well saying she is running away from her husband's legacy. now, i know you appear at least to me to agree with bill clinton on that. that even if it's nonviolent offense, that there should be a harsh sentence because you want to clean up the streets. >> it depends on what the offense is. if it's smoking marijuana it's a waste of time. if it's selling heroin, that's not nonviolent and any enslaved hard drugs should be punished. no matter what you think of it, it's worked. the broken windows theory of justice has worked. all over the country and they will say oh it wasn't that and then they will say what was it, well, peter pan and tinker bell they waved the magic wand and crime went down. hillary clinton at the time her husband passed the more cops on the street and harcher sentences. >> crime bill. >> she actually gave speeches in favor of that. >> big time. so she is flip

controversial but it was really smart. as governor, he had seen that government can do some things well but they can't do everything well. they can't heal a heart as he used to say. he started the faith based initiative which would allow churches institutions, synagogues mosques, to be able to get some federal money if they applied for it and won the grant to be able to carry out programs like drug addiction intervention, recidivism rate, dealing with problems in the community with sex trafficking? all of those things he said these faith based communities they were actually doing better work, getting better results and that the federal government should help them do it. >> and what happened to that? >> well, when president obama came into office, he decided to dissolve that program, which i thought was unfortunate because it was actually quite a way to get federal government help to local communities where you are actually changing a heart or able to hold somebody's hand, government is cold, government can't do any of that. when we actually talk about the root causes of what's wrong in inner cities like

baltimore when they talk about family structure and jobs and education there are some things that government can do. what president bush said is they can't do everything. >> am i being unfair in my talking points memo tonight to say that the politicians that go out and say hey look it's okay for these people to riot because they are hopeless, they can't get a job. there are no jobs. and then you look at a lot of these looters and they can't really do anything. all right? they don't speak well. they aren't educated. they are defiant disrespectful. substance abusers. and then you are selling this while the government should come in and give everybody a job. and you are going, wait a minute. if you are educated and work hard you can get a job. but people attack me for that saying it's too simplistic. >> i think there are other factors that go into it the other is how do you attract as a local community how do you get businesses to open up in those areas? >> by burning the businesses down. >> that's how you do it.
