severity we saw over the weekend. the ingredients are just not there. however the flooding potential is there. several inches of rain coming in at the same time so flooding is a big concern in central and southeastern texas where they could get ten inches of rain fall. temperatures are well below average across the north and central planes. 10-15 to even 20 below normal temperatures. you can believe we had our first tropical storm of the system early. this was tropical depression ana. it is weakening butbri bringing the potential for heavy rain fall in the carolinas and up toward the atlantic.
8:05 am
it is weakening moving east and northward. people are trying to get their wits in texas together and better weather for texas. >> can texas send some of that rain to southern california? >> that is another story with the drought continuing in the west. we will stay with van texas briefly because we have pictures that show us much of the devastation in that town. again a small town in the suburbs more or less in dallas east ofdallas. you can see certain homes are spared while others are destroyed and very little rhyme or reason to the pattern but the helicopt helicopter showing the neighborhoods. this entire town very much affected. two dozen people if not more injured, and you can see the cleanup is under way.
8:06 am
we have reports of search dogs, rescue teams in the area questions if there are not more people injured and unable to get help or perhaps worse as well. in van texas at the beginning of this tough tornado season -- it is about on time for this time of the year but as far as seeing the damage in texas we have not seen this too frequently outside of dallas. >> look at the neighbors pitching in. that is what you get in texas and other parts of the country; neighbors pitching in to help. the devastation is an awful way to begin the spring. >> we will continue to watch van. in the meantime moving on to a story from mississippi. >> a city in mississippi is mourning the loss of two of its police officers that were killed during a traffic stop and one of

8:16 am
concerns about the role bill clinton will may in his wife's presidential campaign and beyond especially given the lessons like time hillary ran. it as a delicate dance because he is a poplar figure but he could comp licate things for his wife. washington post wrote up a story today, bret baier is here to discuss this and it makes the point in the opening paragraph that hillary is trying to appeal to the every day american who needs help up and her husband is meeting with a bunch of corporate titans, oil shakes and corporate people. how do they rein in bill clinton
8:17 am
and take advantage of his capabilities without getting burned? >> that is a tough question and one i think the hilary clinton campaign is trying to deal with. last week after bill clinton came out in the interview and said about all of these speeches he takes in $500000 a speech he is going to continue to do that because he has to pay the bills. that didn't sit well and you saw the hilary clinton campaign push back saying that is bill we are dealing with hillary. that probably won't fly in the long term and one of the interviews that was interesting was david axle and he said bill clinton is like nuclear energy this is the former strategy member for president obama he said if you use it properly it can be helpful and proactive, if you misuse it it could be catastrophic. i think that kind of sums up the
8:18 am
debate inside the campaign. >> and you know according to the information provided by the bill hillary and chelsea foundation bill has made over a $100 million in speaking fees so by saying he is trying to pay the bills with the speeches he is making i think most americans would say if you haven't bang banked some of that you are not a good money manager. another quote from axle speaking about the comparison between hillary and bill clinton. let me see if i can get it on the screen. he said talking about standing next to the sun. it is hard to shine when you stand next to the sun. it is diminishing to have them out there. this is david axlerod who
8:19 am
designed a lot of the obama campaign. that is an interesting assessment for hilary clinton. >> specifically about standing next to each other at tom harkins steak fry in iowa. the reception and speech bill clinton gave and the reception and speech hilary clinton gave you could see the dichotomy between the two. he is obviously a master campaigner and can work a room better than any politician we have seen. i do think there is more scrutiny in the wake of the clinton foundation. and remember she has taken a grand total of eight questions since launching her campaign almost a month ago. contrast that to some republican candidates who are upwards of 90 candidates in the first time frame. >> we will talk about that with
8:20 am
our media panel. but it is interesting. he is a natural campaigner and lights up a room. most observers will tell you hilary clinton doesn't have the same personal charm the way her husband does. how does she harness that without the energy he puts off without somehow being diminished by it? >> well i don't think you will see many steak fry events like when they appeared at the tom harkin event. i don't think you will see them campaigning much together. what was billed as bill clinton being on the back burner changed windups once we started dealing with these questions and went to the front burner. but i don't think that is where they want to be as far as the campaign is concerned. >> bill clinton campaigning to be first gentlemen. interesting. bret baier, thank you. >> thank you, sir.

secretary kerry is going to meet with the foreign minister in russia. what do you think needs to be our message to russia that this point? >> it is going to be very difficult to convey a message to the russians because we are coming from a point of global weakness. i think secretary kerry will have to persuade his counterpart that the united states and nato have been accommodateing enough and pushed into a corner and that is not where you want to cage someone. we will step and support our allies especially in the baltic states. ukraine is a mess and coming up with a solution to that is going to be difficult if not impossible. >> the foreign minister according to reportss from inside russia is going to appeal to the secretary to stop

medaling in ukraine and giving support to ukraine. that is russia's message to the secretary. speaking of messages what do you think russia was trying to portray to the world with the force over the weekend and the partnership of having the chinese president present at the event. >> when russia was the soviet union during the cold war they had a may day which was showing the world we are not a second class power but a world class power and i think the russians are doing that. the fact they had the chinese president on the stand the chinese president sat next to him. both of these countries are pursueing aggressive movements. china is building an island on a reef system in the south china

just specks in the pacific. challenger challengers start by probing their commitment. will the united states be arbitrators or friends? what do you think of that? >> i can the writer is talking about what precipitated the arab springs. you show weakness and move away from traditional allies and then people figure out i am stuck in this region because this is where my land is. if you look at what is happening now with the united states and iranian nuclear agreement you have all of the gulf arab allies looking at that and they are seeing a potential shift from the arab side of support to possibly cutting a deal and backing the iranians and the arabs are very upset about that. >> let's talk about where we

8:39 am
>> everything. what is wrong with that? comparing it to slavery? he said at one point obamacare was worse than 9/11 and then he said i never said that. we compared the united states to nazi germany. this happened yesterday with chris wallace didn't understand the issue of judicial review. he is not qualified to be president of the united states with the lack of understanding and basic preception. >> when he announced he was running he said i am not a professional and will make mistakes and they will make fun ome. >> he has a compelling story and he is a role model for many. but it isn't just about not having experience. we know about judicial review.
