"hannity" starts right here right now. welcome to "hannity." this is a fox news alert. panama city beach florida, is taking major steps tonight in order to end the chaos and crime that plagued the city during spring break. the city council now voted to ban alcohol on the beach and try to stop all of this out of control behavior. now following a two year "hannity" investigation into what really happens when your kids jet off to spring break, we discovered in fact it was not all fun in the sun. this year alone, the partying scene was wrought with debought debauchery debauchery and even attempted murder. finally, the panama city beach canal unanimously last night to

ban alcohol on the beach during the month of march next year. that's the height of spring break. that's not all. the city council also voted to end all booze sales after 2:00 a.m. and pass the measure prohibiting drinking in commercial parking lots. so the question is will these new common sense measures curtail the very dangerous spring break situation that panama city beach has been experiencing? here from panama city beach, florida, is their councilman keith curry is with us. also attorney wes pittman. from citizens for a new panama city beach, mr. sellers. thank you, all. councilman i'll start with you. tell us about this change and how you got to this point. >> well, sean this has just been my second year as an elected official having to deal with spring break. so this spring break's been going on for a long time but i'm glad to see that the rest of the council, you know came on board and instituted some of these measures that you know we should have implemented last year. >> yeah but you weren't on board immediately. >> no sir.

>> so what changed your mind? i mean we have seven people that in fact were shot in one night. then we have i believe we have one on video of a gang rape in broad daylight on the beach. and then apparently there was another gang rape in broad daylight on the beach. is that what changed your mind? >> no, what changed my mind was the first week when i was out riding with my officers this year i saw the changes that we implemented last year were not working. that's why i brought it up at a thursday night council meeting before the shooting to try to get some people on board. it didn't happen. called an emergency meeting the following saturday morning tried to get people on board, it didn't happen. finally with the efforts of all of panama city beach, it looks like we finally changed some hearts and souls and we're going in the right direction. >> are you -- this may end -- let me go to wes pittman in a second. this may end spring break for panama city beach. i would imagine after this year

you got to be pretty comfortable with that. >> sean not really. it's not going to end it. the experience of other cities like ft. lauderdale and daytona where they ban drinking some years ago was that there was a lull for a little while then they rebounded and they're doing better than they ever were and don't want the alcohol sales again. they have spring breakers but it's a better quality of spring breaker, and they're spending more money. they're going to the chic restaurants and the chic shops and the great restaurants, and they're being good citizens. >> yeah. all right. i understand you and fellow panama city beach residents, you all showed up in your t-shirts last night. it was the end of a three-hour meeting, and i guess there was a celebratory outcry at the end of the vote. explain. >> yes, sir, there was. we went into that meeting really wanting to change -- i've been at this longer than you have mr. hannity. and not much longer. i was this lone wolf out there talking about the people that i was crazy. i live on the beach 1 1/2 miles

this is fox news alert. i'm jackie ibanez. the ntsb says the amtrak train was traveling nearly twice the speed limit before last night's horrific derailment in philadelphia. the engineer identified as brandon bastion hit the emergency brake but it was too late. ntsb says a system to prevent such a disaster is being installed. >> that type of system is design designed to enforce the civil speed to keep the train below its maximum speed so we have called for positive train control for many many years. it's on our most wanted list. congress has mandated that it be installed. based on what we know right now, we feel that had such a system been installed in this section of track, this accident would not have occurred. >> the derailment killed at least seven people and injured more than 200 others. i'm jackie ibanez.

how the media is attacking you personally. i was watching one of the sunday programs this sunday and it's as though oh she's not going to be president but she can attack hillary because basically you're not a man and i felt that was sexist. what was your reaction to that? >> well you know it's funny that you say that sean because i must say i kind of react that way. people say, well you're attacking hillary. first of all, i'm not attacking hillary. i'm asking questions. i'm asking very legitimate questions about her transparency. her trustworthiness. her track record. i'm not asking because i'm a woman. i'm asking because i come from ase things count. i come from a world where actions speak louder than words. i come from a world where we are held to account for our decisions. i come from a world where people ask are your actions consistent with your word? so i'm asking questions that i think are entirely legitimate. the fact that she's held a bunch of highfalutin titles is interesting. the fact that she hasn't accomplished anything while she held those titles is more interesting. >> considering the war on women

was such a big issue in the 2012 campaign this is now -- you got an intramural battle within the democratic party where sherrod brown and national organization for women have accused president obama of being sexist for his comments about elizabeth warren who is opposing this trade deal and he actually went on to say, well the truth of the matter is that elizabeth, he didn't say senator, a politician like everybody else she's got a voice, she wants to get out there, i understand that now. and sherrod brown said it's sexist. are we sensitive to the word? is that appropriate in this case case? i wanted to get your reaction. >> you know i think the word feminism let's just back up for a moment, to me, a feminist is a woman who chooses her own life. the life she chooses could be to have five children and stay home and home school them. the life she chooses could be to go on to work. but a woman should have the opportunity to choose her own life. unfortunately, these words get

politicized and the word feminist got politicized by the national organization for women and now it's clearly a political organization. they want to put forward a particular political agenda. so for example, hillary clinton during the 2014 elections said when she was campaigningcampaigninging she said it's not enough to be a woman, you have to be a woman who believes and she listed the liberal orthodoxy. that's what these folks think unless you fit their orthodoxy, you don't count as a woman, don't count as an african-american don't count as a hispanic. that's ridiculous. we need to take gender and race out of all the conversations, unify the nation once again. hillary clinton will try to make gender the issue in her election. >> it's amazing, i thought your definition was probably one of the most interesting i've ever heard. let me ask of all the candidates now are being asked, and i haven't seen your answer so if you've been asked this before
