military operation and help ed direct e direct the organization. they also found archaeological relics such as an arksz syrian bible: the obama administration says it hopes to reunite her with her family as soon as possible. judge? >> thanks, molly. with me now, retired lieutenant and former commander of the elite delta force, jerry boyken. >> good evening, judge. >> all right. how significant a target is he? >> well, i think there's a lot more to this than meets the eye. apparently, a very high price was put on the sbel jenls value. i think that there was no question that the human sbel jenls told them that there was an awful lot of valuable information in his home there

where they had hit him. >> and the fact that they chose to use boots on the ground in a very dangerous area at the border passed iraq and into syria, what does that tell you? >> first of all, kudos to the administration for aut rising this operation. it would bold and audacious. secondly, give credit to the sbel community that found this target. and finally, to the delta boys who pulled off what i think is probably a textbook operation. now, what i think this means among other things is the fact that isis can no longer consider that they have a secure rear area. stop and think about it. they're pushing forward in ramadi, but now, all of the sudden, they've got people attacking their senior leaders in their rear area. they're going to have to think what they're doing in ramadi and the rest of iraq. i think this is very significant in terms of changing their thinking and maybe changing their whole strategy.

>> not only them, in terms of our thinking and our strategy, the fact that we actually did put boots on the ground, that's kind of different from what we've been doing in the past. >> it is. and i must tell you that the special operations command pushed hard for this operation. they knew the sbel was good. these people fly under the radar most of the time. but this is -- this has a human -- i mean, a huge psychological impact on isis who, again, has considered syria was their exclusive domain. and now we're taking out targets with ground forces. it's going to force them to rethink their strategy. >>. >> not a lot is known about him. we have bounties on some of the leaders in isis. why haven't we heard about this

guy if he's so important? >>. >> he is considered a high-value target. why not just keep it very quiet until we're ready to pull the trigger on it. i think that's part of why we never heard a lot about imin the open media. >> the wife was captured. is she a high-value target? >> i think she's a very high-value target. you know, we lost the value of interrogation of abu zaev himself. but i think the wife is going to be a treasure-trove of information. and what is just beginning to unfold is her involvement in the slave trade and the sex trafficking. it's making big money for isis.

i think she's going to provide a lot of valuable information. >> now, what makes us think that she will talk to us? by the way, who is she talking to? what are the rules? does ae iraq have her how does this work? >> i am quite sure that iraq is putting great pressure on the central command right now to turn her over. but i can assure you, she's in the hands of u.s. interrogators right now. and she will talk. eventually, she will talk. >> then why are you -- how are you convinced? >> because she is -- it is very unlikely that she's had any kind of training or preparation for how to resist interrogation. and what's going to happen is they're going to have her so confused, she'll be confused as to where she is, who's controlling her. ultimately, she'll break just

from a psychological perspective, she'll break and talk. >> is the success of this mission, even though the person intended to be captured ended up being killed, does that signal -- >> this delta force was created to do this kind of thing. you can't hide. this administration maybe finally starting to break the code on what it's going to take to hurt isis in a way that is going to make them rethink how they're operating. >> all right. general boyken, always good to see you. thanks for being with us. >> thaing. >> and with me 2340u, the author of defining isis, johnny moore. tell me your reaction to the breaking news. >> yeah, i mean, i encouraged by it. i think everyone is that we did

women and children. the fact that they had ancient artifacts. i mean, this is the most deplorable situation in the entire world. we saw today how strong we are compared to the bosnian conflict. and we're watching these atrocities happen again and again and again. i think we need to be more serious. thank god for what happened today. but let this not be the end of it. >> what we did today, there was one woman who was enslaved. and, in the end, it was really all about him getting the archives, getting the computers hopefully, as the general said, we'll be able to get intelligence and information from her. but the truth is that this wasn't intended to benefit the christians. and how does that make you feel? >> the fact is that we're sort of executing an al-qaida-type strategy.

it's take out bin laden, you take care of the problem. the fact is that this is a totally different network. i mean, today, the news no one is talking about is significantly advanced. it's the gateway to the entire province. >> well, the reports aren't really clear, but it's my understanding that the isis sflag is over the government building there. so that's pretty clear. >> it's pretty clear. i mean, could it be that isis and the united states are playing a p.r battle today. you want to hear from a village with some language that you didn't speak. you had to become one of these people. but, now, the isis strategy is you sit in the privacy of your own home. you look on youtube or online and speak your own language.

meat he could want in that room. this is what happens in iowa. this is what was playing out throughout this entire summit. but all of candidates have to look at their path to victory. iowa is a bedrock for many, but it's a perfect state. so now they have to expand beyond that room and beyond the red meat that fits the narrative and how they're going to get these things. they can talk about the issues. they're all important. but they've got to get beyond that room. and as for the standout, i think the standout is the diversity in the field right now. >> come on, give me a name, david. >> look, rand paul sets himself apart as more of a rational libertarian when he gets up there. he slips from time-to-time. you have to look at those that have governed a little bit more.

i hate to say it, but it's just early and really hard to tell. >> so let's look at jeb bush. announcing when it really wasn't announcing. you know, i hate to say this, but is this guy ready for the mainstream media? is he rusty? what's going on with him. >> see, that's a fair question when it comes to jeb bush. he doesn't wow the people. he's trying to sell substance. strategically, he's trying to go out and see how the long, hot days of summer play out. but he's not stepping out with the energy. he's not capturing the hearts yet. he's got to come out at some point. and he's got to do battle on the main stage.

he's changing his answers. those are fumbles. >> i don't know if this early on it's going to malter when we come down to june -- late june, july and into the first debate. the question is can he actually get passed this. >> hillary clinton hasn't answered a question from the media in three weeks. she seems to be in better shape than jeb bush who's talking to the media. >> she's in better shape than her competition. when you look at the democratic field, they limit themselves. yes, there's an experience issue. on the other side, you've got hillary clinton who's going nowhere. so the democrats should worry

but when you read the thing, you realize that from fiscal 2014-'15, they increased the amount of spending from $2.7 billion to 4$4.2 billion. are we going in the wrong direction? >> we're going in the wrong direction year-to-year. but, overall, there's a lot of progress from the record $29 billion in earmarks when the republicans took control, that took effect in fiscal year of 2011. congress has a different definition. they say thoo e there are no earmarks. we're still finding some, but it's a few billion instead of tens of billions. >> it says that for the last fiscal year, $15 million on reversing the decline of the salmon in the pacific. what does that mean? >> there's already $50 plilon spent on that program. it's been around since 2000.

this was headed by senator patty murray. tens of billions in that program. 50 million should be enough to save the salmon. >> are they saving the salmon? >> it's a recovery fund, sam mono, steel head trout. but there are fish in trouble everywhere. there are there are problems with fisheries all over the country. but senator murray thinks her fish should receive more money. >> shouldn't it be as opposed to congress? and why and why do they get the leverage or the muscle to be able to add $15 million to $50 million. >> first of all, she's on the appropriations committee. that's the only earmarking the agriculture approach rations bill. so so she's really doing something exceptional and unfair with the taxpayers.

>> >> is there any effort to identify those legislatures who are involved in this pig book psalm mare? >> they are saying there are no earmarks. so they don't have their name. so they don't have their name. so there so there are a few with names, but most of them don't have any names attached to them. >> i een two pot belly pigs who
