cleveland weren't taking any chances with the protests turning ugly. there was a heavy police presence throughout the say yesterday following a crowd of about 100 protesters that marched through the city for nearly ten hours. it was almost entirely peaceful apart from one demonstrator who threw a sign through a restaurant and hit a patron. after that they deemed it a risk to public safety and eventually arrested nearly 71 people were unlawful assembly and failure to dispurse but when looking at how other protests have ended, the governor is pleased with how things are going thus far. >> the verdict is the verdict. i think the people of cleveland should be so proud of themselves and we should look at cleveland as a model. >> reporter: protesters upset with the judge's decision. they took some solace in the department of justice's

announcement that they will review the case to see if any other things should be looked at. the officer will remain on unpaid leave based on the determination of the internal investigation of the police department to determine if anything will come of the shooting that resulted in a man and a woman being killed. five other supervisors have been charged in the case. their trial date has not yet been set. protests are planned again tonight and today and the cleveland cavaliers have a playoff game tonight and the baseball team has a game tonight. >> we'll keep an eye on the protests as well. thanks for much. new orleans police investigating the shooting death of a police officer found inside his squad car this morning. first responders arriving on the scene to find the driver's side

window had been broken. that officer who worked for the city's housing authority has not yet been named but he was reportedly providing security for a housing construction project there. so far there are no suspects. >> a fox news weather aler. a major rescue effort now underway for dozens of people in parts of texas and oklahoma. stranded on rooftops and in attics following heavy flooding overnight. will car is live in the l.a. bureau with the details. >> reporter: this is a region that's been pounded by bad weather in recent weeks. in oklahoma where the ground is already saturated, the central part of the state saw up to 7.5 inches of rain in just a couple short hours yesterday. it created flash flooding and very dangerous situations in oklahoma about two hours northeast of oklahoma city. a firefighter died during a water rescue last night.

according to the fire chief he was swept away while trying to save residents in a flooded neighborhood. >> one of our firefighters fell into a storm drain. we believe one of the other firefighters attempted to help him out of the storm drain and got taken in as well. one of the firefighters made it out. we sent him to the hospital for evaluation. he seems to be doing fine. unfortunately the other firefighter passed away. >> heavy rain has been pounding texas as well. the dallas fort worth area has seen up to 4 inches of rain since last night. that according to the national weather service and they're expecting more today. not a torrential downpour but more rain for the central part of texas and there are areas under a flash flood warning right now. to the south, two people in the hospital after a possible

tornado in southwest houston. there's not a severe weather threat today but expecting more rain in texas and oklahoma. it could create more flooding throughout the area and they're expecting more rain into tomorrow. >> they need a break there. thanks will. some sad news to record this weekend. we are learning john walsh and his wife were killed when their taxi crashed. police say it happened yesterday. gnash nash was the sulkt of the movie a beautiful mind. he spent much of his career at princeton and won the noble prize in economics in 1994. john nash was 86 years old. >> secretary of defense is criticizing iraqi forces after the fall of the key city of ramadi to isis. the pent gone head says their

troops were not outnumbered by the isis terrorists and he's not calling into question their, quote, will to fight. general jack keen joins us, a four star general, a fox news military analyst and also a chairman of the institute for the study of war and the former vice chief of staff of the army. general, always a pleasure to speak with you. the latest reports from the military the u.s. military now, is that the iraqi forces vastly outnumbered isis and, yet, the iraqi forces cut and ran not just ramadi palmyra and elsewhere which prompted us to say they don't have the will to right. is he fight and if so, how should the u.s. react to that in? i think we knew that last january when fallujah fell and then suddenly in june of 2014 when mosul fell. the issue has been we made a

strategic decision to go assist this military and provide them with weapons and training so that we would enhance the capacity to fight, and, we yes, we saw another repeat of what we've seen. it brings the question what have we been doing the last nine months. we wanted them to fight for themselves along with the iraqi army and give them the weapons to do that. that program is nonexistent. it is so small it is not effective whatsoever. the iraqi's desperately need to have forward air controllers down with them. you saw the videos. this is close combat in an urban setting. for air power to be effective, you have to have someone guiding them. we have refused to do that and make them effective. some of this is not admitting some of our own shortcomings into the strategy which i think

most people who look at it actually believe is fundamentally flawed. >> you know, it was just a week ago that the pentagon said the strategy to defeating isis is working. they said we are on the momentum. they're on the defensive. later ramadi fell then palmyra. even then the u.s. central command said this. we'll put it up on the screen. this is after ramadi fell. we are confident that we have the right strategy at this time. momentum will continue to be on our side and the white house seems to agree, general. they said quote, there's no new strategy. how much do you blame president obama's leadership or lack thereof? >> you know this reminds me of 2006 when government officials and military generals were saying that our strategy was okay in iraq despite the fact it

was obvious to the american person that it was failing and finally president bush changed it and we turned that situation around. we're in a very similar spot right here. it's self-evident that isis is binning. and why is that? how do you judge winning? >> by the amount of territory and the population they control and they're expanding in syria and iraq. we just paid testimony to that. it's not about the number of saudis we fly and the number of casualties. it's what isis is trying to achieve and that is control territory and population. they are able to attack in syria and in iraq at will any place at any time of their choosing and that tells any military person looking at that that that capability and that organization they have the advantage. they have the momentum on their side, and that's the evidence of it. we need to change our strategy and get back in this thing and do it properly.

i'm not talking about ground combat. i'm talking about better assistance and we also have to have a strategy to defeat isis in sooe and there is no ground force there. that'll go on for years. >> can iraq defeat isis without american troops? >> if you mean american ground troops i don't know the answer to that but i do think we should try and provide them the kind of assistance this they truly need that i've just described to you. more trainers and more advisors on the ground. we don't have any advisors on the ground to help them. we have a tendency to pile on here. isis was attacking ramadi for months. this didn't just happen last week and the the eighth division was in there. they held isis for many weeks and months as i said. what contributed to the break down was isis quite brilliantly

came forward with 30 car bombs in dropped entire city blocks. one commando unit was destroyed by those. they say some of those car bombings were as large as the oklahoma city bombing. we could have stopped the car bombing with effective air power or anti-tank weapons which we've now rushing fwoo into those forces. why weren't they there before? this is about strengthening the hand on the ground. it's not about bringing u.s. combat troops. get the iraqis what they need. >> at least operational command on the ground to direct the targets and to improve our intel there as well. general, we have to leave it at that. always a pleasure sir. thank you. >> good talking to you. >> let's go to detroit where two major roadways in the downtown area are shut down after a tanker truck exploded this morning. massive flames and thick black

they are two of the most famous names in baseball and country music. johnny bench and kaylee caper ton are helping raise awareness about the nation's high school dropout epidemic. they are joining us now. kaley is also a spokesperson for the -- >> johnny why don't you talk to me about the process of finding these teenagers to join the program? i know it's done on a voluntary basis, but do you do any recruiting? >> we're asking for attention by the congressman.

about 9,000 kids are gone through the program a year and it's the opportunity for them to come back and they've failed somewhere. they've dropped out for whatever reason and some of the stories would just curl your hair. the families just leave them. they overdose and those kids are left out there and they fail and try again and fail again. the youth national guard, the challenge program comes in and puts them back into a barracks. they dress in their uniforms. they have less 5.5 hours a day. 75% of the kids graduate with a ged or high school diploma or return back to high school. we are giving these kids a chance and if we don't, we're going to be paying for them down the road. >> can anyone in the country join this program? >> yes. between the ages of 16 and 18 they're allowed to join this program and it's all voluntary so they can stay or leave, and the amazing part is this program has just -- it teaches them so many things.

a lot of the kids. i've heard stories of people being horrible in school and they hated it so they quit and some dropped out for personal reasons like with their family not being able to actually take them to school and when i knew i believe her parents had cancer and they weren't able to take her to school for months so she had to drop out. that was the only option left for her was to go back into the program doing that and i knew some kids who had issues with substances and they got cleaned up and went into the program and that was their second chance. i, myself dropped out of high school. i did not go through the program but my parents were kind of my -- they helped me finish and even if i didn't want to they helped me and so i understand the need for a second chance and i understand how important it is to have that. and so to see these kids go through that and to have a home for them and -- was amazing to find this program. so once i learned about --
