yeaears of blood and pressure in combat for our u.s. men and woman women in iraq and now a bombshell from the obama administration. iraq's military a key movement to the islamic state savages, does not have the will to fight. we saw it in motion. thousands of iraqi fighters essentially dropping their weapons and running as the terror army captured the strategic arm strategic town of ramadi. iraq soldiers are unwilling to fight for their own country. >> what apparently happened was the iraqi forces showed no will

to fight. they were not outnumbered. in fact they vastly outnumbered the opposing force and yet they failed to fight, they withdrew from the fight. >> secretary carter's comments coming from what has been a productive week for the enemy. isis racking uptown after town in iraq and inside syria. carter making news again saying we may in fact need a shift in strategy. all of this leaving some kritcritics to say that the u.s. is not leading this fight. connor? >> reporter: a week after losing ramadi they have lost a counterattack and appear to be making some progress. but the games are small towns and villages outside of ramadi expected to expand in the coming

days. iraq's reinforcements are being sent to help. u.s. secretary of defense ash carter said iraqi troops lost the will to fight and simply dropped their weapons and fled instead. so they can regain the upper hand in isis and ramadi are low. inside city insurgents are reportedly executing local tribal leaders killing anyone accused of having links to the government. tens and thousands of civilians are fleeing the city but many are trapped between isis fighters and iraqi troops. iraqi officials today criticize secretary carter's comments that troops do not have the will to fight isis. and, instead, demanded the pentagon provide new equipment to help them in the battle against isis. >> we will go in-depth with the fox political insiders a little later inside "the fox report."

for now, peace on the streets in cleveland right now. things got ugly yesterday after a police officer was acquitted in the shooting deaths of two unarmed black suspects. police arrested 71 people last night when demonstrations took a violent turn but nothing like we recently saw in baltimore. protesters marched through the streets and saying the officer was justified in shooting the two back in 2012. angry protesters began hitting and pepper spraying diners at local restaurants. cleveland's mayor had this response. >> we will and continue to encourage peaceful protests and demonstrations. however, we will not tolerate activities that cross the line. >> garret has more from cleveland. garret? >> reporter: there have been small and peaceful protests.

police seem to have gotten the message. we've seen a heavy police presence here in the area so far this afternoon and evening and they have said today that since it's private property they will not allow any protesters to be able to disrupt the festivities of this evening. earlier today, the cleveland police chief said demonstrators are welcome to continue protesting elsewhere as long as it remains peaceful. >> our posture is going to be the same as it has been throughout this process. our officers will not be in riot gear unless it's appropriate for the situation. our officers will be in a class b uniform and escorting protesters throughout the city. >> more protests are already scheduled for later this week and we're now learning that reverend al sharpton will be in town on friday.

>> i understand too, from reading that the case is not over yet. >> reporter: not at all. there are several parts of the tape that are ongoing. the department of justice and the fbi and u.s. attorney's office have said that they are going to examine all of the evidence and testimony in this case to determine if any additional legal steps need to be taken. at the same time now that this trial is over the officer involved in that shooting is now facing a possible disciplinary actions from the department. five other officers have been charged and no trial date has been set. >> garret tenney, thank you very much. a memorial day tradition roars through the nation's capital. thousands of bikers riding through the streets of washington, d.c. and the annual

a tragic accident has claimed the life of john nash and his wife when their car trashed on the new jersey turnpike. his life inspired "a beautiful mind" movie. boy, this is tough news. what more have you learned about the actual accident? >> it is tough news. they were traveling from newark airport when their taxi lost control and hit a guardrail and another vehicle on the new

jersey turnpike. they were pronounced dead at the scene and it appears they were not wearing seat belts. he is considered a founder of modern game theory the mathematics of decision making thought to be the most influential ideas of the 20th century. his life is a story of redemption. he long battled with paranoia schizophrenia portrayed in "a beautiful mind." he was hospitalized and had delusions for three decades but kept working eventually receiving the nobel prize in economics. it's said that he was accepted into princeton with a recommendation letter that simply read this man is a genius but even that fell short in describing him. >> i like to think of myself as a genius but it's meaningless. you're using a popular word.

nepal just can't seem to catch a break. first, earthquakes and now people running from hundreds of villages along a river because of flood alerts. a landslide that has blocked the water's flow on that river and reportedly could burst at any moment. scientists surveying it say the river has been flowing in some spots that could send rushing water into the villages which sit about 125 miles northwest of kathmandu. and as you may know from our reporting, in the past month, two powerful earthquakes have devastated the nation in south asia killing nearly 8700 people injuring more than 16,000 others. fox extreme weather in our own nation is a problem right now on this holiday weekend. we can tell you at this hour people are being evacuated from their homes in parts of texas and oklahoma. firefighters responded to 17

water rescues before sunset last night. a firefighter in northeast oklahoma has died after being swept away in floodwaters. in texas, a possible tornado left two people injured and left major damage too. look at this. both of those people hospitalized after an apartment building partially collapsed in houston. and the weather is forecast to bring heavy rain throughout the week. will carr is following the story in our los angeles newsroom. will? >> harris it's still a very dangerous situation on the ground right now this evening. one of the hardest hit areas is hayes county texas, between san antonio and austin where two cities saw more than ten inches of rainfall swallowing away the blanco river and damaging a thousand homes and destroying between 350 and 400 homes. the homes are simply gone. one person has died and three are still missing. we've seen pictures on twitter that really shows this scene.

one had a flooded backyard. you can see a trampoline there surrounded by water. the homeowner sitting on their roof. in another, a raging river surrounding a gas station. then from the interstate you can see cars abandoned, submerged underneath the water, difficult to even make out the white truck there underneath the interstate side. the city of san marcos and wimberley issued a curfew from 9:00 tonight until 7:00 in the morning because they want people to stay safe and away from the flooding. it's a message we've been hearing from all across the region. >> they don't protect their family. that means we have to put our family at risk. protect your family. get out before they have to before it's dangerous. >> a disaster declaration has been issued this afternoon because they want to get help as quickly as possible harris. >> talking about the first responders putting themselves

out of harm's way, i don't know where we'd be without that and you learned more about the firefighter in oklahoma? >> that's right. he was performing a water rescue. his name is captain jason farley. he was working two hours northeast of oklahoma city. evidently he was trying to rescue a woman and six children when the 20-year veteran was pushed into the storm drain by the swift waters and he drowned. just goes to show how dangerous it is out there, even for the first responders harris. >> will carr, thank you very much. a fiery ball on a busy detroit highway. a tanker truck exploded. authorities had to shut down interstate 75 and 375 in downtown detroit. that truck was carrying 9,000 gallons of unleaded fuel when it blew up this morning. foam was used to put it out. nobody was hurt and they are looking to see what caused it all. and no one saw this coming. a memorial day event in tennessee, a skydiver was coming

in for a landing when he was blown into electrical power lines. more than 3,000 people were watching. >> everybody around us started praying for the man that had fallen. and it was very scary but yet i was encouraged that people were praying all around us. >> i tell you, prayers answered. that skydiver flashed a thumbs up as emergency crews rushed to his aid. he was air lifted to the hospital and now we've learned his injuries are nonlife threatening. a manhunt in a major city. an officer gunned down in his control car, a live report on the search for the killer next. and the islamic state savages making major gains in the middle east as the white house faces accusations of downplaying the terror threat. the administration says the u.s. is winning but many lawmakers and analysts beg to differ. the fox news political insiders are coming up.

i'm harris faulkner and you're watching "the fox report." wuve fox 8, in new orleans is live with the details. meg? >> and this is the intersection here where police found the officer dead in his squad car just after 7:00 this morning. they are not sure if he was targeted or released any motive for the shooting. the 45-year-old was working an overnight security detail here in the city's central neighborhood. apparently he was driving through the block when he was shot. his car kept moving forward, even after the driver's side window was shattered. it then hit a curb and stopped. police are not sure what time this shooting happened as this is all new construction out here with very few residents. in fact it was another officer who discovered his colleague dead in his squad car just after

sunrise. this is the first death in the line of this department's history and saying the city of new orleans is providing grief counselors to men and women. the danger of law enforcement is. secretary ash carter has a lot to say today about isis and how it's advancing in iraq because troops there simply have lost the will to fight for their very own country. it's where we started this hour and now we're going to dig deeper. his comments come as leaders here at home are at odds over who is -- bho has the upper hand in iraq and syria. watch. >> there's a lot of things you can do.

>> this has been a terrible week for the united states. i don't know that we are losing completely but this has been a terrible terrible week. we lost ramadi to isis in iraq. we lost palmyra in syria to isis. and just in the last day or so there's been a confirmed suicide bombing in saudi arabia which isis took credit for which, again, shows their scope expanding. harris we don't have a strategy a. plan or any real clear idea of what we're doing to combat the scorge of isis. >> if we do have something like that maybe not right now but they are looking at that. if they have lost their will to fight and if somebody wants to

fight for their own, do you keep fighting for them? what do you think should happen at this point? >> well i think it's a disaster there and i think the secretary of defense, which is the only person of the administration who is allowed to speak truth, that must have been a condition of his before he took the job. just telling us the truth, the iraqi army will not fight. and, you know, to follow up with what doug said when you have to ask, are we winning, you know that we are losing. when the president of the united states after losing two critical cities last week goes to the coast guard academy and tells the graduates from a military institution that the greatest crisis this country is climate control for them, the greatest crisis that they are facing in foreign affairs is climate control, you know he's operating in some zone other than reality. and when the press secretary

says people shouldn't get their hair on fire over tactical setback, you know it's so clear. we're talking about christians being burned people being murdered by the thousands and we have an army that won't fight and then they bring in the shiite. this a total failure, three-quarters of the planes that take off the bomb loads and return without ordinances because we don't have people on the ground this is the president's desire to still in fact have a stalemate situation. you won't let us win and he doesn't really seem to grasp but losing us. >> you know it's interesting because this is becoming a further problem inside the democratic party. i know that hawaii congressman had this to say. watch. >> clearly isis has gained momentum. in particular over the last week as we see the ground that they have gained in both iraq and syria. >> she was starting to question whether or not we'll really doing the right thing in terms

of our strategy over there. a lot of people are asking questions about it. so you have the questions tonight, john and you also have people who say, wait a minute is this actually our fight? we see the people who are hawkish on hawkish on it. >> the political insiders what is really royaling a lot of this is obama's iran nuke deal has alienated the sunni arab ship of saudi arabia the uae, snubbed them as we know by not coming to camp david and we need them to do the fighting against isis because if they don't do it, iran is going to do the fighting. and what we're going to be facing is something that we've never even contemplated before an arab persian war. that is what he has caused by siding with tehra against riyad, cairo ba raunhrain, all of

learned, leaving aside the question of what you think of ann gellar and what went on before we speculated that we might have had people at isis that had been triggered, we now have people that isis can trigger. the problem here is going to get bigger. the president pretends it isn't coming here. every victory they win brings them closer and closer to these shores because we are not winning the hearts and minds and we're not winning on the battlefield. >> and we have the director of the fbi, james comey, who said that there are probably thousands of agents inside this country. he's not a political guy. he's just giving it straight. >> real quickly, the president couldn't get his war authorization through congress this week. some are saying he can do it. speaker boehner said go back and write a new bill. tell us what we need to know about that. >> first of all, he could send troops if he wanted to but doesn't want to because he needs

congress to be a partner for funding it in the long term and congress and we haven't gotten to this yet, the republicans that are themselves royaled over what should the policy be? no one has yet come together and said here's what the american policy towards isis should be. i think the american people don't want to commit another wave of grand troops over there and get chopped all over again. we would win but then what happens? we're not going to stay there, come home again, boom. it repeats over and over again. >> well we saw it doug -- well we know from general dempsey at the pentagon that this could take up to three years or longer which puts it well past the point where president obama will even be in office. >> well that just says to me two things harris. first, it says that reports that have been more optimistic previously were grossly exaggerated. second it underscores that we don't have a strategy. third, i think it's worth

emphasizing that we're relying to retake ramadi and our shiite and militias controlled to tehran and we have the risk as pat and john suggested, an arms race in addition to a fighting war between the iranians and the sunni arabs. that could lead potentially to the acquisition on both sides of nuclear weapons and, candidly it could go on a lot more than three to five years, to our great detriment. >> and we're getting reporting that saudi arabia is looking at exactly what they need to do. >> and they have the power to do it. >> not only they did but today isis said whether you believe it or not they were at least discussing it. they had enough money now generated. they were going to start looking at buying nuclear weapons. what are you going to do if they get one? >> pat, they would use it too. >> you talk about the money.

they've got so many oil fields gas and oil fields now, they have half the country of syria. by the way, what is really interesting, what happens when they get to the half in damascus where bashar al assad is? what are your thoughts? >> i think we'll have a full-scale war between the iranians and isis and it would turn into a regional full-scale war with consequences that are both impossible to fully appreciate and could well lead to carnage on incalculable levels. >> you may see a partition, an unofficial partition with syria which really complicates matters because if they can actually rule a section and be legitimatized by that process. >> also it shows the middle east is a crazy place. two years ago, our president wanted to bomb assad. remember? draw the red line i'm going to bomb. >> it was a dotted red line. >> well he wanted to bomb them

with the hillary clinton campaign two things to note. among democrats and people who already love her, we can pop up the numbers there, but if you do some digging, it would seem that

she's gotten some bleeding politically. mainly among independents. doug what are your thoughts? >> well harris your analysis is absolutely right. at this point, because hillary is unopposed and because there hasn't yet been a smoking gun that really people can simply put their finger on despite the myriad of issues that have been raised that i know my colleagues will have a lot to say about, she hasn't suffered with democrats. but with independents her trustworthy rating, her favorability rating is down in the low 30s and 40s. because of the weakness with independents harris, her horse horse race in the republican field has been down with an exception of a somewhat flawed "new york times" poll it suggests to me that the election is going to be very very close. if there was a vote tomorrow it

would be really as close to 50/50 as possible. >> interesting. no matter who ran on the other side? >> i think that that's right. i think we're in an evenly divided country. they have a slight electoral college advantage but it's only very slight. >> i didn't hear you mention martin o'malley. you just put it right up there against the republicans. let's talk about where the nation is going. according to gallup polling, pat, what do you think about this. hillary clinton's camp said she's got an edge. because for the first time, according to this it looks like the nation is about equally and socially liberal as it is socially conservative. does that give hillary clinton an advantage or do you even believe this? >> well i'm not sure i believe it. i think it's still probably more conservative but what is irrefutable, social messages do not matter to voters right now until the press presses

republicans to get them on that issue as it serves as outriders of the democratic party. hillary has other problems here. we saw some -- i wouldn't overly describe it as great focus group stuff. but we heard democrats this week on the air in iowa saying well we have to vote for hillary. we can't consider these scandals because republicans might win. we have gone from a country, we have gone from a country there was a melting pot into a country that is tribed. my tribe first, country second. the minute that gets challenged among democrats, the minute that gets challenged something is going to break. it is unamerican and this is what the political class has delivered to the country and hillary clinton, the candidate of that is going to suffer. and she's already -- look her losses with independents and

democrats -- excuse me republicans are such that someone liked her, she's falling back on narrow constituency and eventually the damage being done because there's way too much here that got them to realize this stuff is going to destroy her. >> i have not heard it put that way. >> and this is all happening with her opponent campaigning against her and she's deteriorating. >> airborne 231 on twitter says hillary clinton needs to be charged with something that would hurt her. we need a private server that she shouldn't have had. >> the server has been destroyed but we had a story that both russian and chinese intelligence may very well have acquired through her nonsecure server all of those e-mails. >> would they give up what they have? >> no. but we could consider that they could blackmail hillary clinton with what she destroyed. the chinese and russians have e-mails from our secretary of
