i'm harris faulk in the in today for shepard smith. washington now in a back and forth, war of words with iraq and iran, over just who is willing to defeat the isis terror army. defense secretary ash carter said in an interview yesterday iraqi forces, quote showed no will to fight when the isis savages took over the key city of ramadi a week ago. secretary carter says iraqi troops vastly outnumbered the terrorist outside but ended up running away anyway. today iraq's prime minister said he was shocked by those comments. he is sure somebody must have given secretary ash carter wrong information. he said in ramadi his troops faced an onslaught from out of nowhere. not long ago the white house says vice-president joe biden called the iraqi prime minister and re-affirmed u.s. support for iraq's government and its troops and i just mentioned iran also involved in this. officials there had a much stronger response to secretary

carter. a newspaper with ties to the revolutionary guard quoted its leader as saying the u.s. didn't do quote damn thing -- excuse my language -- to stop isis from taking over ramadi and said the u.s. showed no will in fighting isis and claimed iran and its allies are the only forces that can deal with the savages. conor powell is live. iraqi officials say they're confident they will be the ones who can take back ramadi. >> that's right. despite losing ramadi a week ago iraqi officials expressing confidence they're going to retake it with iraq's prime minister abadi. saying yesterday that iraqi forces will recapture the city in quote few days. that confidence in stark contrast to how badly iraqi security forces performed in the last week, two weeks and how quickly iraqi troops fold when

constant fronted by isis. pro-government militias and sunni tribal fighters aligned with the iraqi government, have launched a counteroffensive on the outskirtsskirtsskirts of ramadi. initial reports it's been fairly successful but they aren't making any real progress towards taking control of the larger city. a large-scale operation to retake ramadi in is the works. we're told -- that's what we are hearing out of baghdad -- but we haven't seen it yet. inside the city, isis killing hundreds from what we're hearing. they're really going after pretty much anyone they say and they believe has links to the iraqi government, and we're also hearing tens of thousands of civilians are trying to flee ramadi to try to get away from isis as soon as they can. >> right next door in syria where the islamic state savages have also been able to take half of that country i understand that forces are trying to take back some land from them at this

point. >> that's right. just as ramadi was falling in iraq the city of palmyra in syria, just across the border, was also being attacked by isis and ultimately fell as pro-government syrian troops fled weapon understand that syrian forces have launched a counterattack but right now it's limited to airstrikes. more than a dozen or so airstrikes have been report on isis targets around palmyra but we're not seeing any type of large-scale effort to retake the city in large part because there are growing concerns or there are certain of reports that the syrian army just isn't equipped and isn't able to fight insurgents, not only isis but other ill tenants groups. they're ill-equipped and underforced, understaffed, and they're losing ground in syria just as the iraqi troops are losing ground to isis in iraq, across the border. both sayingses are fairly parallel in terms terms of what was we're seeing, which is poorly equipped poorly organized

domestic security forces that just really aren't up to the task of fighting isis, despite the u.s.-led coalition ask they're airstrikes. >> you could be talking about syria or iraq. of course, in iraq, they want to blame us. we'll move on. thank you. let's bring in joshy capps now, former cia covert operations officer. good to have you along. >> good to be with you. >> how would you describe what we're doing in the fight against the islamic stays terror army. >> first we need to congratulate secretary carter for his words because the iraqis have shown no will. they've shown no resolve. and as you have mentioned just a little bit previously, they've taken no responsibility for their utter failure here. so this campaign is ending up to be a yard. the fight against isis, both in iraq and syria is not going well and it's not going to go

well. >> as a leader and trainer of an elite fighting force yourself, you know strategy. if what we're doing right now the fight from the air some special operations here and there, depending on local troops on the ground, is not working. what happens next? >> well, you know, what i would say, what the administration is doing, are two different things. what i would say to them and inmore them especially on memorial day, if we're going to use our military might let's use it. let's take the handcuffs off and stop pretending that we are participating here. we're really not. we need release our military but we need to give the mill tar the policy the goals the mission in order to be successful here, and the administration has yet to do that. and it's causing a lot more problems as we're seeing with the air force. they're doing a great job but without the administration's full support they're not going to be successful.

>> i wrote down what you said. stop pretending we're participating. it's interesting you use those words because i reported moments ago, iraq is pushing back today. saying their guys didn't run although we have video and so on and so forth but do you think the iraq military in the end can defeat isis? >> there is absolutely no doubt they cannot. so i want to say that again. the iraqis cannot defeat isis. the iraqis with iran cannot defeat isis. the syrians cannot defeat isis. the only way isis is going to be defeated is by a western coalition that is going to have the primary mission to utterly destroy and obliterate isis. it's harsh but that's the reality. >> josh, that pretending that's going on is we're pretending our training of these guys has been enough to beyond their own will to fight you. said that secretary carter government it right. i want to move on now iran because they also popped up in the news, and blamed us today

and said that they were the only ones who could fight isis, in a way it would be us alongside iran fighting isis would you want to do that? >> that is a no, win situation for the u.s. to take a step back, what we need to do here is we also need to look at policy from the strategic level. so how is it going affect our partners? how is it going affect us long term, and dealing with iran here is not in our long-term strategic interest. iran does not have any part of our national interests in their mind. so we cannot enter into this with iran being a focal point. iran cannot be a focal point. >> what's interesting? we're trying to do a nuclear deal with them. this is so complicated. >> it is. it's super complicate expected that's why this discussion will continue to go on and on, and why the administration is hiding behind its complexity because they can delay this in order to get the nuclear deal, but that

in the end is going to fall apart, too. so too hinge all of this on the nuclear deal with iran is also a failed policy, so what we really need to do is ask the administration stop, pause but take a step back, look at the strategically, and let them move forward with a policy that is actually going to result in protecting american lives and protecting our interests. >> you said putting the full force of our military in the works if we're actually going to use them. i read today just to let you know how satisfy vietnam these guys are. they now have begun in pal mall -- palmyra they're beheading children, the children of fighters and the local police. they have been beheading family members. see if you're going to get engaged, your thoughts. >> as a father of three

deboarded. there will no incidents or hazards reported aboard the flight by either the passengers or its crew. the plane has been cleared, end quote. then american airlines officials say there was a threat against flight 131 from england to jfk. that plane also landed safely after determining the threat was not credible. we learned two other income can flights at newark liberty international in new jersey, when they get here, will get special screening and weapons defection. overall, bumped up security screenings today this weeken, will likely affect hundreds of passengers and cause travel disruptions for thousands of people as they keep us safe. as americans mark the up official start of summer this holiday weekend we're remembering what memorial day is really all about. with a visit to arlington national cemetery. first, texas. oklahoma punched by the weather. right now a frantic search for people missing. and murky flood waters.

to not evacuate the water that may be rising. as we saw what happened in hayes county the water can rise very, very rapidly. you may think that it's something you can escape. but all too often it's something you cannot escape if you do not get out of harm's way in advance. now, because of the level of devastation, i have announced today that hayes county, caldwell county, bastrot county and other counties around the state of texas have been included in my disaster declaration. chief, who is behind me, is working to coordinate the ways in which the state of texas is going to be helping hayes county and other counties respond to this. but we see two categories of people on the front lines of

responding to this. first, our tremendous first responders. we cannot thank them enough for all they have done to go into the water and rescue people, who otherwise could be facing very dire consequences. but we must also recognize all the incredible volunteers who are stepping up to help out their friends and neighbors. that's one thing about texas. whenever we face challenges, we galvanize and we come together to aid and support our friends and our neighbors. people who don't even know any of the victims who have been challenged over the past few days are coming out of the woodwork to aid their fellow texans, and i want to say thank you. to the hospitality the friendship and the support. that is shown by our fellow texans to those who are in need.

those whose homes have been completely wiped off of the map. because of the rising, relentless waters, because of the floods. let me just close by taking this moment to also recognize the gratitude that everyone in the room feels today because we know even though we are facing challenges here in hayes county, we have the free tom and -- freedom and the ability to even counter these challenges because of the men and women who died for freedom in this country who we honor today on this memorial day. as much as we are digging ourselves out of the challenges in hayes county, we love, respect, and admire the men and women who have worn the uniform of the united states military,

texas. what's going on for the search for the missing family. >> reporter: the search i contained to one county and is he hardest hit. there is flooding reported really in many parts of the state of texas but their there you see the governor in wimberly, one of the hardest hit areas and at least a dozen people we learned at an afternoon news conference, are still unaccounted for at this hour. hayes county, between austin and san antonio and the blanco river you heard the governor mention it. 13 feet is flood stage and the water crested this weekend at above 40 feet. emergency crews are calling this a search and rescue operation. they say they're using drones and thermal imaging equipment to try to locate the 12 missing. meantime dozens of swift water rescues have been reported in the communities of wimberly and san marcos, where hundreds of homes have been wash away. listen to this woman describe what she told her father as he

doctor ben carson has edged out other republican candidates in an early test of in the g.o.p. presidential field. he won the straw poll at the southern leadership conference on saturday. another big name has dropped out of the iowa straw poll, which is coming up in august. former arkansas governor and fox news host, mike huckabee, says he will not attend and instead will focus on winning iowa's official caucuses. former florida governor jeb bush decided to skip the iowa straw poll. mary is aned did for at large for "hot air.com. good to see you. >> good to see you. >> your thoughts why dr. carson did so well at the southern leadership conference. >> a couple things here in these

early straw poles a combination of three things if you're going to go to the head of the pack. name recognition, a little bit of electricity and cede with activesses and people are including in, maybe not just your average likely or registered voter you see a divergence in national polls versus these straw polls where people are engaged. now, the thing about carson is that certainly he has to be taken seriously coming out on top and will be on the debate stage when fox hosts the first debate in august, judging by what the national polls look like. he is a been and often charming candidate with a bunch of potential and has been at times an undisciplined candidate so he can cause trouble for himself in some of these areas moving forward. >> can you talk about straw polls? i just said -- just report a few paragraphs ago that jeb bush, and governor huckabee, both out in terms of the straw poll in iowa. is it kind of a thing of the

past, the straw poll? >> well, i thinked depends on the particular straw poll. i think for one something like the southern leadership conference is different than an ames straw poll. that straw poll that huckabee and jeb bush may not participate in is one where folks say this is pay to play. it feels a little more transactional than maybe it should be. other places i c done pac straw poll organization matters but it's more about maybe making connections with activists and giving an underdog a shot to come out on top. which maybe will be the case in a boone straw pole as opposed to ames. >> i ready governor huckabee said i don't want to take those thousands of dollars and power

that into other years of the campaign. quickly before i let you go. democrats like to make at lot out of this and talk bat split in the republican party over privacy versus security and patriot act. your thoughts on that. >> there's a split on both sides. in fact fact when you have these guy battling in the senate right now when it comed to patriot act and this bulk data collection there are have to different group, those that believe any reform to bulk data would be a problem for terrorism surveillance and the safety of the nation, those who want to reform if uses the u.s.a. freedom act which passed the house, barely failed in the senate and those like senator rand paul and ron widen a democrat coming together and say that's not enough for reform. that's the logjack right now and they have until june 1st to figure at out. they'll come back on the 31st 31st and i imagine the u.s.a. free tom act this middle ground reform may be where they come down about it's a foreshadowing

brother's fiancee died. they were heading to the university of mississippi for robert's graduation. officials say the investigation could take a year. d.c. police say they have released four people they detained in connection to the murders at a mansion. investigators have said they believe the suspect had help. so far they have not identified anybody else. in california, investigators found a couple who had been missing for two weeks. he husband died. his wife in serious condition. somebody last saw them leaving a casino in the san diego area, police say the wife told them they were looking for a shotcut and got lost. the news continues right after this.

this is earlier today at arlington national cemetery. president obama laid a wreath at the tomb of the unknowns honoring those who fought and died for our freedom. and a dozen world war ii veterans laid right ted -- wreaths at the freedom wall. a half million americans died in that war. leland vittert is live at the memorial day parade in washington. >> reporter: could not be a more beautiful day out here for the parade along constitution avenue. this band from pennsylvania one of many that have doll down for the celebration there's 300,000 people i'm told lining this parade route. they have been here the past couple off hours getting ready. you've get a sense it's not only an observance and a celebration some enemy say they're so grateful their way to express that to those who made the ultimate sacrifice is to be here today, enjoy the parade and offer a moment of thanks.

it's used out in the everglades and it's fishing. it's an unconventional form of therapy in the sense that the individuals aren't going to a therapist in a closed environment. it's done out in nature. >> so rudy, when you first heard about this, fishing. are you a lover of fishing or what got you into this? >> well, basically i love anything along the water anyway. so i'm what you call a water baby. i go fishing, scuba diving, sailing, kayaking. >> i'm reading -- >> anything on the water. >> i read in my notes this became an important journey for you because there's no way in your words to sort of turn off the movie that plays in your head every night when you go to bed of war. how does this program help? >> it does because you are a way from thinking about that. you're out there in the environment. you're at peace with nature, i

guess you say, and you're -- it helps you to relax. so your mind is on what you're out there doing. listening to the birds. watching the fish in the water as you're trying to bring them in. stuff like that. it takes your mind off of it. >> can you tell me a little bit of what it's like to live with post traumatic stress when you come home from war? >> post traumatic stress for want of a better word is you are living in a combat zone all the time. all your senses are heightened to -- you're on guard all the time. it's -- you're suited for a war environment is what it's like so picture living in a war environment every day. >> it's hard for us who have not

served to picture that. captain neil, i understand that as rudy is describing that sensory overload, what you too is to get hands and feet and everything involved in some other sort of sensory enriched environment. tell me -- you're a tournament fisherman -- how this takes the place of the nightmares that rudy is tell us he lives. >> it doesn't necessarily take the place of the nightmare. what it does is -- i like to think it erases or puts some of those memories in the back of their database, and lets our veterans see more peaceful and things they can put knew memories. it helps create new memories, memories they can put in place of those experiences that they saw or experienced in war and for me, as a civilian, the is

the last six years. it's been an amazing form of therapy. >> rudy, i want to get a last word from you on this memorial day. we are obviously honoring those we lost and also recognizing the incredible zachariah identifieses of those living among us are making daily just by trying to assimilate back in life. is there something you want to share with maybe former fellow soldiers out there about the program? >> i spread the word as much as i can out there. everyone i run into is -- we got to get together with this and get it done. the va does a recreational type therapy for all the soldiers coming back. it's just a matter of signing up for it and getting the word out. one of the things i do is try to get it out to all the soldiers

that i meet with and come across with. i still go with recreational therapy, along with neil. we go out and we do all kind of outdoor stuff and it's one of the -- i guess you would say -- pleas -- pre most things i put out to seems go ahead out and try this. it's great. it keeps you so relaxed and calm out here. >> good for the spirit. >> besides doing the actual fishing therapy out on the water, i also visit the different va hospitals and centers, and do fishing seminars and clinics to introduce our veterans to fishing and maybe break down some of those walls and get them more interested to

for more than $1 million in damages. a spokesman for the twin passengers which has restaurants in 23 states, tells us it would be inappropriate to comment since he has not seen the lawsuit. rebecca is a criminal defense attorney good. to see you. what do you think would be needed to win a case like this by this other restaurant that is right next door? >> yep. the neighboring restaurant has to show that twin peaks was negligent or grossly negligent in how they acted in the days and sures leading up to this. they could have taken reasonable steps but economies not to take and as a result they were negligent and at a restaurant the other restaurant was harmed. so they have to show those three there win. >> local authorities were putting some of the blame on what happened on the twin peaks restaurant in waco. how does that affect this lawsuit? >> that is going to be the crux

of what gets worked out in this litigation itself doesn't settle right away. texas courts are clear that property owners don't have a generic duty to protect people against all crimes. courts understand that crimes happen and it's -- it somewhat can be unfair to tell a restaurant owner or business person they have to protect against all crimes. the criminals who committed the crime here, but if a restaurant was on notice as there are at least some claims here they were on notice something very specific is about to happen, it's different. >> we don't know exactly what police told the manage them, so it's hard for us to speculate i imagine. what those words were like will become part of the case. let's talk about twin peaks. not every motorcycle club is the same not every group of motorcyclistses who get together will be warmed. by them putting a flier out are they really responsible for what people bring into their restaurant? how does it work? >> certainly just putting out a

flier to say hey bikers or any other group not inherently criminal, come on over. that's not going to support a claim for negligence or gross negligence. lots of biker groups are good citizens, good customers. the local twin peaks restaurant has said they had seven biker nights and nothing bad happened. so absolutely that's going to be their defense. they didn't know how could they have known something like this would happen? and the flip side is what were they told by law enforcement? how specific? and we don't know exactly what was said because we're hearing different things from the restaurant and from loft at this point. >> the don carlos restaurant management is saying they suffered because they share a park lot with between peaks peaks and -- with twin peaks and it's now a crime scene and they haven't been able to re-open. i imagine how this goes there might be people town the block who might want to come forth too. the attorney says he might have a case for them or anybody in the earth.
