country. >> flash floods and tornadoes ripping communities apart. the death toll could continue to rise as more storms threaten millions more people today. >> kelly wright is here live with the latest for us. >> ainsley and heather good morning. it is a tough day unfolding in texas. the governor of texas issuing disaster declarations for 30 con counties across texas. they hope it speeds up the recovery efforts for those who have death and destruction over memorial day weekend. governor abbott flew across parts of the state to see where the storms hit. he said they are massive and devastating. texas could be in for more trouble saying more dangerous weather is on the way. >> in event of what is going on alert your citizens in particular counties and communities about the hazards and dangers that may be coming your way. >> four people have died in the storm so far.

one man dying when a tornado destroyed his home in austin ks texas. three more people killed with flash floods. one of the victims a 14-year-old boy damion drowning after getting caught in a flash flood near dallas. >> we are devastated. we can image what the parents might be going through right now. >> there is concern about the safety of 12 people reportedly missing in the town of wimberly. the 12 people were in a how is that washed down the blanco river flashing into a bridge will. rescue crews will resume their search at daylight. >> we have a type 1 urban search and rescue task force. it's about 80 members or so. it is made up of search specialists canine search handlers the heavy rescue specialists. >> the storms are not only pounding texas but hitting northern mexico in the border town more tragedy as a tornado touched down there killing 13

people and injuring hundreds more. more storms pounding oklahoma and kansas with flooding and tornadoes. now people left in the path of those storms are left picking up the pieces today. heather ainsley.? >> thank you kelly. >> ten's of millions of americans are still in the path of that severe weather. >> maria molina is tracking it all. she is telling us what we need to know. >> we are talking about all time rain records being broken out there across parts of the plains. yet again another storm system is on the way. we expect more rain to continue across parts of texas, oklahoma and into parts of kansas. it isn't just heavy rain but the severe weather that comes with it. we are still looking at the possibility of more tornadoes damaging wind gusts and large hail from some of the storms. this is the second area we are already tracking. this is further off to the east across ohio kentucky and

central parts of kentucky. you have severe storms through out today. by tomorrow take a look at this map a widespread area. it is the lowest category marginal chance for severe storms but nonetheless you are looking at storms firing up from northeast into the central plains across the same states texas and oklahoma. for thursday more severe weather possible across the center of the nation. just continuing in that active weather pattern. you can see the forecast with more rainfall over the next several days through at least to the forecast model. locally some areas across eastern texas through louisiana, mississippi could be looking at more than 4 inches of rainfall. otherwise the temperatures are going to be relatively warm across the southeastern u.s. already in the 70's this morning. >> thanks so much maria. the fbi is investigating anonymous threats against six passenger planes flying into the u.s. an anonymous caller warning

in april sparking riots and looting in the city. >> the city of cleveland reaching a deal with the justice department over the policing practices. the details of the deal would be made public in a matter of hours. let's go live in washington with what we do know this morning. >> we know cleveland has reached an agreement with the justice department to resolve what officials say is repeated use of excessive force and unconstitutional policing. the paper reports the federal investigation has found officers unnecessarily using deadly force, excessive force against mentally ill people and inappropriate use of stun guns chemical sprays and punches. they investigated the police after more than a dozen officers fired nearly 140 rounds into a car with two black unarmed occupants following the chase. they died prosecutors charged a white officer who fired 15 of those shots with lan slaughter.

texas governor greg abbott flew over the state. he describes it as devastating. >> i had the opportunity to fly over blako river and observe first hand what the devastation looks like. you cannot candy coat it. it is absolutely massive. >> the effects of the storm are overwhelming. but people are helping each other as best they can. these two men saw a police officer in trouble. his car being taken deeper into the water by the fast moving current of a flash flood. they moved in to help an officer in need. >> we went back over there tried to push him out of the water. he was already flooded in. we got him out for safety and waiting on the wrecker now. >> that's a good thing. flash floods swept away cars and even homes. at least four people are dead because of these storms. in the town of wimberly there

we have had several weeks of storm systems continuing to move across these states producing areas of heavy rain and the flash flooding you have been seeing and long-term flooding starting to occur in oklahoma and into texas. the forecast does not look good. we are talking about multiple rounds of storm systems through out the workweek. you can see for today we have a risk for severe weather across parts of texas oklahoma and kansas. it is not really the risk for flash flooding but the severe weather that comes with it like tornadoes and damaging winds and large hail. there's a secondary area further off toward the east across the great lakes, ohio kentucky and parts of central tennessee also looking at the risk for severe weather. take a look atom more storms across the plains that continues as well for your thursday. we have a longer period of time we see rain rolling fly. other areas expecting heavy rain across the southeast we are talking 4-6 inches of rainfall possible across some of the

>> the problem could be worse than first thought with missing security badges. ashley is here to explain the scary situation. >> so much for high security. airport tsa workers lose their id badges they are supposed to report it immediately. certainly within 24-hours. the badges allow access to secure areas such as runways, the boarding gates. but a report by nbc news says in many cases the missing badges weren't reported for weeks sometimes months meaning they were never de activated during the period. they found more than 1400 badges were lost in a two-year period at hartsville jackson airport alone. 270 badges disappeared in a two-year period at san diego's
