wimberley after blanco river is over the banks sweeping away a vacation home and slamming it into a bridge downstream. casey is live in wimberley. >> reporter: this is not that bridge. this is another one that didn't wash out. the blanco river normally floods at 13 feet and this weekend it crested at more than 40 feet so you can imagine how high the water was. it was running over the bridge 48 hours ago. it has receded a bit. i want the photographer to pan down the banks here. you can see how much damage water can do. look at the giant trees that have been uprooted and over there is a foundation where a home was swept away. about a thousand homes we are told in hayes county texas have been damaged or destroyed. things bad south of here as well

8:03 am
ground say meaning the hopes of finding those 12 people alive has dwindled. >> the incredible power of water. wimberley is close to my heart and family because that is where my husband and i got married and since then it is a second home to us and we have great friends in the area who have become like family and we are joined by one. susan owns the old glory ranch in wimberley and you had a wedding going on on saturday night when the flooding reached the highest level. what was that like? >> it was about 10:30 and we realized it was going to start rising we need to get the people out of here; the guest, and get them on their way. there is a safe route out but if it gets as high as it did this
8:04 am
past saturday is not passable. the staff did a great job printing maps and instructions on how to get out before we lost power and gave it to the guest. we had a smooth exit of all of the people to get them out of the ranch. >> we will show pictures from the ranch as well. i want to viewers to know in december you can walk across the river maybe with five steps where it is narrow. seeing it so wide and deep is shocking. how quickly did the river rise? how much of a head's up did you get? >> you have to look at what happened in blanco. someone showed me pictures of houses with water over them at 7:30 and by 10:30 at night it was here and by 3:30 in the
8:05 am
morning it crested. >> you have been there since 1971 i believe have you ever seen anything like this? >> never. i have seen lots of floods and some coming up fast. and i have seen one that was, what i thought a hundred year flood which is what everyone always refers to, they are referring this to the thousand years flood. i think this is an epic flood. this will turn around and happen immediately with the ground as saturated as it is. >> we are seeing people on the video standing near their cars, on top of their cars you see cars surrounded. your son had a scary situation and he got lucky. >> yes he did. the water was rising and he got
8:06 am
out of the car and up the hill to higher ground. they had been kayaking in the river earlier that day and the river was fine and beautiful. they had gotten back. they had the kayak in the truck and were able to use that on the ranch because we have a creak that was flooded. >> was it calm that morning and later that night you see the flood waters. what do you think is the biggest challenge, when you look at your property and surrounding property, what do you think is the biggest obstacle ahead? >> the debris is unbelievable. you would not even imagine how many trees are down. the most important thing is so many people are displaced.
8:07 am
we were having a concert on saturday night that i had a lot of food and we are taking that to the shelters and first responds to see if we can help with the feeding. it is like a war zone with so many people displaced. >> as far as what is next have you heard about the weather coming today? i am caught on something you said a few moments ago that this could happen again in the matter of a day. >> the river came up again last night. nothing like this. but it was just a little under an inch of rain. so it doesn't take much at this point. i don't think we have big rain in the forecast for the weekend. i have another wedding. >> as most people that come to your facility will have a great story and i am sure they will have an amazing time. thank you very much. i know oldglory the chapel

came within 40 yards of it but that is okay and we are glad you are okay. >> all of our people and animals are safe and that is the most important. >> absolutely. thank you. houston, texas now. this is the mayor in east parker talking about the fact her city is a disaster area. let's listen in. >> really two different events, added to several weeks of really heavy rain fall. the ground was saturated. last night we had terential rain roughly 10:30-2:00 in the morning and we had localized street flooding, sheet flooding in certain areas, and the underpasses and places in houston that often flood in very
8:09 am
severe rain flooded. so we had a lot of folks who had to abandon cars and he had a lot of high water rescue from vehicles. one of the fatalities was apparently on ranchester and may have been in a flooded vehicle. this morning the situation shifted as our biosystem began to fill up and many of the bio -- we are the bio city. the defining feature of houston is the small rivers running through the city and many went over their banks and began to flood neighborhoods. and our focus shifted to making sure that folks who might be trapped in their houses or on dry line with rising water had
8:10 am
access to rescue. the second fatality was recovered from bio and we don't know the identity of the person or where they may have entered the water. we know that there is significant flooding particularly in the braise wood myer land area along the braise bio and there is flooding at white oak and buffalo byou. i want to urge folks not to go out sight seeing. lots of houston is high and dry right now. but there is a significant portion of the city that is affected by the flood and there are still some -- most public
8:11 am
buildings are closed. i know the court for the country and city is closed. we have our city personal stratified in our tier one and two personal are coming in. tier three personal is only coming in as-needed because most of the isd school districts here have called a rain day and advised folks to stay home. we have running limited services. trash pickup is working today as we can get to the areas because we certainly anticipate we have may have debris removal issues coming up and we want to clear
8:12 am
the trash. but we will not do recycling pick up. every vehicle available is turned to garbage pickup. lots and lots of abandoned cars. there is a website findmytowedcar.com and 713-308-8580 is number to call. as soon as the water's recede we are moving the cars because we want traffic to flow as normal as possible. i want to ask and urge people to continue to be safe and recognize that we may have more

rain. >> tense times in texas. much of houston is under water. if you would like to continue to listen to the news conference we have to streaming for you live. two fatalities as a result of the flooding in houston with possibly a third. we will continue our coverage on fox throughout the day. >> as the mayor was talking we were showing video from the state of texas. some was from austin and some from houston. those of you inside texas, you know the cities are several hours drive, you can fly between the two of them, this flooding is so widespread and impacting the biggest cities in texas. we will be sure to keep you up to date as far as weather and

other news we hear. in the mean time turning to global headlines with iraq ramping up with military defense against isis and iraqi forces are surrounding ramadi on three sides now. the shiite militia is backed by iran. the officials say they have new weapons and isis will not last long. conner powell is live in jerusalem with more on this. >> reporter: iraqi officials took a lot of heat over the will of the iraqi army to fight over the past few weeks by u.s. officials. but iraq's prime minister and others said they will fight and launch a counter attack in ramadi against isis. that is what we are seeing now. conventional army units, which performed poorly in the last two weeks, backed up by sunni tribes

with the supreme court poised to rule on a land mark case that could invalidate certain subsidies on the president's health care law the gop are trying to come up with replacements or face customers who have angry from sky rocketing cost. let's talk about this with our group. welcome to both of you. michael to you first, we call it obamacare, it is the president's law, why are
8:19 am
republicans worried about this if the supreme court rules? >> that is the irony. no republican voted for obamacare but if the supreme court rules the subsidies have to be rewritten that is a real problem politically for republicans because unfortunately for them they are in control of congress. this goes right back to congress and they have an issue with the eight million people getting the subsidies. it is not they like maintaining subsidies they disagree with but it is a tough place in the last couple months and years of the obama administration to find a fix or face the wrath of the eight million people who are going to be disrupted if their subsidies don't stay in place. >> this is about language in the law that says if someone is getting subsidies setup by the
8:20 am
state but not every state is setting up those subsidies, many came from the federal government so if the supreme court invalidates this law it leaves eight million people facing the prospect of much higher premiums? >> exactly. people in 36 states without federal exchanges will not be eligible for federal subsidies if the supreme court does indeed grant the lawsuit. these are big states like texas ohio and florida, and swing states might i add. there are going to be a lot of un unhappy people looking at their premiums and they will be huge if the supreme court upholds this lawsuit. >> this goes to the nancy pelosi quote of passing the bill before finding out what is in it.
8:21 am
no one realized these few small words would throw such a bomb in the mess. >> the democrats were turned out of office and now republicans are in charge, and they have to figure it out. there are a new interesting plans the republicans are proposing. tom price has an interesting plan and hatch and upton have plans. and ron johnson's plan in the senate says let's extend the subsidies, something conservatives are not afloat about, but let's tie the president's hand and get him to undo the employer mandate. that would be a huge benefit to fix the market problems and deal with the subsidies in the next administration. >> we had breaking news this

espionage. the trial is going on behind doors. one of the few western journalist allowed to practice in iran is joining us. how do you know jason? >> he is a very good friend of mine. he started out in iran around the time i did in 2003. he has been working for several newspapers. at new york times he was my successor at the washington post. he is a serious journalist and a creditist like i am. certainly he was snatched away from our readers. >> what do you make away of the fact he was snatched away and the charges. they sound serious but we don't have a lot of insight into the iranian justice sust system.
8:28 am
>> jason has been in prison for the last ten months and the charges came out two weeks ago and the charges have been vague. espionage. jason was always accused of writing a letter to president obama and that is something the supreme leader has said that is not that serious. this case makes it clear what jason did and to the world what case the justice system has against him. >> what i am asking is this is this normal proceeding in iran for the vague charges and the court system not to be public? or is this different in the way they are approach jason's case. >> jason is being tried by a revolutionary court which is
8:29 am
different from the standard court. that means there is one powerful judge heading the case. the judge is famous for sentencing protesters to death in 2009. jason's case is a political case. even though people within the iran system have been doubting the validity of the charge it is clear t hardline sanctions that have been pushing to jason's case and pushing to bring him to trial are in full control. >> what should we watch for? they had the court proceedings that lasted a few hours. what should we watch for next? >> the charge of espionage can lead to a 10-25 year implies prisonment. you might remember the case of
8:30 am
the marine who was sentenced to death then it was lowered to ten years in prison. such a thing might happen to jason. the are other things meetings being held we don't know about. >> very little access to his attorney or family. thomas if you could can you play out for us the situation jason is in as a fellow journalist, when you look at this story, what do you think is the message being sent? why are they singling him out? >> this is increasingly the question. some people might say jason is the car in the nuclear negotiations and a way for the political leaders of iran to push for a better deal from the united states but i don't think that is the case and i don't think the obama administration has cared a lot of about jason's
8:31 am
case at least publically. at the same time we can see that the case is continuing and it is very hard to get a grasp of what is happening. we know jason is being held in prison and he is probably under pretty good circumstances not what you might expect from an iranian prison but his family members are saying he wants this whole case to end wants clarity and wants to see it moving forward. >> we would like clarity and seeing him free. tom, it is great to have you on the program. we will watch the case closely and look forward to having you become. >> and hope justice prevails. anonymous threats to multiple airports prompting searches and evacuation evacuations. what investigators have found

creditable. the anonymous calls were serious enough to prompt searches of planes and in one case a military escourt. an air france flight was coming into jfk and someone claimed there was a chemical weapon on board. the escourt was made out of an abundance of caution. one passenger said the experience was horrible yet others were not even aware of threats. they didn't know what was going on. >> we didn't know something threatening on the flight until we get over here. >> we had the follow the security procedures. and we didn't know about the chemical weapons or anything. >> reporter: there was another threat on a saudi arabia airline flight to jfk. two planes were searched at newark liberty international airport in new jersey yesterday.

francisco and other areas there. the former director of the congressional office under george w. bush is here and president of action firm. are we in a tech bubble? i don't suppose you want to answer that. >> the situation is a global one where he a lot of authorities from japan to europe pumping money into the economy to get them going and that money is flowing in the united states. when it is here interest rates are low so it is going to the stock market and some of the real estate market. >> most people who own their homes are most concerned about a real estate bubble. what are the markets where that kind of thing is happening right
8:40 am
now? >> san francisco new york the markets that are desirable for people to buy a second or third home. >> on the coast chicago is seeing movement. not everywhere in america. housing markets have not healed like if you look at building homes there is far less evidence of a problem. >> there is no much indication we have not fixed the economy. how can we be in a bubble situation? >> the financial part is looking good but the part where you get a pay check and earn a living isn't doing so well. it is one of the reason people want the federal reserve to raise rates because it would pull the money out of the housing and stock market and put it into the bond market. >> the former head of the federal reserve is saying he does not see us in a bubble. the problem is the fed didn't see the last bubble coming.
8:41 am
so you have to wonder if he has a crystal ball. >> no body does. you make the call on the bubble and good chance you will be wrong. one person's overinflated value is another person's steal. they see something in markets that another person doesn't. no one knows for sure. afterwards we know bubbles build clarity. the key is to folkcus on the fundamentals and you can sustain whatever the bad news is. >> what do you say to average investors? if you have a little money you can put it aside. where do you put it? >> buy for the long term and buy a little of everything. buy the whole stock market hold bonds because they will come back. >> if real estate prices go down
8:42 am
does it automatically mean there is a significant correction like last time around? >> no we are not close to the behaviors we saw in the housing bubble. it will be subregional in nature not a nationwide affect. >> the markets are said to be in better shape to rebound from what happened last time. do you agree? >> i do. they are in better shape. banks are better capitalized. >> but they are bigger. they gobbled up the smaller banks that were in trouble. is that a good thing? >> depends how stable they are. the banking sector compared to competitors around the world, is far better equipped to handle financial shock than it was in 2007-2008. >> thank you very much.

where do you stand? >> as an er doctor that works closely with and respects my nurse practitioner i think the very best medical care we provide is when we collaborate together. that doesn't mean i am physically looking over their shoulder but i am available when they have questions we review cases they have seen and discuss the complex cases with them. stay >> hearing a law that oversight wouldn't be required. if i was a nurse practitioner in many states i would report back to you and working underneath the umbrella of doctors but this allows me to work independently. do you think there is a risk to patients? >> i think the important way to frame this question is not can we substitute a nurse for a doctor or vice versa. physicians have about 20,000
8:49 am
hours of training and a nationwide accreditation. nurse practitioners have about 5,000 on average and credits vary by state. and many nurses have more time to discuss conditions with patients and motivate them. it is not replacing but using them to extend each other. >> when you look at the articles it looks like patients are trying to substitute because they cannot get into their doctors or like the relationship with their nurse practitioner because it might be different than that with the physician. you touched on the big difference between a physician's assistant and a doctor is the clinical hours andyou are putting in to get the title. is that the biggest difference?
