wing running to the left of hilly onary on issues like trade. what we really heard from him was economic populism trying again to talk about the middle class. he has been struggling martin o'malley in the testing phase because he just has o not been registering in the national polls. but he is hoping a message like this will pull him upwards. >> listen. >> tell me how it is that not a single wall street ceo was convicted of a crime related to the 2008 economic melt down. not a single one. tell me how it is that you can get pulled over in this country for having a broken taillight. but if you wreck the nations economy, you are absolutely untouchable. >> you hear that reference to wall street reform. but also wrapping in the issue

of taillights and people being pulled over. that was a direct reference to some of the anger of some of his former african american constituents when he was mayor here as well as governor of maryland. but after those riots in recent day, that has certainly made this race a bit more difficult for martin o'malley. >> he does face some staunch criticism. many blame him for the city's problems. how is he attacking that? >> in recent weeks, e spenl following those riots here in baltimore. on the other side of the city. i'm in federal hill wrrks the economy is a lot better. on the other side in west baltimore there is a lot of anger and frustration in part with his tenure. when you talk to political analysts they say he has a very mixed legacy. listen. >> the problem for him of course is that his biggest resume is smoldering right now and was recently in actual complete flames in baltimore.

so i think that that is going to be a big problem for him. >> it was interesting because there were a few dozen protesters in fact here on federal hill in baltimore trying to drown him out as he spoke. in particular some african american protesters saying his zero tolerance policing policies as mayor and then as governor backfired and they were charging that it actually led to the death of freddie gray. that is criticism o'malley has been pushing back on. but it gives you an idea that his mixed legacy here is going to make it difficult to rise from the poll. >> analysts say o'malley is a long shot. that is what they are saying. what is his role then in the primary race? president obama signing a disaster declaration for texas after the deadly flooding this past week. now police say 29 people have so

far died in the flooding and the wane continues to fall on texas and oklahoma this weekend. 25 people have been killed in texas alone. 11 right now are still missing. the storms began memorial day weekend and still going at it today. let's go to meteorologist janice steen. it's been such a tough time. >> it really has. we just have to get through today and more tomorrow with the rain and then we'll have a drying out period for at least five to seven days. there's the estimated precipitation over the last 48 hours. parts of texas, and oklahoma and arkansas. zooming in around dallas area several inches of rain in a very short period of time yet again for houston. we still have flood advisories that extend really interest

texas through parts of arkansas omaha. we have a slow moving cold front. along that and ahead of it we're seeing potential for strong severe storms. i don't think we're going to see a tornado outbreak but we could see hail damaging wind isolated tornados. and severe thunderstorm watch for big bend of texas and the potential for severe storms moving towards the san antonio region and then a couple of severe weather warnings across the tennessee river valley. not a big severe weather outbreak but we're going to see potential for flooding hail and damaging winds afternoon, evening and overnight. and monday tuesday, wednesday through friday a drying out period. if there is any good news from this we saw incredible drought really years of drought across texas and oklahoma. was really wiped out within a couple of weeks. and this is what we're dealing with now, just some slight

drought in the region. ahead to houston as we head into the monday tuesday and wednesday looking very dry. so at least we get a drying out period. and there is your next week's precipitation outlook. looks like above average for parts of the central and northern plains but we'll get some drying out and of course the drought continues across the west where they really need the moisture. >> the drought has ended so far but really came at such a high cost. >> it really did. absolutely. >> thank you so much. julie? ? there are now just 30 days to negotiators to reel a final nuclear deal with iran. john kerry meeting with his counterpart today in switzerland. and many gaps to be closed. john huddy is live with the latest. hi john. >> hey julie. yeah it is really all about transparency at this point with iran and today for the most part

kicked off the next round of negotiations and most likely many more long and arduous meetings in what has already been i guess you can call it a political tug of war. secretary kerry met for about six hours today in geneva. the last meeting was in april, when the u.s. and the five other world powers, a part of the p5+1 reached a framework agreement with iran and while those involved no those talks today say they were the most substantive since april, several critical issues remain unresolved. in particular access to iran's military sites by u.n. inspectors. u.s. officials say if iran doesn't agree to the inspections would be a deal breaker. and today they said that inspection of sites is quote

unquote, completely out of the question and off the table. and then the issue about sanctions on iran. if an agreement is reached, iran wants them lifted immediately. that was part of the april framework. but the u.s. wants the sanctions lifted over time to make sure iran is complying with the agreement. and u.n. officials also want a snabback mechanism meaning the right to reimpose sanctions if iran doesn't adhere or is basically caught cheating on the agreement. there is some discussion about extending the deadline if an agreement isn't reached or if one is very close to being agreed upon. but u.s. officials say that is not being considered at this point. in the meantime however, talks are expected to continue tomorrow in geneva. julie. >> john huddy, thank you very much. meanwhile time is running out for several key provisions of the patriot act. congress acts tomorrow afternoon in an unusual sunday session.

>> former maryland governor martin o'malley made it official. as expected he is now in the race for the courthouse. announcing today during an event in the outdoor rally in baltimore park promising to rebuild the american dream and took aim directly at the hillary clinton. vince, can he win the democratic primary first of all? >> his chances right now are the snowball's chance in baltimore. just at the moment the numbers have him polling at 1%. compare that too vermont's bernie sanders whose 15%. and the hillary clinton whose 57%. he has a steep up isle climb. >> and we saw what happened in

2008 when a freshman senator by the name of barack obama seemed to come out of nowhere and challenge hillary. what you are saying in terms of these poll numbers is he's got to try to get beyond bernie sanders first. >> yes. absolutely. and look let's be clear where his voters are going to come from. he is sort of like the ron paul of the left. he has a very committed following and they are really unlikely to break for another candidate. but martin o'malley his voters are the hillary clinton voters. and when democrats see a white man versus a woman running, they are going to break for the woman. they are going to break for hillary clinton. >> and that didn't happen last name and this time is he definitely making contrast. called for new leadership, no approaches. and at one point he said we are not not the challenges of the 990s. he didn't hillary's name you

know what he's talking about. >> exactly. and today's speech was a clear shot across the bow of the clint campaign. a common attack both share on hillary is her coziness with wall street. her raising money of the tune of millions of dollars. all of that leading to the notion that she's totally disconnected from the american public. >> is that enough? saying no one has goep to jail for the 2008 financial crisis. >> and he is placing part of that blame by inference at the seat of the barack obama and the hillary clinton who's administration didn't pursue going after these banks for corruption to the extented.

but as far as i can tell from where i'm sitting he has a steep steep climb and it is a real credit to his communications team that anybody is even talking about the o'malley campaign. >> and finally the situation with baltimore. he was the mayor and of course protesters against him and the legacy over what we saw in the last month or so. he said baltimore is america. america is baltimore. what is the legacy there? right and this is such difficult backdrop for him to announce in. his his achilles heel. people in baltimore protesting and contributing to the riots are placing a lot of blame at the feet right or wrong of martin o'malley because he was part of getting tough on crime and there is police chief he actually led to reforms that have squared off cops against citizens and for that reason has been very difficult in a town where you have seen the inmates run the jails. baltimore is a tough city to announce? and martin o'malley went into the fire today and i'm not sure he is going to come out alive.

a disaster in texas as deadly flooding tears through the state. hello everyone and good afternoon. welcome to a brand new hour inside "america's news." >> and hello, everybody. president "the daily show" obama signing a declaration of disaster in texas. powerful storms. and making it official. the impact on the democratic race for president as form other maryland governor martin o'malley announces he will be challenging front-runner hillary clinton for the white house in 2016. and a possible deal-breaker in the iranian nuclear talks.

gathering again in jaefrgeneva. the head of the deadline will it stop a possible iran nuclear bomb? first this afternoon we start here at home. the southwest, flooding disaster getting a lot worse today. the death toll now climbing to 29 people after police in dallas tell us that they recovered another body in the floodwaters there. meteorologists say so much rain fell in texas this month it could cover the entire state with eight inches of water. wep have the very latest. >> reporter: the sun is starting to poke through here. earlier today this region was pounded by more rain. behind me is the trinity river, swollen by all the rain we've seen here. i'm standing on a service road cut off. you can see the water level up to a stop sign there, almost going all the way up to the sign. then if you go further left you can see the trees that normally

line the banks of this river. just swamped by all of this water. we have a map of what the trinity river normally looks like. some people around here call it the trinity trickle, and that is like a stream compared to what we're seeing today. now, flash flooding impacted this area the past two days closing loop 12 at i-30 a very busy traffic area for dallas forcing people to abandon their cars sow the south, in southeast texas, mandatory evacuations right now going on for the cities of wharton and rosenberg, and because there's more concerns rivers in those areas could flood. keep in mind one inch of flowing water can move 1,000 pounds creating very dangerous situations for people in the evacuated areas. >> one big concern, all i've got left and if i lose everything inside it i'm -- i don't know what i'm going to do. can't believe this is actually happening on my street. >> reporter: 12 people are still

unaccounted for across the state. yesterday authorities came out and identified the body of 6-year-old andrew mccomb. his father ended up surviving but his mother and his sister have not been seen since last memorial weekend. now, this is a historic amount of rainfall we've seen. the national weather service tells us 35 trillion -- trillion with a t -- gallons of water has fallen across texas this month alone. president obama came out today, issued a disaster declaration for several counties including harris county where houston is. we were there the past couple of days, spoke to homeowners with significant damage to their homes. even though they have insurance, eric they will take any help they can get. >> a disaster so sad when you deal with the victims. thank you so much. julie? a flood rescue attempt in nearby oklahoma ends in bloodshed. a man shot and killed after allegedly getting into a fight with officers who came to rescue him. and another man from

floodwaters. police say the two penmen were upset about leaving their car in the rushing water and at least one of themattacked a trooper when back on dry land. the second man arrested at the scene. now to the 2016 race for the white house. earlier today former maryland governor democrat martin o'malley launching his presidential bid as was expected. right now take a live look. there is the former governor. he is taking questions at a campaign event in davenport, iowa. he made that big announcement earlier today, about 11:00 eastern time in baltimore, of course he was the mayor of baltimore as well as having been the governor of that state. he is 52 years old, served two terms as governor now embarking on a challenge against hillary clinton, and bernie sanders. hows he going to do? ed henry back in baltimore attending that rally in the park is with us. hi, ed. >> reporter: good to see you, eric. that's right.

federal hill overlooking the city of baltimore. you mentioned, martin o'malley moving quickly to get to that first in the nation caucus state of iowa. he has a lot of work to do. he's not been registering on these national polls. not just far behind hillary clinton. as you suggest, also behind democratic socialist senator bernie sanders and lincoln chafee former rhode island governor and senator not very active in national politics in recent years. o'lalli, o'malley o'malley a lot to accomplish. firps the polish u and second the fact during his tenure as mayor, governor of maryland a lot of controversies. recent riots, of course after he left office. dozens of protestors at his event. he had a relatively lyly small crowd. dozens of protestors trying to interrupt him. protesting they said zero tolerance policies as mayor and governor for the police here which these protestors charge help caused the death of freddie gray that of course sparked the riots here in the city of

baltimore. what he is trying to do, pivot out of all that and say that he's taking a shot not not only at clinton, jeb bush as well on the republican side saying it's time for new leadership. listen. >> the presidency is not a crown to be passed back and forth by you between two royal families. it is a sacred trust to be earned from the american people and exercised on behalf of the people of these united states! >> reporter: an interesting political line but marty o'malley might have explaining to do because one of those royal families as he calls it the clintons been very close to. close personal friends with former president bill clinton and's in 2007 2008 endorsed the presidential campaign of hillary clinton. so how he's going to come up now with an alternative to her when he's previously endorsed her will be part of the challenge for him. bottom line really eric is that he's about 20 years younger than hillary clinton, but is

currently about 50 points behind her in the polls. big uphill climb. >> sounds like that. speaking of lincoln chafee told he's expected to announce june 3rd this coming wednesday. the former rhode island governor and senator, spent most of his like as a republican. now a democrat. he's jumping in. good to talk you to julie? and 2016, trying to xpratseparate themselves from the pack. hitting the president hard over the latest round of iran nuke talks, and the fight against isis. as the terror group takes over more territory. fox news chief capitol hill correspondent carl cameron has that story. >> reporter: 20916 will be the fourth presidential race in a row battling terrorism around the world and the debate over isis its origins, how to halt its rampaged divides both parties. most blame president obama's withdrawal in 2011. >> isis didn't exist when my

brother was president. >> if you fought in iraq it worked. it's not your fault it's going to hell. it's obama's fault. >> this whole problem with syria and isis begins with what he did not do when he promised to be able to take out assad, if he used chemical weapons. this destroys american credibility around the world. >> reporter: outraging fellow republicans, kentucky senator rand paul says the gop inadvertently helped isis flourish. >> because of the hawks in our party who gave arms indiscriminately and most snatched up by isis. these hawks also wanted to bomb assad, which would have made isis' job even easier. they created these people. >> reporter: pushback against paul's version of history ranges from gop white house rivals to iraq after the invasion. >> just a fable. isis came in to being after al qaeda in iraq was defeated by the iraqi army, and as president obama himself said when he came into office he inherit add

stable democratic iraq. isis is the creation that happened after we pulled all of our troops out in 2011. the key mistake made by this administration i. think the senate is unsuited to be commander in chief. we can't afford for more years of a misunderstanding of a threat. >> reporter: republicans include former secretary of state hillary clinton in the isis blame game too. >> madam secretary, would you have pulled the troops out of iraq in 2011? that is a direct question. [ inaudible ]. >> reporter: clinton may be on the verge of breaking with the president and developing a more hawkish strategy against isis. and think tank clinton helped run run by former aides likely to work for clinton, issued several policies calling for obama's failure and calls for ground troops which the president opposes. clinton is lurching to the left. on the other hand back in foreign and national security

policies that do not work puts a lot more than votes at risk. in washington carl cameron, fox news. and not just those candidates but also wisconsin governor scott walker speaking out. he jumped into the foreign policy fray in iraq and syria amid criticism he does thought have the experience to take on some of those it global issues as he's been the governor of a midwestern state. here's what governor walker said about the president's policies and the fight against isis when he sat down this week with sunday morning futures maria bartiromo. >> in my lifetime the most impressive president when it came to foreign policy was a governor from california. in my lifetime the worst president of foreign policy was a freshman senator from illinois's so being a senator, governor it's important as leadership there, there are american troops american resources available in iraq that this president's administration has put restrictions on them. there are very easy things we can do without full scale warfare. >> and, vo of course catch more

"sunday morning futures" 10:00 eastern on fox and you get my report on the taliban five. you know they may be able to travel? starting on monday did you knee? we'll talk about that. >> that is scary. >> tomorrow morning at 10:00 a.m. >> all right. turning now to the spiraling violence in syria, government air strikes targeting civilian areas killing at least of 70 people. today's attacks taking place in the northern province of aleppo. one helicopter strike hitting a rebel-held neighborhood killing at least 12 people. the other attack hitting a busy market in the isis-held town of al bab in the countryside. a syrian observatory for human rights calling that attack one of the worst massacres perpetrated by president bashar assad's army this year. adding at least 59 people there were killed but the death toll will likely rise.

and julie, crunch time fast approaching on the controversy nuclear deal with iran. secretary of state john kerry meeting with iranian counterpart in geneva. diplomats trying to work to bridge differences including economic sanctions, when they would drop and issue of international inspections. the deadline for this at the end of the month. already we're told something that could be a possible deal-breaker in all this. the latest from our middle east bureau. hi. >> reporter: yeah, hey, eric you mentioned those things and also transparency allowing those inspectors access to the country. that said today as we know secretary kerry met with iran's foreign minister zarif for about six hours in geneva. their last meeting in april, when the u.s. and five other world powers reach add framework agreement with iran having to deal with the overall negotiations. now, in particular several

critical issues as you mentioned, remain unresolved. access to iran's military sites by u.n. inspectors. u.s. officials say if iran doesn't agree to the inspections it could be a deal-breaker. you mentioned in the intro and what we're talking about. today senior iranian negotiators adding to the concern abbas said the inspection of military sites is quote/unquote, completely out of the question and off the table. so this could be a major stumbling block that ends up torpedoing the talks and then the issue as sanctions on iran. talked a lot about this if an agreement is reached iran wants them lifted immediately, but here are the thing. the u.s. wants the sanctions lifted over time to make sure that iran is complying with an agreement. u.s. officials also want what is called a snap-back mechanism, meaning the right to ream poseream impose the sanctions if iran doesn't

. and john kerry, and iranian foreign minister sar zarif meeting in geneva. a looming deadline june 30th. diplomats working to bridge differences over economic sanctions and international inspections. we're told there may already be a deal-breaker defiance of tehran refusing to let uninspectors into its military sites, or interview its nuclear scientists. so the question about that would be -- can an agreement with those type of restrictions really ensure that iran does not build a nuclear bomb? lisa daftari, middle east correspondent and joins us. stonewalling again. they say it's out of the question to look at these sites or interview these inspectors. without that can you really prevent iran from potentially building a nuclear device? >> this basically does away with what secretary kerry and president obama have been

about? >> a lot of significant details just inconvenienced troops when it comes to the west spearheaded by secretary kerry and president obama in pushing this deal forward. let's come to this from a non-partisan point of view. whether you're in favor or against this iran nuclear deal going through, we have to look at the facts here and since april 2nd when the preliminary deal was announced, iran the regime's been the one calling the shots. asked for sanctions to be released before they've shown any sign of concessions. they've asked that no military sites can be inspected, you said. no interviews done with the nuclear scientists. look what they did just this past tuesday. put an american citizen, "the washington post" journalist on trial. what kind of message are they sending? what kind of behavior are they showing? before the west goes ahead, again, a non-partisan view here look what would be best for the global community? best for the region for the stability of the region and
