clinton. the presidency isn't between two royal families it is a sacred trust to be exercised on behalf of the people of these united states. the only way we are going to rebuild the american dream is if we re-take control of our own american government! >> hillary clinton congratulated him on entering the race on twitter, tweeting this, welcome to the race, governor o'malley. looking forward to discussing strong families and communities, h. ed henry is live. he jumps in as a distant underdog against hillary clinton. he has a lot of ground to cover, especially in the early voting states like iowa. >> that was a veiled shot at the jeb bush. but before he can think about a general election matchup, he has

his work cut out for him in the democratic primaries. he's even trailing the democratic socialist senator bernie sanders. what he's been trying to do is carve out space from the left go after the elizabeth warren wing of the party move to the left of clinton on trade and immigration. she's been snuffing some of that out by flip-flopping on issues moving to the left herself. he quickly went to iowa where the real clear politicking polls shows martin o'malley at just barely 2%. so he does have to get moving. and he quickly said that he's going to offer an alternative to hillary clinton. listen. >> i believe if a bank is too big to fail without wrecking our national economy then it's too damn big, and we should break it up before it breaks us. i'll let secretary clinton speak to her policies. >> you heard him talking about

breaking down on fat cats on wall streets. one problem for him is he endorsed hillary clinton in 2008. so he's got a lot of work to carve out how he's going to be an alternative. >> and he used baltimore as the launching pad, but he has a mixed legacy and has received a lot of criticism for the problems that city has. >> his critics says he taxed the city too much and as governor of the state of maryland. there were dozens of protesters here who were basically shouting at him, calling him a liar saying that some of his policing policies zero-tolerance policing policy for example, had led to too many arrests here in baltimore and some charge led to the death of freddie gray. he's obviously rejected that but political analysts are saying this whole situation with the riots has really complicated

o'malley's legacy listen. >> the problem for him, of course is that his biggest resume is smoldering right now and was recently in actual complete flames in baltimore. so i think that that's going to be a big problem for him. >> so he's pitching himself as a younger, more liberal alternative to hillary clinton. but take a look at these numbers. he's almost 20 years younger than clinton but trailing her by almost 50 points right now. this is an uphill battle. >> ed henry, thank you very much. >> of course there will be plenty more 2016 talk when republican presidential candidate carly fiorina talks to chris wallace. it's a fox news sunday exclusive. check your local listings. meanwhile two dozen counties in texas under a state of emergency after severe rains caused flooding there and parts of the state are bracing for more severe weather. others have been evacuated until

further notice. the storms blamed so far for 26 deaths in the state and as many as 11 people remain missing. late friday president obama signed a disaster declaration to give the state federal aid for relief efforts. will carr is live with the latest in dallas. what kind of weather have you had today? >> reporter: well good evening. it's sunny out right now. but the national weather service says the trinity river should crest tomorrow. but it's plenty swollen right now. take a look. it has cut off the access road that we're standing on. about 20 feet from where i am, you can see the stop sign. the water has almost risen all the way up to the sign. as you push your way left i want to point out the trees in the distance there. those trees are normally on the bank of the river, not touched by the water. today they are swarmed by water. we have a map of what the trinity river looks like on a normal day. in that map you can see green on

both sides of it. there's no green today. the river looks like a stream. there's water everywhere. this is an area where high waters have closed-loop 12 at i-30. that's normally a very heavy traffic area. some drivers had to abandon cars in snarled traffic. we saw cars submerged. to our south there were mandatory evacuations in the cities of wharton and rosenburg where rivers are rising. ra a foot of water is enough to cause cars to float away which is a dangerous situation for people in those areas evacuated. >> this is all i have left. if i lose everything inside it i doesn't know what i'm going to do. i can't believe this is actually happening on my street. >> reporter: this has been historic rainfall. the national weather service tells us for the month of may, there have been 35 trillion gallons of rain 35 trillion with a "t".

president obama issued disaster declarations for several counties. it's sunny here supposed to be sunny for the next couple days but down south, one of the counties that had the disaster declaration is harris county. one representative i spoke to said they are a resilient bunch but will take all the help that they can get. >> 11 people are still missing. how is the search going? >> reporter: that's right. as the number of missing has gone down over the past couple of days the body count has risen. like you mentioned, 11 people still missing. 26 people have been killed by these storms over the past week. and one, we know was identified yesterday, 6-year-old andrew mccomb. he and his family were inside their cabben last weekend when the floodwaters hit the cabin. his dad survived. his mother and sister are still missing. a tragic example of how

dangerous this has been. >> absolutely tragic. thank you so much. forecasters in the meantime say the storms in texas already set new rainfall records and now new flash flood warnings are in effect in some areas. and janice dean is keeping an eye on all this. >> drier weather for the dwlas area. but you move southward around austin and houston where we have flash flooding occurring right now. we also have the threat for severe thunderstorms. severe thunderstorm watch in effect for the next several hours. look at that. north and east of lufkin looks like we have a tornado warning. so hail damaging winds and isolated storms possible as this slow-moving cold front leaves the potential for more flooding rainfall across texas well as portions of the midwest and the upper mississippi river valley. as you can see, there are tlood advisories. look at where we are seeing the maroons here.

those are flash flood warnings meaning flooding is youring right now around the as youustin air it yeah and houston area. this region typically sees a couple inches of rain a month. so this has been ongoing, a tragic situation, for not only texas but parts of oklahoma as well as arkansas where we have reached new may rainfall records, and in some cases surpassed the total that we typically see all month. so rainiest month on record for parting of arkansas fort smith, wichita falls texas. and oklahoma city. as we move through time sunday into monday, the rain moves eastward drying out conditions for the southern plains. texas, oklahoma and arkansas. and looking at the next seven days again we'll see the threat for flooding move eastward areas that need to see the rain towards the northeast, but we will see drier conditions for texas. here's dallas texas over the

and emergency crews had to clear the scene. a bus spokesman said if the accident happened next week the bus would have likely had many more passengers on board. no word yet on the cause of the crash. and new details on the controversy surrounding house speaker dennis hastert. he agreed to pay $3.5 million to cover up sexual misconduct during his time as a high school teacher and wrestling coach. he was indicted for allegedly concealing those payments. what's the reaction been? >> astonishment here in washington. the alleged misconduct happened dk aids ago, prior to dennis hastert's government service, and some of his former colleagues can't believe it. john boehner said the denny i served with, worked hard on

behalf of his constituents and the country. i'm shocked and saddened to learn of these reports. dick durbin who also served in the house of representative with hastert had this to say on friday. >> something i never, ever would have imagined. i woke up today, still shocked at the news that's coming out on this. i don't know the details. we haven't heard his side of the story in fairness but it's really troubling. >> the u.s. district judge has not set hastert's arraignment date yet, but we expect it to be quote, soon. >> what do we know about the recipient of the money? >> not too much. the indictment says someone individual a, came and discussed something that happened in their past between them. here's how the indictment lays it out, quote, during a 2010 meeting and subsequent meetings

defendant john dennis hastert agreed to provide individual a $3.5 million in order to conceal his alleged misconduct with individual a. shortly thereafter he began providing individual a cash payments. he is charged with lying to investigators for telling them he was withdrawing the money to keep it for himself. >> thank you so much molly. well the family of a soldier who died during a strain training exercise is speaking out about the policy that will not allow their son to be buried at arlington cemetery. the latest on the search for a killer tonight.

a tragic accident taking the life of a man in hawaii after he was impaled by a sword fish. family members throwing flowers into the water where it happened. witnesses tried to jump from the pier when he was impaled in his upper torso. he died on the scene. the fish was about 40 pounds and three feet long. conservation officers are investigating. the death of an army staff sergeant is sparking huge debate about where he should be buried. tau thomas florek was killed back in march. but the army says he does not qualify for burial because he was not on active duty at the time of his death. >> my son was in uniform. my son was serving in the capacity as a crew chief.

and a door gunner. and in adverse weather conditions he accepted a mission to train people for combat in the future. and in that he gave all and lost his life. >> kristin fisher has more from washington. kristin? >> reporter: it's been 80 days since staff sergeant thomas nor florich was killed. he was killed in a black hawk helicopter crash off the coast of florida. he had never deployed overseas but had been a soldier in the louisiana national guard for eight years. still, because he was not on active duty orders an army spokes woman says he does not meet the requirement for burial in arlington national cemetery. what that means, he can be cremated and his ashes kept there, but he can't be buried there. that outraged his father and

hill. key provisions are set to expire on the patriot act. the republican candidate says it violates americans' righting to privacy. top diplomats gathered in geneva with a month left to reach a deal. the talks are expected to extend into tomorrow and are being called the most meaningful discussions since iran and world powers reached a framework deal in april. >> reporter: today's meeting between accident john kerry and zarif lasted six hours in what will likely be the start of many more arduous hours to come to decide the fate of iran's nuclear program.

secretary of state and zarif last met in april when the u.s. and five other world powers reached a framework agreement with iran. but several critical points of contention remain unresolved. in particular access to iran's military sites by iaea. international atomic agency inspectors. the u.s. wanting to ensure that iran doesn't have any bomb-making capabilities for at least ten years, and u.s. officials say if iran doesn't agree, it would be a deal breaker. today senior iranian negotiator says the inspection of sites is quote-unquote completely out of the question and off the table. then there's issue about sanctions on iran. if an agreement is reached, iran wants them lifted immediately, but the u.s. wants sanctions lifted over time and to have a snap-back mechanism, the ability to reimpose sanctions if iran does not comply with the terms of a deal. those involved with today's meeting say they were the most

substantive since the framework agreement was reached in april. and while some are optimistic that a final accord can be agreed upon by june 30, others are not. we've seen talks unravel before and u.s. officials say going past that deadline is not an option. julie? >> john huddy, thank you. people in japan getting quite a jolt from an earthquake. the ep center was off the country's southern island but felt as far away as tokyo. and take a look at the scene there. buildings quake for more than a minute. but no reports of any major damage. two people suffered minor injuries. 20 armed men hijack a bus and kill several passengers. as we go around the world in 80 seconds. pakistan. gunmen storm two buses, survivors say the men separated passengers by ethnic groups. told one group to leave, the

other passengers were then lined up and shot execution style. 19 died. since others were rescued. india. a nasty heat wave claiming nearly 2,000 lives so far. temperatures approaching 113 degrees in some cities. many in the capital of new delhi doing whatever they can to beat the heat. showers and thunderstorms in parts of southern india are bringing some relief but 100-degree temperatures are expected for at least one more day. italy, a british royal navy ship rescued migrants trying to cross the mediterranean see. it is just the latest of many rescues of people fleeing violence in northern africa. italian ships rescued 442 people friday in 22 separate operations. china, the country unveiling a new set of vintage tour buses in beijing.

all right, listen to this one. bingo night gets real for a couple of florida players. an 82-year-old man caught on camera slashing a rival's tires with an ice pick. why? police say he told them he did it because she sat in his favorite seat. the victim 88-year-old ethyl britt says she's in shock. >> i didn't think anybody would be little enough to do that to my car, because i didn't know i had any enemies in my life. but i thought everybody was my friend. evidently, i got one enemy. i didn't know it meant that much to him. to do that to my tire. >> oh, my god, ethyl. i love you. i'll be your friend. fred smith is charged with criminal mischief to a vehicle and may be forced to pay close to $500 for repair to her tire.

suspect had an injunction in new york ordering him to stay away from guns. washington state. a couple is crediting their new high-tech surveillance system with preventing a third burglary at their home. the husband got an alert on his phone, showing a man inside their house. he called police who responded right away. the couple says the first two times their home was hit, they never got their stuff back and no one was arrested, but not this time. >> we have video of the suspects in the house of the a then we arrested them a few minutes later right next to the house. and the evidence is pretty irrefutable. this case is closed. california. star-studded congratulations. receiving notes from the president, the pope and over 100 celebrities after their granddaughter contacted all of them asking for anniversary

messages. >> president obama. president bush. yeah and even carter. that's your favorite. >> they say the key to a successful marriage is to forgive and forget. that's the fox watch across america. police in arizona catch a suspected puppy thief. two young women seen in this video at the humane society looking at an 8 week old puppy named zoe. and you can see one of them lifting herself onto the kennel door. she leans over and snatches little zoe. the two women walk out the door with the pup. thanks to a tip, the police were able to find the dog and arrest the 20 year old woman who was charged with a misdemeanor theft. as for zoe, she's in reportedly good condition she's back at the humane society before going to live with her adoptive family. a new program in pennsylvania is helping patienting and therapy workers.

pet-a-pooch two years ago. since then they have an area where staff go to relax. it's proven that petting an animal makes your blood pressure lower. happy staff usually means happy patient patients. >> and probably happy pets too! you get love and affection every day. >> every month, the adoptable animals are brought there from the local shelter which on any given night has up to 400 pets. so far about two dozen dogs and cats have been adopted by the staff. >> it's really rewarding to see how well they can do and how well you can train them to be good dogs. he's a very good dog. >> it's an added attraction if you will that you are not only kind of getting some relief but you are providing some relief on the other side for a dog or a cat that's been in a situation that is not healthy. >> well, win/win.
