interpretation. he's the author but more than one person. >> the second circuit agreed. >> there would be other surrogates that come to that conclusion. the plane language of the statute is not violated by what the government is doing. the second thing i would say is the government has not misused the information. there's no evidence that under either president obama there's been any misuse by the government. i happen to know that the information is helpful. the government has its hands tied behind its back because it can't point out situations in which that information has been helpful also. in a situation where you have five minutes to get the information, because there's even five minutes to go when you have information, that place is going to be bombed and you have to start hitting computers

we -- this has been used improperly specifically against the language of the law. he's trying to correct that and still balance national security and civil liberties. thoughts? >> he's had a long evolution on this subject. and as you and the mayor pointed out, he was one of the primary authors of the patriot act. something said that, i don't buy his criteria you look at the criteria he's using. this information has to have prevented a specific attack in order to be valuable. >> you're missing the point. he's saying the patriot act specifically prohibited what the government is doing now. >> right, and as the mayor said, that's his interpretation i don't see it that way, i know a number of other lawyers who know more than i do. >> it says to look at an american citizen, there has to be some foreign specific connection and communication going on? >> well look if you look at the way that it was authorized by the face is a courts and go back to the way it was briefed

to congress. i think the way it was implemented did comply with the law, sort of down the line you can see that there's potential for abuse, but i don't think it's been shown it's been abused. the potential for abuse, where he makes his mistake is by claiming that we've seen this abuse or that there's this abuse all around us. >> michael, i would argue the same government that targeted conservative groups by using the power and the intimidation factor of the irs would be capable of such abuse. rand paul wanted two specific amendments in this that would require the warrants only to be issued to individuals, and evidence collected under the patriot act be used for terrorists not domestic prosecution. thoughts? >> we have to make the distinction here from the nsa and other organizations collecting the data and the metadata and going to the courts to look at individuals specifics and specific individuals and see

what we said and that distinction isn't being made, number one, and number two, i do take umberence with the statement that this data hasn't stopped terrorists here and overseas. we are heavily reliant on the signals and intelligence. all the pieces of the apparatus that analysts can pull together to help us and i agree with the mayor -- >> jim was clear that he believes it has been helpful. he doesn't dispute that. he's just saying that the letter of the law he wrote is not being followed by the government and therein comes the rub between civil liberties and national security. we all want national security. let me get your thoughts. >> i don't disagree with the mayor. the intelligence that steve used was not metadata it's the same government who misabused veterans put our economy in the

tank. it's about a government having way too much authority and incompetence it's not about bad americans listening in on us. it's way overreach, way over fourth amendment, i'm not a lawyer this has got to be pulled back we were scared after 9/11 we did some dumb things like make the department of homeland security and tsa, and we overreached with this. we need to be targeted on our intel, and much more supportive the government has shown they can't handle this kind of stuff. i don't trust them on it. >> your reaction. because i'm actually -- i think there is a balance there. i think -- he's gotten into more political trouble by saying isis grew stronger because of the hawks and the party. what do you think the long term ramifications are for him that he navigates through the campaign? >> i don't think they're good. in part because of the politics on the ground. the republican party -- i thought the media overstated the extent to which republicans had

swung in the libertarian direction. they clearly swung back at this point and he's doubling down on this you pointed to the real problem for him. if he makes a principled argument in favor of civil liberties, i think people respect it and say, we can have our disagreements, you make our best argument we'll make ours and hash it out that way, that's not what he's doing, he's impugning the motives of the people he disagrees with. dick chain in a went to war in iraq for halliburton. john mccain. all of the hawks, he doesn't give them the benefit of the doubt that he gives president obama on a regular basis. >> the reason we had the growth of isis we didn't provide the intelligence and the training that we should have provided to secure our victory and the president didn't follow through on the red line he drew in the sand with syria. >> to take that further, we're repeating the same mistake in afghanistan. i just returned from kabul.

>> joining me now, tell us the circumstances under which you got this video? >> well the genesis of it was, i spent a lot of time doing these videos across the world. whenever i'm in europe i marvel at the fact that there's a lack of integration between the muslim community all across europe and we many terrorist attacks going on. the past 12 months we've had over a dozen terrorist attacks here in the united states. and minnesota in particular there have been maybe 20 to 40 minneapolis based muslims who have gone to fight for isis and al shabaab. i couldn't believe it. the vast majority of the people i spoke to were born here or immigrated here legally. >> i guess considering that this is the antithesis of american

law, american values? the american constitution? >> this used to be taken for granted among immigrants. this used to be something that was a matter of course. my grandparents were very proud to come to the united states and become american. and all the people who came with them knew that coming to the united states meant coming to america, meant becoming american. it's a different case. there have been four separate and independent studies in mosques in the united states conducted since 1998 and they all came to the identical result that 80% of mosques in the u.s. teach the superiority of sharia over constitutional law, and the necessity ultimately to replace one with the other, they are all fact based, based on studies of what is taught in these mosques. they show this is a major problem. these guys are not an isolated case they are the vast majority of the muslims. reflecting what is -- >> let me say this first of

week last year. they also reported felony sex crimes such as forcible rape predatory sex against a child, sex trafficking, sodomy up all across the board. such felonies are up 42%. this is part of a disturbing trend called the ferguson effect. our first time having you on studio. you've been our guest many times. i want you to talk about this ferguson effect. i want to put up baltimore crime statistics a 40 year high in murders now. and a 55% increase in nonfatal shootings year to year. and a 70% increase in homicides year to year. 2014 and 15. what is your reaction to this is this because -- >> as you well know they're calling it a ferguson effect. i was down in south carolina

last week they've seen a huge increase in crime in south carolina as a direct result of what's been going on the last several months. his comments have been very incendiary toward law enforcement as you know. it calls people to empower them -- >> 40 year high in murders in baltimores this is in cities across the country. a 56% reduction in arrests. it's obvious what's happening. >> it's the feeling in new york in baltimore, if the cop's out there first of all, every time they try toll take police action millions of interaction with the police and the public all of a sudden something doesn't go right, you get your race baiters out there, your sharpton jesse jacksons and everything like that that's why we have such a surge in crime. people know they're able to carry guns. we have 77 precincts.

the first video we're about to show you, is extremely hard to watch. i assure you, it does have a positive outcome, don't worry. it all took place yesterday afternoon. cameras captured the driver of this gray sedan jumping a curb knocking down that small tree and running over that young child as he was walking down the sidewalk. miraculously this boyes caped death without any serious injuries. he fell into the gap between the car's wheels just as that vehicle was barreling across the sidewalk. that likely saved the boy's life. following that crash, dozens of locals rushed to the aid of that young boy. they tried to lift up the car and rescue him as he remained trapped under that vehicle. firemen were able to free the
