by congress. it restarted some of the controversial surveillance programs that went dark over the weekend but it also changed it in a big way. >> we passed the most significant surveillance reform in decades. we will protect the security of the united states, but we will also protect the privacy of americans. >> let me break it down for you. here's what the bill will do. it will end the government selection of the phone records instead they will be stored with tell communication companies. the bill preserves some of the other surveillance authorities. it restores the lone wolf provision which allows government to provide nonu.s. citizens to a terror group. the lone wolf terror suspect in boston is a perfect example. it has the roveling wire tap provisions but despite those concessions critics like mitch mcconnell says the bill goes too far in limiting the buying

terror suspect. it was just after 7:00 yesterday morning when police and the fbi approached a 26-year-old outside the boston cvs. they have been monitoring him for 18 months. recently he's been on 24 hour surveillance. the suspect made statements about wanting to attack the police. when they tried to ask questions the suspect pulled out a knife and charged at them. >> the officer was retreating and that's from the video we have available. they kept retreating verbally giving commands to drop the weapon. >> he refuse today drop it and the officers were forced to open fire. he was shot twice once in the torso and once n abdomen. he was one of several people
