"special report" is up next. welcome to washington. i'm bret baier. this is a fox news alert. new fox follows are out tonight and there is not a clear front-runner in the nomination. this shows increasing distrust of hillary clinton. we have mike emanuel with the latest fox polls and how the gop candidates are trying to set themselves apart. first, chief white house correspondent ed henry on how the controversies over hillary clinton's private e-mail and questionable donations to the clinton foundation are having an effect on voters. good evening, ed. >> good evening, bret. hillary clinton claims this is a republican fascination and our

polls suggest otherwise. while hillary clinton joked about her e-mail server behind closed doors, a democrat went public today with his view the server should be turned over to a judge. he says he doesn't believe republicans on the hill will be fair so an independent umpire needs to investigate whether only personal e-mail was deleted. >> have some neutral observer not the u.s. congress that's clearly going after a political witch hunt here but to have you know appoint, you know some individual judge that everybody trusts or something to go through them and make a determination as to what is or what is not appropriate. and it's somewhat likely they sold influence to donors. the poll found 31% are very or somewhat concerned about allegations of hillary clinton's

dishonesty and unethical behavior. 68% are not very or not at all concerned. that runs counter to clinton aides claiming the controversies only resonate with the republicans. and will have no impact with swing voters in a general election. >> independent voters are probably the one group of voters in the country that care more about character and trustworthiness. >> reporter: today the washington times reports the former president collected $26 million for the foundation from a fundraising arm in sweden while that country lobbied the secretary of state on sanctionses that threatened its business with iran. as the candidate prepares to deliver a speech in houston on thursday at texas southern university university officials sent the media an admonition that there will be no opportunities to interview hillary clinton. her speech will be her interview. "the new york post" reported on monday that clinton joked the white house would not have been hacked if they used her server. no laughing matter for

republican trey gowdy who pressed a state department official on why there is not a complete record of her e-mail. >> are you talking about what she provided to you? >> we are processing what she provided to us. >> and there are major gaps in colin powell and condoleezza rice's official e-mail. bret? >> ed, thank you. another democrat has entered the race for the white house. actually entering it right now. former rhode island governor lincoln chafee right now announcing his candidacy for president is the only republican back in 2003 to vote against the iraq war and is putting foreign policy at the center of his campaign and already challenging

hillary clinton. >> we will be electing a new president in 2016. i enjoy challenges and certainly we have many facing america. today i'm formally entering the race for democratic. >> he's now the fourth candidate to enter the race for the democratic nomination. on the republican side there are already nine candidates asking for your vote in 2016 but the new fox poll shows only one out of the top three has announced a run for the white house officially. senior political correspondent mike emanuel has a look at the latest numbers and what they are doing to try to put themselves out front. >> reporter: there's no true front-runner in the race for the republican nomination. former governor jeb bush and scott walker are neck in neck at 12% support and ben carson at 11. the next group is also very tight with rand paul at 9, ted cruz at 8 and marco rubio at 7%

support. paul cruz rubio, and lindsey graham. >> people are good fighters. many in the united states senate who have fighting the good fight, raising the banner and have yet to make any victories there. >> reporter: he talks about why he stands out from others that will run. >> we've fought and we've won on policy. >> reporter: the fox poll shows mike huckabee at 6% and new jersey governor at 5% with former businessman rick perry and donald trump at 4% each. and then it's carly fiorina and lindsey graham and john kasich at 2% each. graham skib described what he considers his strength contrasting what he would do versus what president obama has

done in iraq. >> i'm going to destroy the caliphate. the biggest mistake we made in iraq was not going in and we made plenty going in was leaving too soon. he said i was elected to end wars. if you elect me i'm going to be elected to elected to win wars. >> reporter: chris christie says he plans to invest time and energy. >> i was saying hi to folks. >> reporter: the fox polls shows national security is rising as a deciding issue for republican primary voters. now it's at 36%. 46% say economic issues will be most important. but that's down 30 points from four years ago. finally, jeb bush has the unique distinction, being in the top five of the definitely list. the president is making the hard sell now for the trade bill in the house.

but right now it looks like he has a long way to go. this as a website offers a reward to anyone with the scoop of what is really in. strangely secretive legislation. kevin corke has the president's trade troubles. >> reporter: from democrats on capitol hill to big labor, even online the president's effort to get the house to sign off on fast track authority on trade has met with strong resistance from usually reliable democratic allies. >> it's a fraud. it's a fake. >> they are getting increasingly desperate because they know they lack the votes to get their bill through the house. >> it could prove to be the president's toughest political battle yet. the white house needs 217 votes to move forward on tpa but remained 30 votes shy. >> the president has made clear a willingness to stand with those willing to stand with him on the trade agreement.

>> reporter: and the afl-cio asked its members to call congress today. fast track would make it he issier for the white house to conclude negotiations on the sweeping trans pacific partnership deal by preventing congress from amending it. sensing political blowback the white house is trying to three-tiered response one, having the president take it directly to the lawmakers and getting help from nancy pelosi to help tamp down the noise. two, take the case beyond the beltway and directly lead to voters and, three, lean on gop support for an overall trade deal. >> tpa stands for jobs. >> reporter: in a debate that has no shortage of opinions democratic front-runner has not spoke out about this. meanwhile, others say they are breaking the seal on what's in

went back for that driver. fox 13 in seattle with a high-stakes marijuana heist. the suspects broke into three adjacent pot shops this week costing the owners about $100,000. and this is a live look at atlanta tonight from fox 5, our affiliate out there. the big story tonight no bull. a 1500-pound bull is back on the range after being rescued from a 20-foot well. the heavy operation took all days. crews could not lift him so they had to dig a trench so he could walk out. the bull named boy, was not too bothered by the whole thing. he opted for a nap before exiting the hole a short time ago. that's tonight's look from outside the beltway

asking after iraq's prime minister admits to losing thousands of u.s. humvees when isis overran mosul last year. jennifer griffin on how weapons are ending up in the wrong hands and the cost to u.s. >> reporter: as the anti-isis coalition prepares to meet in paris this week iraqi prime minister al abadi dropped a bombshell saying that his forces lost 2300 armored humvees when mosul fell to isis last year. he didn't mention that they were paid for by u.s. taxpayer dollars. >> one of the major parts of our strategy here is building up the iraqi forces so they can take the fight to isil. that's the key pillar of what we are doing. >> reporter: since the fall of ramadi there has been bombing expensive military equipment that the u.s. government provided the iraqi military which is now in isis' hands.

the iraqi government has said they have lost about 40 m1a1 battle tanks and 74,000 machine guns and 52 howitzer mobile gun systems, 6 aberam tanks. the state department says the administration has no plans to change its anti-isis strategy. >> in iraq right now we have the right strategy. a combination of coalition air strikes, training equipment, assisting and effective local partners. that is the winning strategy. >> reporter: the u.s. pulled out of iraq at the end of 2011 after spending $25 billion to train the iraqi military. last weekend, the u.s. delivered 2,000 missiles to iraq to

destroy the humvees being used in suicide attacks. to date they have destroyed 77 tanks and 288 humvees. the cost of the war against isis so far, $2.44 billion, or $8.9 million a day. much of that money is being spent now on destroying u.s. military equipment abandoned by the iraqi military to isis. the administration plans to send more money to the government as soon as possible. >> and there was a report about the live anthrax spores. what did you learn? >> the problem is larger than the pentagon first discussed. they said samples were sent to 12 states initially but now we've learned that they were send from a d.o.d. lab to 51 labs in 17 states and in three countries, australia, canada and south korea. the deputy secretary of defense says he expects the numbers to rise. but for context added, this

occurred over the course of ten years. >> we know of no risk to the general public from these samples, samples. to provide context, the concentration is too low to affect the average healthy individual. >> more than 30 lab workers are being treated for anthrax exposure. the pentagon says there's no evidence of sabotage. bret? >> jennifer griffin live at the pentagon thank you. one of the suspects inspired by isis appeared in court today. david wright was arrested on tuesday and charged with conspiracy to obstruct justice tied with his attempt to destroy a smartphone belonging to usaama rahim, who was shot and killed on tuesday. rahim had been under surveillance by terrorist investigators. 65% of registered voters polled

say the nsa has prevented terrorist attacks while at the same time 57% believe they have violated your civil liberties. a report that iran's stockpile of enriched uranium is growing amid tensions to come up with a nuclear deal set off a firestorm on social media. james rosen with the war of words that played out in 140 characters over and over again. >> reporter: an epic duel of the obama era began on monday when "new york times" national security correspondent david sanger said that iran has quietly increased its lau by 20% in 18 months. >> there's a couple i think, notions in this story that we disagree with. >> reporter: and boy did she. in a series of twitter blasts tagging sanger marie harf wrote "the overall increase in iran's stockpile poses a major

diplomatic and political challenge. not true. and in doing something it's not supposed to do under the jpoa or in violation of it is obligations, not true." this is acceptable as long as it's at the time period which is june 30th it's back below the correct amount. we fully expect they will do so in this case. >> reporter: sanger cited information from the atomic energy agency and never alleged or insinuated that iran was cheating. >> the iranians committed to building a facility that would take their newly enriched uranium and convert it into a reactor fuel that you couldn't convert back into a weapon. the problem is they can't get that facility to work and yet they continue to enrich uranium. >> reporter: this means that absent a dramatic change of course by iran between now and june 30th the regime will to satisfy the terms, have to shrink its use of stockpile by

illegal immigrants in california are one step closer to getting health insurance tonight. our correspondent is in los angeles with details that would allow undocumented immigrants to health care on the taxpayers' dime. >> reporter: in a national first, a bill in california would enroll all illegal immigrants under 19 and thousands of adults in the california's version of medicaid. the national health care program for the poor. 240,000 undocumented workers and their families would be covered. >> we're all healthier when everyone is covered. >> reporter: illegal immigrants are only entitled to emergency care and cancer treatment and in 15 states, abortion services. under this new bill, enrollees

would be entitled to any and all services paid for by state taxpayers if federal money is not available. >> the president and congress when they passed affordable health care act put out clear guidelines for who will be covered. if it seems that those guidelines are being altered, it's going to be a problem. >> reporter: illegal immigrants are barred from obamacare subsidies. california will ask for a waiver to at least allow qualified immigrants to buy coverage through the state exchange. supporters arguing managed care is cheaper than emergency care so the state should enroll as many as it can afford. >> if you're expecting a free lunch, cost also go up. >> reporter: only two republicans voted for this bill which goes to the democratically controlled state assembly. governor jerry brown supports it in principle depending on the

cost. analysts in new york and illinois say they could follow. economy and jobs are at the forefront of american consciousness right now. in this fox news poll just out, 34% said it was their biggest concern. 13% are concerned about terrorism and followed kbhoesly by health care at 12% and the federal deficit ranked with voters. good day on wall street today. the dow jumped 64. s&p up 4 and nasdaq rose 23. hold the phone. a teacher gets in trouble for trying to stop his students from using their smartphones during class. the grapevine is next.

and now some fresh pickings from the political grapevine. the inspector jeb for the epa has choice words. the i.g. said that there was a culture of complacency in rooting out views of fraud or punishing those who committed. case in point, in november 2013 and may 2013 management was made aware of two separate employees viewing and downloading pornography at work while on the clock. it took until this last march for them to issue notices of proposed removal.

one employee was allowed to retire and the other remains on paid administrative leave. the epa has been warned multiple times about taking more severe and timely discipline action. they should have seen this coming. psychic readings at a party have led to the suspension of two veterans affairs officials in philadelphia. an inspector general's investigation found employees were inappropriately convinced to pay for readings done by the wife of an employee. the party was hosted by assistant director who the va i.g. said quote, misused her position for the private gain of a subordinate and his spouse. gary hodge, whose wife earned the money, did not report the income on the disclosure reports. the va has not said whether the suspended employees are still being paid. finally a. florida teacher got so fed up with students using their phones in class, he brought in a signal jammer. the science teacher thought the cell phone blocking device was

okay as long as it wasn't intended for malicious purposes but the school was not happy. quote, if someone needed to call 911 in the school or in the vicinity they may not have been able to get through. the teacher had plenty of support online. "your teacher, the cell phone jammer should be honored as a hero. parents should be to blame, not the teacher." the school issued a five-day suspension without pay. well it lasted just 23 minutes but u.s. astronaut ed white spacewalk earned him a permanent spot in our history books. this is a look at the 50th anniversary of the first spacewalk. >> it looks beautiful. >> 50 years ago today, astronaut ed white became the first american to go extra vehicular, what everyone calls now a spacewalk.

new poll from may until now. it's still huge as you can see. but some other numbers are pretty interesting. the race for the democratic nomination it's not over yet. 69%. this is among democratic primary voters. that's just one of the interesting tidbits from this new poll. let's bring in our panel. steve hayes contributor to the new book, "dadly virtues." there you go. pause for the book. very nice. charles lane and syndicated columnist charles krauthammer. okay. "dadly virtues," give us a sense of what this really means as these polls, not only the fox polls but washington post suggests there is a slide and concern over the e-mails and the clinton foundation. >> yeah i have found fascinating the same numbers that you found fascinating 69% of democratic voters do not

think that this process is over suggests that people are not yet locked into their support for hillary clinton eastbound though she's got support of 57% of voters. look i think when you take a broad look at the democratic primary and you hook at hillary clinton and her problems it was inevitable that her numbers were going to slide. you had sort of democrats and many of the media reporting with glee that she hadn't been affected by the e-mail story and the benghazi story and all of these things. clearly she was going to be affected. there was just a lag effect and i think we're seeing those problems manifest now. what's also interesting is that her numbers have slipped not only on honest and trustworthy but also on benghazi specifically. and if you look at the cnn orc poll she's lost a lot of ground on the gauze question and, interestingly, republicans have been seen as doing a good job broadly on their handling of benghazi which hadn't been noted in many places.

>> chuck, a clinton strategist for knlcnn, said this. >> we know any other person who has been in a role as secretary of state, you anticipate a period where once someone is in the political arena, partisans are going to see some changes. we don't think there's been any significant change. we think there's been a minimal change in their numbers in the numbers that we're analyzing and we think that's true in the vast majority of polls out there. >> here's a couple more questions from two polls, including the fox poll. the likelihood the clintons were selling influence to those who donated to the clinton foundation varied somewhat. 61%, and 373% no or not at all.

>> i agree with steve that she's taken a series of hits here. but the number that i focused on in the fox poll at least was this one about democratic primary voters how troubled they are. >> we have that one, too. >> yeah. 68% combined are either not that troubled or not at all troubled. and if i were hillary's campaign adviser making that comment that he did, that's what i would be basing it on. at the end of the game, this is about two events. she's still very well positioned to et goget the nomination and we still see she is albeit within the margin of err, leading all of the candidates. i think this amounts to a much slower liftoff to her campaign than she would have liked and it's putting pressure on her to end this news blackout that she

has going on with the news and so forth because to fight that untrustworthy number which is a problem for her, she's going to have to stick her neck out and show some courage politically on the issues. >> i think one of the things that a lot of analysts are looking at is that almost every day we get a new something. today, "the washington times" has a story of $26 million through a fundraising arm that was unknown previously in sweden and as that country is lobbying the secretary of state on sanctions about their dealings with iran 26 million plus $750,000 speech to the former president, they explain away this but it does seem every day there is something else. >> and that every dayness, i don't think people are going to remember the specific events the every dayness of this reinforces the idea that we saw a 2 to 1 americans that believe they were selling influence. which is not good. now, among democrats, it makes

no difference, as you showed in that poll. they are unconcerned by this and 69% of democrats, nonetheless, say that the nomination fight is not over. it is it over. those 69% of democrats are wrong. she has the nomination. she has no serious challengers. bernie sanders is not going to be the democratic nominee or anybody else in the field. >> well, i want to bring up another candidate as of tonight lincoln chafee former rhode island governor former republican senator, says he's running. among the things that he said was this. >> earlier i said let's be bold. here's a bold and brace nationalism. let's join the rest of the world and go metric. i happen to live in canada and they've completed the process. believe me it's easy. it doesn't take long before 34

degrees is hot. only myanmar, liberia, and the united states are not metric. and it will help our economy. >> okay. he talked to peter doocy there. he said it's one out of ten ideas that sets him apart. he says he doesn't consider himself a long shot because it's so early and explains why he doesn't mention hillary clinton by name. that time will come. okay. he's going metric. >> you know the passion of that statement, i think, is really rather overwhelming and this is a country crying out to go kilogram. you can hear it everywhere you go. they want to go metric and this is one of the major issues of our time. look when hillary has only three challengers and he's one of them you know that this nomination race is a farce. she has the nomination barring an act of god, and unless senator warren steps in from massachusetts, which she is

unlikely to do she has no reason to do it's over. but what's interesting about it is nonetheless, she feels so weakened and threatened by the e-mail scandal, the foundation scandal, she's running hard left. we talked about that the other night. she really thinks she has to sew up the nomination by changing her position and becoming essentially a mirror image of elizabeth warren and obama, which is going to hurt her in the general election. >> are these other candidates going to ding her up at all on the democratic side? >> if it's true that lincoln chafee is living in canada it's a remote part. but the liberal red meat that he will put out is going to excite some people and that could rough her up a little bit. >> her favorables unfavorables among independents 39 to 55 in the cnn poll. she's paying a price for having gone left and for these scandals.

debating that, whether this is a winning strategy. in fact the iraq prime minister said just this week that some 2300 u.s. humvees were lost in the fight against isis in mosul and they have continued to lose u.s. equipment that they have been provided for iraqi security forces as they continue to fight isis terrorist in iraq. we're back with the panel. steve, it's hard for a lot of people to hear that that we're essentially bombing our own weapons. >> yeah, well, it doesn't make any sense what tony said. he is he a well-respected member of the administration. what he said is silly. it's not true. it's not true that we have the right strategy and that's demonstrable. look at what's happened under this strategy. isis has amassed territory. they have taken equipment. they have killed more people. they are spreading into further into syria. they are making probing attacks from the west into baghdad. it does feel like baghdad

bob all over again. you know him saying this is working when the evidence, the video in effect, shows that it's not. >> i mean, 40 m 1. 71 machine guns. 50 mobile gun systems and 2300, at least humvees. >> yeah, t. almost echos of vietnam when the north vietnamese came into possession of huge quantities of u.s. weaponry. after that disaster. i share steve's high opinion of tony blinken. and i'm a little more charitable to what he said which is we have the right strategy right? and in the following sense i think he has a point which i'm not sure anybody has presented in detail, at least, a better one. the downfall though of that statement. >> one that we have right. >> hold on a second. when he starts talking about effective local partners, that's going back to the missing humvees. that's the fundamental problem. right in the iraqi army has just not showed up for this thing. we do not have.
