the u.s. has armed them. the u.s. has supported them with airstrikes. u.s. has done everything but fight for them and they won't fight for themes. the terrorist army has taken city after city. is the united states win organize losing the battle against isis? that seems clear doesn't it? it's a question former cia director david petraeus actually answered in an interview with cbs news. >> these are fights where if you're not winning you're probably losing because time is not on your side. >> we are not winning. >> well, it's arguable now in iraq. we'll turn it around. we'll win again in iraq. i think that iraq can definitely be handled. >> the white house responded to those comments today saying the situation is typical of any military conflict. isis took over ramadi last month. pentagon officials say the islamic state used a dam to cut water supplies to government controlled areas. they call it another example of isis using terror tactics. the u.s. that dropped nearly 4,000 bombs in iraq since august
12:34 pm
but analysts say it has done very little to stop the islamic state from steam-rolling across the country. let's talk about with this former four-star army general tanly mcinclude -- mcchrystal. he took out the leader of al qaeda in iraq. he author of a book "teams of teams. new rules for engagement" and joins us live. great to see you. >> thank you for having me. >> it's been painfully obvious to most analysts that we are the opposite of winning winning in this conflict. i wonder if you have a series of thoughts how you might be able to turn it around. >> when we were in iraq from about 2004 to probably 2007, although we didn't use the word, losing, in fact the perception was we were losing. we weren't losing to an al qaeda
12:35 pm
that was bigger or better, but they had won a war of per sings because they were -- perceptions thaws they were able to create an incredible lack of confidence in the iraqi people. that's what isis has done. they're messing with dams. they have done very deft battlefield tactics using not just terrorism but the big suicide bombs that shakes the confidence of iraqi forces, and then on top of that they use this very effective information warfare capacity to use social media and even leverage our own tv coverage to create not just an iraq or syria but across the region and the world this sense that they are everywhere and doing everything and have the momentum. >> which they aren't. and frankly they really don't because there aren't enough of them and they aren't organized enough. they have a really good machine that says things that helps them, and then for some reason the iraqis just won't fight. what is that? why is that?
12:36 pm
how do you fix that? >> well, that's exactly right. and of course if you say the iraqis won't fight it's unfair to say the sergeant or the soldier or the trench won't fight because we're not the next to them. but armies are about competence. it's about confidence in their leadership which clearly is still less than what we need in iraq. but also confidence in where the nation is going. because isis has struck a chord particularly among the sunnis, they don't have a seat at the table with the government of iraq and then the situation of syria, bleeding over, i think that the lack of confidence by the individual soldier in the iraqi army is severely shaken and it's going to take real time and partnership to rebuild that. >> the problem before, according to our leaders was relationship with nouri al-maliki. the former leader over in iraq wouldn't bring the two sides to the table didn't make his -- the other sect feel like it was part of the government, therefore they made a change and
12:37 pm
were hoping for bigger and better things out of this administration do they have it? >> i think it's probably better but the reality is once you dismantle the leadership of an organization, that happens quickly. building it back and building confidence takes a lot of time because trust is based on experience so they have to see their leaders and trust them, and i don't think they have had enough time or yet obviously built enough trust. >> the relationship -- that may be the wrong word -- built with iran because of our similar interests, do you see that as a dangerous thing or how do you see that playing out? >> i think it as a complex thing. has similar interests to us inside iraq but very different interests from us across the region, in many cases, and their nuclear efforts. so i think it's a complex issue. the other part, though, is if you look at what isis is facing, they're not facing a unifyed effort.
12:38 pm
they're facing a group of different countries, all of which have not yet been able to align themselves in a common effort, and i think until they do that it's going to be very difficult to create the kind of bulwark against this kind of movement that is needed. >> and is it going to be possible to find a place where our air strikes will happen the iraqi ground forces to the free we can get something accomplished and push back isis? >> i think our airstrike will help but won't be decisive they've build the confidence of the iraqi forces on the ground. that's the biggest part. they're an overt symbol that the united states is committed and that's key. >> general ms. crystal -- mcdecrees stall an hour to have you here. general, thank you. lil' kim, plans to keep a close eye on our planet from above.

[speaking in foreign language] >> you saw lil' kim watching from a boat as the missile shoots in the air. looking pretty excited. the real question is, is this technology any good? i asked an expert. >> a lot of what they say is bluster and exaggeration, but there is a real underlying technology base that even if it is relatively crude, where we might have been in the '50s or the chinese in the '70s, it is real. >> many experts say the coming along
