partnership and leadership of your chancellor anglo merkel. >> the president just mentioned, and what vladimir putin is doing. he was dropped for his support of russia back in a separatist movement in ukraine. it has been raging for well over a year. vladimir putin is not stopping as there are new fears russia is moving in yet again. we have a fox news contributor with us. >> 18 more dead and fighting in ukraine. russia reportedly moving in more tanks. "the washington post" this morning saying obama needs to confront putin. mr. putin won't be there. how does the president do that with the other world leaders and is it possible if. >> i don't think even if putin were there, you'd see a confrontation. the problem with the american

and west response to russian activity is it's been weak. while it's caused some economic troubles in russia it certainly has not undercut political support for putin. and it has not deterred him from continuing his military activity and trouble making basically inside ukraine. and contemplating other potential targets like nato members, the baltic republicanss. i think this could be a good opportunity for west and japan as well to look at the policy with respect to ukraine and resolve to do something more stronger in response. but i don't see that happening. >> what would you suggest? >> well i think that the efforts that some nato members the secretary general has asked for for deployment of nato forces clearly into the baltic republicans giving arms and aids

and other assistance and training and intelligence to ukraine and clearly making it more costly for russia by imposing really stringent economic sanctions. that doesn't seem to be on the table. the president hasn't proposed anything. normally in these meetings the host country takes the lead. i think kanschancellor thinks she cut the deal with russia some months back. it's not holding but nobody has floated new proposals to get tougher with russia. i think we'll see rhetoric but not much. >> if the sanctions haven't been working and there's no potential sanks on the table, do you think anything can stop put snn. >> i think he's got to measure the cost of activity in ukraine or whether he'd rather keep it destabilized. he's watching the calendar. putin, like others around the

world, doesn't know who will win the november 2016 election but they know that obama's days are winding down. they want to take advantage if they want to confront the west or challenge it this is the time to do it. despite putin's statements that the west has nothing to worry about for him, i think further challenges are very much on the kremlin's mind. >> you mentioned a statement from yesterday. he said there is no need to fear russia but was he blunt and defense i. look what he said in an interview. all our actions including those with the use of force were aimed not at tearing away the territory from ukraine but at giving the people living there an opportunity to express their opinion on how they want to live their lives. everything we do is just a response to the threats emerging gengs us. i think only an insane person and only in a dream can imagine that russia would suddenly family member nato. i think some countries are

simply takeing advantage. >> that language about the people in eastern ukraine living the way they want to and russia assisting them that is exactly the kind of lack wajnguage that putin could use in the baltic republic if he wanted to stir up trouble there. i think we're in for more challenges. i think putin senses the weakness of the obama house and the west as a whole and he's willing to probe and see if he meets resistance based on his experience in georgia and ukraine. he hasn't seen any. i think more challenges in ukraine, the baltics and perhaps elsewhere are certainly coming. >> he's probing and not backing down and as you said more potentially to come. that's frightening. thank you so much. >> thank you. >> arthel. >> we have a fox news alert on a terror attack stopped in its
