do here i just think it is so disheartening to see the commander-in-chief a year ago come out and say okay, we don't have a strategy. this week he comes out and that we don't have a complete strategy. and he's talking about this just like he has no responsibility for it sometimes. americans sit back and say that is a real lack of leadership. >> one of the things he's not doing is reminding what is at stake. we are getting stuck on the word in this demented to where we are with strategy. these are the facts, roughly 3080 u.s. troops doing this training right now. they are requesting 400 more. we already have more than the number of iraqis being trained right now by the u.s. forces.

>> and it takes a lot of time. even with adequate training and wonderful intentions that doesn't necessarily bear fruit. i think that the president likes it when we are stuck. i really think that he uses that to his advantage and then he just waves the other party for rattling this. but sure, it's difficult to come up with a strategy against them in iraq, in syria all these other places. but don't give up on the country. you owe it to the people of the united states of america to appear like you're doing your job and that you haven't given up. harris: what does this say that we have more in the game than the iraqis do? if we have more u.s. troops on the ground sending potentially 400 more, and they have roughly 2600 that are being trained. will we hear what they say about the request?

>> he is really good about giving speeches we have seen the president of compelling speeches and make a case for drawing down the war in the middle east and afghanistan. he did that before, he declared the war on terror over. so how do we know that he can put together a very detailed timeline and strategy when he wants to reed and he did. we telegraph that the world. why he's not standing up and making the case because he's very good at getting into the bully pulpit and doing it is beyond me. tell us why. give us your strategy rather than say that we don't have one when the dod is saying that we will. and i think it's a real -- it shows that he wants these presidential contenders to take the ball from him. because if he can run out the clock with just enough time, these other candidates will take over the debate on what to do. harris: i wonder how hillary clinton feels about that.

>> i want to rule out because could the u.s. possibly not be answering the question or if there is one, just not tell what the strategy is? >> that would be a charitable explanation. but if that were the case, you would think that we wouldn't have spent the last year seeking isis continue to make games. if we do have a secret strategy it isn't working. >> even if they are considering using those troops in a different way or increasing their role to increase the accuracy, it seems to be focused on right now. but josh earnest, in his reply i don't know about you guys but i talk about this and i have something almost perfect. so there's not really a strategy

that is outlined by the white house right now. so how can he be talking about refining the strategy? >> you have been saying this about the iraqi forces. we need to find ways to give them more confidence. this is their country. >> were they fighting for? what are you doing putting a uniform on someone like where is your passion? if i was the president i would like to see some compassion from him. instead of excuse makers saying that we are putting the final touches on things. and it's like that is not acceptable. that is a strategy and you can still be passionate about that. >> we know that the appetite for war in this country is waning. it's going away. people are very open about the fact that we have spent so much particularly in iraq.

>> i think that if we would have gone into iraq and remove him from power based on intelligence that we had it if we didn't find the weapons and we laughed, i think that there could be a different feeling in the united states of america. i think that people are tired of seeing lives lost. as you point out, the iraqis are not even fighting for their country. they give up their weapons and they run the other way. so why are americans dying for this? something they're not willing to save? i mean i think the american electorate is very savvy on this issue. when they have a commander-in-chief that doesn't leave, why should this and their children to that reign. >> where are they going when they abandon those weapons? >> i guess it's the sensitivity that people will get stuck on her. but then the other question has

a decision. harris: while the obama administration refuses to start an alternative, senate republicans will be ready with a plan. >> depending on what the supreme court decides we will have a proposal that protects the american people from a very bad lot. obamacare was the single worst piece of legislation that has been passim last five centuries. you're understanding that deductibles and premiums are going up. what we will do is offer a proposal to protect the american people. harris: you're going to have to make some sense of this for me. the supreme court should strike us down but they don't have a backup plan to fix it if they do. democrats for the administration

is confident that the supreme court is going to leave everything as it is. >> just come it's going to be interesting to see what happens in this decision and neither party is showing all of its cards just yet. the republicans say that there's a plan. when that interview continued he was seeking some clarification from senator mcconnell and i would not put it past him. i think they probably have some sort of a plan. if the subsidies get thrown out, that is how it fits signed by the president and this is 100% on them if they strike it down because that is what they wrote what they are going to try to do is blame republicans. republicans need to be ready for that talking point with an alternative. >> that is the point, they are not saying that they have a

contingency plan. >> paul ryan is one of the individuals with does have a contingent a plan. i'm wondering why they can't share with us now. >> there's a lot of things that they can do getting rid of the mandate for pregnancy services for women under 55 years old and also they could open up state lines they could do a lot of different things. but i think that this is a fight that the white house fears that it's going to lose and they want this fight meaning that they're going to lose the supreme court battle that they want this political fight to use against republicans as a major wedge issue. >> i think that the republicans are being as critical as nancy pelosi was. let us know let americans decide, i that's part of the problems that we have. our choices have been diminished not only in health care but responses to the crises that it's growing. >> by the way, this is an unpopular law.

"the new york times" today attacked him because he could not afford to pay for college or arrogantly describing his debt as a financial hole of his own making. the attack is just the latest in the continued hit against marco rubio and his family. his campaign making hay by fundraising not times piece calling them silly attacks by the liberal media. and i agree with that. this is so desperate and pathetic traitor tells me that they're scared of marco rubio and it also shows what a joke that "the new york times" is to come. speeding tickets for him and his wife and i also heard that he left some tags on a mattress once and had his windows tinted in high school. i'm just kidding. >> he's a monster. if i am him, i am sending flowers and champagne to "the new york times." because there's nothing better for a republican running for office to be attacked especially in a silly way by "the new york

year. isn't that the price tag on a lot of speeches that the clintons have gotten over the past several years? >> you're talking about a guy that has been making a pretty good living at which he had many jobs paying that amount of money and unfortunately i think he could have owned it a little bit more. he came back and sort of responded that this wasn't some fancy power boat but a fishing vessel. i don't have a lot in savings, but i have a young family. and i have bills to pay. put yourself out like the average american and anti-the best they can. >> he is. and this is a political winner. how many families have credit card debt, student loan debt small children they are still struggling. >> yes maybe i should open a college savings account, a lot of people don't have millions of dollars sitting around and the luxury of saving money for decades. after 2008 a lot of people took a financial hit. many say okay maybe the guy is

others. a former reconnaissance marine earl plumlee resented with the solar star, two levels below the medal of honor. and attack was launched on a coalition base in afghanistan. key in the conran poss militants harris: he and his comrades fought off the opposition. he was recommended for the nation's highest military award but was ultimately given a lower award. all of this happened when this officials were investigating whether he tried to sell a rifle scope all mine. it yielded no charges and an army spokeswoman saying in the case of sergeant earl plumlee, the army's senior declarations board unanimously recommended that the sergeant not be awarded the medal of honor. it would be incorrect to say that he had an award that was downgraded.

it was the silver star that recognizes acts of valor. so come into force on us. what are your thoughts? >> it boggles the mind that we sit on the couch and we have talked about these stories before. i think that the last one that had us perplexed was one was when the purple heart recipients were not getting awarded. and i don't understand that. when you're working in a government with so many people and you have a dod that is so big, and know that the va scandal is part of it is. where men and women who go to war our heroes and they seem to be missing benefits missing words. the response from the white house isn't rapid. no one is saying fixes before becomes a story. that is what we seem to have with every kind of crisis. someone would stand up and say

we have to do something about this. it's not that i'm all of these other military scandals. >> have we been that war is an issue for so long that the people who are in charge are just an exercise to do it all? >> the other thought that i have is that we live in a culture where we give kids awards in the classrooms and no one feels singled out. >> you know you have to have that perfect record an image to receive the award. well they are looking into that right now. they have this year-long review in the works and how they award act of heroism ashton carter expected to receive the recommendation, was called for by chuck hagel. but they are looking into it. i don't know the war in the position where i am not in position to judge how they are doing this. but certainly it's going to bee if they will make any changes raised on. >> ago that we suffer in military said that this was what

questions about whether that person who serve was too injured to understand what he did. and have we been up for so long as a nation that maybe we are just not understanding this? >> one of the complaints is that fighting is that there have not been enough awards for iraq and afghanistan. but it's not comparable to other wars that have been fought. >> does it draw attention to the wars is also a question? >> no, i also just remember what someone in the white house minute ration would we call him? >> honor and his action. harris: sugar and salt is the latest target of the food police. you propose warning on soda pop ads indicating high salt content. others think that it is just too much government overreach we will talk about it next.
