person, at least one and maybe more. to try to figure out if there is anything else that could happen later on this morning with these individuals. now, so far reports are saying that no one was hit in terms of police officers. but, again, the biggest concern for us now is whether or not there was any warning signs and these explosives is something else that's very very concerning. because we don't know -- law enforcement don't know whether or not there is more explosives out there. are there any more victims? these are the kind of things we are looking at right now. >> it seemed like it was obviously preplanned. you don't plant explosives. four duffle bags found dispersed around the police headquarters including one of them confirmed to have contained pipe bombs inside of it. this was coordinated rod. >> you are exactly right. the thing that law enforcement is trying to figure out where did these explosives come from? why did these people decide to attack this police department at that time of the night?
3:13 am
was there anything, any precursor that led up to this? so there is a lot of unanswered questions that officers are trying to figure out now as they have continued to negotiate with this person, especially the fact and this is so important, whether or not there is any other victims at any other locations. are there any other crime scenes. things of that nature. >> rod thankfully so far we are not hearing reports of any cops being injured. what are the sort of rules of engame? what are the parameters of this negotiation right now? at what point did they decide to have to use force per se or do everything they can to bring this guy in through negotiation? i know every situation is different. walk us through that jack in the box parking lot right now. >> well, basically we always try to resolve the situation peacefully if we can. recallly, with the situations like this, they don't always end peacefully because these people, whoever these individuals are, they set out with a mission. and that's why we see the explosives, that's why we see they pulled up and they automatic tuckly started

3:26 am
sounds like they could have been pipe bomb and whether or not there is any other crime scenes in the area. this is a very fluid situation right now. and police continue to negotiate with with this individual now according to some of the reports that i'm hearing, it could be one maybe even two individuals that they are negotiating with we don't know that for sure because it is a fluid situation. >> let's talk a little bit about that armored van seeing a picture of one that was similar maybe that actual van that was -- it was advertised on social media as designed to survive a somably apalm lips. >> ebay. wild, armor over the tires there is gun -- on it how does somebody get their hands on something like that and how is one built? >> it's not easy to do. obviously this took a lot of preplanning for these people to atimothy to do what they attempted to do last night which is to obviously harm police officers. you know why did they even come up with this idea what
3:27 am
the motivating factor behind all of this? that's why police are very concerned. they have atf involved now because of the pipe bombs. alcohol tobacco and firearms because of the pipe bomb. it's already being rephe police robots tried to move to look at the pipe bomb and one went off there are other suspicious packages down there as well. >> robert, we hear some different conflicting reports. shooters from multiple positions. van with multiple shooters. standoff is with one man or potentially two. we have four packages, some found in dumpsters, four shootings and another in the van. where are the other three? a lot of confusion. how does the pd start to wrap their arms around the developing situation? what is the command and control and who is running the show on the ground right now. >> the dallas police department is obviously going to be the lead agency at this point. i'm sure they have notified the fbi and other law enforcement agencies from that texas area down there
3:28 am
major thing that the officers are trying to make sure is not happening is that there is no other crime scenes there are no other victims and they have the situation contained. containment is number one in situations like this. let's keep it contained within a certain area. they's try to resolve the situation and then try to figure out why the people are doing what they're doing. >> rod, we are hearing word now from the dallas police department on their twitter feed that that rain has been disabled they have shot out othe fires of this van. what this van may have looked like. unbleaivel. gun ports on the side as we were talking about. armor around the wheelbase so presumably people could stand on it as well. pete as you were mentioning, obviously having served in the military. this could end up like amateur hour once you start firing automatic weapons from a van like this echo chamber in there would have
3:29 am
disabled their hearing. >> incredibly so. they probably didn't rehearse something like that in any meaningful way. very difficult to be accurate. you start to think okay if there were four folks ambushing a police department. first of all why are they doing in the middle of a night which is another discussion. nobody injured firing out of a port like that could be part of the equation. thank goodness difficult to be accurate. >> you know what unfolded with the d.c. attacks. retrofitted that car. just guns sticking out of small holes. >> exactly. you always wonder when you look at this vehicle you always wonder what was the end game for these individuals? were they actually trying to commit suicide by cop? they knew with that particular vehicle they are not going to got out of the vehicle. improvised to be like this for a period of time. that's something that the law enforcement agencies are going to have why and where did this vehicle come from? were they even aware of it?
3:30 am
again like i said earlier clayton, were there warning signs with these individuals. we don't know that again this is a very fluid situation and these situations are always the most dangerous. this picture was posted on heavy.com. a similar van to this was sold on ebay recently that was retrofitted. eyewitness reports say this van looks very very similar to this. so we don't have confirmation yet that this is the exact van. i want to be be very clear about that. >> sure. certainly, rod as we go, does the timing of this tell you anything, happening in the middle of a friday night? >> well, you know, that's something else that i was thinking about. why did they select last night to do this particular shooting? and again because this is so fluid we don't have the answer yet. a situation like this. occurred curing the middle of the day some people around, have as many victims as they want. apparently that wasn't the case. but they did crash as we can see in the video there
