we don't know yet for sure what's going on inside. i know james rosen has reported that there is an active shooter inside. given the amount of activity that's happening out here right now, you just have to think there's something going on especially since we've been getting warnings from the fbi. department of homeland security about the possibility of some kind of attack heading to the july 4th weekend. we don't know that's what it is. we don't even know 100% certainty exactly what is going on inside. what is for sure is there's something happening. more and more people law enforcement, flooding to the scene. the gates are on lockdown. nobody can go in or out. you can't help but think about -- it was just twoer years ago we were here doing something similar. a gunman had a car and was able to get in the main gate over there. he was able to get through.

5:26 am
to that call by isis for this to be a time of calamity in their own countries on their home soil. one further point to make. because the navy yard instituted tighter procedures after the last incident there, it stands to reason this incident like the first incident involves somebody that probably already has or enjoys access to that facility. in the last case it was a contractor. here it may be another contractor another employee already with access privileged access to the facility. the question becomes really whether this is a fort hood type incident or a case of mental illness et cetera. if it were something like fort hood it would be this shooter is inspired or radicalized through the social media jennifer griffin was talking about earlier. obviously there was a lot we don't know. >> we do know this on top of things traveling with

the secretary of state and have access to may be what the secretary has for it to be unclassified. >> james mentioned fort hood. that was the deadly mass murder on a u.s. base in washington d.c. in 2013. it was the second deadliest mass murder on a u.s. base. >> that's right. we learned from james rosen there was inside confirmation of an active shooter at 8:01 this morning. we're looking at live photos of what looks like a massive response. we bring in former navy seal terrorism traffic force. jonathan what's your assessment now based on looks of this response and situation now reporting that there's a live shoot shooter at the naval base? >> from what i'm seeing i can't tell you much more than anybody else. james rosen was saying this could be similar to fort hood. i think it is similar in the
5:28 am
fact that it's a target hit before and someone has hit it again. there's some type of vulnerability they've exploited. >> are you aware of what changes were made from 2013 is to now in terms of security measures. prevention i'm sure was the name of the game. we're looking at a situation here. do you know specifically what changed? >> i don't know what changed, but i know we can judge by what didn't change by the fact there's another active shooter on there. if screening for contractors -- i don't know if that's changed, but that was huge and a big contributing factor to the last shooter. i hope that's not the case now. one thing that's going to be very telling after this is what was the response? let's hope the response was more
5:29 am
coordinated than last time. >> we do know apparently the officers are responding to building 197. just a word to control room let's see if we can grab a google map or something to show building 197 is there on the campus of the navy yard. it is apparently in the southwest corner of the facility. if you're just joining us it's 8:30 on the east coast. there has been a confirmed active shooter at the u.s. navy yard. the oldest naval insulation in the united states. >> the nation's capital which is significant. >> it's a mile from the u.s. capitol. the entire location is on lock down. jonathan we understand that the employees who responded to work -- this shooting apparently happened after 7:30 eastern time. a lot of people go to work early.
5:30 am
they're told to shelter in place. what does that mean? >> exactly what it says. they've gotten to the point now they're searching for the shooter. if they're sheltering in place, that means it's still an active accident scene. doesn't mean the shooter is active; butact if active active, but it means law enforcement is still clearing the scene, still trying to figure out what's going on. >> no one said gunmen. it's always been gun machine. in fort hood one of the problems was they weren't allowing men and women to walk around with firearms. you would think you would have the ability to neutralize any attacker wouldn't you think? >> i would hope so. they're if they're allowing people to have a firearm on that base we'll see. i predict if there are people that have them on there and
5:31 am
somebody is in there willing to use it like they should you would see this resolved quickly. >> jonathan, we keep you standing by as details come in. we're going in a minute. we're looking at a live picture there. confirmed reports of an active shooter at the washington d.c. navy yard. kristin, do you have more information for us? >> reporter: what i can tell you now is not only has our perimeter been pushed two blocks from the main gate about 30 seconds ago, there was a surge of activity. about five or six police cars literally drove up through here. about ten cameras set up. they quickly asked us to move and tore through the crime scene tape and took off. so we don't know where they were going on what they were doing. it seems like the scope of what's going on is expanding. there's a greater helicopter presence more law enforcement
5:32 am
vehicles flooding to the scene. on the way in here it's unbelievable the presence that you can see in these gate where the guards are. you can see them suiting up. looks like they're getting ready to go in and handle what's inside which we know is an active shooter situation of some kind. we don't know exactly what is going on in there now. it feels a lot like what happened two years ago in 2013 when a gunman who was a contractor and had a card to get in went into building 197 and opened fire killing 12 people. a lot of changes have been made since then. something clearly happened again. back to you. >> kristin, thank you very much. i want to bring in dan caldwell who works a block away. he's a marine. we understand whatever incident took place with this active shooter, it's the same building
5:33 am
as 2013. what are you seeing from your vantage point and hearing? >> i'm not in the area right now. marines stand post at certain areas within the facility. knowing the context of the facility in the building being discussed, it's a very important building. they did important research are there and had important function there is. i have to tell you i'm kind of shocked this is happening again. knowing how the marine corps and navy works, i thought they would have put things in place to make sure this never happened again. unfortunately that's not the case. >> have you been back since the incident in 2013? >> yes, i have. i didn't go on the navy yard. i do work on capitol hill. this isn't far from capitol hill. i went back through. quite frankly, i didn't see
5:34 am
changes to how they were dining security bag checks searches things like that. it's a facility that has a mixed security force meaning that you have marines that stand post in certain areas. then what we call navy ma basically mps that stand post in other areas. most the security on the base was private security and considers that stand post at most gates. >> very interesting. you're saying he's been there since 2013 and not seen significant changes to security which may be part of the reason we have the incident at the same building two years later. >> let's go to peter doocy who was at the shooting in 2013. i know you're getting situated now. we understand apparently the building on lockdown is building 197 in the southwest corner of the facility.
5:35 am
peter doocy, that's the same spot there was trouble last time right? >> reporter: that's right. we're seeing quite a response from all agencies just now. we got here a few minutes ago. we saw two men with vests that said federal agent heading this way with long rifles in a hurry. i saw somebody from the is secret service arriving. does look like there's a d.c. metro police crew that just arrived. they're at the corner here. it's hard to tell exactly what is is going on at 197 from where we are. we can't see it. this is very -- another way this is similar to what happened in 2013 is that this park police helicopter which they laurchled just across the ancosta river,
5:36 am
they can see building 197. the helicopter is doing the same wide circles around the entire base that we saw in the beginning of the last incident at the navy yard before they knew exactly where everything was going on. we're told that people are being asked to shelter in place. a lot inside do not know what's going on. obviously looks like the park police is is trying to figure it out as well the helicopter you're seeing the flying 200 feet over the building. now there's another helicopter and looks like a fixed wing aircraft circling slowly around much, much much higher. there's a lot of activity. it's a frantic thing. >> do you have updates yet? no updates yet. people are sheltering in place.
5:37 am
it's quite -- they're getting organized right now. we don't know much. >> peter, so you were there at the shooting in 2013. the difference was as i recall nobody had any idea where the shooter was and everybody had taken cover. is it your feeling people are taking cover closer to the facility? you're a couple blocks away. >> no. this is actually pretty much exactly where i was two years ago. it does appear they have somebody leaning out of that helicopter. remember last time the helicopter flying really low ended up rescuing folks stranded and many danger on the roof. i believe four people made their way to the roof and signalled for help. we hear sirens arriving.
5:38 am
not sure the take you can get at the other part of the street. the case they could be look for an active shooter and also people to help. that's what they did last time. they pulled someone off the roof. they took them across to hospitals. right now, we haven't seen them lower the basket which would indicate they were putting people down or taking any victims potentially or anybody who's been sheltering in place up. it really does just seem they're trying to figure out what's going on, the same we are. there are a lot of people a lot of cops a lot of federal agencies. not much else. >> stay here. we'll give you a second to get hold of the situation and tell us what you observed. meanwhile, let's go to bill daily. he's on the phone. former fbi investigator. bill, we're watching this
5:39 am
unfold. fbi has a presence along with the special unit to respond to such activities. what are you assessing from this situation? >> there's a number of things happening now. first of all, it's an ongoing activity. we don't know whether or not it's one person or other people. we don't know if people are held or not. one of the main things is kind of the command and control of this. peter was just reporting you have various agencies responding. all trying to get there to provide support. the big thing is making sure that either of them get in crossfire or the in their own way searching the buildings. the big concern here is also that you may have people who have sheltered in place. it's a matter of sorting out who the people sheltering in place versus the shooter or shooters. we don't know at this point.
5:40 am
very involved scene and situation for law enforcement. safety of civilians and identifying those that may be responsible. >> we understand the building has been confirmed the same area they're focussing on the eerie echo of 2013. it's a 41-acre facility. it would mean 2800 people would be on lock down. what's securing a vast situation such as this? >> first thing, they need to establish that perimeter and make sure they close off that building from people getting in. it's only then authorized law enforcement agencies going in an organized fashion. they'll kneedneed to go room by room. they can look at cameras to see what's happening, if shooter is active in the hallway or buildings or rooms inside the building. they'll need to do this very
5:41 am
slow slow. they'll have to get others out safe. to make sure they have not scooped up the shooter with those people. >> washington d.c. is city of landmarks. the navy yard is one of the largest employers in southeast washington d.c. a mile or so is u.s. capital. another mile or two away is white house. you've got the pentagon not far away. hundreds of thousands of people that work in the federal government. we understand the plaza across from the white house has been closed. this depicts where the white house is. the plaza across has been closed to tourists. reearlier heard the capitol, didn't change they changed the security posture.
5:42 am
given what's happening and warnings all week you have got to imagine that would change, right? >> definitely. when something like this happens -- first we were on increased level of awareness and alert. this is in advance of 4th of july celebration this is weekend. there's been heightened awareness. it will put other areas on higher level or perhaps closing down temporarily. they don't know whether this is an isolated incident with one person or orchestrated with several buildings to be targeted. no evidence to support that suggestion. >> we've been covering this the last 35 minutes. the first report came 8:01
5:43 am
perhaps. we see that nothing has been -- nobody has stood down. there's been nothing defused. the body armor is still going on. cars are pulling up. does that confirm for you shooter and incident whatever it is is still unfolding. the communication would be good enough to unwind all these different agencies? >> brian, i wish i could give you a clear answer. we don't know what led up to this. did the shooter leave the building? was it something where there was initial gunfire and the person left the building? these are variables that law enforcement need to be assessing. we can't term it right now. >> bill stand by. kristin is joining us from the complex. you've got a witness. >> reporter: i do. he's over there.
5:44 am
here's what i heard him say moments ago. he was inside the navy yard when this all went down. he says he didn't hear gunshots. all of a sudden law enforcement officials of some kind a bunch of them rushed in and said get out of the building. stay out of the cafeteria, get out. he said this man along with everybody else inside they got down low. sorry, we're asked to move. here's the gentleman now. let me scoot over to let you in. your name and title. >> lieutenant commander scott williams i'm with the guided missile destroyer program, chief engineer of the program. not sure what caused it. my colleague next to me here were talking. we heard someone shouting get out of the building stay away from the cafeteria, everyone get out. we were nearest in office. from lessons learned from last
5:45 am
time we got in the office shut the door locked it. that was it until the police arrived to escort us out. we didn't see anything. we didn't see any scuffling. didn't hear anything. >> no gunshots explosions? >> nothing at all can which was surprising. time we actually did hear them. they were distinct. we didn't hear gunshots this thyme. >> where were you and how far is this from building 197 where the shooter opened fire two years ago killing so many people. how far were you from that? >> actually the shootout with police with the individual took place outside our office. it was around -- it was around the corner from our office. you could hear everything. >> who was telling you to get down? >> one of the individuals in our building. we're on the second floor. one of the individuals that worked on our floor either heard
5:46 am
something or someone said something. she immediate ily lyily reacted. i commend her for that. >> obviously people still inside. some got out. how did you and others get out? >> from my experience last time my office was along with three other individuals. it was an out of the way office. we spent four or a half hours in the building last time. i would say it's probably because they're going to each room. there's a lot of rooms in that building. they're probably going through each room and being ma tick louse about who they identify and what they do. >> there's a lot of talk going on. can you provide any sort of clarity? >> unfortunately i can't. i'm going by what i've heard. it's speculation. i have heard there was an active shooter. i have heard potentially may be
5:47 am
a victim which really hits home. i know so many -- i've been here a long time. i know so many people. i hope that's not the case. that's what i'm hearing. we didn't see anything. >> you were here two years ago. what sort of changes has happened in the two years? >> i've seen security changes. there's two entrances now. security is much more tight on who has access to the building. every individual has to check their card. you have your id card. every individual has to show the card scan it. they're doing a lot with respect to checking each individual and make sure you have clearance to get in the building. even the entrance to the navy yard they're scanning every id. >> you're allowed to carry weapons in the building? >> no. absolutely not. the only ones authorized to carry weapons are the security, haired security folks that do
5:48 am
security for the building. like myself standards, are not authorized to carry weapons. >> where are your colleagues now, just all standing out here like we are waiting for information? >> some of my colleagues weren't in there. one is standing next to me. our boss was actually not in today. we have contacted him. as far as i know most people people are safe. the gentleman that drove me in hopefully he's watching this. i don't know where he was. >> you have been on a heightened state of alert due to the fact we're getting so close to 4th of july holiday and whatnot. how did that play into security measures in place today? i'm not sure. i know at the front gate again, checking all ids. seemed like they had extra
5:49 am
security. i think it was really additional presence of security which may have been why the response was so fast. i do have to commend law enforcement on the quick responses they gave us. i have to applaud them on that. it was great. >> finally, when this happens again, two years later, what goes through your mind? what are you thinking feeling, when you're like oh my gosh could this be happening again? >> that's hard. when i do look behind me and see that, it's kind of unbelievable kind of surreal to think here we are again with the possibility of another shooting in there in my building hurting our people. yeah that really has an impact. it hurts. >> lieutenant colonel, thanks for being with us. glad you got out safe. >> thank you very much. kristin fisher thank you very much. we learned a lot from him. he didn't hear the actual shots but did see the law enmentforcement
5:50 am
say get out. he did. he had been there couple years ago when aaron alexis shot 12 people outside his office. he added one important thing. that is while watching this situation coming up on an hour now, we've got information earlier while they had made security changes, certain people could still carry weapons inside. he just confirmed that is not the case. only the people who are on security there in building 197 and the other facilities can actually carry arms. that's good news. if somebody tried to get a gun inside the facility did any sort of encounter with the police happened at the check point. . hearing from scott williams and kristin fisher there. just inside. he had been there four hours in 2013 before he was able to be re
5:51 am
released and escape the situation. >> mr. williams made it clear. not everybody that's in there is armed. like fort hood once you're in believe it or not you're in the base can't carry a firearm around. we know according to the report we just got, they're only able to enter and leave much like this building certain entrances and exits. >> this is shocking. we're going to bring in former intelligence officer frank. we originally heard personnel was armed there and authorized. we just heard from commander scott williams through the interview that only security officials are to be armed making this a soft target for something like this to happen. what do you say about that? >> that is correct elisabeth. right up the road from where i work ten years u.s. central
5:52 am
commanders in state of florida. concealed permit state. even if you have permits and licenses to carry a weapon you may not bring your weapon onto the air force base. i'm not surprised to hear you can't bring your weapon to the washington naval yard. >> the incident that happen at 7:30 is still not under control at 8:52. >> the clearing of an insulation even a shift during a security drill, is a tedious and time-consuming situation. you have to check every corner every shadow every closet. it's a time-consuming process that cannot be rushed.
5:53 am
>> we point out while they were early reports an hour ago of an active shooter there because shots were heard. people were told shelter in place. given the fact it's a lock down for the most part nobody is leafing that building. it's harder to get information out because people that have the information are inside the building. >> that's correct. lock down means lock down. you do not leave your desk. there may be security areas folks go for something like this. by in large, you do not move from designated area. the only people to be moving are security personnel. if you're not a security person you're assumed to be the shooter. >> that's i a lot of people. could be over 2,000 at this point to cover at this naval yard. >> absolutely. as one of your earlier guests said it's not an army base or
5:54 am
camp. it's a huge office complex. i've been several times myself. you have national security and intelligence workers. >> we're getting an update. navy yard spokesman says no casualties. no shooter spotted at this point at the navy yard. this according to roiters. >> what did you say? >> the navy yard spokesperson said no casualties and no shoot shooter spotted. >> that's odd. why would there be a response like this? >> the early report was active shooter. they heard shots. hope it wasn't fireworks.
5:55 am
>> confirmed in vienna with james traveling with the secretary of state. that was the report they got, active shooter. that's interesting. >> that was 8:01 there morning. witnesses say they've been doing active shooter drills. one saying everyone knew what to do when he were alerted. people were shouting get out to stay out of the cafeteria. we heard from scott with details. >> the fire department says no injuries at the washington navy yard after the reported active shooter. so that is very good news. let's hope that's right. >> this is what local fox affiliates are reporting according to the eyewitness. people running for exits, lots of confusion. lots like last time. we just defendant active shooter drills for this. everyone knew what to do. people were screaming get out, stay out of the cafeteria.
5:56 am
>> that's right. one witness, lieutenant commander, saying most would have arrived super early. many of that number we've been saying over 2,000, would be at work now. we have spoken to have been able to get out earlier. we spoke to one lieutenant commander there. >> i tell you what this is a great development. navy yard spokesman says no casualties no shooter spotted. former fbi agent carl is with us. let me ask you this. the word went out and ricochetted there was an active shooter, lock down. what do you think? if this is in fact the case and i hope it is, you've got to look at what caused this. there's obviously security here that allowed it to escalate to the point it's in now.
5:57 am
>> the shooter has not been shotted. this is still an open situation. they're still searching. that is good news that we have right now. we have a shooter spoted we're still in the waiting game. >> there may have been shots fired. the fact of the matter is how the military institute had new policies. the new policies they tried to implement are probably still debated at a high level and probably aren't put in place yet. this obviously causes pandemonium now. >> with all law enforcement here i worry about the coordination to get them one place and hit at another face. in fact if that was what happened on the active yard. >> d.c. fire says no casualties
5:58 am
no shooters spotted either. >> reporter: that's great news to hear. i tell you what there's still a lot of confusion. not quite as much chaos, but confusion out here. tons of people that work inside are pack along the perimeter trying to figure out what's going on. i just heard somebody high up in uniform coming out saying nobody is going to get back in the building today. just head on home. what happened happened, it sounds like nobody else is going to be let back in. talked to a lot of people. nobody down there heard any gunshot. we have the helicopter overhead lots of law enforcement on the scene. it seems like it's quietening down. >> 8:01 the national military command confirmed an active shooter. now we say none spotted.
5:59 am
doesn't mean there wasn't one shooter or isn't one out there now that they haven't found yet. >> no casualties is the key. >> with die down in the confusion, there's still action there. there's steps in place to either move into that facility there at the naval yard. is everyone still lining up? you're not seeing retreat in security are you? >> oh no. definitely not a retreat of any kind. it's just -- seems to be the energy level, level of chaos, and fear actually is really quietening down a little bit. look at the law enforcement officers. it's still a very chaotic scene out here. back to you. >> thank you very much. abc news is reporting the major police response to the navy yard was triggered by one phoned report of a security
6:00 am
incident according to sources. sounds like somebody phoned it in. >> that's according to abc not a fox source. thanks so much. our continuing coverage will continue with america's "newsroom." thanks for listening. thanks for watching. bill: breaking news on a story we are trying to figure out. a washington navy yard was on lockdown. huge police presence flooding that scene. a scene where a massacre took place two years ago. so be patient with us as we try to work this out. martha: navy officials originally said that a shelter in place order was in place.
