doug walker called 911 and after hearing a woman scream for help and she was rescued. her dad said she is good spirits considering what she is been through. we're back in an hour. "outnumbered" starts right now. ♪ >> this is "outnumbered." i'm sandra smith. here today co-host of "fox & friends" first ainsley earhardt, from our sister network, fox business, elizabeth macdonald. actress stacey dash and today's #oneluckyguy ceo of concerned veterans for america pete hegseth. he is outnumbered. ainsley, by the way you're a regular on outnumbered. great to have you here on very busy news day. let's get right to it. the all-clear after a big scare in our nation's capitol and massive response at the d.c. naval yard. dozens of police cars were sent to the scene after 911 call reporting possible gunfire

inside one of the buildings. not just any building. it was the same one where a gunman opened fire in september 2013. aaron alexis shot and killed 12 people in that attack. police say after scouring the scene they found nothing. >> at this time there is no evidence of gunshots. there is no evidence of a shooter and there is no evidence of any victims today. >> chief intelligence correspondent catherine herridge is live at the naval yard for us. catherine what did we learn in this news conference? >> reporter: sandra, thanks. look we learned a lot of the details about how all of this went down. at about 7:29:00 eastern time they got the first 911 call from the employee at navy yard about possible shots fired. what happened with d.c. police and federal authorities is that they began immediately treating this as an active shooter situation. we had that heavy press presence deployed and significantly they

also utilized something called the national capital response quad. in -- response squad. this kicks into gear when there is perceived terrorism or terrorism threat. there was not an active shot here and there were no injuries and they interviewed the person who placed 911 call. at this point they're satisfied it was not a hoax and there was no malicious intent here sandra. >> did the fact that we're heading into the 4th of july weekend made a difference in all this. >> reporter: clearly that is the subtext here. what the d.c. police chief, cathy lanier told reporters that the response we saw in washington was kind of response they would have any kind of report of active shooter down at the navy yard. reality according to my contacts we're in one of the most severe threat environments leading up to the july 4th holiday we've seen in the better part of a decade. a lot of that chatter they're

picking up is related to these isis homegrown terrorists and whether they're going to seek to try and launch something over that holiday weekend sandra. >> tough to hear, catherine. and are you in general seeing a shift in the way that the fbi is operating worldwide? >> reporter: that's a great question and that's kind of the big context picture here. what we've seen in the last, last month or so in at least the united states is this kind of per acceptable shift with the fbi -- per separatable. they are surveilling individuals that associated themselves. pledging allegiance to isis. now what we're seeing picking these people up very quickly and trying to build a case against them. a shift from surveillance to getting these people into custody because our contacts are telling us they're seeing a real change sort of a truncated timeline. someone gets involved with isis and matter of days tries to

launch something what law enforcement calls snap to bang. is real quick getting people off the streets instead of taking a chance and continue to watch them, sandra. >> the all-clear has been given. but we'll continue to keep our eye on that story. new developments in the fight against isis. top pentagon officials confident that program of training and equiping forces in iraq and syria will help defeat terrorists. defense secretary ash carter and joint chiefs chair general martin dempsey. >> the strategy calls for the united states to help train and equip and then help enable a local ground forces. that is true in syria as it is in iraq and by the way elsewhere. >> we will keep pressure on them and they will eventually collapse under the weight of their own contradictions with a little help from coalition partners, partners and stakeholders in the region and military power. >> those remarks come despite latest reports of isis's

unspeakable atrocities. that the barbaric extremists put to death an estimated 74 children and even more women for so-called, crimes committed during the holy month of ramadan. the pentagon's top brass spoke hours after militants linked to isis attacked egyptian troops in the sinai peninsula killing at least 17 soldiers there. egypt's government saying the militants had at their disposal sophisticated weaponry including russian-made anti-tank missiles. pete, very difficult to hear this as we all head into the 4th of july weekend here. isis situation, as you see it today, is the u.s. strategy working? >> of course not it isn't. isis believes it is succeeding. they believe they're winning. they believe they're in power around on the advance. when you feel like you're on the advance you feel like you have the opportunity to be more bold an spread your ideology even further.

you saw it in egypt and gaza strip and heightened threat level here. i'm glad they say they're confident. i don't know what they're confident about. they're training under 100 fighters in syria, so-called moderate fighters. they are having trouble finding sunni soldiers that want to step up. they said defeat and destroy but this airstrike sort of tactic is not a real strategy and isn't bringing out any real change on the ground. isis isn't ceding ground. it is not clear if iraq was, iraq was supposed to mount an offensive into mosul this summer. who is talking about that? no one. they're not prepared to take back small gains, let alone big cities isis is entrenched in. >> recent killings of children and women liz to call this a setback is understatement. >> yeah. >> you covered so much the money angle of isis. they continue to gain control. they continue to gain territory. they continue to gain money

selling oil on the black market. they're strengthening still as far as we know by the day. how is our strategy working. >> they capitalized on unrest in libya. libya's rich oil fields. your point is taken. they are religious nazis. they need to be wiped out. they're religious serial killers. we need to get rid of them period much. who are we arming to fight isis? kurds say they don't have enough weapons. using soviet style weapons to fight against our own weapons. these guys are taking u.s.-made weapons. that is what isis is working with. if that is what they're doing, enough is enough. wipe them out. >> reports that we're blocking weapons getting to the kurds. >> we saw that report, that's right. >> that is amazing. we're inhibiting more than actually in many ways bringing the fight to them. >> that is getting worse. they established this caliphate last june, isis did. so over the last year we've seen 3027 executions. including kids.

took office. her campaign however tossed the controversy aside saying quote, if you're interested in light, sometimes pretty funny stuff, or want to know about the intricacies how the department works then boy, do those emails make for some great reading. her campaign also releasing a new video ad calling benghazi investigation that started this all, a waste of taxpayer money. we're talking about four men who died in that benghazi attack and she is saying by investigating so that we can give the families closure is a waste of taxpayer money? as a taxpayer, gladly i will pay so those families have closure. >> she he said, what difference does it make. >> she did say that. >> pete what do you make about this, her campaign's laughing calling the video a charade. >> they will dismiss benghazi at political. that is their only play. they have no other option to make it lighthearted and brush

money behind every story and when you look at the campaign that she is currently running you look at the fact a large majority of her donations still come from wall street, still come from the financial institutions in this country -- >> right. >> despite scandal after scandal and her camp put that republicans keep dreaming up, not that they actually as her camp is saying it does not seem to hurt her campaign or her ability to raise funds. >> hillary clinton lost iowa in 2008. she came in third. bernie sanders is coming off like the authentic populist guy who will battle wall street. your point is well-taken. there is a political backstory as well as money angle. >> it is affecting her trustworthiness or honesty. ♪ >> welcome back to "outnumbered." thanks for joining us. now the justice department is looking into some alleged shady dealings by the airlines to keep your ticket prices sky-high. the doj now asking for two years worth of emails sent between airlines to see if the carriers colluded to limit available seats and force up ticket prices. right now 80% of us air traffic is run by four companies, american united airlines, delta air lines and southwest airlines ironically, that near

monopoly was caused by a series of mergers approved by the justice department. so on average you will see your domestic air fare rising 13% between 2009 and 2014 and that does not include the 6.6 billion bucks airlines collected in baggage and ticket change fees. u.s. airlines earned more than $19 billion in the past two years, all while the price of jet fuel has gone down 34%. so, sandy this is interesting. so the doj green lights all the mergers and after the fact does a fishing expedition right to get everybody's emails. what do you think? >> create ad environment this could happen and while you said during the break there is no smoking gun is actually happening, we don't have any proof or emails that have been exposed that the airlines are getting together on this and driving up ticket prices i don't know what it is in this country everybody wants to attack the airlines. i get it.

i'm paying more for my baggage fees paying for water on the flight it is outrage just, the airlines have been attacked by the government for years, increased regulation and rules making it difficult to profitable. if they earned money over past couple of years where oil prices where they're at, good for them. we have no proof. >> the cabin pressure has been put on -- not been in the up right position. stacy, what do you think there was collusion between the airlines? >> this is what i find confusing. it is the doj job to make sure companies don't monopolize. meanwhile they were involved in the monopolization. >> that is why they're being investigated. >> so i'm confused. >> what you're saying they're investigating themselves. >> right. >> natural thing happened. less competition which is what they agreed to. >> right. >> resulting in higher price. >> makes me so mad though, when let's say, i don't know, something very special, all my family is back in the south. so when i want to go home for a

baby's christening or something really important you're at the mercy of these airlines. whatever they want to charge you, you have to pay. i guess you could get in your car and drive, we don't have time for that. i'm working on friday. take a flight after the show and be back on sunday night. so i don't have time, i'm at mercy of these prices. i think the rest of us feel the same way. they can charge you sometimes $600 to take a 1,000-mile trip? just ridiculous. they're making money hand over fist. >> it has been a tough industry to make money in for quite some time but recently because of they're charging fees for everything but you have less options so you kind of have to pay fees. because only three or four major carriers at this point these prices are keeping upwards. you have less options, with fuel prices down. they're making money. i have no problem with making money but consumers see less options and consumers are seeing higher prices. that is what i see as someone flying. i want cheap carriers out there competing making big guys --

more americans eligible for overtime pay. while supporters of the change are hailing the decision some republicans and other critics warn it could discourage companies from hiring, what we need right now. any salaried employee making $24,000 a year can be called a manager and does not have to be paid overtime. president obama's proposal would double the threshold so that workers earning just over $50,000 could get overtime. analysts estimate the amount of eligible employees would jump from 8% of the workforce to now 40%. liz, i got to go to you first on this one. what is this growing to do to jobs in america? >> u.s. economy is growing about as fast as crabgrass right now. 1.8% average since obama took office. >> my crabgrass grows really fast. >> got to come to your house to see what you're using. sandra this is a giveback to the unionss right? they're upset about the trade

vote. i think that is what the president is doing with this move. will it crush middle managers? yes. possibly at a lot of companies, meaning wipe out people who could have moved up the pay scale. companies say this will be too expensive. >> i have to tell you something when i was listening to president obama speak the other day he made it sound like the government's in position to go out to hand out pay raises to the private sector. listen to what he said. >> we announced overtime rules that i'm going to be talking about more this week. that is going to give a raise to five million people, potentially in this country who really deserve it. >> that not the way it is supposed to work. if demand is there for the companies and doing well and thriving in healthy economic environment they will pay people more workers more, they will hire more. but is the government in position to say you need to pay your employees? >> not if they're forced to do it and they can't. what will happen they will stop employing people.

employ less people to give them races if they're forced to do this. what he forgets if you will spend money you have to put more money in. he always forget this is point. there is very important factor in money making, right? >> too much government. >> trump is a guy who knows make money. >> stacy likes trump. he is your favorite candidate. >> too much government because what will happen, say small business wants to hire 50 people? they will hire 25. fewer people have jobs, higher unemployment. they pass the cost on to us the customer. so we will have higher prices at small business stores and cut hours for people currently working. >> like they did with obamacare or under obamacare 30-hour work week. >> i have to present the other side of this because some people are pointing out there could be manager at mcdonald's making less than hourly employees. >> making poverty level of family of four under $24,000. because they're technically designated a manager they can't makeover time.

i defer to the fox business folks what it will do to the economy and jobs. politically this plays right into left, democrats that they are pro-worker and get rid of economic inequality. i'm for 24,000 year employee manager at mcdonald's because should be paid overtime because they're working over time they're not compensated for. this would index to inflation. they say we're catching up with a rule that hasn't been changed since 1975. that is good politics and good articulation. what it does to the economy is whole another story. >> we got a jobs report that shows the labor participation rate in this country lowest it has been since 1970s. not a great jobs environment. you probably recognize this guy. he became the face of government waste. now he will pay the price for it in prison but do americans believe the government is anymore trustworthy three years after this scandal broke and we

♪ >> welcome back. remember the general services administration official who partied in a hot tub on the taxpayer's dime? well, jeff neely you to the him right here, became the poster boy for wasteful government spending. spend three months in prison and serve three months house arrest after that and pay 10,000 bucks as a fine. he pleaded guilty admitted he abused his position and lied to the gsa which released explosive 2012 report of abuses at so-called training conference, abuses that cost taxpayers nearly a million dollars. neely was the mastermind of that conference saying he wanted it to to over the top, which specifically meant a $7,000 sushi reception that must have been get $3200 mind reader, i wonder if they tried to read his mind and what he was thinking

and $130,000 preconference scouting trips. neely's sentencing comes as latest "fox news poll" found 61% of the voters don't trust the federal government. 1% below record high of 62% distrust in 2013 and 2011, both years of the obama administration. ainsley, why -- this is blatant example of government waste and mistrust. is him being held accountable change the way government does business? what do we have? >> if you look at poll numbers it would be no. the majority of the americans do not trust the federal government. wonder why? spending several thousand of our taxpayer dollars on sushi receptions. $130,000 on preconference scout be trips. him going to different hotels. this is great for all of us to come back to. stacy during commercial made a good point. talking about how these are taxpayers dollars going to the veterans. >> yes. >> on the morning show we did stories about one guy trying to

get in the va hospital in his hometown turned away. tried to go to another va, he was turned away. >> they should be our priority. here this guy is in a hot tub. i mean -- look at him. >> you see very little accountability at place like va. no one is fired for manipulation scandals rocked va. no accountability. why do we see government workers viewing their jobs and spending it this way? why do we feel he can spend $130,000? >> they didn't go to wichita which i love. they went to vegas. >> sure. >> because federal unions dominate federal government. most everybody in the federal government is in a union. we found with va for example, a union worker, who was working for the va in west virginia, who said you know what? not only do i want to do full-time union business at my day job for the government, i want to work on union issues 100% of the time, i want to do it from home. they're starting to work from home on union business.

there is no accountability because federal unions basically eroded that. >> really does in many ways come to no accountability. >> yeah. >> as i said, at va secret lists were used to hide wait times and zero people technically have been fired. they found other reasons, people retired early or shuffled them elsewhere. ron reagan said closest thing to eternal life is government program. closest thing to eternal job security is union job. >> holding people accountable, a good way to start. but that is the problem right? one thing to see bad things happen and bad things done we expect that. we see that through history. but the lack of accountability today that americans have the biggest problem with here. it doesn't look like any of that is changing. we had a president promised more transpair send sy and people voted for that. he was not transparent about being transparent. that never came to fruition. those promises were unfull filed
