$18.7 billion. steve has the details from our miami bureau. >> reporter: jenna, if it goes through it would be the largest settlement in u.s. history. break down the 18. billion. texas will get 1 billion for the damage it suffered. alabama 2 billion and mississippi 2.2. and florida throe.5. and louisiana who suffered the brunt of the spill will get $6.8 billion. it will be paid over 18 years and florida's attorney ynl is calling bp a good corporate partner. >> the last thing we wanted to be tied up in a black hole of litigation that could have gone 15 or 20 or 30 years that perhaps our grandchildren would have seen the results of.

and heightened security concerns that we have over the holiday woke week. catherine is following what happened in the navy yard and the big picture. hi catherine. >> reporter: there were three key factors that kicked in to play. the memory of the 2013 shooting of the navy yard and the second, the heightened threatened environment that we are leading up in the july 4th woke week and the third, the 911 phone call of reports of shots fired from the navy yard. what you can see, a massive police presence descended on the navy yard in southeast washington. and significantly deployed the national capitol region response squad. this is a squad that kicked in to gear when they believe there is a terrorist event or perceived terrorist threat. and so they were really like gun's blazing.

and all hands on deck down here in the navy yard. the key moment though late this morning when we learned that they had extensively interviewed the person who made the 911 call and at least saying there was no malicious intent. >> the person heard what she thought may have been gun shots and she made the call and that is what employees are trained to do. we have no concerns it was a hoax whatsoever. >> reporter: one of the things in the new's conference. the heightened threatened environment would not have dictated how they responding of the reports of shots fired. the dc police have made significant changes after there were significant laps during the shooting in 2013. but that said this did not happen in a vacum. our context told fox news, this is one of the threatened environments that they have seen

in the last decade heading in the july 4th weekend and to really underscore that. we know the fbi is setting up command centers in all 56 of the field offices in their country and in part. there is not a credible threat. but they are seeing the time span when someone made a decision to act, has been shortened. and so the concept of flash to bang is really short now and what the fbi is doing, is picking up people rather than surveying them in the holiday weekend. >> the stakes are so high. i understand why they are on edge. catherine thank you. >> there is a few reasons that people approximate were on edge this morning. we are seeing a heightened security ahead of the july 4th weekend. we talked about that a lot. and the washington navy yard is the scene of a recent tragedy.

a navy contract in 2013 opened fire and sparking a similar deployment of law enforcement. that gunman killed 12 worker are -- workers before he was shot. he searched for victims and the navy said alexis was discharged for misconduct. he was involved in a earlier gun incident in texas. that is the third false alarm in the capitol in the past month. a bomb threat forced forces to evacuate. and on the same day. buildings on capitol hill were evacuated after another bomb threat. a heightened sense of alert. and we'll talk about approximate this with geno a former secret service agent and now an international security

consultant. and great to see you again. a better out come than maybe we might have thought this morning when it comes to the crisis in the navy yard. we are looking at stories as civilians and you are looking as a security professional that has experience responding to threats. what is your big take away this morning as you see it? >> we are seeing a heightened security environment and this is important take away from this. where as in the past we had a terror structure based on a core al-qaeda and cell model, a terrorist cell model. you are seeing an eflougz of lone wolf type attacks and i don't like that term but self radicalized people who are radicalized on social media and youtube videos and seeing groups like isis leverage the technology. the problem, gen a you have what

donald rumsfeld referred to although he was panned by the speech. known and unknown. we don't know about lone wolf. that's what has the government so worried. >> the response was incredible i believe they are responding and ready to g. look at all of the aemgss responding to one report of one potential shooter with no real evidence. how dow see the it was orchesterated. >> if there was one positive to be generated from this this kind of became a training exercise. and although there are always going to be i hiccups. it was on the response.

remember, outside of new york la and washington d.c. there is a couple of police. local police department and sheriff. in washington d.c. you have police enitties within police. secret service we have uniformed and the agent side. the fact that it fls seamlessly coordinated and the response was immediate and overwhelming force in a situation like this. we thought it was an active shooter. it warms my heart a bit that we have ironed out the hiccups from the prior incidents in the dc area. >> that gives us comfort as well. what about the white house as well. we watched the security response in the naval yard. the white house getting enhanced security features worker ares installed the fence with the metal spikes. and trying to deter the jumpers

and they want to prevent scenes like this. omar gonzalez an army veteran made it all the way to the east rom of the white house. he was sentenced for 17 months for intrusion. do we active measures in place to keep the white house and other very important places protected? >> jenna, this is a tough question. but the optics in dc. how things look. and security and this fence up because it looks bad. this is a fight i had with white house staff since my time in the secret service. they are concerned about how it looks. politics in dc sadly nearly always wins out. we need a crisis to over come that and gonzalez was the crisis that got leverage to go forward

right now are heading to beaches to the 4th of july weekend. a danger lurks with a coast line. a man in fair condition after another shark attack in south carolina. you can see a mass of attacks. the victim was conscious air lifted to the hospital. he was swimming in waist deep water at the time. and he is the latest person attacked off of the carolinas. jon roberts is following it live in atlanta. >> reporter: good afternoon to you. it is not a shark nado but the number of attacks has scientist worried that something strange is going on this year. and one of the latest attacks tuesday evening before the sun went down. a 12-year-old was floating in

know deep water. and a wave came over them and in that wave was a shark. >> i felt like a pain in my leg and look back and i saw the fin of the shark and i yelled for my cousin next to me. get out of the water, i was just bit. >> he was able to get out of the water and he was stitched up and seems to have a great attitude considering he was bitten by a shark. there is a total of nine shark attacks. and all the way from the south carolina joefrjia border to the outer banks of north carolina where 6 million people will visit. yesterday a 68 year old man was bit in the rib cage and thighs. he had to be air lifted to the

attack. what we saw today at the washington navy yard, the massive and overwhelming police response has all the billions of dollars been spent since 9/11 mean that agencies are really able to respond effectively in the face of some kind of attack? >> absolutely. we had not seen that before. what you saw was an extraordinary response. you had air assets sea assets ground assets local and county police state police and federal law enforcement agencies come together within minutes, coordinate an effective teamwork effort to secure that base. >> very interesting. as you look at it in terms of the threat assessment going forward, we went from al qaeda, which was focused on huge spectacular attacks, think 9/11 and the u.s.s. cole. think isis who says do what you can where you can, even people who are inspired by them in the united states. catherine herridge was reporting, the moments from being radicalized to actually being willing to carry out an attack have been shortened.

south of knoxville. csx says the train was carrying a hazardous material used for taking industrial plastics. the fire and fumes forcing at least 5,000 people to evacuate from their homes. our senior national correspondent john roberts is live in atlanta with the latest. john. >> this happened at a beautiful part of the state of tennessee, really the gateway to the smoky mountains, almost right in downtown mariville. if anybody has been there, they know how beautiful it is. csx says the train originated out of cincinnati headed to way cross, georgia. they contained a highly flammable chemical used in the manufacture of abs plumbing pipe that you get from the local home depot. apparently an axle broke on one of the cars. this shows a level crossing torn up and train wheels on the ground. they don't know how it happened though. the police chief told me the

break punctured the tank and sparks ignited the fluid inside. because of the toxic nature of the chemical which turns into gas when burned they evacuated around there. they went door to door telling people to stay with friends or relatives or go to a local high school or shopping mall. it looks like they're going to be out there for a time as well. a number of first responders had to be treated for contact with the gas which is very toxic. it burns you as well. the sheriff's office says that first responders are being kept away from the site of the accident at least for a little while. for the time being, the plan is to let the fire burn itself out. csx doesn't have any idea how long that's going to take. one concern is that there are two cars of the compound on fire. so far it appears that the fire is contained to one car.

csx has the full emergency response team on site. they don't know how long it will be before they can get to the train car to attack the situation. it should be very soon. there is also a concern over a contamination of well water in the air from both the chemical inside the tank and from the burning of the chemical inside the tarningnk. they're conducting tests of air and water and providing water to people living nearby. you've been covering a lot of big stories today for us. you have exclusive information as we turn to politics. this about a democratic challenger for the white house. what have you learned? >> just change the graphic on the monitor. there are now as of this afternoon five democratic contenders. former virginia senator jim webb will send out this nine-page announcement to his friends and supporters via social media probably on his facebook page later on this afternoon. in which he says quote, after

many months of thought, deliberation and discussion i have decided to seek the office of the presidency of the united states. webb has got just an amazing background going all the way back to the 1960s. he has of course been a senator from virginia for one term. he was assistant secretary of defense. he was the secretary of the navy. he was a rifle company commander. rifle, platoon and company commander in vietnam. he was awarded the navy cross. his big problem will be money. he actually alludes to that in the statement in which he says i understand the odds particularly in today's political climate where fair debate is often drowned out by huge sums of money. he'll bring something unique to the race, which in places like iowa and new hampshire could overcome his deficit with money. jim webb throwing his hat in the race or president on the democratic side. >> john thank you. >> thanks. from the democrats to the republicans. the gop race for 2016 is taking no holiday as the candidates head into the july 4th weekend.

chief political correspondent carl cameron is live in washington. we watched president obama arrive in la crosse, wisconsin. just as we were done with the segment he was going to be greeted by governor scott walker. a lot of drama playing out on the tarmac. >> it's not uncommon for republicans to do a dance before the president shows up. sometimes they do and sometimes they don't. this time scott walker did meet the president. and today he also filed his papers with the fec to formally become a president to greet mr. obama also as a gop candidate who wants to replace him officially. it will be interesting to see if the president mentions him later in his remarks. he confirmed what we've been reporting for a month that he'll announce on the 13th in milwaukee. he gets to ride a little bit of the president's coverage too. walker leads the polls in the caucus state of iowa and runs second to bush in new hampshire

right now we're getting new clues in the cause of a large explosion in downtown savannah georgia. police are still investigating, but they say friction between pressurized gas cans not properly secured could have caused the blast. the truck was hauling the cans. destroyed the truck and sent shrapnel flying hundreds of feet. thankfully no one including the truck driver was seriously hurt.

switching gears to the economy. mortgage rates on the rise. mixed news out of greece. average fixed rate mortgage raising just over 4% this week. highest since october. joining us from our sister network, fox business networks jo ling kent. what do you make of this mortgage rate? >> it's a tick up. it means that there is a demand now. now that the weather is getting better people are going to shop for homes. you also see the demand affecting prices in places like denver, san francisco, home prices are also ticking up. >> does that mean when the mort rates go up we see home prices go up or down accordingly because it's getting more expensive to get a loan? >> it's getting more expensive and the demand for homes is going up. that's why you see the in tandem rise. a lot of it has to do with the fact that there are more jobs now and people are getting hired a little bit more.

today's jobs report notwithstanding. you see people are making more money. and so the demand goes up then you see the rates creep up a little bit. >> mortgage rates right now just above 4%. in historical context is it high? not high? >> as we were talking about earlier, it's kind of an emotional mark to see it go above 4% indicates you'll have a little bit more demand and that things are looking up overall for the real estate market. >> refinancing, we can't forget that when it comes to mortgage rates. >> yes. >> a story out of texas caught our attention. apparently texas wants to send a strong message to the feds and they literally in texas want to take the gold that's not in the state, that's stored here in new york city downtown manhattan -- it's here in new york. they want to take it back from the yankees and bring it back to texas. tell us about this story. why? >> the governor, who is a republican signed a bill saying that he wants to bring all of

this money, these gold bars -- we're talking about 500,000 gold bars that weigh 7,000 tons to bring it back within texas borders. the idea here is that they can boost their gold reserves. but really this is about something else. this is about potentially having more control over their gold. it's within texas borders. there is the whole idea of potential potential secession one day. >> will texas be the only state to do this? will new york say we'd like our gold bars back? >> it seems idealogical in the sense they want the gold reserves in the state in case anything happens. you have to remember. texas is the second largest economy in the u.s. right. so they have a little bit of heft when it comes to doing this type of thing. as you look to other states who probably store their gold in new york city as well it's basically the standard to store some of your gold elsewhere.

there was walker there to greet the president. he did it again today. the right thing to do. good for him. >> bernard, i'm curious your thoughts on this. someone who has worked on campaigns. what do you make of the president deciding i'm going to go to wisconsin to talk about the economy? is that because the economy in wisconsin or because scott walker is thinking about the white house and maybe it would be a good political move to be there? >> it makes perfect sense for him to go to wisconsin. it's a major state. it's fundamental to the growth of the economy overall. it's no surprise scott walker is looking to the voters of iowa because the voters back home in wisconsin actually don't like him very much and would actually disagree with most things he raised in the op ed. 56% of wisconsin voters disapprove of scott walker's performance. 53% think the state is headed in the wrong direction under his leadership and 3/4 oppose his proposals on education. i think he's looking for an exit

strategy on wisconsin. >> guy? what do you think. >> three times in four years, second one being because the democrats raised a quick recall attempt. every single time scott walker beat them the state is up with jobs unemployment down. he is doing a terrific job there. and they've had opportunities to voice their pleasure or displeasure and he's still the governor for a reason. >> interesting. wisconsin is a hot spot. senator bernie sanders was there. his presidential campaign seems to be picking up steam, at least if you look at his rally in madison, wisconsin, last night. he attracted nearly 10,000 people. this as he's making headway in iowa and new hampshire. bernard, what about bernie sanders? we look at the polls. you mentioned the quinnipiac poll. hillary clinton is still ahead but has dropped 26 points in the last several weeks. do you think bernie sanders is telling us something about an opening here perhaps for another candidate for the democratic

nomination for president? >> no. good for bernie. i like his name. i think that he adds to the debate and adds to the conversation. i think hillary clinton welcomes that wisconsin the participation of those who might want to challenge her for the nomination nomination because it's made her a stronger candidate. the facts are his appeal is quite limited. his experience is limited. his views are very much to the far left of the party. his standing certainly has improved somewhat. but it trails hillary clinton by 30 points or so. if you look among different constituencies women and people of color, bernie sanders' appeal is quite limited. he is popular among far left white guys. >> i should have disqualified you with the name bernie. i apologize to our viewers. it's unfair bias. guy, let me ask you this question about bernie sanders. he's gathered the biggest crowd that we've seen from any presidential candidate. republican or democrat. what can conservatives learn

over the past couple years the airlines have had record profits. stocks soaring, fuel prices going down. the question is did the airlines get smarter and become better at their business or were they colluding and trying to do something essentially wrong to pad their own pockets? >> that's the million dollar question leland. that's what the doj is trying to figure out. it's going to be a long road because they're going to have to have some really really specific information, documentation that shows these airline ceos were colluding for this specific purpose. i think part of it is just the strategy that we've learned from our mistakes. maybe i am being optimistic. we've learned from our mistakes and we're trying to grow slowly and hence the profits. >> the airline trade association put out a lot of numbers. they cited d.o.t. statistics. they said capacity is the highest it's been in a number of years, and they also say that

air fares have gone down. if you're buying a ticket right now for summer travel you may not necessarily agree with that. do you think there is a lot of folks, especially passengers and for that matter some airlines the smaller airlines who are wishing the department of justice had been tougher about these mergers so there would be more airlines out there, there would be more competition? >>. >> i think there are always going to be people that believe that. let's face it. the airline industry is one of the few industries that we as americans love to hate. the prices are always too high. there are never enough seats. the cab always too full. but when we really want to go to california or florida, we just suck it up and do it. >> exactly. we all end up somehow ending up buying another plane ticket. i wanted to get your take on this as a former commercial pilot. new information coming out now on the transasia airways flight in taiwan. you remember the plane that crashed and hit the bridge on the way down after takeoff. a new report says the plane's

captain mistakenly switched off the working engine after the other one lost power and that he failed a flight training a year earlier. 15 of the 58 peer -- people aboard the flight survived. how do you have somebody who is flying a plane who filed the flight simulator training earlier? could this have in the united states? >> well, it has happened, probably not with those kinds of fatal results but it happens all over the world and it proves again that sometimes some people are just not cut out to be pilots. it i also approves sometimes the regulators look the other way when they shouldn't. this is a pretty common training error, and we are trained from early days not to panic because the airplane will fly on one engine take a breath, give it two seconds and figure out for certain what is going on.
