u next "fox news sunday." a fox urgent as we cover a story developing into the late hours on this sunday. it appears we're on "the brink" of a historic nuclear deal with iran. and at this hour the associated press is reporting negotiators in vienna austria plan to announce a final agreement tomorrow. at the very least multiple reports that a deal is within reach shortly. secretary of state john kerry who was recently as of thursday threatened to walk away from the talks said today a few tough thing remain but some real decisions are being made. here's what's at stake. any agreement will be looked at very closely by lawmakers in washington, d.c. who say it must be tough enough to keep iran from building a

nuclear bomb. congress will have 60 days to review any final agreement. here's senate majority leader mitch mcconnell on what the debate on capitol hill could look like. >> it appears as the administration's approach of this was to reach whatever agreement the iranians are willing to enter into. i think it's going to be a very hard sell, if it's completed in congress. >> kevin cork begins our coverage tonight in washington. what are some of the major stick being points that have at least so far held up the deal. >> reporter: you're right there have bean number of them but i think most notably the big one is the timing of the sanctions relief. keep in mind the iranians have been suffering from international sanctions for quite some time and just how quickly those sanctions are lifted has been a major source of contention throughout the entire negotiations. now iran does youchl have a few points they would like to make sure everybody knows about. they want to make sure that the

u.n. arms embargo is eliminated and immediately. keep in that that dates back 2006. they want to limit access to their military site especially during snap inspections and yes they would like to speed up the sanctions relief because their economy has absolutely been crippled because of all the international sanctions but as you can well imagine, lawmakers on both sides of the political spectrum really seem poised to scuttle the deal even before it is completed with many questioning whether the obama administration wanted a deal so padly that it simply gave away too much. >> the problem here george is we have gone from preventing iran having a nuclear ability to managing it. and what we are doing is basically rolling back sanctions for not rolling back iran's illicit nuclear infrastructure. >> a bad deal is worse than no deal. what we're hearing we're not

going to get any inspections. what we're hearing iran will keep thousands of centrifuges. i fear this administration could start a nuclear arms race in the middle east. >> reporter: now if a deal and again that's a huge if right now, if a deal based on the framework that we've all heard about is completed, it would supposedly limit iran's enrichment capability making it much harder for them to build a nuclear weapon. >> you heard governor jindal's point, louisiana governor bobby jindal that iran will still keep thousands of centrifuges. if that's the case, how does this deal help eliminate iran's path to a nuclear. >> reporter: that's a $64,000 question. i want to sort of try to unpack this for folks who haven't been following it very carefully. you see because the deal calls for certain facilities in iran to be reduced to just research capability. they feel like that should certainly help. others by the way will be very closely monitored and there will

be a very strict accounting of atomic materials going into and out of the country. the belief is that if iran slips up at any point, if they are in violation of a deal or if they purposely violate the deal that would enact these snap back provision the sanctions we've heard about and some could be possibly even much worse. keep in mind crypts say given the regime's success and circumventing an existing sanctions, it's pretty hard to believe they will somehow play it straight moving forward. >> okay. so monitoring the facilities but we can't stop by for a pop inspection. i'm so curious about how that actually would work. kevin, thank you very much. >> reporter: very interesting indeed. >> for more on this let's bring in ambassador john bolton former ambassador to the united nations and fox news contributor. ambassador the past with the islamic regime. hostage take. nearly daily calls for death to america while this deal has been going on among iran's religious

elite. what are we witnessing in history right now? >> i think this is a diplomatic waterloo for the united states. it's a humiliating conclusion to what are now over 12 years of negotiations. i think if this deal is signed whether it's signed on monday or whatever day it turns out to be it's a significant victory for iran it allows it to proceed to a nuclear weapons capability preach at a time of its choosing. iran gets its major objective, the lifting of economic sanctions in exchange for minimal easily reversible concessions. really there's essentially nothing about this deal you can say represent as victory for the united states and its allies. >> look i've been reading that deals are leaking about this dale and what's in i want so you've been able to get some of that information. what are we looking at? >> it's a lentzy complex deal. that ought to tell you something right there. it's a reflection that iran has

not made a strategic decision to give up nuclear weapons. and the fundamental mistake made over two or three years ago by the administration is to permit iran to have any iranian enmitch rept capability whatever. for all the technical details you can go through for all the complexities everybody knows that uranium enrichment is the long pole the intent when it comes to nuclear proliferation. retaining that extra ability even if limited in some respects allows iran to break out at a time of its choosing. >> so, we learned from kevin and i've been reading also the white house claims the parties have agreed to a snap back mechanism if iran violates the deal. how will that work >> to the extent it's been leaked what happens is that when there's an allegation of an iranian violation of the deal it's referred to a committee, consisting of the five permanent members of the security council in germany, and iran.

which is a little bit like allowing al capone into the jury room. this is where it breaks down. i can tell you iran will use this committee to drag out any consideration of an alleged violation. that can go on and on and on and everybody knows it. i think what will happen when they sign this deal from iran's perspective is this is just a rest stop between the negotiations we've seen over the past 12 years and the negotiations and more concessions by the west that we see ahead. >> interesting. some makes you question really what do they want in iran. real quickly before i let you go ambassador. did we capitulate to iran on this deal and if so what did we give up and why? >> it is i think, the worst act of appeasement in american diplomacy in our history. we've given up all the leverage we have in an effort to persuade iran to give up nuclear weapons. i think this has been a long sad

story. we get next to nothing. they get essentially everything they want. >> wow. well the new phrase is snap back and if we gave you as much as you say we did, can you snap it back into place? >> absolutely not. and if you think you can then it means russia and china have given up their wes to in the security council and i think it will be a cold day somewhere before that happens. >> ambassador bolton always tells it like it is. thank you very much. good to see you. wisconsin governor scott walker is expected to enter the race for the republican presidential nomination on the road to the white house and this is america's election headquarters. he finished some important business signing the state's budget something he promised to do before announcing a run. with that out of the way he can focus to try to stand out from the crowd presidential field. his announcement set for tomorrow will bring the total number running for president 15. walker is in a strong position. some say he has a better chance

to challenge jeb bush. he's schedule to get a fast start with campaign stops in critical early voting states shortly after his big announcement tomorrow. chief political correspondent carl cameron live from milwaukee this evening. carl? >> reporter: well governor walker finished his budget today and announce his presidential candidacy tomorrow. in that budget there were over 100 line item vetos more than double his previous budgets, and he increased the state's rainy day fun by 160 times. he's making this part of his theme tomorrow that he's been a fighter his entire life in american politics and a fire that can win not just yell. he'll point to his budget and record. as for the state of the race and where he fits in it scott walker is running a strong number two in a lot of places. first of all nationally running second to jeb bush. and that's a very tight race. walker has been aggressively criticizing bush as the politics of yesterday making the points he's not from privilege or a

powerful family. he's come up from humble roots. and when you look at the other polls in the early stage, the first primary in caucus states in iowa scott walker is leading. he has a substantial lead in the first cause cause case where he has a strong amount of support among socially conservative voters. in new hampshire he's running second to jeb bush and inclouds south carolina where he's also running second. scott walker is billing himself as the candidate who can unite the establishment and the conservative base of the republican party. sort of stop the tea party versus washington feuds and one of the things he'll be talking about tomorrow is returning the power from government in washington back to the people and letting people have more control of their lives. >> i would have to think that democrats would be watching this announcement too because when you look at the percentage in the polling for governor walker in iowa it is eye catching something i would imagine would catch the other political party. what do they say? >> reporter: well as a matter of fact long time obama top

adviser just today suggested that democrats most fear scott walker and would very much love to have jeb bush as the nominee making the argument that scott walker could run a change type of campaign. the argument being as a governor someone who has not held national office key bring in some change whereas jeb bush with his last name would be more politics and harken back to george w. bush's two terms and bring us back to a time when things weren't going well. you can't trust the opposition who they would like and not like. scott walker would be a very formidable candidate. a current governor as opposed to jeb bush who has been out of the business in ten years. walker had some problems early in the campaign. he spent a tremendous amount of time in briefings to avoid that kind of thing. he has to show he has the gravitas. he does not have a college education. tomorrow he'll make it official

and be the 16th candidate into the race. >> it's interesting too before i let you go you talk about change in the economy being the driver for most drivers here in america that's the issue they identify the most with when you talk about going to the polls and the governor just announcing he signed the budget of his state. tough battle this go around. he's dealt with things like entitlements and so the economy is some place where you would anticipate him to be pretty strong on. >> reporter: he's best known for his battle against unions in wisconsin. one that prompted a recall effort. effectively his third election in just two terms in office. and as a consequence, he did win that and he will argue that he knows how to fight not just yell. he's a principled conservative who can accomplish policy impleamentation. >> campaign carl you are the king out there. thank you very much for joining us. always good to see you. speaking of the economy on the democratic side of the 2016

what will come of the all the talking but we do know this. the greek will face an uncertain future when they wake up tomorrow morning. many eurozone leaders want to see some evidence greece is willing to enact tough fiscal policies. they have given the greek government only days to make all that happen. things are tightening up across that nation. daily limits still from atms capped at roughly $57 a day. greek banks will run dry any day now unless creditors inject more emergency funding. amy kellogg is live for us in athens tonight. >> reporter: hi. the buzz words around the negotiations this weekend seem to be trust and you had my lietation. the eurozone lead engineers saying they really are not sure they can trust that greece will make good on its promises and the greek are saying they feel

humiliated by the demands that are being placed on them. now there is a draft document that has leaked to the press. it's going around this meeting apparently and in it greece has to sell off some of its assets or privatize some enterprise in order to repay some debts. i want talks about impleamenting some significant european oversight of greece's affairs and even a provision in this document for a temporary grexit from the euro or five year time-out which is an unfamiliar concept. we're hearing about it for the fir time this weekend and not sure how that might possibly work. here's angela merkel walking into the meeting earlier today. >> translator: the situation is extremely difficult. on one hand when one thinks of the economic situation in greece and how it's deteriorated in thest few months but on the other hand an important currency has been lost and that's trust.

>> reporter: in some ways greek are saying they almost feel they are being pushed out of the euro at this point. they are entering the third week of limits on bank withdrawals, with banks closed it's hard for those businesses still via scrabble to do business. the u.s. treasury secretary put out a statement today striking sort of a middle ground saying that rebuilding trust requires that a program will be implemented but also measures put in place that will make the debt sustainable. greece's debt that is and that's an acknowledgment that that debt is not sustainable at this point. finally the crowded beaches that you see here really belie the concerns people are feeling about their future. tomorrow athens will no doubt look a bit less chilled out. and one of the reasons is when prime minister alexis tsipras comes back here and tonight he's in brussels fighting these demands being placed on him he has to push through some legislation, presumably to get

. manhunt for an escaped prisoner, the infamous mexican drug lord who pulled off an elaborate plot breaking out of a maximum security prison. joaquin guzman left through an underground tunnel. he faces multiple federal drug trafficking indictments in the u.s. he was captured in mexico about a year and a half ago after pulling off his first prison escape in 2001. how you do not watch this guy. will carr has more. he's done some big time drug dealing in america. i wonder where he is tonight. >> reporter: big time is right. in fact crime commission in chicago came out today and said once again he will be named public enemy number one for chicago. as to his whereabouts he's worth more than a billion dollars so with resources like that he

realistically could be just about anywhere. experts say it could only take about 48 hours for him to get back up and running his cartel which is one of the most dangerous brutal cartels. when guards checked his cell they found that hole in the ground and ventilated tunnel that ran to a house under construction in a nearby neighborhood. not a surprise. guzman and his cartel are well-known for their sophisticated super tunnels. when they build those they dig the tunnels by hand to avoid any noise. authorities say in this case it's unlikely this tunnel could have been built without detection by the prison. 18 prison employees are being questioned by mexican authorities and u not the first time that guzman has slipped occupant of the maximum security prison. back in 2001 he snuck out of another in a laundry cart and he was on the run until he was

captured last year. now he's still facing multiple indictments in the united states. so today the attorney general loretta lynch released this statement saying we share the government of mexico's concern regarding the escape of el chapo from a mexican prison in addition to his crimes in mexico he faces multiple drug trafficking and organized crime charges in the united states. last year officials in mexico vowed that he would not escape prison again but now it's an international manhunt for the man they call el chapo. >> will carr thank you very much. pope francis returns to the vatican after wrapping up a three nation tour of his homeland. his final stop paraguay where he continued to spread words of hope for the world's poor. earlier in the day he traveled to slums and shanty towns. in his words the sick and sinners alike. it is number three for the

things are leaking about this deal. your thoughts. >> i think the deal is effectively done. we'll see tomorrow. the reason john was laughing is there's nothing air tight about a deal with the iranians. just friday the supreme leader was attacking america so there will be no good feeling after this deal. but three quick points. first, we have to know that we're going to have unfettered access to the military sites. a compromise raise grave questions -- >> we're not going to get that. we already are fining out that there's a snap back if they do some things that are in violation but that -- >> i don't believe that either. i don't think there's going to be a snap back and candidly there's also going immediate arm sales from the russians to iran. i think we're looking at something that's going to be deeply problematic if not a disaster. it will go the u.s. congress they will have 60 days and, harris this battle is just beginning. >> all right. so senator majority leader mitch

mcconnell giving us an idea how tough the fight will be in congress. >> pat and i discussed this off the air. the key is not the republicans. it's the democrats. can the anti-agreement side get enough democrats to uphold -- >> how big is that side? how many democrats? >> we need 12 democrats i think is the math. is that correct? 55 republicans. so you need 67 votes to override the president's veto which is coming. >> do you think you can get 12 democrats. >> i don't know. it's how the agreement is sold starting tomorrow. now the thing that doug said is crucial that there will not be unfettered access which is a disaster because -- >> i thought that was a drop dead thing. >> they've given everything up. >> secretary kerry said last week last thursday he was ready to walk away from the table. what changed? >> he never walks away. we always surrender. this administration they got nothing from cuba.

they wanted to surrender all along and have done steadily. >> why >> we want to dismantle their nuclear plant. i don't want speculate. i'll tell you this. the country is -- i just finished some polling for secure america. i want to tell you, 70% of the americans, almost 70% believe they are are going, iranians will give nuclear weapons to attack us. 80% believe the statement i once said on this air that our children will inherit a nuclear war at best and we know what's interesting about this and same percentage of people believe we'll have an arms race in the middle east. probably the last place you want one. it's already started. here's the deal on the democrats. 60 some percent of americans believe that if iran gets the bomb and they veto sustain obama that happens the democrats will pay the price for this including -- >> charles schumer. >> he's either going to stand up

for what he claims is his principles or does what he always does or sell his principles out to the democratic party. we'll find out who puts party before country. and the democrats better understand this is a very dangerous game. >> i want to answer your why question in light of what these two goes said. i think the president's whole motivation on why he's caved in on everything including what doug mentioned the conventional arms embargo, which is not part of the deal. the iranians showed up we're adding this into the deal and kerry and obama didn't fight it. they caved in again and again. why the caving? i think obama's legacy he wants this to be his singular foreign policy thing which is to bring iran out of the shadows back into the center of the middle east. he thinks they will be a force for good even though there's

this looks like the north korean deal. i can't believe no one is pointing this out. undersecretary of state who did that disastrous deal has been the person in charge of selling out this deal. it will be a really rough 60 days. >> the question was, you know, was this a situation that kind of started two years ago more than that? i'm just curious. >> the president has as essentially strategic goal partnering with iran not with standing their commitment to terrorism or they have cheated or not with standing two months ago they were caught buying nuclear armaments in germany. this is dangerously wrong. the united states and our well being is at risk. >> we have to go to a quick break. real quickly any chance that this won't happen pat? >> we'll see.
