>> we will see you back in an hour. >> "outnumbered" starts now. this is "outnumbered." i am andrea harris faulkner is here, sandra smith ainsley earhardt, and today's #oneluckyguy lindsey graham is here for the first time making rounds as a presidential candidate. we are almost outnumbered because we have two south carolina residents. >> what happens in south carolina stays in south carolina. >> i didn't realize it was like vegas. >> you are not hanging out with the right people.
9:01 am
>> i think i might be on the wrong program. >> good to have you especially today. it may be historic but will it keep a nuclear bomb out of iran's hands? president obama hailing a report on iran's nuclear program that he says will keep them from building a nuclear weapon. the president says it is not built on trust but the availability of verifyify. >> this bill is meeting every pathway to a nuclear weapon being cut off and the inspections will be put in place to verify that. they will not produce the raw
9:02 am
materials necessary to form a bond. >> but a different reaction from the prime minster of israel benjamin netanyahu, saying the deal paves the path for a nuclear weaponized iran. >> the world is a much more dangerous place today than it was yesterday. the leading international powers that fed our selective future and a deal with a formal sponsor of international terrorism. they have gambled that in ten years time iran's terrorist regime will change while removing any incentive for it to do so. >> the devil may be in the details in the nuclear deal including iran reducing stock pile of low grade uranium by 96% and disable two thirds of their centrifuge machines. the deal will lift punishing
9:03 am
international sanctions but they can snap back in 60 days. the weapons embargo is in place for five years and the world body missile embargo for eight years. and inspectors will have 24/7 access to nuclear sites and can press for visitation to nuclear sites that iran can reject. the weekly standard came out saying this is a good deal for iran and bill crystal wrote it is a dole that gives the regime $140 billion in return for effectively nothing. can the senate stop this? >> if the american people will understand how bad it is and communicate to their senator and house member i think we can. if they comply with everything in the deal they become a nuclear power. the goal of the negotiations was
9:04 am
to dismantle the program. we have let an industrial sized nuclear program that can get bigger. the ayatollah wants a bomb. this insures they will get a bomb. every leader is going to have to go after a bomb now because of this. this is a death sentence for israel if not changed. at the end of the day, israel's biggest fear is the regime led by the ayatollah having the ability to achieve death to israel. from our point of view they share technology with terrorist, and the arabs -- >> senator, will there be enough votes to stop this? >> i hope so. i think any member of senate that votes for this deal you are insuring they will have more money, not less, more weapons
9:05 am
and insuring they will have a nuclear weapon. for every democrat this is the world's future and your future. every political slice of the pie in israel the labor party and all parties say this as a bad deal for israel and every arab state is going to get a nuclear weapon. obama is throwing gasoline on a fire. he is the worst commander and chief since jimmy carter. the middle east is in flames and the last act before leaving is creating a nuclear arms race in the middle east. >> if this is a bad deal your party has a significant responsibility to tell the american people why it is a bad deal. why it is bad for them and their families and our national security. there is criticism of the republican party that can can't get the message tonight and it is not reaching the american
9:06 am
people people. do you believe the american people and the republican party can reach the people? >> i can tell the american people what we have done is taken the most radical regime in the middle east and empowered them. they will get $18 billion and they will put that into their war machine. the sanctions one day will be lifted. at the end of the ten year period there is no inspections. you are locked in a nuclear program rather than dismantling it. you set an arab counter response in motion where they will want their own weapons to counter. what i would tell the american people if we don't stop this you created a nuclear arms race in the middle east and if you care about yourself as a nation you will not allow them to have this and if you care about israel you will stop this because this is a death sentence in israel.
9:07 am
>> i think some people think the clock starts ticking but it doesn't. the president has five days to get the deal to you in congress and you have 60 days to come up with something else so it could be 90 days from now we are roughly speaking talking october. that is long time to talk to the american people. one thing we learned from the president is where we are with iran. they will cut the stockpile of uranium by 90% but they have enough to make ten nuclear weapons. >> do you believe the ayatollah has been trying to build a bomb not a power plant? can we take a vote? i think he is trying to build a bomb. i don't think they have a desire to build a nuclear facility.
9:08 am
they want to spread their form of islam. they have toppled four arab capitals and killed hundreds of americans and iraqis. they have a firm view of religion that doesn't include me you or israel. they are an expansionist power and you did one thing to them stronger and set a nuclear arms race up in the middle east. >> are you coming up with an alternative? if they already have enough stockpile to come up with ten weapons a and b where are the hostages? >> i will tell you what i would do as president of the united states. i would enforce the un
9:09 am
resolution saying remove all of the uranium. i would not leave an ounce. i would tell the ayatollah if you want a nuclear program you can have. 15 nations have nuclear power plants but don't enrich. i would tell them we don't trust you and you will never get another penny until you change your behavior. we will not lift the sanctions until you stop destabalizing the region. >> we are so outplayed. why would the president be worried about nuclear energy here at home? i want to play sound from hillary clinton and get you and the senator to react.
9:10 am
clinton said it all depends on enforcement. >> that bad behavior is something we have to address. having been part of building the coalition that brought us to the point of this agreement, i think we will have to immediately upon completion of this agreement and its rigorous enforcement look to see how we build a coalition to prevent and undermine iran's bad behaviors in other arenas. >> and how is she going to do that? >> it is so bad, this deal and i don't think she wants to get behind it. but do you trust this? >> if she is saying enforcement
9:11 am
is important -- this is my concern. if we want to inspect the facilitys the international atomic agency and iran have 14 days to disagree or agree that will happen. if they can't the commission made up of seven negotiating countries will discuss it for seven days and iran has three days to comply and that is a total of 24 days. they will have time to hide what they are making and cleanup the facilities so we don't know what is happening behind the closed doors. >> what she said is as clear as mud. at a time when we need clarity in the face of the most radical elements in the world it is easier to talk to the north korean leader than it is to get an interview with hillary clinton. here is what happened: they will get more money and don't have to change their behavior before they get it. they will get more conditional weapons which wasn't on the
9:12 am
table when we started negotiating, and they don't have to change their behavior. we are locking in an industrial nuclear program. so they will have a bomb and you are making other arabs get bombs. there is no way to change their behavior because you guarantee them money and weapons in time and locked in a large nuclear program just by the passage of time. there is no requirement to change their behavior. when she is speaking of behavior change she is speaking about the right thing. if i were president they would not get a damn thing. >> at the same time they were doing the negotiations they were chanting death to america. >> they have four americans and one is missing. i don't think i saw their names in here. >> we will see --
9:13 am
>> other than that this is a good deal. >> baltimore is seeing a major spike in crime in recent months. now the city is creating an around the clock war room to stop the violence and this is spreading nationwide. you are not alone. crime is on the rise in several u.s. cities and we will debate why that is. is this a summer of crime? and what we are prepared to do about it. and new questions on whether the death of kate steinle will spur changes to the immigration policy? this all ties together; lots of troubling crime. the parents speak out on the system that failed her and her final moments. >> what did she say before going down? >> help me dad.

police from federal rules. today's hearing following kate steinle who was shot while walking on a pier with her father more than a week ago. her accused killer is an undocumented immigrant with a long wrap sheet. the case is sparking a debate on immigration policy and lawmakers want answers from secretary johnson. >> have you had a chance to look at the criminal history of mr. lopez-sanchez? >> i have. >> he was a career criminal violating three separate statutes when we picked up the gun before shooting and killing an innocent woman walking with her father. to me he is exhibit a that we must not have functional control over the border not have rerentered so many times.
9:19 am
>> kate steinle's family spoke to bill o'reilly saying they support kate's law that would impose a five year prison sentence on illegal allyiens to five years in prison if coming back after being deported. >> we feel the federal and state laws are here to protect us but this particular set of circumstances and the people involved the different agencies let us down. >> senator will the tragic killing of this young woman bring about changes in the immigration laws in the country? >> i hope so.
9:20 am
at the end of the day it is broken. it is not going to get fixed until somebody comes up with a solution. it has to be more than securing your border. they come here to work. if you don't control who gets a job you will never stop the program. paying an illegal immigrant cash under the table hurts the working men and women. secure the board, control the visas and control who gets jobs. no body wants a felon or crook. as for the rest we will find a way to let you stay on our terms not yours is the position i have taken on. >> there is a lot of questions on where the white house is on this -- >> he should call the parents and appallologizeapologize. >> kate steinle's brother was on with megyn kelly who said he feels the system failed his family and spoke out and said
9:21 am
the family has yet to hear from the white house. >> has anybody from the administration contacted you? >> no. no body has contacted either my parents or i. >> not the president, vice president or white house? we have not heard a word. i wish somebody would reach out. there are a talklot of talks about kate's law and there is no doubt something needs to be done to prevent this from happening again. >> and here is jay johnson on the family: >> has the administration reached out to that family? >> i don't know the answer to that question. >> the administration has reached out in a whole range of homicide cases criminal cases around the country and i am not being critical of them having done that i think certainly there are times when the administration should do that. >> perhaps after someone called
9:22 am
for it the administration may pick up the phone? >> good luck. i don't know if he watches your show or not -- i kind of doubt it. >> we are not the only ones talking about it. >> you should keep talking about it. when the college professor was stopped by the cop going into his own home the president spoke about it spoke about ferguson -- he is involved -- >> why wouldn't the president call the family? >> i have no idea. highlights his failure as the president. >> i worked with our brain room this morning to come up with through our own ice officials how many sanctuary cities for are in america. some 300 jurisdictions that don't cooperate with ice detainers meaning they will not help you find the illegals lock them up or try to get them deported. on the list anchorage alaska,
9:23 am
berkeley california, wichita, kansas. how did we get to the point with 300 sanctuary cities? what kind of conversation is not happening on capitol hill? >> if i were the family i would look at suing san francisco. this guy is a felon multiple times. that is different than having a program where you will not deport someone because they have a traffic ticket. having a program where you want illegal immigrants to feel like they can drive -- >> why do we have so many? is the converation not happening on capitol hill? >> i think when the federal government fails to do their job they take different paths. >> you were supportive of immigration reform and the gang of eight bill you put together sanchez likely would have not been deported and you were part of the bill. >> that is not true.
9:24 am
>> how is that not true? >> you would be deported if you were here among the 11 million if you were a felon off the bat. if you committed three misdemeanors apart from being a felon you are ineligible to stay. >> senator, your bill doesn't do anything to trump the law in san francisco? >> it would have eliminated sanctuary cities because there would be no need for one because you deported the felons and the multiple misdemeanor people and have a system to identify those who stay here. you don't need a sanctuary city program if you have a comprehensive immigration solution. >> what about kate's law? do you support it? >> under the bill i supported every time coming illegally you got more punishment. we are one of the few countries that allow you to become a citizen by being born. i think that should be on the table as part of the discussion. >> we will continue that discussion. he is one of them.

waiting on the ohio governor and former virginia governor both hinting they may run. but with so many qualified candidates some experts say come primary season voters may not have one or two favorites but up to four favorites. does this help or hurt the party? more specifically we have one those 15 sitting here. the gang of 15. how are you going to break out of the polls? >> first, the only thing that playmate playmatema playmate playmatema matters that i win new hampshire hampshire. if i had a fox news show i would be doing better. if my dad and brother had been president i would be polling better. we are testing name id at the end of the day. not are you qualified to be president. i hope the republican party
9:31 am
realizes it has an embarrassment of riches. if we don't allow the governor of ohio who is a wonderful man to be on the stage in the in his home state is the dumbest thing we can do. >> you are talking about the debate? this is a national debate senator. let's look at national polls. we have to be fair and balanced here. we are monmoth university poll. bush is leading the pack. donald trump at 13%, walker huckabee, senator you are barely cracking 1%. .8% and there is an rsvp poll and the somame thing. this is national average of the polls. how do you argue you can do this when you are barely cracking 1%
9:32 am
national polling? >> i think have one of the better voices on foreign policy and one of the best voices on defending the country. i think national polling is testing things other than that. i think carly fiorina is an accomplished woman. if she is not on the stage shame on the republican party. >> she is not com plaining. >> i am complaining to the republican party you are using national polling at a time when it doesn't matter. give everybody an equal chance of getting their say and the difference between 10-16 you cannot determine. the margin of error is 5.7. if my voice is not heard i think something is lost. if i don't do well over time i will fade away.
9:33 am
starting out with a name contest isn't the way to do it. >> isn't it up to the candidates to get their name out? there was a golf company not doing well and having products being launched in two or three years and they said that is too long. so if you want to get into the debate you need to speak out. >> you have been a senator for a long time and had multiple opportunities not just on this network but other channels to get your message out. it can't just be name id. >> you think if my dad -- >> if you look at the voting base in those states it would be in the millions but not compare to all the eligible voters. >> all i can say is you are testing people from bigger states. if you ran before you have an advantage. here is what i am saying.
9:34 am
it is july 2015. is it really good for the republican party to make my voice on national security out of the mix? is it good to take carly fiorina and put them in the kiddy debate? >> i don't think i would label it that way. >> come on guys. listen. we have good candidates and they need to be heard. let's move on and talk about hillary clinton. >> hillary clinton is interesting to me -- >> on multiple levels. >> well no but what her message specifically is when i am looking at the republican candidates i see them focusing on social issues. number one is the economy for me and that is what it is for the american voters. why are the republican candidates not focusing more
9:35 am
there? some someone trying to pull ahead in the polls why isn't your focus on the economy and jobs? when hillary clinton is speaking she is playing out her plan on the economy. >> here is her plan on the economy -- >> what is your plan? i say the most business-friendly person will win the election. >> here is what i say to the middle class. i walked in your shoes and group in the liquor store back room and never lived in a house until i was in high school and neither parent finished high school. and i don't need a lecture from the democrat about social security. i know how important it is. that is the job. if you are a middle class person and your car cranks out you are not going on vacation. to the middle class she is not going to improve your wages. she is going to increase the size of the government.
9:36 am
lindsey graham and i can other republicans would deregulate this country and create an energy renaissance so you have a better chance to get a job. when bowing moved to south carolina to make jets every manufacture in the low country had to pay more or they would lose to bowing. i will create an environment so that somebody across the street will build a restaurant and pay you more. another way to grow jobs is to borrow money. dodd frank is looking down capital and the epa regulations on carbon is creating a cloud over the economy. >> my point is not defending what she is calling for. the fact is that she is bringing it to the forefront and that is the most important answers. >> you are arguing positions right here on the couch. i like it. >> i love being on this couch. but i need to be in that debate.
9:37 am
>> well your argument is talking about minority things and you have take everybody's opinion. you are running to represent all 50 states and have to factor them all in. crime is on the rise across america. murder rates in many big cities are spiking and one city is setting up a 24-7 war room to combat violence. would certainly policies have led to the surge?

spiked. st. louis seeing the biggest jump since last year. more than 58%. baltimore is up 48%. new york city at the bottom of the list with an increase of nearly 10%. this is coming on the heels of president obama commuting sentences for 46 non-violent drug offender and new york city is setting to relax bail requirements for low-level offenders. what do you attribute to the rise in violence? >> when you tell the cops you are bad people and put restrictions on their ability to enforce the law the people take advantage of the situations. they told the police to back off in baltimore. the criminals feel there is no downside to what they do. >> when you say when they tell the police -- who are you
9:43 am
referenceing referencing? >> the mayor. during the riots they told the cops to let it go. what you see in the big cities like new york you have a liberal mayor. what rudy did was take petty crime and deal with the force forcefully and rebuild the city. if you let the crooks believe nothing will happen they will keep being crooks. >> i think this is a bigger scene emerging this summer. if you look at headlines in the local papers you have a crime spike. usa today did jives an baltimore and other cities seeing uptick in crime. the mayor wants to get rid of bail for felonys in new york and just let them go. it seems like there is a crime cloud emerging. they want to get rid of public

urination. this is on the week of president obama supposed to go to a national prison a federal prison and give a speech about letting inmates go because democrats would have you believe that is the biggest problem; overcrowding in prison. >> rudy got it right dealing with petty crime and serious crime. but everybody knew there was a new sheriff in town. what obama is doing and other big city mayors is sending out the signal to the population as a whole that we consider criminals more victims than criminals. >> sandra i called richland county in columbia, south carolina and the public information officer was my former co-anchor and i said what makes your county successful when it comes to fighting crime. and he said the sheriff there --
9:45 am
>> he is a democrat and a good guy. >> he said the key is building unity in the community. the sheriff is transparent. no non-sense. when something is wrong the poi goes in front of the camera to say what is going on. in baltimore the community came up with their own version and the sheriff's department never came out. it took them days, if not weeks, to come out. he said they have a citizen ad advisory council and officers are assigned to different areas of the city knowing the kids and families so if you do snitch you go to the team you know. >> part of the challenge as i understood in baltimore and other cities with the spark in crime is a lot of local officials are spending time in front of cameras to defend the decisions they are making. in baltimore in the first 72
9:46 am
hours after the spike in riots, you saw the mayor defending the decisions she is making. >> when you have weak leadership and make the cops feel like they are the problem not the solution. when you let the crooks believe they are victims of an out of control system. when you have a failing school that can not educate people and when you have a tax structure where no body can create jobs you get baltimore. republicans have a way to connect with minorities in a way i have not seen. >> there have been four decades of democratic leadership in that area. >> maybe the fifth decade is the breakthrough. all right. the son of a boston police captain arrested in an isis-inspired plot raising concerns about americans radicalized on the home turf. how do we combat this and are we doing enough to fight isis

we are on path to spend 2.3% of the gdp on defense and the historical average is 5%. >> people follow a winner. when you look at this young man people around him said they saw his behavior change and me was talking about islam in a radical way and about what he wanted to do. but following a winner is a long ways from joining isis and beheading people. >> at the end of the day, the home-grown terrorist is a problem and the ability to detect these people has been diminished because the nsa program is weakened and we are reducing the money we spend on the fbi. >> what do we do? >> we have to spend more on the military. the number one obligation of the government is to defend the nation. radical islam is running wild over there it is going to come here unless we send soldiers back over there to partner with the people in the region to stop
