down. the press second said if iran cheats on the deal the obvious option is to snap sanctions back and the military option will be available. >> thank you. the secretary of state john kerry is set to testify on thursday at the first senate hearing on the nuclear deal. congress has 60 days to review the agreement and right now even some democrats say they really aren't sure whether they can support it. let's bring in john busse. from "wall street journal." political wind? >> yes. today the clock starts ticking. 60 days for congress to consider the deal and evaluate it. and we have already seen the campaigning get underway in a big way over the weekend with john kerry on virtually all of the talk shows talking up the deal. >> it goes without saying that the rest of the world is going to do what the rest of the world does. our sanctions wouldn't be as effective nearly as the rest of the world's sanctions and we're not going to bring them along. that said you need the american

people onboard here. >> i think that's right. but the point you're make is the point that john kerry is making, that's the president made in that very long press conferenced that he had about the deal, which it that we can't go it alone. the world community was behind us on the sanctions with iran. we need to keep them with us. and that would erode if a deal doesn't go through. whether or not you believe that argument or you don't that is the argument that the administration is making, that john kerry and energy secretary made in joint appearances on the talk shows of the weekend that we have to have our allies behind us. they would have abandoned the sanctions if the u.s. now rejects this deal, we'll have a heck of a time keeping our allies behind us on the sanctions. they would erode and so, therefore, this deal is the only option. it's not an alternative. it's the only option. >> the president would like to have all the democrats, in the senate, but has to have 34 of them. do we know what it is that's

going to be the difference-maker or is it a series of things. >> a series of things and the campaign that's going on right now. the allegiance that the democrats have to obama to israel to a variety of political constituencies that have the skin in this game. you'll see over the next 60 days the democratic process playing out. you're already seeing a lot of lobbying happening by the administration by opponents of the deal. eu foreign ministers cam out in favor of it. the unites nations agreed with the deal. you're already seeing the people speaking up, institutions speaking up, before -- for and against the deal. that's going to continue for the next 60 days. >> one of the comforting thing about this agreement to those who might otherwise distrust it on some level is this idea of snapping back sanctions. and i think it will be interesting to find out if that is a real thing like, how quickly can sank goes back into play? can you get the chinese onboard the russians onboard to whatever

the snap back is? >> the administration i counting on the language in deal reassuring to the folks who feel that iran -- you can't trust them, and that they will fib and lie and obfuscate and continue on with their program. the snapback is the penalty they would pay for doing that. the argument the administration is we're going to have our allies much more behind us for continuedded sanctions and a snapback of sanks if we're able to show that iran is not agreeing with the deal. going forward now with just more sanctions over time those would erode. >> is there a sense that there's a better way? the talk about we should have done something different. it's too late frankly. >> i'm not sure what the different thing is. this is an argument being made by the administration. show us what a viable alternative is? military option being on the table. it's been on the table for more than a decade. and it remains on the table for israel. but that is not a very viable

option if you don't have the american people behind you to exercise that option. i think the administration is counting on, if there's a gross violation by iran, sanctions military option, all of those things come back into play, john busse, thank you sir. >> bad news out of afghanistan american-led helicopters opened fire on government forces there in a dealtly case of friendly fire. it was an accident, according to the afghan officials and our own. they say it happened today outside kabul. as government soldiers, afghan government soldiers were battling taliban fighters, officials say that at least seven afghan soldiers died and two tv the soldiers were heads were missing. one official called it an accident and blamed it on a lack of coordination. the u.s. military officials say investigators looking into this. the last time cuba had an embassy in washington, astronauts had yet visited the

[shouting] >> it is the cuban embassy in america, obviously. cuban officials flew the country's flag there for their first time since 1961. the new era started after midnight. u.s. officials say the american flag will not fly outside the american embassy in havana until secretary of state john kerry hosts a flag-raising ceremony next month. cuba's flag went up at the state department without ceremony. despite all the good will, both nations face political disagreements that are very big. cuba's foreign minister called for the united states to lift its trade embargo and return guantanamo bay to the cubans. secretary kerry says there's no plan to return the naval base and state department reports more than 70 u.s. criminal fugitives have escaped to cuba.

man, terrible rain over the weekend. heavy rain and flooding in southern california, and officials say it got so bad that part of a bridge on the 10 freeway completely washed away and the 10 freeway is shut to traffic in both directions. the shutting of the 10 is a disaster in itself. it goes from santa monica through the city of los angeles east eventually to jacksonville florida. that's the spot where it's rough and emergency crews had to rescue this driver of a truck which crashed. it brings us to the slide show, starting with another look at the truck. this is a still picture here, and fire officials say they expect this driver to survive. they say a passenger managed to escape without getting hurt at all somehow. here officials say they've shut down the 10 freeway. it's not shut for just a day or
